man. oakland's new police chief. we look at the opportunities and the challenges that lie ahead. >> this is ktvu, fox two news at 730. >> it is a fresh start for oakland police. nice to have you with me on this monday night. i'm heather holmes and the workweek for a lot of officers today, starting with a conversation with the new chief, floyd mitchell took over the reins of the oakland police department today at a time when ongoing crime is a major concern, mitchell met with new recruits and also opd leaders to learn more about the department and its programs. >> i've spent the last few days attending some lineups to meet my officers. i'm going to spend the rest of this week attending different meetings to get brought up to speed on several different things going on within the oakland police department and within this community. >> mayor shengtao announced that mitchell would lead the city's police department back in march. he replaces former chief leronne armstrong, who was fired more than a year ago over his

handling of police misconduct cases. an independent investigation later cleared armstrong of any wrongdoing. as for floyd mitchell, the police department is still working on finalizing a date for his swearing in and we're going to go in depth tonight on the new chief and this new opportunity for the department and the city of oakland. and welcome to the show tonight, tommy toussaint, a former police chief and current criminal justice professor at bakersfield college. tommy, always a pleasure to see you. you have led several police departments. you are well aware of the challenges. how would you advise floyd mitchell to approach his role here in oakland? >> first of all, thank you. and i think this is a great moment for the city of oakland. they have a leader in place who understands the challenges, but i would tell him, to allow the officers, the community to interact with him, which it sounds like those are his intentions. and i hope that the city government, city

leadership, the politicians allow for the chief to run the police department and allow the chief to make those decisions. he is a student up to understand that those are his bosses, but they hired him for a reason, and they ought to let him run the police department. he's got a lot of work ahead of him by assessing the department, assessing the senior leadership and assessing the rank and file. that's going to be keep him pretty busy for the next several months. >> yeah, indeed, it will. tommy mitchell, though, is an outsider coming to the department from texas. how does he work to get the support of not only the rank and file, but the community as well? i think what he has to do is get into the community and interact in the community, follow his senior leadership. >> who's going to give him the path to go down? everybody wants to see him succeed. everybody wants him to do a great thing for the city. so he's going to have a lot of resources. and i would tell him to utilize those resources right away, because

once the honeymoon is over and things may change, as is known through the landscape in oakland in the last several years, but i think he's got the right attitude, the right understanding. and if he listens to those that are in key positions, i think he would do absolutely exemplary. >> well, we've talked with a lot of people who are optimistic and really see this as a clean slate here. but with crime a major concern in oakland, how does the new chief temper expectations? >> i think what he has to do is assess just how different and how heavy the crime has been. he should talk to other chiefs and other cities in northern california area. former chief daniel hahn, that would be somebody that i would go to and understand how important and how serious the crime rate is, and that he needs to specialize, how he enforces the law. but i think he knows that. but i would go to resources of other senior leaders and law enforcement, that are around him. they can help guide him, although i

believe he already has a handle on it. >> yeah. i mean, obviously these next few days are crucial in setting the tone and culture of opd. tommy tucson always appreciate it. nice to see you, sir. >> good to be around. take care. best in the new city, chief. yep >> that's what we're all hoping for. thank you. all right. a guilty verdict was reached in the murder case of pleasanton. woman rachel buckner. an alameda county jury finding 43 year-old joseph roberts guilty today of second degree murder. he was buckner's boyfriend. she was killed last july with her remains found along the alameda shoreline. her family says that today's verdict gives them some sense of relief. >> when today's verdict means for me, is that i don't have to look over my shoulder for right now. i've lived in trauma, in terror. >> joseph roberts is expected to be sentenced on june 14th to 15 years to life in prison for

second degree murder. well, grand jury transcripts are providing some new details. in the case of a los gatos woman charged with hosting alcohol fueled sex parties for teenagers . 49 year-old shannon o'connor remains in jail awaiting trial on more than 20 felony counts, more than 2000 pages of transcripts were released on friday, and they include the testimony of more than a dozen teenagers who attended her parties. they claim she invited them to her home as part of her effort to make her teenage son more popular. the teenagers say they were encouraged to drink alcohol and engage in sexual activity. they also said she often tried to hide these parties from her husband and her neighbors in los gatos. well, it is graduation season and among the many walking across the stage are those who were formerly incarcerated. ktvu crystal bailey tonight introduces us to a man who turned his life around and tells us about the unique program designed to help former inmates navigate higher education. >> something danny dorsey.

