respectful memorial day, everybody, and we will e you next eek. that's kind of shocking to see. like that. someone got shot there. >> from ktvu, fox two news. this is the four. >> it was a graduation ceremony that ended in gunfire in the east bay. welcome to the four. i'm crystal bailey, and i'm christien kafton. >> one person is now in custody after someone opened fire at skyline high school in oakland during a graduation ceremony. we're learning new details from last night's shooting that left three people injured. ktvu is joey horta joining us now from the campus with the very latest joey. >> well, chris, jen and crystal police tell us that this all started as a fight between two groups of people after the graduation. at this point, they

have multiple subjects who have been detained. one person has been arrested. they're still looking for more shooters today, and it's unclear. they have not specified if the person who was arrested is one of the shooters. police say shots were fired on campus around 745 thursday night. oakland unified school district telling us many families and students had already left the campus, but others, including staff members, were still on hand cleaning up. josh manley was there to see his brother graduate, but left just before the shooting. >> i heard the shots, but they thought it was just more confetti cannons. but then people started screaming and they got out of there pretty quick, having a gunshot and guns bringing into school. >> it is difficult to digest it is concerning. >> oakland unified superintendent is telling us the shooting is heartbreaking and absolutely unacceptable, adding that quote, as a community, we

must not tolerate violence and instead work together to eliminate it. in oakland now, oakland police found two shooting victims here on campus. we're told a man and a woman last night, a third victim was found at a nearby hospital last night. after this, they say all are expected to survive. and at this point, no details on that person. that's been arrested. >> back to you, joey. obviously a horrible incident after ceremony. can you talk about what you've learned about campus security? >> yeah. so we did ask the school district for specifics on security here. crystal. they couldn't give us those specifics . they did say, though, that they have increased their safety and security measures. they'll have additional measures in in place for their future graduations that are still remaining here. before we get to summer. for some of the other schools. but we should say, though, another shooting did happen here at skyline back in september, no one was injured in that case, but three teens were arrested and a weapon was found.

>> crystal christian joey, thank you very much. and turning now to memorial day weekend, now getting underway around the bay and lots of people out there looking to get out of town. taking a look at some of our major freeways. take a look there. at 880, you can see how much traffic there is and the bay bridge. you can also see a great deal of traffic there. the golden gate, though looking fairly free at this hour, as is the richmond bridge. >> and right now two westbound lanes are still blocked on the bay bridge, following a big rig fire. several more lanes were shut down for hours today while crews cleared the scene. the san francisco fire department posted this video on x showing the truck's trailer engulf in flames. this is just east of the yerba buena island tunnel. the fire started just before ten this morning. the trailer was filled with produce. the driver detached the trailer after the fire started, and there were no reports of any injuries. the cause of the fire is unknown, but the fire department says the trailer's rear brakes may have

overheated and if bay bay bridge traffic was an example at all today, expect delays on the roadways for a few more hours. traffic experts say that we are in the height of the busiest travel time of memorial day weekend, from now until 7:00 tonight. it's expected to be the most congested. triple a predicts about 44 million. americans will do some type of traveling this holiday weekend, with 38.5 million of those by car. you can hear it. you can see it. the 11th annual bottlerock napa valley festival. now underway for its three day weekend run at the napa valley expo center. if you're close by, there's going to be a few just a few general admission tickets online for tonight's main event starring the legendary stevie nicks, ktvu tom vacar. joining us now from bottlerock with what's happening and tom boy stevie nicks. you can't beat that. >> everything is happening and it's happening all at once. the

weather here really could not be any better. there is no better weather. this is a really wonderful thing. it's really a family event as well as an individual event. here's that story. weekend tickets are sold out and as many as 40,000 will attend each day. it's the hottest ticket in the bay area filled with music, art, food, wine, spirits and beers. local purveyors in the culinary garden provide local food fair as well as local wineries, breweries and distilleries. tonight, stevie nicks later this weekend. ed sheeran, pearl jam and mono. it's a classy, well run, world class event with more than ample security. >> the grounds are huge. it's clean, it looks beautiful, lots of food, varieties everywhere. it's amazing thing. this is maybe even a family thing for us . >> it's always felt like a family affair and i know it's gotten to be more, more so. but for us, it's just kind of it's

