bay say they arrested a 13 year old student for homicide at his middle school earlier this month. >> the arrest follows a deadly stabbing on april 2nd inside the safeway store on bancroft avenue in san leandro's, broadmoor district. investigators say the teen stabbed and killed 18 year old zion goodin after goodin got into a heated argument with the alleged attackers friend. police say the arrest comes after investigators talked to witnesses and reviewed surveillance video. >> you're able to piece together what transpired during the altercation that led to the stabbing and homicide, and we were able to from surveillance footage, eventually able to piece together the identity of the suspect. >> san leandro police say they arrested the 13 year old last week at his middle school in a neighboring city. he's now being held at alameda county juvenile hall, facing one count of murder. a tire company in san rafael is facing a lawsuit from people in a nearby homeless encampment over allegations that tire shop has been playing loud music all night. a lawsuit was filed in marin county court

yesterday. people living at the encampment outside east bay tire company say for the past few days, loud music starts playing at sundown. they say they think it's a move to get them to leave the encampment, and it's so loud. >> i mean, so loud. blaringly it it it it makes your ears bleed. you can't. you can't hear yourself think. you can't have a conversation. and i mean, this person, especially right under it. oh, my god, i was here last night and i was crying. i was just like, i got to go. i can't, i can't do this anymore. >> a surveillance camera system has been installed in the tire store parking lot pointed at the encampment. a court hearing happened this morning over a possible injunction to stop the music. as the case worked its way through the system. we're going to get a hold of the tire shop owner to get his side of the story. >> well, some of the state's largest insurance companies are now being sued by alameda county. da pamela price announced the lawsuit just a few minutes ago. she said it was filed on behalf of homeowners in alameda county. now, the suit alleges farmers insurance group,

including mid-century insurance company, systematically undervalued homes in alameda county and the state. >> these insurance companies have utilized a software application that allows them essentially to defraud homeowners by charging them premiums for insurance that does not adequately insure, the, provide inaccurate and low replacement costs for insured homes. >> farmers in mid-century have not yet commented on this lawsuit. well, some students at usf are frustrated after the university cleared out the pro-palestine encampment without warning it had been in place on campus since the end of april, when classes ended. many of those tents were abandoned. protesters, however, say some of the tents were still being used. they say they were already planning to leave and that the university's actions are upsetting. >> i literally woke up from that tent this morning. all of my belongings are in there, my

were sent home for the day and they are expected to get the case next week. >> after more than four weeks of testimony, donald trump's criminal hush money trial seems to be coming to a close. but the jury is hearing from one more witness who has contradicted the prosecution's key witness and seems to have angered the judge. yesterday, after a tense back and forth in just one week, former president donald trump's fate could be in the hands of a jury in his manhattan criminal trial. his attorneys winding down their case with closing arguments expected to come next tuesday. >> one of the case by any standard, any other judge who would have thrown this case out, robert costello returned to the stand. >> he's a former legal adviser to the prosecution. his primary witness, former trump attorney michael cohen. that came shortly after cohen finished his testimony admitting to stealing from trump by keeping money that was supposed to go to a tech company. costello later testified that cohen told him trump, quote, knew nothing about the hush money payment to stormy

daniels. >> costello said to him, do you have anything on trump that we could use to trade with the southern district to try to get sentencing leniency? and he told him, he said, 10 to 20 times, bob, i have nothing on trump. >> and in a dramatic moment, judge juan merchan ordered the courtroom cleared after costello was muttering under his breath and rolling his eyes. though some legal analysts say the exchange could play in favor of the defense. >> the jury picked that up, and the jury obviously feels, in my opinion, that the judge is favoring the prosecution. >> the judge will be holding a conference this afternoon to hear arguments about how to specifically instruct the jury on what they'll be deciding in this case, in new york. connor hansen, ktvu, fox two news some new express toll lanes are coming to a busy stretch of interstate 80, which could affect commuters driving into the bay area. >> caltrans has approved $105 million for the first phase of the yolo 80 corridor improvements project. it includes adding a high occupancy toll lane in each direction

50 foot deep channel to 24 over seven operation. officials say they can get the channel to 700ft wide by the end of may. months ahead of schedule, and over the next week, we expect another 20 vessels and barges to come through the port's public terminals. >> but i do want to be very, very clear this morning. the mission is not over before the cargo ship dolly slammed into the bridge, causing its collapse in the death of six workers eight weeks ago. >> the port of baltimore moved nearly $7 billion of cargo a month on monday. tugboats pulled the dolly back to port a week after crews used controlled explosives to remove debris from the 947 foot long vessel. lloyd's of london estimates the bridge collapse could be the most expensive maritime tragedy in u.s. history. the white house has pledged $60 million to rebuild the bridge, and asked congress to pass additional

