clouds up above the cooler. temps have been on the coast. half moon bay golf course dropped to 43 this morning, except for a few high clouds. we're all set for a warm day. then came the last days of may and it's going to be warm to hot today. i do think it will be a little cooler tomorrow, but today we're going 70s 80, a few pushing upper 80s to near 90. you know, sal, i love the night because the commute is so much easier. but what about at 7 a.m? >> don't fear the bay bridge, steve. >> i don't fear that. >> all right, let's go out and take a look at the bay bridge toll plaza. it is backed up for about a 15 to 20 minute delay. and so it is going to be slow as it normally is if you are driving there. there have been no major issues, however, i do want to let you know that traffic is going to be a little bit slow. let's talk about the east bay in general. we do have a nice looking drive on 580 westbound, but 880 south is a little bit slow as you drive from 238 into hayward, and you can see it's getting a little slower as you drive toward

fremont at 701. let's get back to the headlines. >> new this morning, a fire that burned for hours at a popular food court in the east bay is finally under control. firefighters say the chabot public lake chabot public market, though, is destroyed. ktvu james torres on the scene there in castro valley. james, i've been to this place and it was a gorgeous building. i love the mission inside all that appears to be gone now. >> that's right, garcia, and that's the message we're hearing from a number of folks who've walked by here just to check out the scene. we have also seen some vendors who have had their food sold from out of here, who are just now learning what's happened. many of them say they're too distraught to talk to us and tell us their stories, but certainly having the same reaction as anyone else here in the neighborhood. we'll show you and take you inside of the building here where we're getting a better look at just how much damage was done and really a lot of damage was done. you see the firefighters inside now who are able to safely be inside the building at this point, getting a better idea of the extent of the damage. and hopefully at some point an investigation will turn up. what

exactly caused this fire. but we'll show you what the fire looked like earlier this morning when crews got here at about 2:00 am. that was after someone called in the emergency. the firefighters aren't sure how long the building had been burning before they arrived. they tried fighting the fire from inside, but then they noticed the roof started to give. so out of an abundance of caution and safety, they pulled out and started spraying the water from above. at one point we had three different ladder trucks on here, just splashing water onto the building. we spoke to a battalion chief earlier this morning. he says this scene hits close to home. >> the owners, you know, childhood friend of mine, we grew up together, you know, went to high school together. so this is a pinnacle in the community, it's really sad to see this happen. we tried the best we could. we were in there for about an hour on the interior working, and the roof started to give way. and we had to pull out. >> we had our windows open, we smelled smoke, and then i looked outside and it was super hazy outside. so, i looked online and somebody had posted that, the

market was on fire. so we came down to take a look and it was fully engulfed in flames when we when we first got here around 345. >> yeah. we're hearing from people who live nearby. they say this is the place to go after a long hike in the east bay hills. it's a food court full of different options and vendors offering ramen, barbecue, desserts, a number of different things you can have here. firefighters still working on contacting each of the owners of the vendors who sell some of their product from this area. like i mentioned before, there was a gentleman who came by here who said that he was responsible for one of those restaurants where you could buy some of that food here. the firefighters say it's going to take them a long time to actually determine what started this fire. of course. still plenty of work here, lots of cleanup to do as well. and once we get those updated details, we'll bring them to you. we're live this morning in castro valley. i'm james torres, ktvu, fox two news. okay, james thank you. >> time now 704. a man from

richmond filed a claim against the city of richmond and its police department, saying he was injured during an arrest back on may 5th, 44 year old kweisi guss says he was filming the police as they were arresting a suspect involved in a high speed chase. you're looking at police body cam video obtained and edited by mr. guss and his lawyer that was given to ktvu. the video shows police confront him, pinning him to the ground, then handcuffing him. according to mr. guss, they used unnecessary force, leaving him with a head injury, bruised ribs and back pain. >> he wasn't giving me any orders when he was pushing me. it was like a fight, combat, fight. i could feel my face literally cutting in the ground. >> the reason why this case is so troubling is that this was a cop who was out of control, who in many ways, is a throwback to an old period of time that i thought we had resolved. >> now, police arrested mr. guss for obstructing an officer. he was booked into jail and later