>> as danny tongzi walks across the stage at uc berkeley, he's graduating with a bachelor's degree in sociology. >> to me, i felt like, wow, this is one of our dream come true. born in a refugee camp in thailand when his family was escaping a war in southeast asia , tong's family emigrated to a low income neighborhood in stockton when he was just a little boy. a lot of kids end up in gangs like myself. so what had happened was when i was 17, my older brother was murdered by a rival gang, which led me to a deep depression. eventually tong retaliated, ending someone's life and sending him on a journey through the prison system. till this day, that i'm still living with the guilt and shame, and i think that part of my education and my academic is a transformation of that to ensure that, you know, that other kids don't make the same mistake like i did.

>> while serving his time, he began going to church. >> there was, a preacher that came to my cell and just share about love and forgiveness. >> that's when his whole trajectory shifted. he got his ged, then his associate's degree, and was granted parole. he worked as an advocate for the asian prisoner support committee , a nonprofit organization helping members of the aapi community reenter society. but his immigration status was at stake. facing deportation because of his felony in 2020, governor gavin newsom granted him a pardon after hearing about his advocacy work, and that freed him to pursue higher education at cal berkeley through a program called underground scholars. >> and one thing that i noticed about danny is that he's using his life experience to inform his research and the work that he wants to pursue. >> the program began as a club by a formerly incarcerated student in 2013, danny murillo, who wanted to help others like himself. >> now it's expanded to every uc and community colleges as a prison to university pipeline

run every year. >> now we get $4 million from the state budget that gets divided by the nine undergraduate uc campuses to serve formerly incarcerated students and system impacted students in the university. >> at berkeley alone, underground scholars has 40 graduates this semester. >> layton. >> yeah, thank you so much. yeah, we did it. >> tong is one of them. and on his big day, he offers these words for dreamers like him. >> here i am, you know, i mean, it's not too late. if i could do it, anybody could do it. >> tong's plans to apply for grad schools in the fall so he can continue working with marginalized communities and supporting formerly incarcerated individuals in berkeley. crystal bailey, ktvu, fox two news. >> it is frightening to see so many incidents of violence. >> outcry after a heated confrontation in the south bay. what happened to a group of demonstrators protesting the violence in gaza and construction begins on a large

northern areas. aid workers say they are struggling to distribute food and other supplies. this comes as israel marked a somber memorial day honoring its fallen soldiers. back here in the bay area, members of the islamic community are denouncing an angry tirade on two people who were hanging banners on a peninsula overpass. they say they were hanging a pro-palestine banner on a pedestrian overpass above highway 101 near pierce road. this is in menlo park. back on may fifth. that's when an unidentified man walked up and demanded that they remove those signs. the pair agreed to remove the signs and leave, but they say the suspect became increasingly agitated. >> i immediately feared for my life in a way, because he was saying it like so loud, and he was like kind of shouting it like. i just felt like, okay, what if he attacks us if we don't take this down? >> the man also allegedly threw personal items over the fence and onto the shoulder of the road below before taking off. the redwood city chp says it is

investigating that incident. okay, time for us to talk about our weather and a nice start to the workweek, albeit a much cooler than what we ended last week with. >> yes, we were talking about this. i know some like it a little bit warmer that some some people is me. yeah, exactly. tomorrow only subtle changes. only slightly warmer. we're going to wake up the clouds once again. and a little bit of drizzle giving you a live look here over areas of the east bay where we have mostly clear skies . still at this time, i do expect the clouds to make a comeback and we will have patchy drizzle out there once again for tomorrow morning. here's a view of storm tracker two. the ridge parked over the west here and continuing to strengthen our direction. although we have a low that is parked right off our coastline and that is what is helping to bring the clouds, the drizzle and the localized sea breeze. here's a view of the futurecast model into the next few days. notice how the ridge continues to push east and that will again keep our temperatures just a little bit warmer.