funding. >> we can do big things. we can accomplish aggressive timelines. we just want to ensure that we have the partnership with congress. >> federal officials are still investigating what caused the collision. the dolly is now undergoing temporary repairs in baltimore before it's moved to virginia for final repairs in washington. caroline shively ktvu, fox two news two mushroom farms where mass shootings happen in half moon bay last year are being ordered to pay thousands of dollars in back wages and damages. >> u.s. department of labor investigation has recovered more than $450,000 for 62 workers at concord farms and california tara gardens. the labor department also assessed penalties after investigators found the farms underpaid workers and provided unsafe housing conditions. the wage recovery and fines are part of settlements reached for multiple violations of the migrant and seasonal agricultural worker protection act and the fair labor standards act. the environmental protection agency has issued a new warning involving the safety of the nation's water supply. epa says

cyber attacks against public water facilities across the country are becoming more frequent and more severe. it's issued a nationwide alert urging companies to take immediate action to protect the nation's drinking water. but tight budgets could prevent the water facilities from adding extra layers of security. >> a lot of these systems are are stretched fiscally. they don't. they just have enough budget to keep the water system running. cyber security is not something that they've been focused on as much as, say, large power grids and so this is sort of new to them. and it's again a wake up call. >> epa says roughly 70% of the public water facilities it inspected last year failed to meet current cybersecurity standards. >> artificial intelligence will be at the heart of today's annual microsoft build conference. this tech developer conference is following a.i. announcements last week from rival google and microsoft's close business partner, openai. the conference comes as microsoft says its new computers

reopened after being closed because a person was hit on the tracks around 1045 this morning. a man in his 60s was found under the train, was taken to a hospital. it's still unclear as to how he ended up on the tracks. but bart authorities say they do not suspect foul play. we'll continue to follow this story and bring you the latest again. walnut creek bart station has just reopened in the past few minutes, and service is now resuming back to normal to the south bay. now where? new at noon. san jose police are asking for the public's help in identifying a victim of child abuse that happened during a violent act of vandalism, was captured on surveillance video. the child was at an ice cream shop on aborn square, april 26th. watch the right side of the screen here. a little boy sits down, then a man on the sidewalk outside smashes the window directly behind where the child was sitting. large shards of glass fell on the boy. detective identified the man as payam afsari and arrested him at

his home in san jose. it's unknown if the child was injured, though he and the unidentified guardian left the ice cream shop after this happened. anyone who knows who the victim and guardian are is asked to call san jose police. >> a week of funeral services begin for the president of iran, president ebrahim raisi. the foreign minister and other iranian leaders were killed when their helicopter crashed in dense fog in a remote area of the country on sunday. one san francisco state university political science professor says raisi was a hardliner who was very unpopular among the iranian people. >> only 7 to 8% of them participated in parliamentary election, which, indicates how badly, the regime is performing. >> one man from iran who now lives in the east bay, has painful memories of president rice's role in the execution of thousands of iranian dissidents. >> in the summer of 1988. i had cousins who were arrested and put in prison for many years. i

had schoolmates who were executed. >> iranian americans living in the bay area say they will be closely watching the election to replace raisi. that election is scheduled for june 28th. his death has prompted a strong reaction from iranian americans living here in the bay area. may god. well, last night, dozens of people gathered for a rally in emeryville hosted by the iranian-american community of northern california. organizers say president raisi was responsible for the oppression of the iranian people during the past 40 years. we are here because celebrating it, because we know his death is going to weaken the ayatollahs in tehran and in the war that is being going on between the peoe of iran and the ayatollah us for the last 40 years, hopefully iranian people are going to have the upper hand now and gain the democratic change that they have been after for many years. there

were similar rallies in many other us cities yesterday in response to the iranian leader's death. >> political leaders across the world are starting to take sides after an international prosecutor requested arrest warrants for a top israeli and hamas leaders over the war in gaza. as rebecca castro reports, president biden called the move outrageous. but other allies of israel are backing the court's decision. reporter israel is finding out who its friends are after the international criminal court's chief prosecutor requested arrest warrants for israeli prime minister benjamin netanyahu and the country's defense minister, along with leaders of hamas, accusing them of war crimes and crimes against humanity. >> whatever these warrants may imply, there is no equivalence between israel and hamas. it will always stand with israel and the threats against its security. >> the accusations gave president biden an opportunity to show support for the us ally, even though he's been critical in recent weeks of israel's plans to invade rafah. >> what's happening is not genocide. we reject that.

are protesting the uc system's recent crackdown on pro-palestine demonstrations on college campuses statewide. yesterday some students reported having difficulty getting to class, so the university went remote today because strikers were blocking entrances to the campus. the walkout involves teaching assistants, researchers and other academic workers. no word on how long the strike will last. >> new details about the tesla factory fire in fremont. the fire department says the fire started inside of an oven around 5 p.m. sky fox shows fire crews on the roof and around the building. fire crews say all employees have been accounted for and no one was hurt. happening today, city leaders in oakland will consider making changes to the opd police pursuit policy right now, oakland has a lot of restrictions on police chases, but two city council members want the police commission to relax those rules and allow police to engage in more chases. advocates for the change argue criminals know they won't be chased, but those who have argued against police chases over the years say they're too dangerous and could lead to more injuries. san jose is planning