released. the claim filed by mr. guss alleges violations of freedom of speech, assault and battery, false imprisonment and other civil rights violations. the richmond police told ktvu the sergeant involved has been temporarily reassigned to an administrative role where he won't have contact with the public. a judge has has rejected almost all the requests from scott peterson's lawyers for new dna testing on evidence. >> as part of peterson's bid to get a new trial, the judge ruled that only one item will be retested for dna a piece of duct tape found on his wife lacey's body. the judge rejected the defense request for dna testing on a mattress found in a burned out van. prosecutors argued the defense was lying on pure speculation, had no proof the items it wanted tested were connected to the case. >> repeated lie after lie after lie after lie. so we're not saying, yeah, he's met this particular point because i don't think you can believe what he

says in all of my years, i have never had to litigate a dna motion to this extent, because dna is just a no brainer. >> it's very concerning that they are so vehemently opposing dna testing. >> in this case, peterson is expected back in court in july. >> our time is now 706. well, the jury is back in the courtroom in the new york criminal trial of donald trump. and just a little while ago, they sent their third note to the judge. they asked for several parts of his jury instructions to be reread. add to them. the jury is going through 34 charges against donald trump for falsifying business records to hide an alleged payment to adult movie star stormy daniels ahead of the 2016 presidential election. >> mother teresa could not beat these charges. >> david pecker was the first witness for the prosecution, but the meetings between david pecker, michael cohen and trump's involvement are going to be critical as to the intent and knowledge of donald trump as to

the actions regarding the enquirer, david pecker, and, of course, the whole hush money issue. >> now, yesterday, the jury asked to rehear testimony from two witnesses, former trump lawyer michael cohen and former national enquirer publisher david pecker, about a 2015 meeting with donald trump. legal experts say that conversation is key to the prosecution's case. the jury, made up of seven men, five women and in order to either acquit or convict donald trump, the jury has to be unanimous. >> the city of berkeley is looking into adding a november ballot measure that could save the city's public library from cutting staff, programs and hours. the berkeley public library is pushing to get a stopgap library tax on the ballot that, if passed, would last 12 years or until repealed by voters. backers say the tax would bring in more than $5 million a year. the berkeley public library is funded only through taxes. library officials warn that as its expenses begin

to outpace revenue, an additional tax is needed to maintain operations. >> of course, the revenue that the library is able to collect is still increasing. however it is not increasing as quickly as we would need it to be. we'll certainly have to institute a hiring freeze, which really does impact staff. >> the city council has referred the proposal to the city attorney's office for a look. the council has until august 9th to get it on the november ballot. residents in north sunnyvale will be able to access the city's library resources closer to home by next year. it comes after the sunnyvale city council unanimously awarded $23 million to build the lakewood branch library and learning center. it's the city's first expansion of its main library services. the new library will be near a historically underserved low income community. the superintendent of library says the number of residents holding a library card has more than tripled since 2020. >> time now is 709, and we were

checking on a problem on the east shore freeway. we're also looking at the bay bridge toll plaza. we're going to start there, and you can see the traffic is backed up to the maze. the crash. we're talking about on interstate 80 is west 80 near central. traffic is slow from el sobrante also slow after that as you head down toward berkeley and the macarthur maze. and then highway four is slow. this commute is looking pretty typical, with slow traffic from hayward and union city, some slowing on the altamont pass, and highway 24 is getting crowded on the way to the tunnel. 710 let's go back to the desk. >> okay. thank you. sal. well, there was there have been five pers matchings in one east bay city. we'll tell you how one would be victim scared away the suspects and the new warning from the police. plus this is not because you know these big box retailers are feeling bad for us. >> their sales are down, price cuts at stores nationwide may

berkeley right now, something people have to look out for at this particular point, berkeley police say in each case, these criminals strike quickly and leave within seconds or just minutes. so far, there are no reports of any injuries connected to these, but they are frightening. of course, police tell ktvu there have been at least five similar purse snatchings at local gas stations in berkeley within the past week, all during daylight hours. surveillance video showing a black lexus you see right there pulling up to the victim's car at a shell gas station on university avenue last saturday morning. someone gets out of the passenger side of that lexus, opens a door to the victim's car and takes off with an item. that same thing happened the next day at a chevron gas station on telegraph avenue. >> she just mentioned that, you know, somebody stole the purse out of her car and she had asked if we had cameras on the pumps. you know, i informed her that we did. >> these crimes really have the appearance of being crimes of opportunity because they're they are happening in some cases, like 20 minutes, one after the other.

