lawmakers in sacramento pass a number of bills aimed at fighting the retail theft crisis here in california. >> the 11:00 news on ktvu, fox two starts now, and retail theft a top priority in sacramento. >> hello again everyone. i'm heather holmes and i'm mike mibach. >> legislators doing what they can to help address the problem. new tonight ktvu is betty yu here in studio. and betty some say this legislation just a little too late. >> that's right mike. some feel that these bills just don't go far enough. now, the goal is to crack down on professional theft rings solutions include harsher penalties for organized crime suspects and expanded rehabilitation programs. california lawmakers want to put an end to repeated snatch and grab robberies like these. the state senate and assembly passed separate packages of bills that would increase penalties for organized crime. rings allow thefts to be combined so they can be prosecuted as grand theft

, and allow retailers to get restraining orders against convicted shoplifters. d.a.s would also be allowed to pool resources across jurisdictions to result in stiffer penalties. >> today is a good day for retailers. we think these will provide a number of tools for law enforcement, for retailers and for district attorneys that we think will change the narrative on how california will address retail thefts throughout the state. >> republican assembly leader james gallagher it's a good start, but it does not solve the problem by any means. >> we need to reform proposition 47. >> there is a separate effort underway to repeal parts of prop 47, which in 2014 reclassified felony thefts under $950 as misdemeanors. >> not to say everything about 47 is hunky dory and perfect. and we want to help fix some of the ambiguities there, but we can do it without reforming or going back to the voters 47 itself. the governor is living in a fantasy land, and he

continues to say he's doing all these things. >> meanwhile, rampant theft continues in every major city in california. >> postscript gift shop near fillmore street in san francisco shared these two viral videos of shoplifters casually stuffing items in their jackets and pockets before walking out earlier this year. >> it's really stressful. we're trying to, like, serve our customer, but we have to kind of look at other elements in running the business to protect our business. kitchen timer that was stolen, owner chandler tang says the store's been hit dozens of times since it opened in late 2019. >> it's installed several security cameras, changed the layout of the store and installed a gate. after two burglary attempts. reacting to the advancement of bills at the state capitol. >> i feel encouraged a bit. but you know, we're a small business. our items aren't that expensive. they're kind of lower price points. so i'm hoping that changes will be made.

>> and lawmakers hope that these bills could reach governor newsom's desk in june before the summer break. >> okay, obviously, a lot of a lot of traction here in sacramento. how might this affect proposition 47? >> so there is a separate ballot initiative happening right now. and officials are actually verifying those signatures. so they have to do that first before that could even qualify for the november ballot. >> okay betty you thank you. >> thank you. betty. new at 11. emeryville police are investigating a stabbing that happened at a chick fil a restaurant. it happened 230 monday afternoon at the location on 40th street. this is a photo of the suspect, who police say walked right by the victim and cut the victim's neck with an unknown object. police say they believe the attack was unprovoked and the victim only suffered minor injuries. officers say the suspect is a woman who was wearing a gray hoodie and sweats. if you have any information about this case, you're asked to contact police. >> san francisco police asking for help to find a missing man

considered to be at risk peter bosch or peter bosch. excuse me. suffers from alzheimer's and was last seen leaving the san francisco main public library yesterday afternoon. he was wearing a green jacket, brown jeans and glasses. he is 77 years old, six feet tall, with gray hair and brown eyes. police say he is known to go to lafayette and alta plaza parks. if you see him, please call san francisco police. >> contra costa county fair organizers say as much as $100,000 was stolen, while employees were on their way to deposit the cash at a bank in antioch, according to antioch police. the theft happened about 215 sunday morning in the bmo bank parking lot on summersville road when a suspect stole the cash deposit right at gunpoint, as well as the two employees personal belongings. the president of the fair's board of directors telling us the money was from parking and entrance fees. an exact total of the loss has not been shared yet, but they do say it could be as much as $100,000. fair officials say this large amount of a theft

could decrease the number of free activities at next year's event. >> they're taking away money from people that probably will see it come back in some way or another. now, it won't come back. so you know, the family, basically the fair goers and the family are the ones that are really going to possibly suffer at next year's fair. >> antioch police are still looking for the suspect in the case. if you have any information, you're asked to contact police. >> okay. i want to show you now the scene this afternoon in redwood city after a huge fire broke out at the sims metal facility. you can see thick black smoke billowing in the air. it did so for hours today, creating some air quality concerns for several nearby cities. ktvu joey horton tells us where firefighters are focusing their investigation. >> thick black plumes of smoke billowing over the horizon. skyfox shows the view from above . sims metal, a scrapyard near the port of redwood city, on wednesday afternoon. firefighters shooting water from

ladder trucks to attack the flames. i kind of just smelled, maybe like burning, burning metal and burning, just burning metal and burning maybe rubber. manuel mitchell works next door. and this is not the first time he's seen a fire in the scrap yard. >> you hear booms once in a while. yeah >> the battalion chief overseeing the fire telling ktvu two off camera. a pile of cars taken to the scrap yard on wednesday for recycling went up in flames as cars get left with gas, gasoline in them when they get crushed. the battalion chief agrees that cars often go up in flames. here and at other scrap yards because of fuel being left in the tank, or even propane tanks being left in the truck during recycling, leading to an explosion. >> but nothing like like this. yeah, it's pretty. it's pretty big. >> the bay area air quality management district tells ktvu. there is potential for smoke impacts in the immediate area and downwind neighborhoods, and recommends people who are