to install speed cameras throughout the city. 33 of them are set to be placed in high collision areas. drivers captured violating traffic laws will be mailed a citation. city officials say annual traffic deaths in san jose have more than doubled, from 29 in 2012 to a peak of 65 in 2022. a majority of the funding for the cameras is coming from an $8 million federal grant. >> new technology allows customers to leave their wallets at home and pay for purchases through facial recognition, some experts say. the technology initially used as a security tool may soon replace current debit and credit cards. several companies have been testing the use of facial recognition for making payments, while some consumers may be wary of the technology, experts say that biometric authentication is safe and efficient. >> so these are 3d scans, which makes them secure and pretty much impossible for a bad actor to try to bypass anything that can kind of make these day to day transactions and transactions faster, there will ultimately prove successful with customers. >> privacy experts caution that people who agree to use facial

recognition for payments should still use the strongest password possible. now to a new effort to restore lake merritt to its former status as a jewel in oakland's crown as ktvu is betty yu tells us, a new group is working to ease concerns about crime and public safety at the lake, and hopes of bringing more people there this summer. >> love our lake wants to remind oakland residents and visitors of lake merritt's vibrant sea and beauty this summer. children's fairyland executive director kimberly miller came up with the idea i want children and families to feel really comfortable and excited to enjoy outdoor recreation, art and culture here at our heart center at the lake. the initiative is a collaboration among lakeside institutions including the oakland museum, the oakland public library, and visit oakland. there will be pop up activities featuring free concerts, jogging and walking groups, and health and wellness classes. >> we're about positivity and working with our community, not just the organizations that surround the lake that really

want to invite our oaklanders back down to the lake for fun and joy and vitality, but also our city officials. >> oakland resident ross tucker has lived in the area for several years. >> i used to be a person that would come down to the lake all the time, you know? the vibe started changing. i quit coming down, but i think this is a good way to boost reverence of the old lake merritt. before the pandemic. >> in fact, he was at the lake during the juneteenth shooting in 2021. that left a 22 year-old dead and six others wounded. >> that was on the other side of the lake and if y'all youtube it, it's a shooting that happened between two rival enemies, and half of us ran up down, up. mcarthur. >> it sounds like you're more guarded now. you're more vigilant. >> yes. my partner has suggested we come meet a friend of ours for just, you know, just to hang out at the lake. i was like, it's about to get dark. >> last year, lake merritt was the scene of a shocking discovery. a 23 year old man's body was found stuffed in a suitcase. oakland police data shows that violent crimes citywide are trending down this

year, though the department is beginning to see an uptick in homicides. what is your sense of safety when you're here? >> i don't really think about it that much. like there's so many people out walking around, i feel like it's definitely safer families. >> i think it has a bad rap. i do think it's a lovely lake. it could definitely use some more lighting and i do not like going out after night. not unless i'm accompanied by someone. >> the love our lake campaign officially kicks off this saturday with a free afternoon concert on the shores of lake merritt in oakland. betty yu ktvu, fox two news. >> well, today, the biden administration announced it's releasing 1 million barrels of gasoline from a northeast reserve established after superstorm sandy in a bid to lower prices at the pump. this summer, the sail from storage sites in new jersey and maine will be allocated in increments of 100,000 barrels at a time. the approach will create a competitive bidding process that ensures gasoline can flow into local retailers ahead of the july 4th holiday, and sold at competitive prices. the move is intended to help lower costs for

american families and consumers as well. meantime, state regulators are working to reassure drivers that gas prices won't spike under a new climate plan later this year. the california air resources board plans to update its fuel standards and require the oil industry to reduce emissions. many say the cost of these changes could be passed on to the customers. one year ago, a staff report from the air resources board suggested prices could increase $0.47 a gallon by 2025 and up to $0.52 a gallon by 2026. staff later said the actual cost increases are unclear and the analysis is incomplete. >> the research we put out recently says, i actually don't think the amendments they're proposing right now are likely to increase the credit price very much at all. so you will see an increase in the gas price impacts, but it might get into the 15 cent a gallon range. >> the air resources board has postponed its hearing on the changes to later this year. one

change that is going into effect is the state's gas tax increase of $0.02 per gallon, beginning july 1st, restaurants in berkeley will have to choose between paying thousands of dollars or losing the exclusive use of their outdoor dining spaces. >> the city is implementing a new rule that will allow businesses to keep their parklets by charging them an annual fee. business owners are being given three options pay an annual fee to keep their parklet for private use only, pay nothing, and turn the parklet into a public space, or take down the outdoor seating altogether. >> a rowing team in southern california has a real surprise when a sea lion pup hopped into one of their rowers boats, logan hibbard tells us she and her teammates were practicing in marina del rey when the sea lion jumped out of the water into her boat. you can see it here in this picture. teammates on the ucla rowing team took these photos. while she did her best to remain calm. >> just a baby sea lion. so, he was really, really friendly and, yeah, i figured if i stayed calm then it would make him more calm. and so we just sort of had an understanding with each