>> it's not just happening at gas stations either. police say on tuesday, a black sedan approached a parked car with a woman inside at the berkeley bowl west superm's parking lot. a person got out of the sedan and tried to punch and break the window of the victim's car, but the woman smartly honked her horn, scaring off the robbers. >> it's good to know, and i'll think about it the next time i park and look around more. that's a concern in broad daylight in a in a heavily trafficked place, a concern indeed. >> berkeley police say they have some leads in their investigating, but it's too soon to tell if these crimes are all connected. investigators say in each case, there are two people wearing masks in a black sedan. everyone advised to check your surroundings at all times and make sure your car doors are locked. >> dave okay, andre. thank you. time 715 eight students at a middle school in novato were arrested after a school fight went viral. the students, who were between 12 and 14 years

old, are accused by police of a targeted attack on two students who ended up in the hospital. now we have cell phone video from sinaloa, middle school with the parents, say is the latest violent incident on the campus. it happened friday right after lunchtime. police say a female student was targeted by this planned attack by a group of students. a second student who tried to stop the fight was also attacked. the eight students who were arrested were booked into the marin county juvenile hall on charges of conspiracy and felony assault. well, the city of oakley is making changes to some of its cannabis cultivation rules, as growers may see tougher penalties for cultivation. an excessive amount of these plants now, under the new rules, growers can be fined even more for each cannabis plant that's over. the six plant limit allowed by the state. now, this only applies to plants grown in unlicensed commercial grows. the new rules also

clarify how property owners can pass responsibility to tenants who may be running illegal grows. >> shoppers who've pulled back on their spending due to recent record inflation may be getting a bit of a break. walgreens is the latest major retailer to announce it's lowering prices on thousands of products following similar moves by walmart, target and amazon fresh. retail analysts say that companies are thinking of their own bottom line as consumers push back against high prices. >> make no mistake about it, this is not because you know, these big box retailers are feeling bad for us. their sales are down, so they need to do something and cutting prices in the in the beginning of this is the exact way that that they're going now, whether people are really seeing the savings is still undecided. >> when i look at the list of what the price reductions were at stores like target, for instance, i mean, they weren't

huge. it was like $0.50 off a pack of goldfish. >> retailers have seen slower sales to start the year compared to last year, due in part to those high prices. >> okay, gasia time now. 717. sal's right here. he's back. everybody behaving for you right now. sal >> yeah, i would say so. dave and garcia, good morning to you both. right now, we do have a typical delay at the bay bridge. everyone always wants to know about that. the bay bridge backed up to the maze. metering lights are on, this commute here on 80 is a little better. it's that crash we had at central has been moved to the side. i wouldn't suggest that this commute is burning for you, steve, but it is what it is. it's getting better, at least. and you can see some slow traffic on 880 south. westbound 92 is a little busy on the san mateo bridge. the dumbarton bridge is much better. and on the peninsula we don't see a lot. we're not going to ask a lot of questions. the bayshore and 280 are doing very well at 718. let's go to steve now. in

today's forecast. >> thank you, kind sir. appreciate that all right. if you were over on the coast and it's fog free, you might say man a little cool out there. well you would be right. half moon bay golf course dropped to 43 this morning. moss beach, 45 bodega bay, dylan beach, bolinas , socal, santa cruz and point reyes, all in the 40s, are cooler than inland temps. had a warm few days. i wouldn't call it a stretch. a stretch is 5 to 7, but a few days we'll top it out today and i think starts to decrease tomorrow. it really comes down on saturday. but for napa, downtown danville, redwood city, san jose, up we go. 88, 88, 85, 85. although there really are some subtle differences. i'll show you in just a second here. going 72 in the city, low of 53. average 6552. jog your weather memories. if you were here in 2001 on this date, it was darn hot. the city 101 degrees. santa rosa was 100 degrees. sfo was 95 and oakland 94. the record low 47 1899. look at those water temps 4949, 51,

