its act together here. 40s and 50s on the temps, some low class, especially on the san mateo coast down to santa cruz. again, they are that socked in city here. let me zoom in a little bit for you. there you go. but overall, we are looking for another nice day inland. although it does look like a little bit more in the way of some low clouds. will start to make an appearance here. 60, 70s and 80s. all right. sal's here. i didn't see anything except cones and cones and cones. >> yeah, if you drove near the carquinez bridge, steve, there were definitely cones. there was also a car fire near there in the eastbound direction. so we have a little slow traffic as they clear that eastbound 80 at highway four is where the car fire was. that's where the construction began on westbound 80. looks pretty good. let's take a look at the bay bridge toll plaza. that looks very nice. there have been no major issues in the commute direction right now. as we look at interstate 880. so it is wide open for you just be careful. sometimes people get going kind of fast, but for the most part we're off to a nice start. 401

let's get back to the headlines. >> okay, sal. thank you. well, downtown san jose now has its first retail cannabis shop. it opened this month after city regulations were amended to allow cannabis stores, mainly in industrial areas. >> ktvu lamonica peters spoke with employees about how they hope the new shop will contribute to the downtown scene, with its new location on east santa clara street, purple lotus is now the first retail cannabis shop operating in downtown san jose. >> well, it's better because it's super great because there's like the busses are right here and the light rail. and so even if you don't have a car, it's super easy to get to sales. >> floor manager david rios says although they have a delivery service, being centrally located is not only good for business but good for customer service. >> no more hopping in your car to drive 15 minutes away. we, we're just a walk away from from a purchase, so that's it's pretty cool. >> last year, the city of san

jose eased regulations that prohibited dispensaries from operating within 1000ft of schools, daycares and community spaces. now the limit is 500ft, allowing cannabis shops to expand outside of san jose's industrial areas. >> a lot of people in the tech industry living in this area have been coming down. a lot of people don't have cars who live here, so they've been super grateful for it. >> purple lotus says dispensaries have to pay a $140,000 license fee, a 10% marijuana business tax and a $50 batch fee for each employee. cannabis shops must also have surveillance cameras and 24 hour security. >> we have panic buttons throughout just in case anything goes down. we have an armed guard, 24 hours. >> the city is expected to collect more than $15 million in tax revenue from cannabis businesses this fiscal year. i also spoke with some of the

staff at mini-boss, which is a bar right down the street from the dispensary, and they told me that they hope that foot traffic is created for all of the businesses here on east santa clara, lamonica, peters, ktvu, fox two news. >> thank you. lamonica, san jose police are asking the victims of an assault at an ice cream shop to come forward. surveillance video from april 26th from inside this baskin-robbins in east san jose shows a man and a child walking in. and while the child sits, a stranger ran up, smashed the window, sending glass flying. the victims never reported the incident, but weeks later, a tipster helped police track down and arrest the suspect. customers say the arrest gives them some relief, but they're still shocked this happened. >> i just want to get your kids some ice cream and then your kid , that's like you're attacking the kid. why? >> i feel like that wasn't right to do to a little kid. and it must have been really painful

for the kid to experience. and really scary. >> the suspect, 36 year old pam asfari, has been charged with assault with a deadly weapon and child abuse. police are hoping to find the victims so that they can fully understand what happened. >> our time is now 400 for a substitute teacher in vallejo. was arrested after being caught on camera dragging a student out of a classroom. now take a look at video taken on monday at elite charter school in vallejo. you see the substitute teacher trying to forcibly remove a 13 year-old girl from his classroom. the student's family says it started after the teacher told the girl she was not supposed to be in that classroom. school officials say the substitute teacher won't be allowed to come back to work, but the girl's family says more should have been done to protect their child. fail to give me the teacher's name. >> and i was like, so baffled because how would you protect

this guy's innocence? and you clearly didn't protect my niece. >> now, the student's family says the school did not call law enforcement. instead, the family had to file a report. the substitute teacher was arrested yesterday in. the investigation continues. >> 20 children became sick after a chemical being used at a san francisco run jail drifted to portola elementary school in san bruno. the sheriff's department says the chemicals, including pepper spray, were being used in a training exercise yesterday afternoon. the students and one adult who were impacted did not need to be taken to the hospital now, a spokesperson for the sheriff's office says it's pausing future chemical training exercises while it reviews its practices. it also said, quote, this is an unprecedented situation that we take very seriously. we sincerely apologize to portola elementary school, its faculty and students and their families for this unforeseen event, which must have been especially scary for children. >> time is now. 406 rising tensions in san francisco