sensitive to smoke stay indoors. workers next door stop for an hour until the fire could be contained. >> we have a respirators that we put on so we had them on. >> it would take firefighters 2.5 hours to extinguish the blaze. sunnyvale department of public safety confirming smoke made it that far south, which is 14 miles away from here in redwood city. joey hornick ktvu, fox two news. >> marin county making progress getting people off the streets and into housing. county officials say the most recent count in january of this year showed 1090 homeless people in marin county. that's a 2.8% drop compared to february of 2022. but officials also say there was a 24% drop in chronic homelessness during that same time. chronic homelessness is defined as those who have experienced homelessness for a year or longer. >> hundreds of uc students and union workers protested across california today over the state's alleged failure to address the growing cost of living. skyfox, up above a

picket at ucsf medical center, rallies were scheduled at every uc school in the state. the universities are accused of ignoring the financial needs of its workforce and of students. protesters also say the schools are not doing enough to keep people safe on campus, citing the recent pro-palestine demonstrations that turned violent, a uc spokesperson tells ktvu that since negotiations began in january, they have made good progress with the union, saying in part, quote, our goal is to acknowledge their growing contributions, appreciate their commitment, and offer a financial package that helps alleviate some of their financial strains. we look forward to continuing those exchanges of proposals and discussions. >> a las vegas neighborhood left in the dark in tonight's west coast rap. how thieves are responsible for keeping the lights off. >> men's stocks fell today, but shares of a santa clara based company boy they climbed and artificial intelligence has a lot to do with it.

attacks occurred separately. while both victims were out for an evening walk along the canals. the women werstruck in the head and viciously attacked. the 29 year old suspect, anthony jones, was arrested days later. in a statement, la district attorney george gascon says the da's office is evaluating how to proceed in the case to ensure the suspect is held fully accountable. but he did not say if any additional charge of murder would be added. >> and in washington state, a woman was shot while she was sleeping in bed right next to her toddler. seattle police say it happened 230 this morning in a neighborhood near roxhill park . multiple people fired dozens of shots into the victim's apartment unit. police say the incident does indeed appear to be a targeted shooting. the woman's legs were hit by some bullets, but she is expected to survive. the child was unharmed and no arrests have been made. >> and in las vegas, while parts of the valley are getting left in the dark as thieves are stealing the copper right from the streetlights, some residents worry the lack of streetlights make it more dangerous when it

gets dark. clark county says since early 2022, more than half 1,000,000ft of wiring has been stolen from streetlights. the cost to fix them about a million bucks. county crews are now installing wires at the top of streetlights instead of underground, more than 15ft high. using aluminum instead of copper, which they say has less value as scrap metal. clark county is also assembling a regional task force to try to track down those criminals, and you can hear about the west coast top stories every weekday right here on ktvu. west coast rap with alex savage airs at 7:00 monday through friday, or you can find around the clock coverage at west coast rap.com. >> all right, markets pulling back from those records on wall street today on ongoing concerns about interest rates. the dow was down more than 201 points. the nasdaq dropped 31. the s&p was down by 14 minutes from the federal reserve's last policy meeting showed. officials feel it will likely take longer than

previously thought to get inflation fully under control. now, despite that dip in the market, santa clara based nvidia is seeing record earnings. >> yeah, the tech company's stock has climbed more than 200% in the last year, and it is now the third most valued company behind microsoft and apple. ktvu lamonica peters spoke with the tech expert about the company's rise. >> nvidia is the one who control the market. about 90% of the market of those chips used to process chatgpt, you know, gemini is actually belongs to, nvidia, specializing in making graphical processing units or chips for artificial intelligence. >> nvidia's products are in high demand. thousands of companies, including amazon, google, meta and microsoft are signaling they plan to incorporate ai systems into their operations. >> there are about 20,000 20,000 ai startups that are lining up for any available, chips that

i'm an ai advertising person, meaning i use the ai skills and tools so i can make my job better. nvidia chips are also used in the gaming and automobile industries. >> the company says that it's got much faster at training ai models to understand speech, to learn to reason, and to plan. lamonica peters, ktvu, fox two news the city of oakland is getting ready to sell its half share of the oakland coliseum site. >> mayor shengtao announced a tentative agreement to sell to the african american sports and entertainment group for $105 million. the group comprises of local investors, and it's said its goal is to build affordable housing in entertainment and convention site, in all creating more jobs for oakland residents. now, the a's have been trying to buy the other half share from alameda county, and the group says it is working with the athletics to purchase that stake in the coliseum. >> we are in healthy