52, 53. that is really cold water. so i think fog is in our near future 40s, 50s, 60s on the temps. although vacaville had a much more stronger north wind yesterday, not so much today a little south wind at fairfield, south wind at concord, a little west wind at santa rosa airport. so some subtle changes today. it'll still be warm to hot temperatures bumping up here. i think it will end up with a lot of mid upper 80s inland. this will be the hottest day, i think tomorrow we'll start to see a little cooler pattern and look at this for late sunday into monday. a little system sweeping by. it's after next tuesday, wednesday, thursday, friday. there's some significant differences. i'm a i'm a rogue forecaster saying i'll believe it when it happens. but some indications that will get hot, others saying not so fast. so we'll see. i'll deal with it next week. warm hot today. sunny and warmer near 90. well well inland. most locations will be in the 80s to upper 80s 60s, 70s over by the water cooler tomorrow. much cooler going into the weekend. >> steve. thank you. efforts to

day zero. mexico city has struggled for decades to bring enough water to its 9 million residents. the current water situation is a combination of leaky pipes, three years of low rain and high temperatures, mexico city's water network is now down to 28% capacity. >> our time now 723. the city of berkeley, now required to test soil and groundwater from an old landfill. now, the order follows a recent discovery by the regional water board. they think more than 11 tons of industrial waste may have been deposited at the former berkeley landfill that is now cesar chavez park, between 1960 and 1971, city leaders say the required testing is precautionary and that all regulatory requirements have been met. that testing is expected to be completed during the next several months. well, today the international bird rescue will release the first group of rehabilitate brown pelicans back into the wild. they were among hundreds found

starving since the middle of april. scientists say these birds are having problems finding food because they just can't reach it. the fish are either too deep or too far offshore. that causes the birds to become anemic and dehydrated. often they're injured because hungry pelicans take extra risks to get to food. >> the biden administration announced the recipients of the epa's 2023 clean school bus program rebate competition. some bay area school districts made the list. the epa selected about 530 school districts nationwide. they'll split nearly $900 million to replace older, diesel fueled school busses that will place them with more than 3400 clean school busses, 92% of which will be electric, 47 california schools will be receiving that money here in the bay area. they include the san mateo union high school district, the old adobe union district up in sonoma county, and alameda unified. >> time now 724. the oakland city council held a special session. they adopted a

a consensus on it, so we'll deal with it next week. for today though, everyone will get in on the warm category. a little bit of haze out there, 50s on the temps here. only fog i can find is down just around there towards the monterey bay. but boy there's not much there, although i do expect it to make a return. maybe tomorrow. then came the last days of may and that's going to be a warm one, no doubt. lots of sunshine, hazy sunshine, maybe a late breeze, 70s, 80s to a few, maybe near 90. well, let's see if the track, if traffic, if we're going through the motions or if there's something else going on. >> this commute in marin county. steve is coming back with a vengeance. southbound 101. it had been pretty good, but now we have a crash out by 101 right near the novato narrows and that means people coming out of petaluma heading south are going to be in for a backup here. and then a little farther south from 37 down to central san rafael. we do have a problem. you can see the bay bridge is backed up all the way out to the maze. that's very typical delay. and if you're driving on 80

westbound slow from el sobrante to berkeley, because of earlier issues, highway four and 680 are also slow. in contra costa county, 731 let's get back to the headlines. >> okay, sal. thank you. well, new this morning, a big fire that burned for hours. and the castro valley area at a popular food court. it's under control now. a firefighters say the lake chabot public market has been destroyed. ktvu is james torres. you've been out there in castro valley for hours. what's the very latest out there? >> well, firefighters have a pretty good handle on the scene here. it's not much of a fire left, and they've taken down a rather broken down some of what the response originally brought out here. we'll show you what we can see behind me. you can see the water still splashing onto the front part of the building, certainly inside the building as well. at one point firefighters had three ladder engines that they had shooting from three different ladders onto the building. they've broken it down to just one now. and now they feel comfortable enough that they can walk in and out of the building, kind of carve out some