between mayor london breed and one of her challengers in the november election. during yesterday's board of supervisors meeting, help me to understand what role are you looking to play in this operation, and how does this have anything to do with your responsibility as the district 11 supervisor? >> i'm just interested in understanding that. >> well, respectfully, madam mayor, i'm also a citywide supervisor. we are citywide as well, and we are responsible for the charge of the entire city. so as i did with the trp site in union square, nob hill area, we were directly involved in working with adult probation, working with the nonprofit, working with the property owner to try to collaborate to make it happen. so this supervisor is ready to do the heavy lifting. so if you're if you're directing your staff to work with us, we're happy to collaborate. >> now. mayor breed said her office is committed to sober living programs, and that the city has invested more than $20 million in recovery programs

based on abstinence in seven locations. >> a proposal to build a 50 story high rise in san francisco will now turn into a much smaller, more affordable housing project, the chronicle reports. developers withdrew the application for that and now plan to sell the sunset district ocean beach property to a nonprofit. it hopes to build an eight story building for moderate income families. >> time is now 407. today is harvey milk day in san francisco. harvey milk was born 94 years ago today. he was the first openly gay man elected to public office in california when, in 1977, he was voted on to the san francisco board of supervisors. in november of 1978, harvey milk was assassinated, along with then san francisco mayor george moscone, by former supervisor dan white. last sunday, a block party was held in the castro district honoring the legacy of harvey milk.

>> well was advertised. yesterday was the warmest day of the week. today will still be warm inland, but it does look slightly cooler here and the theme is to take it even cooler as we head towards not only tomorrow, but all the way into friday and probably saturday as the way it looks. so it looks like we peaked it out yesterday. it will be a downward trend into at least saturday. a little bit more of a breeze. conquered south, gusting to 22 fairfield southwest 16 napa west yesterday. fairfield. i think it was under ten. so that's a little different. we'll see if it holds though. 50s on the temps, 40s for some. were not as cool as yesterday, that's for sure. here. 40s and 50s and 60s konocti and cloverdale are in there. healdsburg and windsor though 4847 sebastopol, rohnert park, bolinas 49. fairfax, 48, in sonoma is also at 4830s up in the mountains 52 and reno 32. in truckee, there a little bit of a system starting to move into the north. you can just get the leading edge of it. that will start to cool down, and that's going to drop to what we call the heights, which equal an open door to that fog bank once it

gets its act together and there's a little bit more coming in, cooling will continue, especially as we head into thursday, friday and probably saturday up in the mountains. if you're going up, there might be enough to trigger some thunderstorm activity. i think drizzle is in our near future. probably more likely on thursday night into friday. wednesday forecast low clouds clear, cooler coast still warm inland. we're still going for some 80s but 60s, 70s and mainly low 80s. now >> all right. thank you, steve a san francisco dog walker who says he has been the target of racist incidents, had his family home destroyed in a fire. his elderly parents had to escape the flames. >> and the san francisco organization serving its community by empowering women, we continue our coverage of asian american pacific islander heritage month with a group of trailblazing women and the major milestone they hit this year.

would prohibit legacy or donor preferences in california college admissions. now, the goal is to end what some consider preferential treatment. if this legislation becomes law, schools are found in violation and would face fines equal to the amount of cal grants received in the prior year. you see, cal state and community colleges already don't consider donor or alumni ties when they make decisions on admissions. >> indigenous, tribal groups are demanding investigations of missing and murdered indigenous people across the u.s. they rallied at san jose city hall, calling it a silent crisis. most of the victims are girls and young women, including the case of 24 year old khadijah britton. she was last seen in 2018 when her ex-boyfriend forced her into

a car at gunpoint in mendocino county. >> the family did most of the searching. yes and the sheriff. i don't know why they didn't call in a helicopter. drones, horses, atvs. it's definitely a pattern. every time. that's a family member goes missing or is found murdered. it affects the family, of course, deeply, but it ripples out and affects our whole indian community. >> advocates say indigenous women vanish at a rate ten times that of white women. advocates hope raising attention will lead to equal treatment of these missing persons cases. now we continue our coverage of asian american pacific islander heritage month, and this time we introduce you to a group of women in san francisco's chinatown who continue the legacy of their trailblazing founders. >> it's very special. ktvu is betty yu tells us about the square and circle club and its mission to give back to the community that started back in

