news. >> next, at 6:00, san francisco police fire at a suspect in the bayview district. officer sharing some new details about what led up to that shooting. >> also ahead, we are staying on top of two fires burning in antioch, including one sending black smoke billowing into the air. >> plus, we don't know when they will break ground with that. we don't know. you know where they'll start, where they will end. >> a major repaving project in san francisco's noe valley neighborhood has some business owners worried that they stand to lose out on plenty of summer foot traffic. >> this is ktvu, fox two news at six. >> and good evening, everyone. i'm heather holmes and i'm mike mibach. >> we beginith breaking news of an officer involved shooting in the city of san francisco. >> yeah, this happened in the area of ingles street and armstrong avenue in the city's bayview district just before 330 this afternoon. police giving us an update in the last half hour.

>> ktvu is christian. captain joins us live tonight with new information from the scene. christian >> yeah. in the last hour we've received a lot of new information about this, that this all started with a report of a man with a rifle that officers responded with less lethal means to take that suspect into custody. now, we do have video of what the scene has looked like this afternoon. san francisco police telling us that this all started at around 310 this afternoon, when they say they received word of a man with a rifle here in the bayview neighborhood. officers arrived on scene, and officers at this point aren't offering a lot of details about exactly what happened with that initial interaction between that man who was reported to have had a rifle, and officers who first responded on scene. what police are telling us is that at least one officer used what they're calling less lethal means to subdue that suspect. it appears that may have been some kind of non lethal round, like a rubber bullet to subdue that suspect and take him into custody. police told us what happened. >> officers arrived on scene and contacted a male suspect within

the vicinity of jennings and dorner's during the. during the contact, an officer involved shooting occurred. the suspect was suspect was transported to a local hospital for non-life-threatening injuries due to the fact a less lethal use of force was used to take the take the suspect into custody. >> and again, coming back to our live shot, you can see officers still here on scene investigating and measuring the scene here again. that suspect taken to an area hospital for a medical evaluation is currently in custody. at this point, officers aren't saying who that suspect is or if he was previously known to officers. they say that the officer who used the less lethal force is likely on administrative leave. and investigators here at on the scene also tell us that they will be holding a town hall in ten days or less to offer more information about this case and about this use of force. meanwhile, the police, the

district attorney and the office of police accountability all are investigating this incident. again, officers saying it started with a report of a man with a rifle. the initial officers on scene, we're hearing used left less lethal means to subdue that suspect, take that suspect, then into custody. custody that that that suspect currently under medical evaluation. and we will hopefully learn more about this at that town hall that's coming up sometime within the next ten days or so. for now, we are live here in san francisco, christien kafton, ktvu, fox two news. >> all right, christian, thank you. >> all right. we're also following some breaking news in the east bay. two fires burning in antioch. contra costa county firefighters say a grass fire started on slaton ranch road just before 4:00 this afternoon. firefighters called in some air support, and water drops were under way just about an hour ago. skyfox was up top. also over the scene taking this video. there is no word tonight on whether any structures are currently immediately in any

danger. another fire burning near marina plaza, also in antioch. contra costa fire says at last check. the fire was five acres. a second alarm was called as more resources were requested. we do have a crew on the way and we will bring you more information as we do get it into our newsroom. >> well, new at six tonight, a group of business owners along 24th street in san francisco's noe valley neighborhood are frustrated, asking the city to postpone a repaving project that they fear could threaten their bottom lines. as ktvu's crystal bailey tells us, the city does not have an official start date for the work, adding to the stress of the merchants. >> it's a project the city says will improve the streets of noe valley, particularly on 24th street, where sections of the road will be repaved and curbs and bus stops will be fixed up, a project the city says will take about four months to complete. >> if large sections of our commercial corridor are being blocked off, people will just avoid going. >> business owners complain there is not enough detail about

the scope of work being done, and they worry about the construction during peak business months. >> most of our business, especially on this corridor, is during the holidays, maybe a quarter, three quarter, four. >> the contract for the work has not been officially signed. >> i think they're planning on starting work this summer, but a spokesperson with the public works department says they have been communicating with merchants every step of the way during construction. >> parklets will have to go. business owners say they expect their sales to go down by 30. >> we just don't think that that's that's acceptable. >> the city is offering a grant for businesses who will lose out during construction, but the owner of mr. digby's says it's only $5,000 and his parklet cost him $75,000 to build $5,000. >> sure, it's nothing to, you know, turn your nose up at, but it's a drop in the bucket for the amount of cost that i have already put in and will, you know, have to do again. >> it's not the first time the city has tried to get this done.