the market neighborhood will soon undergo some major renovations. today several organizations with the city broke ground on the howard street implementation project. this project includes folsom street between second and 11th streets and howard street between fourth and 11th. this area is seeing a growth in population, and now the city wants to make it more welcoming for pedestrians and bicyclists. >> the corridor will be greener with more trees and landscaping. it will be safer with protected bike lanes and pedestrian amenities. it will be more resilient with upgraded utilities including the sewers, water lines and emergency firefighting water system and it will be more inviting for residents and visitors with new street furniture, lighting, decorative crosswalks and other elements that create a real sense of place. >> construction along folsom street will begin this year and is expected to last two years. work along howard street is expected to be completed sometime in 2027. well, meantime, the san francisco

municipal transportation agency will soon implement a new strategy to try to help deal with fare evasion. the agency says it will bring on two dozen new fare inspectors, who will ride muni and make sure everyone has proof of payment. sfmta says about 20% of riders skip out on paying and fail to account for about a quarter of its income. we can't sustain muni service without people paying their fair fare, it is about a quarter of our operators salary. if, if we're not able to bring fare compliance up a bit, we will have no choice but to reduce muni service to keep the new inspectors safe. >> well, they say they will be working in groups of three. a jeweler that's called san francisco home now for more than 170 years, is leaving the city today. shreve and company announced it is moving its flagship store from post street in union square to palo alto. the company has been rooted in the city since its founding in

1852. shreve and company says this move is part of a strategic retooling of the company's business plan. the san francisco location is hosting a public liquidation sale starting on may 17th. many members of the top brass, some of the biggest tech companies, left these businesses when they were asked to return to the office after the pandemic, a new study published from researchers at the university of chicago and university of michigan found. when tech companies asked workers to return to the office, many senior level employees chose to leave the businesses. the study looked at data from apple, spacex and microsoft. their findings show at least 4% of senior level employees left at each of these companies when they were asked to return to the office. yelp is now out with its top 100 barbecue spots here in the us. we'll introduce you to the bay area restaurant that earned a ranking. and then later tonight on the 10:00 news, organizers of art and soul oakland say they are canceling

limited stops before regular bart service begins on sunday. the trains will stop at millbrae , daly city and 16th street mission stations in san francisco, as well as west oakland, macarthur, pleasant hill, el cerrito del norte, bayfair and dublin stations in the east bay. the special trains will get race participants to the embarcadero around 7 a.m. by the way, bart parking is free. the town of yountville is hosting its annual art sip and stroll event this weekend. organizers say it's the biggest art event in the napa valley, with 65 artists participating. more than a dozen wineries will also be at the event offering tastings, and earlier today on the four, i spoke with rhonda schirr yountville arts commission chair. she says visitors can expect to see a lot of fine art and enjoy good wine, all for a decent price. >> if you think about coming up to napa valley, where else could you taste all these wonderful wines in 2 or 3 hour or four hour period of time? for $40,

fans of the boys in blue. this is the first time this season the giants are hosting their rival. the two teams played in los angeles back in early april. by the way, the dodgers won all three of those games. obviously giants fans hoping for a very different outcome in this series. a restaurant here in the bay area has just been named to yelp's top 100 barbecue spots in the u.s. capello's barbecue in redwood city is ranked 33rd on the list. the owner says the roots of his restaurant can be traced back to his texas upbringing. i know a thing or two about texas barbecue. yelp says it determined which restaurants made the list by looking at businesses with a large concentration of reviews mentioning the word barbecue, and it says it then ranked those spots using several factors, including the total volume and ratings of reviews mentioned, mentioning those key words. so congratulations to that restaurant. there thanks so much for