1920, 100 years ago, seven young female pioneers created a club to raise money to help flood and famine victims in china. >> the group was the first of its kind created at a time when the organizers themselves weren't welcomed in san francisco, so they met at the chinese congregational church, still located here on walter ulam place near portsmouth square. >> it's a very important part of our history to know how minorities survive in a society where they have been discriminated, if not, and definitely neglected. >> lorraine dong and claudia chung, both born and raised in san francisco's chinatown, serve as co-presidents of the square and circle club that today has nearly 70 members. ruby. >> it was in the late 60s and women activism was beginning to take hold, so and i was a very independent person. i admired

them for their commitment and their leadership. >> mentorship lorraine is a retired professor at sf state in the asian american studies department. she received her first scholarship from the club when she was a student at the university. $150 covered a full year's tuition. >> my father always told me, if you want to go to college, you're going to have to try to find a way to support yourself. so this very first scholarship that i got from scoring circle was sort of pushed me and say, hey, it's possible the square and circle club's first benefit was a jazz dance that raised $250 over the years. >> the women hosted charity fashion shows, dances and carnivals to raise money for beneficiaries, including chinese hospital and the ymca. among their centennial projects, the group raised $5,000 to help victims of the maui wildfires in 2023. they also created a special scholarship award to be given to a high school senior. rachel hum will be 90 years old

this year. one of the oldest in the group, who's committed 63 years to the club. rachel will be among those honored at the club's centennial celebration on june 1st. >> i feel privileged to be living, now, celebrating the 100th year of squared circle club. >> betty yu, ktvu, fox two news. >> thank you betty. our coverage of aapi heritage month continues on our website, ktvu.com. you can find a collection of stories celebrating and honoring asian american and pacific islander cultures. >> our time now for 17 voters in san francisco may decide in november to lower the retirement age for san francisco firefighters. the firefighters, who were hired after 2012 have a retirement age of 58, compared to age 55 for firefighters hired before that time. that's ballot initiative would move the retirement date to age 55 for

all firefighters. the goal is to make sure that newer members of the fire department aren't required to undergo three extra years of health impacts. another ballot measure would try to help recruit and retain nurses and 911 operators. it would allow full time registered nurses to apply up to three years work as a temporary nurse to be used towards their retirement credits. it would also provide 911 operators with the same retirement benefits as other first responders in the city. currently right now we have a 20% vacancy in our 911 dispatch system. >> we are down 40 911 dispatchers, which is absolutely impacting our public safety response system. >> now, the measure will have to be approved by the board of supervisors before it can be placed on the november ballot. >> the san francisco department of public health is touting a pilot program that provides

prescriptions and residential treatment for homeless drug users, health officials say people who are interested in treatment can receive a prescription from a telehealth doctor. the visit is followed by a place to sleep. treatment then begins the next morning during the program's first month in march, health officials say 173 people met with a telehealth doctor and nearly a dozen people have entered treatment. >> time is now 418. several deadly tornadoes in iowa killed several people and left a trail of destruction. law enforcement says these powerful storms caused very intense damage to several communities across iowa, destroying homes and businesses, and knocked out power, destroyed several 250 foot tall wind turbines and knocked over trees. as tornado season continues, the experts warn many states around the south and the midwest could see even more storm activity with your family or your friends to know where is that spot

you're going to go when a warning is issued, think about it now before you have to act on it. now, as technology evolves, many people are not depending on traditional ways of getting storm warnings, along with encouraging people to follow the local and national weather stories and reports on social media, the experts say the methods of communication should be advanced, including having them in a variety of languages. >> all right, let's check in with steve paulson and our weather forecast. when is it going to be cooling down a little bit today okay a little bit today. >> there's a simple explanation on why that's happening. all these lows are coming out of california going out of the rockies. and that is a that's just a recipe for severe weather, especially when it comes out of the rockies into the plains and picks up that low level jet. if these lows weren't there, these these this active weather would not be happening. napa danville, redwood city and san jose all trending a little down today. napa to 81, danville