>> one of the biggest concerns i hear from, from constituents is, is the roads and the fact that so many of our commercial corridors have, roads that are pretty disastrous. >> they've delayed the project multiple times since 2015 after complaints from businesses. in an email from public works, the spokesperson says the work should not be delayed any longer. a smoother road is a safer road for people who drive, take transit, walk and bike. >> i know that the road here does need work, but hopefully that the city can work with us with the merchants association and really work on something where it's a win win, win win situation. >> public works says at the meeting before construction begins, they plan to ask the contractor if they can honor the dates requested by merchants. but at this time they cannot guarantee it. in san francisco, crystal bailey, ktvu, fox two news oakland mayor shang tao is preparing to submit a mid-cycle budget adjustment with new priorities for the city of oakland. >> the mayor outlining her priorities today at city hall.

oakland has a projected $117 million budget deficit. this year. $175 million for the next fiscal year. the mayor says her budget adjustment is fiscally responsible and disciplined, and maintains a focus on public safety, cleaning city streets, homelessness and economic growth . >> in order to close our current deficit, i direct a city administrator, justin johnson, to propose a fiscally responsible but mid-cycle budget adjustment that prioritizes essential services in order to deliver a clean and safe city for all oaklanders. while promoting economic development and opportunities. >> the official budget proposal is scheduled to be released tomorrow and then over the coming weeks, mayor tao's administration will be in talks with the city council about possible adjustments. they do have until june 30th to pass the budget. >> the contra costa county fair comes to an end on a scary and violent note. two fair workers robbed at gunpoint right outside

of a bank, costing the fair tens of thousands of dollars. our crime reporter henry lee has more now on the investigation. >> two contra costa county fair workers carrying cash from parking and entrance fees robbed at a bank in the middle of the night by a man who may have had a gun. it was a large haul. >> there were in route to make a large deposit of approximately $88,000. >> antioch police lieutenant desmond bittner says the man and woman left the fair on west 10th street and pulled up to the bmo bank on summersville road at about two in the morning on monday, they were approached from behind by an unknown male wearing a mask, who demanded a backpack which was carrying the cash. >> he also demanded the phones of the two victims. >> police say the victims didn't see a gun but believed he had won. >> one of the victims also felt a. he described a metal object against his back, which he suspected was was a firearm. >> the hold up marred an otherwise successful four day run at the fair that ended late sunday night. the early morning bank run not unusual for fair workers.

>> it was typical for them to be doing deposits around that, that that our police are looking for surveillance videos on the route the victims took. and at bmo, we don't know if they were followed from the fairgrounds or if somebody was lying in wait in the parking lot. >> but what police do know is that it was not an inside job. >> my determination at this point is that they are legitimate victims, and we're investigating as if as if it's just a normal armed robbery must be a pretty bad person to take away from families and guests of a fair that basically gives everything back to the community. >> craig cannon is president of the fair's board. he says the robbery could affect some programing for next year's fair, and that's what we paid for. >> the, you know, petting zoos and things like that for the kids. all that's not something you pay to get into. so it might have a little damper on next year trying to get all the events that we'd like to provide our patrons for free. >> basically, i reached out to the fair ceo to see if this robbery would lead to any changes in security procedures, but have not heard. back in antioch, henry lee, ktvu, fox two news. >> fire investigators spent hours today at the scene of a

deadly mobile home fire in pleasanton. it started just before midnight at the pleasanton hacienda mobile home park on vineyard avenue. firefighters say an elderly couple lived inside the home. neighbors say they heard an explosion, and then shortly afterwards, the wife ran out calling for help. the fire department says her husband has mobility issues and was trapped inside. >> she had a garden hose. she was trying everything. she was panicking and she just kept shouting. my husband's still in there. and that was that was sad . that was sad. >> they made the decision to aggressively go in and do what we could, knowing that there was somebody in there, but like i said, the conditions changed on them pretty quickly and they had to pull back out. >> investigators say the flames did so much damage. it will be difficult to find the origin of the fire. >> new at six tonight, a state bill aimed at creating more transparency and accountability when it comes to spending money on homeless programs has cleared the assembly. the bill requires state agencies involved with homelessness to track and report

costs and outcome data for programs. the measure was proposed after that state audit found the newsom administration, excuse me, did not track the effectiveness of the $20 billion spent on the state's growing homelessness problem. the bill is now on its way to the state senate. more unrest on the ucla campus. protesters setting up a barricade and police move in. >> also ahead, a big announcement from the justice department to try to break up live nation and ticketmaster. >> and we're checking outside. you've got plenty of clouds out there right now in some areas along the coast. more clouds as we head into the weekend cooler. i'll have that forecast coming up. >> and coming up a little bit later, a unique new tactic to try to track down on home burglars on the peninsula and homeowners line up to be t first in a

