we peeked out yesterday, that's for sure. 5060 though. pretty mild air mass. not much fog yet. i'm moving right along, but it's pouring down the coast and it's going to turn. the wind will turn westerly and we'll see temperatures drop today. always a tricky call inland, but it does look 60, 70, 80 down a good ten for many. all right. sal's here. and i hope he has nothing to say. no offense, yeah. no, i hear you, steve. there's a little bit of roadwork out there , on the golden gate bridge, and i want to let you know if that's your commute, we have some flashing lights you might be able to see them in this picture, but there are some temporary closures. and if you're driving south, you're going to have to run through them. it's not causing major delays at all. but just beware. if that's your commute. bay bridge looks pretty good coming into san francisco. there were a little bit there was a little bit of roadwork near the two 8101 interchange in san francisco. again, you can get through, but you might see some closures of some lanes at 401. let's get back to the headlines.

>> all right sal, thank you. well, a teenager from oakland says all of her graduation gifts were stolen just hours after her graduation ceremony. but as ktvu is, amber lee tells us, a nonprofit organization is helping her to recover some some of what she lost. >> it's my escape from the world and i get to express myself. >> soraya pharr of oakland loves to draw. she tells me. it helps her forget that she was recently the victim of a crime. >> it helped me forget about the situation for at least a little bit. >> on thursday, she graduated from envision academy high school with a 3.8 gpa. she received a money lay, gift cards and other presents that evening, soraya and her family, including her godmother, went to a restaurant in uptown oakland to celebrate when the 17 year old left the restaurant to go to her godmother's car parked on broadway, her heart sank. >> we were parked about right here, and as soon as we walked

up, all we saw was the glass. >> broken glass from someone breaking into the car, popping open the trunk and taking soraya's graduation cap and all of her presents, including the money lei stolen, along with the joy of marking a major milestone that day. >> it wasn't really about the gifts, it was about the fact that all these people gave me their money and they gave me their time and their gifts, and it all got taken. so i was just really hurt by that. >> i got very angry because, you know, this should have been the happiest night of her life. and then whenever she thinks about her graduation, she'll have this scar, this memory. donald lacey is founder of love life foundation, a nonprofit he started in memory of his 16 year old daughter, who was shot and killed in 1997. >> he attended soraya's graduation and describes her as a bright star who participated in many of his foundation's college prep programs. lacey is now raising money to help the teen.

>> i'm hoping the person or persons who perpetrated this crime sees this and knows that we as a community are standing together for our young people, soraya received an email from the oakland police department tuesday that she passed the interviews and testing for a position as a police cadet. >> she also plans to attend college. >> what i've learned is that, honestly, no matter what the bad situation is, i'll have support, soraya tells me. >> things are definitely looking up, she says the donations and a part time job as a police cadet will help her pay for expenses when she starts laney college in the fall in oakland. amber lee ktvu, fox two news. >> amber. thank you. the governor's office is touting an ongoing chp operation as helping to reduce crime in oakland. newsom's office says since february, the highway patrol has recovered 887 stolen vehicles, arrested 440 people and seized

47 guns that were linked to crimes. it comes as data from oakland pd says overall crime, including robbery, burglary, car thefts and homicide are all down 33% compared to this time last year. in a post on social media, oakland mayor xiang tao thanked governor newsom, saying, quote, our collaborative work exemplifies good governance in action. with chp surges, the redeploy of our foot patrols and our revamped cease fire program, we are seeing a decrease in crime across the board in oakland. the mayor also said there's still a lot of work to do to make sure everyone feels safe in oakland. >> our time is now 405. tonight, the leading candidates for mayor of san francisco will go face to face in the debate. now, ktvu is partnering with city arts and lectures, and manny's for this debate featuring the current mayor, london breed and mark farrell, daniel laurie, aaron peskin and asha safai. the debate is tonight at 630 at the sidney goldstein theater. the

debate moderators will be new york times san francisco bureau chief heather knight and mandy. you could tell now tickets to be there in person. they have been sold out, but tickets are still available to watch the debate virtually. and when the debate is over, we will make the whole thing available for streaming on the fox local app on your smart tv, as well as on the ktvu youtube channel. >> san francisco supervisors voted to confirm mayor london breed's nominees for the police commission last week. the rules committee voted against reappointing one of the nominees, deborah walker, with some saying she seemed unprepared during questioning. mayor breed said that walker, quote, has a proven track record. both as a community advocate and delivering on critical public safety needs. the board also confirmed retired alameda county judge c don clay, who has years of experience in civil and criminal law. >> tom is now 406. changes may be coming to san francisco's valencia street and the controversial bike lanes there.