to 80. redwood city 79 and san jose also 79. cooler pattern a little bit today, a lot of bit as we go into the next couple of days, especially as we head into friday and also saturday, more of an onshore breeze. city west at 17, still a slight northerly breeze. mount veeder but pittsburgh with a west wind. davis point west southwest. richmond with the south wind. oakland berkeley hills also with a more of a southerly southwesterly breeze a little bit napa 1217 so you kind of watch napa american canyon, cordelia hiddenbrooke fairfield when that delta breeze kicks in over san pablo bay out to the delta, that's usually one of the first areas petaluma gap, san bruno gap as well out to dublin. when that wind picks up out of the west, you know cooler weather is on the way. 50s on most of the temps here, some 40s. petaluma, santa rosa, 48 castro valley, north dublin, upper 40s kensington's in there as well. we are much, much warmer than yesterday at this time. and some low 60s pittsburgh and also brentwood 30s up in the mountains 32. truckee 35. south lake tahoe.

mammoth has dipped to 30 elko sleeping in along with alturas. that's all right. you're allowed some higher clouds will start to come down here, but really it's getting more of the onshore breeze to kick in here from that system, which is dropping in. and then low pressure will settle in. so cooler coast and bay. it'll still be warm inland, but we topped it out yesterday no doubt. and cooling continues, especially as we head towards thursday and friday. a little bit of activity possible up in the mountains, so just keep an eye on that and drizzle looks likely for us. so low clouds otherwise clear. but there's a little bit more in the low cloud deck today. cooler coast and bay still warm inland. do think we'll get an afternoon breeze, if not earlier one than that. 60s 70s 80s all right, steve, thank you. >> time now for 22. there's a pause now in the criminal trial of former president trump. the key issues the judge in the case is considering while the jury has the rest of the week off and pickleball push back. >> up next, we hear from people who are upset about the plan for new courts

adding more pickleball courts to a park. last night, people packed into a town hall meeting and after almost five hours of debate, the proposal to build new pickleball courts will not move forward. the plans included tearing up part of osage memorial garden in order to build six new pickleball courts in addition to the two that are already in the park. >> i have a bigger friend, a network of friends in danville. since i started playing pickleball than i ever have before. >> the noise from a hard plastic ball hitting a hardened paddle nonstop for 6 to 10 hours a day is something i am sure none of you would like to live with. >> now, town council members said they made the decision out

of respect for the various noise complaints. there's housing all around that particular park. town council members say a sound barrier will be placed around the two existing pickleball courts in an effort to dampen those noises. >> the debate over pickleball courts continues in many local cities. a new pickleball hub was unveiled a few months ago in san francisco. some people say they're frustrated because the project replaced a tennis court and a basketball court. others complain about the increase in traffic and say the game is too noisy. people in richmond protested back in march against a pickleball project at craneway pavilion. ultimately, the 12th court project opened and includes a restaurant, bar and shop. now you can stay up to date with the growing debate over pickleball around the bay area. just head to ktvu.com or download the fox local app to your smart tv. concern that a new policy would lead to more police chases, the information that could bring changes in oakland. >> they get him so he can pay

bridge toll plaza. we don't have a lot going on. for the most part, things are doing pretty well on the commute. at this early hour. it's 430. let's get back to the headlines. >> all right. thank you sam. well, authorities in san francisco are investigating a fire at a house that belonged to a black family that recently received packages containing racist material. ktvu is amber lee tells us. we don't know whether these incidents are related, but the fire destroyed the home and sent an older couple to the hospital. >> citizen video shows a fire break out at this three story home on grove street in san francisco's western addition neighborhood, just after 1130 tuesday morning. fire crews say they rescued an older couple inside. >> i'm glad that me and my wife are safe and the dogs too, but that's secondary. >> 81 year-old ludie. williams tells me his 76 year old wife smelled smoke, and he went to see where it was coming from and saw the flames. >> i started getting nauseated.