campuses across the state. another protest popped up at ucla down in westwood. people have actually taken over a campus building, and police have been called in to monitor this situation. reporter matt ceder from our sister station kttv joins us live tonight. matt, what's the scene where you're at? >> he's touching a whole bunch of kids. >> yeah. right now we're handling with some agitators, but we've been following these protesters around all day long. they've been skipping from one building to the next to the next, and they just got kicked

out of the most recent building. but as i've been saying, we've been following them around all off, all over campus today. back up. chaos returning to campus at ucla. pro-palestinian protesters thursday taking over kerckhoff hall. tents and food brought in over barricades. what brings you out here again? >> i'll get back to you if we're gonna do an interview with you today. >> fox organizers not willing to speak with fox 11, but then more demonstrators move in. it's a free for all outside kerckhoff hall. more protesters are going into this new encampment. >> this is peaceful. this is our property. we're here to stop allowing the institution to wrongfully use our money for paying the tuition to support a war. >> when you take over a building, is it still peaceful? >> yeah, because our tuition pays for it. so that's it. thank you so much. >> i'm saddened by the recent

turmoil on our campus. >> ucla chancellor gene block testifying before congress thursday. >> and they're not letting me walk in the republican led committee playing this video from last month's protest on campus of a jewish student blocked from walking to class. >> those people on the video who formed the blockade, have they been disciplined? >> this is being investigated and we'll see what happens with the disciplinary process. >> also last month at ucla, a violent attack by counter-protesters, fireworks and bear spray deployed some people beaten but no arrests. the next night, more than 200 people taken away by police. >> any of these people in jail, can i finish my statement? no. are any of these people in jail? are any of these people arrested? >> lapd is working on trying to identify the people who were assailants that evening. what'd you think? >> he lied. he just kept lying. he watched us get harmed for four hours and did nothing. back up. you street police from at least four departments thursday surrounding the taking over

building demonstrators, then changing their plan. >> protesters are leaving kerckhoff hall and moving, mobilizing to murphy revolution. the large crowd at murphy hall then moving again, setting up a new camp inside dodd hall, vandalizing a wall inside and covering our camera. >> all right. that was matt seedorf giving us the latest there at ucla. a quick reminder here. our coverage continues of the ucla encampment on west coast rap with alex savage tonight at 7:00. that's followed by the ktvu fox two news at 730. >> well, the largest hospital in central gaza is at risk of now shutting down due to a lack of fuel, according to the health ministry. the closure comes as the region is being flooded with palestinians fleeing the southern city of rafah. the health ministry said the al-aqsa martyrs hospital is currently treating more than 600 patients across gaza. only about a third of its original 3006 hospitals are still functioning. the white house is expected tomorrow to

announce an additional $275 billion in military aid for ukraine in its war against russia. ukraine has been pleading for more funding to help soldiers with ammunition and more. it's been more than two years now since russia invaded ukraine. the largest attack on a european country since world war two. the us has now provided almost $51 billion in military assistance. >> know at six special guardian in the east bay received a visit from the epa today officials with the us environmental protection agency went to cal state east bay's concord center to assess the progress of a garden project they helped fund. the epa awarded more than $900,000 to support work on the 6000 square foot garden right near mount diablo. the garden is focused on bringing back plants indigenous to california. >> we put these plants in with a bunch of students six years ago, and they haven't been touched, and so salvia, for example, is a great plant. there's all sorts

of varieties of it. it's out there just doing its thing. it doesn't need any fertilizer. it doesn't need water. the epa is also conducting scientific studies in the garden area, looking at soil, water and monitoring air pollution. >> a pretty nice day today. the winds came up just a little bit. temperatures came down just a little bit. temperatures tomorrow come down a little bit more and then they're going to hover there in the 70s right through friday, saturday and a little bit into sunday. it'll warm a touch on sunday. but overall temperatures milder than these numbers. these numbers were again were down from yesterday by a couple of degrees. few clouds out there. now the flag is blowing. that's got a little southwesterly flow to it. and that would make a little bit of sense. we've got some patchy fog trying to form at the coast that fog will be more prevalent tomorrow morning and then into the weekend. and this is the reason for the relative cool down. this low is going to drop in from the north, and it's going to hang out a little bit. and as it does, it's going to drop temperatures not just here but in redding. and

after falling off a cliff near stinson beach. the marin county fire department sharing this video, firefighters say they received a call at about 115 of