about? what are they asking you about? tom? >> well, i think the thing they're most excited about, of course, is the entertainment. now they have a stage here called a cooking stage. and cameron diaz, believe it or not, is going to be there, with a chef. and they're going to do a cooking class out there to a massive audience. and that's going to happen all weekend as long wear very famous musicians are getting together with chefs, and they're going to show what they can do in the kitchen, as well as what they can do on stage. i think the most exciting thing, of course, is the people and the atmosphere and just the fun that everybody seems to be having in a perfectly safe environment. back to you. >> yeah, it looks like a great time up there. tom, thank you so much. and a traffic warning for drivers headed north this afternoon, possibly headed up to bottle rock boat traffic on the napa river currently backed up. vallejo officials say the mare island causeway bridge is currently unable to raise up to permit boat traffic to pass underneath to the napa river. the city says it's due to mechanical problems. they say that they hope to have those

through measure p, and the city has seen a decline in homelessness. >> now, coming up, berkeley voters will decide whether they want to renew that funding. source berkeley mayor and state senate candidate jesse arreguin joining us now live for a discussion about measure p. thank you so much for joining us. and first off, berkeley voters approved measure p back in 2018. so if we could lay out what it does now currently and what it will do going forward. measure p is a tax on the highest value properties in our city. >> so whether it's an expensive home or a large apartment building, people pay a special tax that we have used to fund permanent supportive housing shelter and homeless services. and i'm really excited that because of the work we've done over the past six years, berkeley saw a 45% reduction in unsheltered homelessness these past two years. think about that. unsheltered homelessness in berkeley has been nearly cut in half, and that's because of the investment the voters made in measure p. we have allocated

$56 million for 32 different programs. we've also been able to leverage that money to get tens of millions of dollars from the state of california and the federal government. and so we need to continue this progress. and that's why we're asking the voters to extend measure p. >> so i know there have been about $10 million already. kind of allocated for this. how are we looking at towards the future, if will it be another 10 million? >> well, we're looking at potentially increasing it because the need is significant. and we would not have been able to create 177 permanent supportive housing units through measure p, we would not have been able to expand the number of shelter beds to provide mental health services and public health services. so if we don't do this, so many people in our community will be left without these critical resources and we will not be able to continue this progress. and we've been able to acquire hotels through state funds, through the homekey program. using these funds, we are launching a specialized care unit that's focused on providing crisis response for people on

our streets. and so we desperately need these local resources until we can fix our state's budget and reform prop 13 so we can have more resources at the state and local level. we need these local funds. >> and berkeley not alone in trying to tackle the issue of homelessness. is this a plan that could possibly work in other cities that are facing similar kinds of issues? >> absolutely. i mean, i think this this approach is replicable, but if you look at our reduction in context, 45% reduction in unsheltered homelessness, homelessness is lower now than it was when i came into the mayorship in 2017. but you look at our neighboring city of oakland and you look at other cities in alameda county, and we're seeing similar challenges. homelessness knows no borders. this is a regional challenge. and that's why this november, the voters will also be asked to potentially vote for a $20 billion affordable housing bond that we estimate could create 70,000 new affordable homes in the san francisco bay area at the end of the day, the solution to homelessness is building more housing. and so we think this, in combination with

measure p, can really make a significant impact, not just in berkeley but throughout the region. >> so, mayor, we learned today this is going to be on the ballot in november. how likely is it to pass? are you getting a lot of support? >> well, all of my colleagues on the berkeley city council expressed strong support for continuing this. if we don't literally all these services that we've that we've been able to fund will have to stop. and with the state facing multi-billion dollar budget deficits, we need local support and we need state support and we need federal support. so we think there'll be a broad coalition like we had in 2018 to get the message out to voters. and literally the reduction that we talked about last week, the 45% reduction is an example of how this investment can make a real impact. but we know that there's so many people that need help, and so we cannot take our foot off the gas. we have to continue to make progress to ultimately end homelessness. i believe that we can end homelessness in the city of berkeley. and so that's that's our goal. and but we need the resources to do it. >> all righty. berkeley mayor

and candidate for state senate jesse arreguin. thank you so much for joining us. >> thank you so much. >> and political, community and health care leaders in santa clara county are stepping up their fight to save the trauma center at regional medical center of san jose. the group is urging state attorney general rob bonta to investigate what they're calling a discriminatory closure of a critical health care facility. they say shutting down the trauma center would lead to delayed care and urgent medical situations for many low income families. it is set to close in august. the hospital says it's because not enough people are using the trauma center. if it does shut down the closest trauma centers to the area are miles away. at santa clara valley medical center and stanford hospital. >> well, a little something something is up with. >> a well known brewery will tell you which beer maker is making a return to