i got to the garage door couldn't go no further. >> the couple's son, terry williams, also lives in the home, but he was not there when the fire broke out. he says he rushed home to find the house engulfed in flames. >> my mom's disabled like she can't move around, so all i can think about my mom going to burn him and i was one of my worst nightmares i ever had. my parents burned up in the house in recent weeks. >> on two separate occasions, williams says he found packages thrown over the front gate of the home that contained items, including a blackface doll with a noose around the neck and racist slurs written on it. san francisco police tell me there investigating those incidents as hate crimes, williams is a popular dog walker. he tells me he's suspicious about whether this fire is arson and related to the racist incidents. >> i don't know, but i pray to god it's not. i pray to god is not. >> williams is grateful his parents and three dogs are alive. he was at city hall when the fire broke out, talking to the mayor's office about the racist incidents. >> he's an avid community

person. he works hard. he does what he does with his with his dogs and with other community. he walks everybody's dogs. for somebody that has a heart like that to be treated the way he's being treated and be a native of san francisco, it's not it's not okay. >> fire officials have not said what caused the fire or where it started. fire crews were able to respond quickly to the first 911 call in just over a minute. they credit people calling for help in saving the life of williams mother, who was trapped on the third floor. >> one of the victims didn't have minutes left before. this could have been tragically different. >> i have tried to fix this. i don't know how to do it, but i'm going to have to do it since the home has been destroyed, the williams family is staying with a relative. >> fire officials say it could take more than a month to determine the cause of the fire in san francisco, amber lee, ktvu, fox two news. >> all right, amber, thank you. and a resolution was approved by the san francisco board of supervisors that condemns the racist acts against the williams family. it is truly horrific

what this family has already gone through. >> and to add today's events to this, this was major damage to the family home. >> now, the resolution urges city departments to prioritize the investigation of the fire and other incidents, and to give support to the williams family. >> oakland police are still searching for a man accused of killing the owner of an east oakland auto shop. 68 year old aristeo zambrano was shot and killed at a shop. bay city alternators in early february. a month later, police identified 33 year old robert moore as the suspect. moore has not been arrested yet. >> they get him so he can pay with what he did, even though i'm not going to get my father back, but he needs to pay. he needs to be accountable for what he did. >> we're told the suspect may be out of state, and that the u.s. marshals may also be looking for him. anyone who has seen moore is asked to contact oakland

police. >> our time now for 34. the uc davis police department wants help to locate a missing student who was last seen in san francisco. police say 18 year old diane schroyen marin left campus friday evening. she rode amtrak to the bay area and was last seen on mission street in san francisco. you see her photo here? she was reported missing on monday. she is believed to be in distress. if you see her call uc davis police. >> san jose police say a 16 year old boy has been arrested on suspicion of stealing a car at gunpoint. the incident was caught on a doorbell camera. you can hear the suspect, whose voice has been altered, threatening to shoot those inside the home not to knock him out. >> it's a car to lose your life. do not lose your life over a car . >> this happened april 4th, about 130 in the morning. police say four people broke into the

car outside a home on gary avenue. one of the suspects can be seen holding a gun. investigators say a 16 year old suspect was arrested last week. a gun was also recovered. >> time now for 35. the oakland city council wants a police commission to propose some changes to oakland police pursuit policies that could result in more police chases. >> i believe that the commission will look into all the available data nationally, locally and regionally as they do an exhaustive study. >> now, members of city council introduced the measure after hearing from residents who want the police to have more chases. oakland police current policy only allows the police to pursue violent and armed suspects, except in special circumstances. >> we have to be balanced with balancing public safety, with pedestrian safety, with the safety of our officers, with the safety of bystanders. we also have a huge perception issue that we have to tackle as

elected leaders in this town that oakland is open for crime. >> now the police commission is being asked to bring its report on police pursuits and some proposed changes back to city council by september 24th. >> a member of the state assembly has won a special election to complete the remainder of former house speaker kevin mccarthy's term. republican vince fong of bakersfield was endorsed by mccarthy and backed by donald trump. the special election only covers the time remaining in mccarthy's term, which ends in january. mccarthy left congress last year after he was ousted as speaker of the house. >> well, the members of the jury in donald trump's new york criminal trial will have the week off after the defense for donald trump arrested its case for the court. however, the work goes on, the judge now has to decide how to instruct the members of the jury as they weigh the evidence and whether to ask the jury to consider if the payment to former adult movie star stormy daniels would have been made, even if donald trump had not run for office, if