a man who fell about 20ft while rock climbing in the steep ravine area just south of stinson beach. a chp helicopter was called in to airlift the man out of the area. paramedics assessed the man and said that he had moderate injuries. firefighters are encouraging people to enjoy the outdoors in the nicer weather, but to not do anything too risky while alone. san mateo has unveiled a new memorial to honor those who have lost their lives in the line of duty. there was a ribbon cutting ceremony today for the new fallen heroes memorial in central park. the memorial honors san mateo residents who died while on duty, either as a service member, police officer, or firefighter. city officials say the project is nine years in the making, and is ready just in time for memorial day. >> this memorial serve as a beacon of hope, a place of solace, and a reminder of the enormous debt we owe to those who have given everything for our safety and freedom. >> the memorial is made up of

seven reflective stainless steel monuments with engraved names, and, when viewed from one specific point, it forms the image of a remembrance poppy. governor newsom signed a bill today that temporarily allows arizona doctors to come to california to perform abortions. >> licensed arizona physicians who have performed an abortion in the last two years can now apply for this temporary california license. if they qualify, they'll get the license within a week. the temporary bill goes into effect immediately, but expires at the end of november. patients who rely on acupuncture and the medical experts who performed the procedure held a rally today in san francisco's chinatown. they are concerned governor newsom's revised budget to account for a shortfall will eliminate the care thousands of people need. the proposal excludes acupuncture from the state subsidized medi-cal services for low income individuals. acupuncture supporters say the cut in coverage would only save $5.4 million over the next year, but would severely affect the care

incident in the bayview this afternoon. investigators say officers were called out on a report of a man with a rifle. we're told they used less than lethal lethal force tactics to take him into custody. the suspect was taken to the hospital for evaluation. >> oakland mayor sheng tao is set to publish and submit a midcycle budget adjustment proposal tomorrow to the city council. oakland has a projected $117 million budget deficit. this year. mayor tao says this

budget adjustment does not include layoffs or cuts to city services. she says it is fiscally responsible, disciplined and maintains a focus on public safety, cleaning city streets, addressing homelessness and economic growth. >> businesses on 24th street in san francisco's noe valley neighborhood are asking the city to postpone a planned paving project. merchants say the construction will force them to shut down their parklets, estimating a 30% drop in business. however the city says they have actually kept the owners in the loop here, sharing each step of the project with them. >> you're watching ktvu, fox two news at 630 tonight. in recent home burglaries in the city of atherton prompted police there to turn to technology to try to catch the would-be thieves. >> ktvu is jesse gary shows us how police are now using tracking devices on items in certain homes to see if they can track down those criminals. >> atherton, california population about 7000. it's a community of meticulous homes

hidden behind walls, trees and shrubbery, and somehow thieves are still able to break in and get away. >> we mostly have an open community, and so people walk in and doors open. they crack a small window, go inside. maybe the residents are asleep and there they they take whatever they can and off they go. burglary is kind of a regional problem. >> it seems like it's been pretty widespread throughout. >> commander dan larson of the atherton police department says a lull in crimes from a high of 45 a few years ago is reversing course, as shown in this map. this year's total is almost equal to 2023 level. so the department is launching the bait house program. 50 pre-selected homeowners agreeing to let police put trackers in common household goods. that data suggests are likely to be stolen. >> and once that tracker is moved, we will get a notification of it, which is going to trigger our response for the police department, with our ultimate goal being apprehension, criminal justice experts say this concept can help disrupt criminal gangs

moving from city to city. >> we are in a technology race between law enforcement and the bad guys. >> unlike airtags, which retail for 20 to $30. atherton police say each tracker in this program costs $500. only a portion of the initial 500 homes have been outfitted so far. you can't use something as simple as a tile or an airtag. >> you need something essentially that has a radio, has a cellular radio built into it. in addition to a gps tracker, the program is in its infancy, but some residents say it may already be a success. the threat of having a tracer in place could maybe, give, thieves second thoughts about, you know, hitting that house. >> atherton police say they'll also bring in the use of their traffic cameras to help track tracers that are moving through the town. they concede it will take time to tell if the rate of burglaries continues ascending past last year's total, or if it drops precipitously. in

atherton, jesse gary ktvu, fox two news. >> well, the justice department is suing to break up live nation, the parent of ticketmaster, over alleged antitrust violations. the lawsuit, filed today, follows a doj investigation into whether live nation maintains a monopoly in the ticketing industry. the probe was launched back in 2022 and was bolstered by fan complaints following that botched rollout. for tickets to taylor swifts eras tour. attorney general merrick garland says live nation relies on unlawful, anti-competitive conduct to exercise control over the live events industry. >> it is time for fans and artists to stop paying the price for live nation's monopoly. it is time to restore competition and innovation in the entertainment industry. it is time to break up live nation. ticketmaster. >> in a statement, live nation called the doj's allegations of a monopoly absurd and said live