the university making the change, saying based on its own research, more than 25% of bay area residents are not even aware that berkeley and cal are the same university. the new logo aims to clear up some of that confusion. the bee has seen on the school's page on x reflects the university's logo of the old style typeface created for the university of california press. the updated bee will be used only in small spaces, where it is hard to see the full berkeley logo, and you will still see the cal cursive logo in some spots. >> okay, i was never confused, but glad they're clearing it up for some other folks. thank you very much. okay, and someone who's never confused about the weather is roberta. you nail it every time and we've got some changes happening right. >> well, thank you very much, heather. lunch is on me next. all right. okay. and how about you, mike? you want to chime in? chime in there. i'm going to lunch. hi, everybody. you know,

it was a near perfect day today as far as our average high temperatures are concerned. it was just santa rosa and fairfield that soared to the mid and upper 80s in some of the communities around there like rohnert park, actually reported an 88 degree reading, when typically you should be right around 8182 degrees, otherwise pretty close to average for this time of the year. now, meanwhile, this is the view looking out towards san francisco so you could see city hall lit up in rainbow colors there. can you see it? that's in recognition of harvey milk day. and we can see everything because it's clear outside right now. and we're verifying that by this. it's our storm tracker. and it clearly illustrates that the coast is clear. you have to go to southern california to find the low clouds and fog from point conception through oxnard into oceanside, del mar, pacific beach, and also mission mission beach, where they have been experiencing may gray every single day this month. now we

have this trough right here. there's a lot of cooler air mass aloft. that's why we have the mixing at the coast. that trough is going to make a significant change in our weather forecast beginning with tomorrow. first things first. we take a look at 6 a.m. official sun up. tomorrow's 553 and you'll see it. a few high thin clouds drift through from time to time, but watch what happens towards the late afternoon hours. we begin to fill in with clouds from that trough. it enhances our marine layer. so by friday we have the return of that strong onshore push. so let's start with tomorrow. temperatures take a nosedive down from 86 degrees in santa rosa to 82. so that's still not too bad. but then the bottom falls out on friday and saturday, especially saturday. tomorrow's highs upper 50s to 60 degrees in pacifica, mos beach, montara beach and half moon bay to 71 degrees in oakland 81 antioch. here's your extended forecast 82 outside number tomorrow. then on saturday, we

struggle to reach 72 degrees in the warmest locations of our inland areas. mild. on memorial day. mike and heather. >> all right, roberta, thank you. tonight an emotional farewell to an alameda county sheriff's dispatcher. she was killed by a suspected drunk driver earlier this month while on her way to work. as our henry lee tells us, many say they will never forget her positive spirit . lori at saint lawrence o'toole catholic church in oakland, law enforcement officers, dispatchers and loved ones turned out for a funeral mass to honor alameda county sheriff's dispatcher antoinette finau, who was killed by a suspected drunk driver while headed to work on may 5th. >> neil gorsuch finau was remembered as a dedicated and reliable colleague who was passionate about helping others and always stayed positive. despite the rigors and stresses of her job. >> her job was the perfect part for her. she was there to bring people together, whether it was

for help or just to be there for them, she was that part. >> finau was headed to work when a car broadsided her honda civic at east 14th street and 150th avenue in san leandro. it happened just blocks from the sheriff's dispatch center. the woman who hit her has not been charged. sheriff yesenia sanchez was among those paying their respects. an honor guard with a folded american flag the sheriff presented to finnell's family. >> we heard a lot of kind words about antoinette, and i think that it was really felt in the room as far as how much love that she was able to share out. >> finau was 37 years old, a single mother of an 11 year old daughter, aliana, whose energy uplifted others. >> she always came in with such a light, a beautiful smile, a great spirit and, we laughed a lot with her and she always just brought a lightness to the room. >> sheriff's motorcycle officers led a procession to a hayward cemetery dispatch from across the east bay, staffed the sheriff's dispatch center to allow their colleagues to grieve in oakland, henry lee ktvu, fox two news.

as children's fairyland held its annual once upon a time at fairyland gala. we got some attendees on their way in, dressed up like they were just pulled out of a storybook and auctioned at the event, raised money for performances, and revitalized at the park. oakland 25 year old landmark is also hoping to gain support for their educational programs. the park's executive director sharing details on what past proceeds have accomplished. >> we've launched our fairyland for all program, which is really a program about accessibility and equity, which has allowed folks who are low income to come into fairyland just like everyone else. all corners of oakland are welcome here. we thought we were going to serve

4000 people on this new program. we serve 14,000 this year, and this year's theme was unlock your story, where guests could choose their own experiences for an adventure filled evening. >> well, a new study sites for the first time that daily marijuana use has overtaken daily alcohol use in the united states. the new numbers are based on data from the national survey on drug use and health that found in 2022. an estimated 17.7 million people reported using marijuana daily, or nearly every day, compared to 14.7 million daily or near daily drinkers. many states do allow marijuana for recreational or medicinal use, and though a federal ban is still in place, the dea is moving to reclassify the drug as less dangerous, possibly as early as this coming summer. >> one of san francisco's political icons was born 94 years ago today. the late harvey milk was the first openly gay man elected to public office in california, when he was elected as a san francisco supervisor in