recommend going down to auto mall. fremont police, union city police, chp, all doing a search for someone in adjacent neighborhood. a lot of police activity. it may have a slowdown. in fact, it might slow you down if you're driving on 680 near auto mall, parkway bay bridge looks pretty light. we don't have a backup there yet. the rest of the commute is off to a good start at 501. let's go back to the headlines. >> all right. thank you. sal. we have a brand new number on this. california's efforts to make oakland safer. according to the highway patrol, recent surges in officers is helping and ktvu is. james torres joins us now with more from the governor's office. james. >> yeah. pam, the chp surges, they've been going on since february, and at times they've gone as much as 120 extra officers in oakland. and the numbers they're now reporting may be good news for people in the town. here's what we're learning from chp in the last three months, officers have been able to recover 726 stolen cars, 46 guns they say are linked to

crimes and arrest 355 suspects on a number of different crimes. the chp helped explain how they're doing this. officers take analytics and data from their offices as well as from the oakland police department. they use that intelligence to target high crime areas, specifically searching for thieves, drug dealers and those with outstanding warrants. >> all of that is just technology based that helps investigations so that we can make sure that we are accurately identifying those that are responsible for these crimes, and then going ahead and making those proper arrests, recovering, you know, hopefully the firearms that are used in criminal acts and stolen vehicles. >> csp officials say their partnership with oakland pd and the alameda district attorney's office, as well as other local agencies, helped make their success possible, adding they're unannounced. surges of officers are still ongoing. additionally, governor gavin newsom's office

>> i feel like that wasn't right to do to a little kid. and it must have been really painful for the kid to experience and really scary. >> the suspect, 36 year old pam asfari, has been charged with assault with a deadly weapon and child abuse. police are hoping to find the victims that they can fully understand what happened. >> our time now 504. a substitute teacher in vallejo was arrested after being caught on camera dragging a student out of a classroom. now take a look at this video taken on monday at elite charter school in vallejo. you see the substitute teacher trying to forcibly remove a 13 year-old girl from his classroom. the student's family says it started after the teacher told the girl she was not supposed to be in that classroom. school officials say the substitute teacher won't be allowed to come back to work, but the girl's family says more should have been done to protect the child. >> fail to give me the teacher's name. and i was like, so baffled

because how would you protect this guy's innocence? and you clearly didn't protect my niece. >> now the student's family says the school did not call law enforcement, but instead the family itself had to file a report. the substitute teacher was arrested yesterday, and the investigation continues. >> 20 children became sick after a chemical being used at a san francisco run jail drifted to portola elementary school in san bruno. the sheriff's department says the chemicals, including pepper spray, were being used in a training exercise yesterday afternoon. the students and one adult who were impacted did not need to be taken to the hospital. a spokesperson for the sheriff's office says it is pausing future chemical training exercises while it reviews its practices. it also said, quote, this is an unprecedented situation that we take very seriously. we sincerely apologize to portola elementary school, its faculty and students and their families for this unforeseen event, which must have been especially scary for

against adding more pickleball courts to a park. now, last night, people packed into a town hall meeting and after almost five hours of debate, the proposal to build new pickleball courts will not move forward. the plans included tearing up part of osage memorial garden in order to build six new pickleball courts, in addition to the two already in the park. >> i have a bigger friend, a network of friends in danville since i started playing pickleball than i ever have before. >> the noise from a hard plastic ball hitting a hardened paddle non stop for 6 to 10 hours a day is something i am sure none of you would like to live with.

out here right now, so we can kind of understand how that would happen. but teachers and students at that elementary school there said that they started to feel burning in their eyes, their nose, and their throat because of it. this is video of the large emergency response at the school with multiple ambulances and fire trucks. the sheriff's office says that they've been doing this training for crowd management and intervention for more than 20 years here, and this has never happened before. so this happened just before 1:00 yesterday afternoon. so the elementary school was full. it's unclear exactly how many students or teachers were affected by this, but obviously a large emergency response. members of the sheriff's office went to the school as well to explain what happened and to apologize. they say this must have been especially scary for children. the department says that they have now put a pause on this kind of training here at this jail. they're going to be reviewing the policies, looking