expensive in california under a plan unveiled by governor gavin newsom. the governor says the state needs to let insurance companies raise rates more quickly. otherwise more carriers will leave our state. ktvu rasmus live here with details on the governor's plan and what it will likely mean for california. >> well, garcia, the governor's proposed changes apply to all types of insurance from homeowners, businesses. anyone who owns a car or a boat. he sent this proposal to statese their rates more quickly and with less time for public review. now, the governor says this will cut out some of the red tape and make it easier for insurance companies to do business in california. but one consumer advocacy group says it's just going to make things more expensive and make it easier for insurers to increase their prices. now, under the governor's proposal, state insurance officials would have just 60 days to review and approve any proposed price increases from insurance companies. right now, that process can take up to two years. now, the group consumer watchdog also warns that there's nothing in the proposal to guarantee insurers will actually

provide more coverage and start offering new policies again. >> that will make it harder for the public to protest and challenge improper rates and practices. people who want want our elected officials to do their job and need to contact their local legislators and say enough is enough. >> we've been hearing for months now that insurance companies are leaving california and leaving homeowners in the dark. state farm recently announced it would not be renewing more than 72,000 policies in the state. the city of orinda topped the list of cities in california of losing policies, with more than 1700 homeowners not having their state farm policy renewed this year. more than 30 years ago, california voters passed proposition 103. it set limits on the amount insurance rates could go up. now, the governor's office says his plan doesn't change that part of what? prop 103? but it does shorten the amount of time the state will have to study the impact of any proposed insurance price increases, as the consumer

advocacy group consumer watchdog says that will end up making all types of insurance more expensive for everyone. homeowners, businesses and car insurance. now the governor wants state lawmakers to add his insurance plan to the overall state budget bill. the state budget must be approved by june 15th. dave, back to you. >> okay, allie. thank you. time 737 as tools for ai become more powerful and widely available, state lawmakers want to crack down on people who use those tools to create deep fakes involving politics and adult content. they're debating now several bills to deal with these problems. one bill would ban using deceptive deep fakes in most ads within the months that surround election day, the other bill would make it illegal to possess or distribute sexual content generated by ai, showing children, even if it's not showing a real person. well, in san francisco, the mission district is expected to be the first place where san francisco

begins its public safety camera system and installing them. the police department wants to install cameras at the high crime areas like 19th and mission streets, and 24th and mission. the cameras are part of the extra police surveillance in proposition e that voters approved in march. the cameras would be installed at fixed locations. they would record streets, sidewalks or common areas of public housing complexes. that video would be kept for 30 days unless it's part of a continuing investigation. there will be public meetings before the cameras are installed, and an evaluation will be given to the board of supervisors every year. >> medical experts are expected to take the stand today in the state trial against david depape. in the first day of testimony, jurors heard from four san francisco police officers who responded to calls of that october 2022 break in at the home of congresswoman nancy pelosi. prosecutors say that her husband, paul, was asleep when depape broke through a glass

patio door and confronted him in the bedroom, demanding to see the congresswoman. the defense is expected to argue that depape suffers from mental illness, which caused him to act on an elaborate conspiracy fantasy. >> this is more like attempted murder requires a specific intent to kill, if at the worst it could be attempted voluntary manslaughter. if he did not have the state of mind necessary to intend to kill him with a level of malevolence, legal experts say the prosecution is moving quickly with its case and say at this pace, the trial could wrap up next week. >> your time now, 739 today, another day of online classes at uc santa cruz after pro-palestinian protesters blocked the main entrance to the university yesterday, the west entrance of the campus reopened after a blockade was removed, even though there were still rocks, boulders and fake blood around that area, university

to 20% right now. the san francisco tech company still making money, still very successful. but software sales have slowed. revenue came in lower than analysts expected. it's having its worst day on wall street since about 2004. now, as that bell rings, this morning, kohl's stock dropped 22% after posting a disappointing quarterly report. revenue came in much lower than analysts expected. however, kohl's reports its partnership with sephora in store has been very successful. we talked about abercrombie yesterday. well, today foot locker also saying that their turnaround is showing signs of life. but as we go to the dow jones, salesforce definitely having an impact on the blue chip stocks. the dow jones down one full percentage point now 386 points. the s&p 500 down close to a half of a percent. the nasdaq down close to a little more than half of a percent. amazon is expanding its partnership with food delivery company grubhub. amazon prime