next year in union square will only be the company's second store in the us. the other is in new york city. it also has three stores in its home country of japan. in a statement to ktvu, nintendo said the store will provide a way for visitors to experience the world of nintendo , its products and characters. this is contrast to a range of companies that have left union square, including macy's, which

brewing back in the north bay. lagunitas says it's working to quote future proof the organization amid changing tides in the industry, beer is flat to down over the last year, just kind of overall. >> so if you're not growing, you have to make some uncomfortable decisions in times like these. this was a facility that was built to make a million barrels of beer every year. taking that out of the equation is going to have a big impact. >> as you heard there, the beer industry has been declining in the last few years as alcohol consumption trends tend to change and trend downward. the brewers association says beer production and imports were down 5% overall in 2023. >> and in san francisco, the 20 excuse me, 46th annual carnival festival is taking over the mission district. it's a two day festival highlighting latin culture from all types of countries food, music, dancing and a giant parade will take

as part of the congressional art competition. the art focuses on raising awareness about gun violence in america. the winner was selected by u.s. representative from california's 15th district, kevin mullin, and the teen's work will be displayed in washington, d.c. at the capitol building. joining us live in studio is the talented high school senior lauren chang. thank you so much for joining us. thank you for inviting me. absolutely. tell us a little bit about what your work means and why you actually put it together. >> yeah. so my work is advocating against gun violence. i use the phrase please, no more dots on it. and i made this graphic design poster that will be hanging in the capitol. and i was inspired by my own angst, about gun violence in america. and so throughout my whole life, since sandy hook happened in first grade, i was a first grader when that happened. and, ever since then, i've been doing drills at school. i've been seeing so many mass shootings at schools and in the in the public and against racial minorities happen throughout the years. and

so i thought i needed to create something. and using my creativity and graphic design skills, i was able to represent my angst through this poster. and so, yeah, i also focus on using a lot of, physical and digital mediums as well. and i'm inspired by the civil rights era posters and everything that is in using graphic design for advocacy. >> that's amazing. and is this your mother here? >> no, this is my high school principal, burlingame high school principal, doctor jen fong. okay, and, yeah, my mom is over there, but. >> so what does each dot represent? >> each dot represents. so there's 646 dots. and each of them represent a mass shooting that happened in the year 2022. so i created this in august 2023. and so at that point i was able to get the 2022 stats from the gun violence archive. and, each mass shooting represents a

shooting that involved for at least four victims, not including the shooter, and i laid them out in a way that overwhelmed the viewer so that they feel the urge to, reflect and act against gun violence. but also, i included at the bottom. it's hard to see, but there is a portion that says end gun violence and then gives some context as to what it means, and also where you can find updated statistics from 2023 and 2024 as well. well, that is incredible meaningful. >> i can tell you're very passionate about this topic and obviously it's very, very important all over the country. now, i understand you're also been recognized as a 2024 presidential scholar. i believe there are only 160 out of the 3.5 million high school students that are selected, and only a handful selected specifically for a focus in art. so now i'm so curious, are you interested in pursuing art further after high school? >> yes. so i do plan on pursuing

design in the future, where i plan on doing a broader design focus in undergraduate college. so and then i'll go into a more specific design practice in the future. but yeah, i do plan on continuing design. and i also want to continue my design for advocacy purposes and potentially doing more campaigns in the future, or designing posters like this. so that's amazing. >> and i mean, you're using your talents for something so powerful, so meaningful. sending extremely strong messages. are you proud of yourself? >> i am, yeah, it will be really exciting. i think it's very surreal to see, the piece be selected. and then also i'll be able to have the opportunity to go to washington, dc in june and i'll see it in the capitol, which is really cool, and i think that is the most ideal place to have my poster, because it's the most effective since

pennsylvania. he was arrested at the airport while leaving the popular vacation destination for having some loose ammunition in his luggage. hagen says it was from a hunting trip and didn't know it was there. he spoke exclusively to fox digital thursday. the day before his sentencing. >> it's every emotion under the sun. >> turks and caicos has a strict law that carries a mandatory 12 year minimum prison sentence, but the judge issued a suspended sentence and the american tourist was able to leave after paying a $6,700 fine. hagen has one of five americans facing a similar charge. three of them are still on the island. i had zero idea that those bullets were in there and, you know, i've always considered myself to be a responsible gun owner. members of congress have been pressuring the small island nation to release the americans immediately. a delegation visited officials there to make their case.