nation is in no way fits the profile of a monopoly, and that service charges on ticketmaster are no higher than elsewhere and frequently lower. >> lawmakers struggling to agree on southern border security measures as a bipartisan bill failed today in the us senate, senate majority leader chuck schumer had called to vote on the bill, which is the same one republicans shot down in february when it was linked to funding for ukraine. republicans are accusing schumer of wasting time if he knew the bill would fail. while schumer suggests today's vote reveals republicans are not actually concerned about security if republicans were truly serious about calling the situation at the border an emergency, they shouldn't delay any longer. >> you can't call something an emergency one day and then suddenly kick the can down the road the next day. >> it's not a border security bill. it's an immigration bill. and it would actually codify some of the terrible decisions and policies that president biden has enacted. and that's why all the republicans are united against it. >> following today's vote, president biden released a

statement saying he is committed to taking action to address our broken immigration system. the supreme court has preserved a congressional map in south carolina, finding that the map did not discriminate against black voters. the justices in the six three ruling said that the republican controlled state legislature did nothing wrong in redistricting. the state. the ruling overturned a lower court decision that ordered the state to redraw the district. the decision will not have a direct effect on the november election. >> a state official testified today that a.i. technology could help the government solve a range of problems in a responsible way. that public hearing was held at the filoli visitor center in woodside. it included an overview of california's efforts to incorporate generative ai in government, and looked at best practices for implementation. the secretary of government operations said that the state wants to be transparent and deliberate about its use. >> we tried to not follow, you know, the rush to say, use the

florida, las vegas, and the city of denver. >> gas prices appear to be lower nationwide ahead of the memorial day holiday, but that's not necessarily the case here in the bay area, triple a says the average cost of a gallon of gas nationwide is $3.61 a gallon. national prices have held steady for the last month and are about $0.06 higher than one year ago. the average price in california, though, is currently 515 a gallon. that's $0.35 higher than one year ago. >> spirit airlines has filed a petition to fly nonstop from san jose to reagan national airport in d.c. federal law right now limits flights into reagan to a 1250 mile radius, but with a set number of exempt flights to the western u.s. now, the faa reauthorization bill that president biden signed into law last week approves five additional western flights. spirit says it's proposed flight to san jose would boost competition in lower fares. it's up to the transportation department to decide which airlines and cities will get

association. but it was a shock when he and his real estate agent actually saw the lot. the property at 610 grand street is in the lagoon, 10,000ft!s, entirely underwater, and right next to a grand street bridge that boats go under to get from one side to another. >> these are, you know, an average working person, and you save up 100, no, $100,000, to lose it. it's heartbreaking. >> the real estate agent said she was surprised to learn the lot is actually zoned as a residential parcel. the owner has now put it up online for sale, clearly marked as an open water lot, the new listing is $400,000, and the realtor says the owner is hoping to recoup his losses. why? >> the alameda county tax collector why they do that? >> it's buyer beware. the buyers have to do due diligence on it. we're required to disclose if we're aware of, environmental

saturday. little fog at the coast. little well you can see here. no fog yet but the fog will work its way back in then. there's some clouds out there as well. and those clouds will fill in and there you go. you're filtering the sunshine and you've got yourself a cooler day. that's how the weekend goes. memorial day will be a little warmer. it's not going to be the classic 85 degrees you might want in the livermore valley. it's going to be more like 7880 degrees. here's the low that's bringing in this trough. that's actually the trough is bringing in the low. and that just drops down right. so if this was winter this would be low snow elevations. this would be, you know, much cooler daytime highs. but this time of year this low just gets close touches us and temperatures come down. this is subtle stuff. i mean, this is really minor changes as we go into the weekend. and the pattern is for cooler weather. and again, i'm saying it's cooling down, but it's the cooldown is going to be instead of mid 80s. it's mid 70s in the warmer spots. that's that's pretty pleasant, especially for a holiday weekend. fog will be more constant at the coast. you, my

the world of college sports, the ncaa and countries five biggest conferences have agreed to settle a host of antitrust claims, setting the stage for college athletes to be paid potentially millions of dollars. the ncaa will have to pay back nearly $3 billion in damages over the next ten years, though the deal is still awaiting approval from a federal judge. if it does stand, it will mark yet another new era in the ever