customers will now be able to order food with grubhub directly through the amazon app, and prime members will get free delivery on certain orders with an automatic free grubhub plus subscription. it's part of amazon's efforts to grow its prime membership program. of course, amazon owns 2% of grubhub. that stake could increase, though, to as much as 15% in the next few years. if you are planning a summer cruise, you may be in for a price break. royal caribbean carnival and norwegian cruise lines are all lowering their summer prices because they have more ships headed for popular destinations in the caribbean and alaska. cruise lines are also addressing safety issues. they're changing some of those ship routes because of regional political tensions, and mcdonald's wants to set the record straight on reports that they are hiking prices. a top company executive published an open letter pushing back against claims. the fast food chain has raised prices by more than 100. now prices are up, but not by

this morning in castro valley. i'm james torres, ktvu fox two news. >> james thank you. 804 is your time this morning and happening now. a man from richmond filed a claim against the city of richmond and its police department, saying he was injured during an arrest. now, on may 5th, casey gus says he was filming the police as they were arresting a suspect involved in a high speed chase. this is body cam video obtained and edited by the 44 year old and his attorney. that was given to ktvu. now, the video shows police confronting him, pinning him to the ground and then handcuffing him. according to gus, they used unnecessary force, leaving him with a head injury, bruised ribs and back pain. >> he wasn't giving me any orders when he was pushing me. it was like a fight combat, fight. i could feel my face literally cutting in the ground. >> the reason why this case is so troubling is that this was a cop who was out of control, who in many ways, is a throwback to an old period of time that i thought we had resolved. >> now, police arrested mr. gus

for obstructing an officer, and he was booked into jail and later released the claim filed by mr. gus alleges violations of freedom of speech, assault and battery, false imprisonment and other civil rights violations. richmond police tell us the sergeant involved has been temporarily reassigned to an administrative role, where he will not have contact with the public. >> a judge has rejected almost all the requests from scott peterson's lawyers for new dna testing on evidence. as part of peterson's bid to get a new trial, the judge ruled only one item will be retested for dna a piece of duct tape found on his wife lacey's body. the judge rejected the defense request for dna testing on a mattress found in a burned out van. prosecutors argued the defense was relying on pure speculation. had no proof the items it wanted tested were connected to the case. peterson is expected back in court in july. >> well, happening today, the jury in the new york criminal trial of donald trump is back in court. when they convened this morning, they sent their third

note to the judge asking you to rehear his instructions to them before they began deliberations. the jury right now is rehearing those instructions, along with part of the testimonies of two key witnesses. former trump lawyer michael cohen and former publisher of the national enquirer, david pecker. the jury is going through 34 charges against trump to falsifying business records to hide an alleged payment to adult movie actress stormy daniels ahead of the 2016 presidential election. >> mother teresa could not beat these charges. >> david pecker was the first witness for the prosecution, but the meetings between david pecker, michael cohen and trump's involvement are going to be critical as to the intent and knowledge of donald trump as to the actions regarding the enquirer, david pecker, and of course, the whole hush money issue. >> legal experts say the conversation between pecker and cohen are key to the prosecution case. the jury is made up of seven men and five women. in order to acquit or convict trump, the jury has to be

unanimous. san mateo county's homeless population has increased over the past two years. data from the one day homeless count conducted in january found more than 2100 people experiencing homelessness. that's an 18% increase from the same count conducted back in 2022. this report is mandated every two years by the department of housing and urban development. officials say the data helps determine where to allocate resources. >> the city of berkeley is looking into adding a november ballot measure that could save the city's public library from cutting staff, programs and hours. the berkeley public library is pushing to get a stopgap library tax on the ballot that would, if passed last 12 years or until repealed by voters. backers say the tax would bring in more than $5 million a year. the berkeley public library is funded only through taxes. library officials warn that as its expenses begin to outpace revenue, an additional tax is needed to maintain operations. >> of course, the revenue that the library is able to collect is still increasing. however, it is not increasing as quickly as