safer. >> according to the highway patrol, recent surges in officers is helping ktvu james torres joining us now with more from the governor's office and some of these numbers are looking pretty good for the town of oakland. >> just new to our newsroom earlier this morning, these surges from chp. they've been going on since february. and the numbers they're reporting may be good news for people in oakland. ever since chp launched a number of unannounced surges, likely with some fewer officers. and here are their results. in the last three months, officers have been able to recover 726 stolen cars, 46 guns linked to crimes and arrest 355 suspects on a number of different charges. >> we're focusing on people that are, you know, committing auto theft, you know, those that are involved in organized retail crime, those that are in violent crime, those are the things that are basically impacting the communities the most. >> chp helped explain how they're doing this. officers took analytics and data from their offices, as well as from

the oakland police department. they used that intelligence to target high crime areas and past news conferences, oakland mayor shengtao said. some of those areas include the hegenberger corridor, as well as the rockridge neighborhood. >> the communities need to have a feeling of safety and security, and make no mistake, that is one of our number one goals as it is with many different agencies. >> chp officials say their partnership with oakland pd, the alameda county attorney's office and other local agencies in the east bay helped make their success possible, adding they're unannounced surges of officers are still ongoing. no word on exactly how much longer that will last. additionally, governor gavin newsom's office continues to make investments into the safety of oakland and the east bay. next, we expect a network of about 480 cameras to be installed in the area, and they say that's to help identify criminals more promptly after a crime and arrest them faster and more accurately. pam.

>> all right. thank you. james, a substitute teacher in vallejo, was arrested after being caught on camera dragging a student out of a classroom. now, this is video taken on monday at elite charter school in vallejo. the video seems to show the substitute teacher trying to remove a 13 year old girl from the class. the student's family says it started after the teacher told the girl that she was not supposed to be in that classroom. school officials say the substitute teacher will not be allowed to come back to work, but the girl's family says more should have been done to help protect their child. >> be able to give me the teacher's name. and i was like, so baffled because how would you protect this guy's innocence? and you clearly didn't protect my niece? >> the student's family says the school did not call law enforcement, but instead the family had had to file a report. the substitute teacher was arrested yesterday and the investigation continues.

>> our time is now. 604 20. bay area children became ill yesterday afternoon after a chemical being used during training at a san francisco jail drifted in the air over to portola elementary school in san bruno. the sheriff's department says the chemicals, including pepper spray, were being used in a training exercise. those students and one adult who were affected did not have to be taken to the hospital. now, a spokesperson for the sheriff's department says it is pausing any future chemical training exercises while they review their practices. they also said, quote, this is an unprecedented situation that we take very seriously. we sincerely apologize to portola elementary school, its faculty and students, and their families for this unforeseen event, which must have been especially scary for children. >> well, new this morning. more relief is on the way for student loan borrowers. the biden administration announced it is

since 2010, but for years, strict rules pushed businesses like these toward industrial parts of the city. that all changed last year, when the city eased regulations that prohibited dispensaries from operating within 1000ft of schools, daycare centers and community spaces. well, now the limit is 500ft, allowing cannabis shops to expand to busier parts of town. well it's better because it's super great because there's like the busses are right here and the light rail. >> and so even if you don't have a car, it's super easy to get to. >> the company's founder says san jose's highly regulated making running a store like this very costly. dispensaries have to pay a $140,000 licensing fee and a 10% cannabis business tax. they're also required to have surveillance and 24 hour security to keep the area safe. >> we have panic buttons throughout just in case anything goes down. we have an armed guard, 24 hours. >> these businesses also serve

as a healthy source of revenue for the city. in the last fiscal year, san jose collected more than $15 million in tax revenue from cannabis dispensaries, as the city is expected to earn even more over the next few years. pam. >> all right. thank you. andre. the san francisco department of public health is touting a pilot program that provides prescriptions and residential treatment for homeless drug users. health officials say people who are interested in treatment can receive a prescription from a telehealth doctor. the visit is followed by a place to sleep treatment then begins the next morning. during the program's first month in march, health officials say 173 people met with a telehealth doctor and nearly a dozen people have entered treatment at our time. >> now, 614 voters in san francisco may decide in november to lower the retirement age for san francisco firefighters. the firefighters who were hired after 2012 have a retirement age of 58, compared to age 55 for