a bar room dare back in 1943. this was between two different army air corps pilots daring each other to fly through a hurricane. well today it's transformed into an operation giving us more information on these storms before they hit land. to better warn the public. while some of you may have rode out a storm, could you imagine being mid-air inside of one from day to day and flight to flight? >> they could vary from the worst rickety old roller coaster you've ever been on. to just like, going down a slightly bumpy dirt road. >> christopher wood pilots the p-3 aircrafts, this one, named kermit, is one of two operated by noaa. the air force reserve has ten c-130s as well. the chief aerial reconnaissance at the national hurricane center could send multiple hurricane hunter aircrafts into storms to get data to better forecast storm intensity and track noaa engineer nick underwood gave us a tour of the p-3. >> it's a flying research laboratory. we've got three radar systems on board, one in the nose, one in that eminem

looking fairing on the bottom of the plane, and then one in the radome sticking off the back, flying at about 10,000ft. >> a typical mission lasts eight hours or more, with about 15 crew members. >> this station is where we'll launch instruments out of the aircraft, and so typically an operator like myself will sit here and as we're flying through the storm, we're launching drop signs, effectively a weather balloon in reverse. and so we'll drop these out of the aircraft. they have a parachute that deploys. and as they're floating down they're collecting temperature, pressure, humidity, wind speed and wind direction. data. >> data is sent in real time to the national hurricane center into forecast models. we made our way through all the workspaces to the flight station, where the pilots and engineer work. going into his eighth season, i had to get nick's take on what the ride is like. >> there's a lot of vibration you can get tossed around pretty good. there's wind and rain slapping against all of the windows. once you get in the eye of the storm, it's calm again. so you get a little reprieve, but then you have to go right back out through the nastiness. >> and the same goes for the

crew of about five on the c-130. >> our partners at the air force 53rd weather reconnaissance squadron have their c-130s, and so they do a lot of the same mission that this aircraft does. we just have a little bit more research capability than they do with our extra radar systems and things like that. >> meanwhile, noaa's g four soars up to 45,000ft, going above and around storms, releasing drop signs, collecting details of the atmosphere in and around storms. so what would hurricane season be like without these aircrafts? pilot wood says data from these flights increased forecasts by 10 to 20. >> when you're making the decisions, whether you're going to evacuate your home, if you need to go and, you know, buy supplies and stock up 10 to 20% is a really large margin is really important for you to make those decisions. without these aircraft, we would we would be much more uncertain on what the storms are going to do. >> and they continue to work on new ways to get better data. >> we have new drop zones that are able to stay aloft at a little bit longer, collect a little bit more data. they're actively working to test and develop a variety of different

county firefighters say they tried fighting the fire from inside, but notice the roof started to collapse out of safety. they pulled out and started spraying water from above. a battalion chief says the damage hits close to home. >> the owners, you know, childhood friend of mine, we grew up together, you know, went to high school together. so it's a pinnacle in the community, it's really sad to see this happen. we tried the best. we could. we were in there for about an hour on the interior working and the roof started to give way. and we had to pull out. >> we had our windows open, we smelt smoke. and then i looked outside and it was super hazy outside. so, i looked online and somebody had posted that, the market was on fire. so we came down to take a look and it was fully engulfed in flames when we when we first got here around 345. >> well, firefighters aren't sure how long the building had been burning before they arrived, but the lake chabot public market is destroyed. they say it might be a long time

before we know what caused the fire. >> many homeowners here in california are struggling to get insurance coverage. now that multiple insurance companies have limited policies or have stopped doing business in our state, the governor says he has a plan to bring insurers back to california. one consumer advocacy group, though, says it's a bad deal for home and business owners. ktvu erasmus in studio to explain. >> ali well, we've been hearing for months that insurance companies are fleeing california, leaving homeowners in the dark state farm recently announced it would not be renewing more than 72,000 policies in the state. governor gavin newsom says in order to bring some of those insurance carriers back to california, the state needs to make it easier and simpler for them to do business here. the governor wants lawmakers to approve a proposal that would let insurance companies make changes to their rates and policies more quickly. now. right now, if a carrier wants to increase rates or offer any type of policy change, the state's insurance commission has to approve it. and sometimes that approval process can take months, even years. under the governor's