after trump's defense rested their case. however, for the court, the work continues. the judge now has to decide how to instruct the jurors as they weigh the evidence and whether to ask the jurors to consider if the payment to former adult film star stormy daniels would have been made. even if trump was not running for office, if the money would have been paid anyway, and the judge is willing to instruct the jury that way, that moves the ball a lot further towards the not guilty yard line. trump is still calling for the case to be thrown out for now. the jury is set to return tuesday to hear the defense and the prosecution's closing arguments. the state supreme court heard arguments on the constitutionality of proposition 22. it is the voter approved law that classifies rideshare and delivery drivers as independent contractors, rather than employees. >> it's a really fun thing to do . you meet a lot of interesting people, particularly here in the bay area. the bad thing is, is

by mayor shang tao in connection to police misconduct cases in the oakland police department. right now, he is suing the city of oakland over that removal from office. well, pepper spray is being used in a law enforcement training exercise, and it ended up at a nearby elementary school picked up through the air. ktvu is amanda quintana is here now with more on how this happened. >> the sheriff's office tells us that this training using chemical agents such as pepper spray, was being done inside an isolated part of the jail when gas from inside the building drifted to nearby portola elementary school. teachers and students there said they felt burning in their eyes, nose and throat because of it. now this is video of the large emergency response at the school with multiple ambulances and fire trucks. the sheriff's office says that they've been doing this training here for more than

20 years, and this has never happened. the training allows officers to test the safety of the equipment and get hands on experience with these chemical agents, so that they can prepare for real life situations. now, this happened just before 1:00 yesterday afternoon, so the elementary school was full. it's unclear exactly how many students or teachers it affected , but there are reports of at least 20 people affected by this . members of the sheriff's office also went to the school to explain what happened and to apologize, saying that this must have been especially scary for the children there. the department says they have now put a pause on this kind of training being done here until they can review it, look into their procedures and make sure that it is safe for people in the neighboring community in san bruno. amanda quintana ktvu, fox two news thank you, amanda. >> new numbers this morning from the highway patrol highlight its efforts to improve safety in oakland since february. officers

more than 500 jobs at two bay area locations. nearly 400 employees will be laid off at its e-commerce center in san bruno, and another 180 at its sunnyvale store, according to filings with the state. the cuts are expected in august. in addition to the job cuts. walmart is also planning to close its fremont store, which will lead to an additional 169

in los angeles investigating how actor matthew perry, one of the stars of the tv show friends, received the drugs that ultimately killed him last october. an autopsy found ketamine in his blood that it was about the same amount used for anesthesia during surgeries. investigators say he was taking the drug for depression and anxiety. we have an update for you to a story we told you about the legal fight involving graceland, the home of elvis presley, the onetime home of the legend of rock and roll was scheduled to be auctioned off tomorrow because of a foreclosure notice. however, a judge issued a temporary restraining order to block the sale. the lending company says that elvis daughter, the late lisa marie presley, failed to pay back a $4 million loan. the presley family called the foreclosure a sham, and a judge will hear arguments from both sides later today.

aerilon in oakland will host one of its most popular events of the year. it's the once upon a time at fairyland celebration. about 300 guests are expected for this gala and fundraiser that includes an evening of fine food, wine and magic with the performers dressed up in lavish, very colorful costumes. the park will be closed today and tomorrow because of this special event. well, a proposal to build a 50 story high rise in san francisco will now become a much smaller, more affordable housing project, the chronicle reports. developers withdrew the application for the high rise, and now they plan to sell the property in the sunset district ocean beach property to a nonprofit group. they hope to build an eight story building

the jersey will now read samuel senior honoring his family. well it was a big night last night for oakland sports as the city's newest baseball team held its kicked off its inaugural season. the oakland ballers, an independent baseball team in the pioneer league, opened their season on the road against the glacier range riders in montana last night. baseball fans here in the bay area gathered at the oakland athletic club watching the game, including members of the oakland 60 eight's. last night, the ballers picked up their first victory. they won the game 7 to 6. well, today is the start of 2024 commencement exercises at san jose state university. those ceremonies will stretch over three days, beginning with the college of engineering at 930 this morning. the college of education will hold its commencement tonight at 630. the school's science divisions will hand out diplomas tomorrow.