plan, it would have to be approved within 120 days, no longer than that. the governor says this sped up timeline cuts out red tape, consumer watchdog consumer watchdog group, though, however, argues that it will remove valuable oversight and make it easier for insurance companies to make their rates more expensive. one industry analyst says he is optimistic, though, that the change will bring insurance providers back. it doesn't change their ability to do anything differently. >> it doesn't change their oversight. it it doesn't change their ability to do things. it just changes the amount of time it'll take for them to get a response from the department of insurance. >> that will make it harder for the public to protest and challenge improper rates and practices, as more than 30 years ago, california voters passed prop 103. >> it set limits on the amount that insurance rates can go up at a single time. the governor's office says his plan doesn't change that part of prop 103, but it does shorten the amount of time the state has to approve any changes, including changes

or price increases. and that's what the consumer watchdog group, which wrote prop 103, says it is worried about costs going up more quickly if they're approved more quickly. now, the governor wants state lawmakers to add his insurance plan to the overall state budget bill as a so-called trailer bill that state budget must be approved by lawmakers by june 15th. andre. >> all right, ali, thank you. as tools for ai become more powerful and widely available, state lawmakers want to crack down on people who use those tools to create deep fakes involving politics and adult content. they're debating several bills to deal with these problems. one bill would ban using deceptive deepfakes in most ads within the months that surround election day. the other bill would make it illegal to possess or distribute sexual content generated by ai that show children, even if it's not showing a real person. our time now is 836. the mission district will likely be the first area where san francisco begins its public safety camera system. the police department proposing to

install cameras at the high crime areas of 19th and mission streets as well as 24th and mission. these cameras are part of the additional police surveillance in proposition e that voters approved in march. cameras will be installed at fixed locations and record streets, sidewalks, or common areas of public housing complexes. footage will be kept for 30 days unless it's part of an ongoing investigation. there will be public meetings before the cameras are set up and an evaluation will be given to the board of supervisors every year. >> medical experts are expected to take the stand today in the state trial against david depape. in the first day of testimony, jurors heard from four san francisco police officers who responded to the october 2022 break in at the home of congresswoman nancy pelosi and her husband, paul. prosecutors say that her husband was asleep when depape broke through a glass patio door, confronted him in the bedroom and demanded to see the congresswoman, who was not home at the time. the defense is expected to argue that depape suffers from mental illness, which caused him to act on an elaborate conspiracy theory.

over and over again and refused to allow physical limitations to stop him. we first brought you the story of a pleasanton child born with a rare genetic disease 25 years ago. he was unexpected to survive, but has proved those expectations wrong. now, ktvu is. >> amber lee has attended his high school graduation. that was back in 2017. she recently caught up with him as he graduated from college. >> every step roman perkins takes has a purpose. it's a display of determination for this east bay native. >> i want people to see me as as someone who can accomplish anything. >> a path that roman has chosen. despite being born with hurler syndrome, a rare genetic disease, he's missing an important enzyme. experts say many children with this condition die before they turn ten years old. roman is 25. >> roman michael perkins he not only beat the odds by surviving,

there when roman graduated from foothill high school in pleasanton. back then, he told me he had difficulty making friends, but his close relationship with his two brothers and his father filled that void. he also has a constant companion. his dog levi, coping with physical and learning disabilities may be daunting for many, but not roman. >> it would take him two, three, four times as long to do all of his assignments, but he would just sit there and he would just go through it. and then again, he would he would advocate for himself. roman has carried that determination throughout his quest to live life to the fullest. >> roman's dad gifted him a vehicle. he got a driver's license, but he stopped driving alone after he suffered a grand mal seizure. he hopes to resume driving regularly when it's safe. while attending college, he underwent surgery for a cornea transplant when his eyesight deteriorated, it became such a challenge in class to see

what my teachers are writing on the board, to take proper notes. roman got a job working as a barista during college, but that didn't come easy. he tells me he was rejected repeatedly by several large retailers when he applied for jobs. he was eventually hired to work part time by chase coffee roasters in orange county, which specifically employs people with disabilities. >> i finally get to build social skills with interacting with the customers, and i get to learn a different way of how others work as well. >> roman still has to undergo another cornea transplant, but in his usual fashion, he plans to start applying for internships that will eventually lead to a full time job. his next goal is to become financially independent. >> i can't explain it how roman does it. i mean, it's just i'm sure he's going to find a job somewhere, somehow, some way.