the mta, the city's municipal transportation agency, wants approval to design a new side running bike lane to replace the current center running lane. right now, that bike lane covers eight blocks between 15th and 23rd streets. for months, that center lane has been criticized by business owners and by neighbors in the area, who said it made traffic worse and hurt businesses as sales dropped. now, if changes are approved, they probably won't take effect until next year. >> hunter biden is now awaiting the sentencing date for his conviction on gun charges, legal experts say sentencing guidelines typically range between 15 and 21 months behind bars, but hunter biden could receive little to no jail time because this is his first offense, a delaware jury found him guilty of three federal felonies, two for lying on a federal document, one for being a drug user in possession of a gun. both prosecutors and jurors say they viewed hunter biden as any other defendant, and not the

son of the president of the united states was not politically motivated. >> politics played no part in this whatsoever. >> this case was about the illegal choices defendant made while in the throes of addiction. his choice to lie on a government form when he bought a gun, and the choice to then possess that gun. >> hunter biden said he is blessed that he's recovering from drug addiction, and he's more grateful about the support from his family than he is disappointed by the verdict. president biden flew to delaware to meet with hunter. the president reiterated that he won't use his powers to pardon his son, saying in a statement, quote, i will accept the outcome of this case and will continue to respect the judicial process. as hunter considers an appeal. >> our time is now. 408 elizabeth holmes, the disgraced founder of theranos, appealed her conviction in san francisco federal court. now, her lawyers argued that the judge in her case made several improper decisions during the

proceedings. in 2022, elizabeth holmes was not in the courtroom during the appeal, as she has served one year of an 11 year sentence in texas at a federal minimum security prison. holmes was convicted of defrauding investors with false claims about her company's blood testing technology, legal analysts say a ruling on the appeal could take several weeks or months, as new research shows the deadly impact of wildfire smoke, a ucla study finds more people than previously thought die each year in california from long term smoke exposure, the research found. >> inhaling the fine particulate matter from wildfires contributed to more than 55,000 deaths between 2008 and 2018. one of the study's authors tells ktvu. chronic exposure to wildfire smoke can lead to health problems that include asthma, diabetes and heart disease. >> if we look at all the deaths from traffic accidents in california per year, it's about

4000. so we're talking a bad year. it's about three times the number of deaths from all the traffic crashes. and in a low year, it's about the same. so it's a major public health risk. >> researchers say other things contributing to the problem include forest management, communities being built in wildfire prone areas and climate change. >> well, not much fog out there, but all signs point towards a cooler pattern today. 50s on the temps to even low 60s. san jose 62, livermore 63. fog is racing down the coast. eventually it will take the turn. there but it was a cooker yesterday. santa rosa, san mateo, livermore, san jose 90s to low one. hundreds today, 70s 80s. it's always tough to drop temps that much, but that's everything is showing that so patchy fog forming here. cool to mild, lows sunny but cooler and the wind picks up temperatures again. looks like they peaked out yesterday. 60s 70s 80s. unless you're far in the interior than some 90s. but almost all my forecast zone will

out migrants coming from other parts of the world so that they give up migrants heading to the u.s. mexico border are being loaded onto busses and taken all the way back to the southern mexico, near the guatemala border. some migrants have been on those busses multiple times. >> it is difficult because the first time your relatives help you, because they support you, they know the sacrifice you are making for everything you are going through. they help you, support you. but the second time they are already financially exhausted. >> mexico's president says this policy keeps migrants safe because crossing north is risky, but the south can also be dangerous. more than 4000 people fled a southern community last weekend after gangs attacked and burned homes. >> our time is now 414 oakland police say arrests have been made in connection with several sideshows saturday night. now, the police released photos of one of the cars that was towed. that sideshow happened saturday around midnight. oakland police say they found more than 300

cars and 200 people there watching as more police officers arrived, the crowd scattered and the police worked with a helicopter to track some of these sideshow participants and then stop them. five people were arrested, three cars were towed, and three guns were recovered. oakland police say they're trying to identify even more vehicles that took part in the sideshow this weekend. >> police in vallejo say they were able to disrupt a sideshow this weekend. it happened early sunday morning near sonoma boulevard and lemon street. police say they found more than 200 cars blocking the street, including one on fire. police say two people were cited and multiple cars were towed. well police in santa rosa arrested two teenage boys for an attack on a high school campus. >> it happened on friday at elsie allen high school. police are accusing 217 year olds of attacking a 16 year-old boy in a bathroom. the victim was taken to a hospital by his parents to

be treated for minor injuries, and police say the attack appears to have been gang related. >> the san mateo county board of supervisors has approved a first of its kind program here in the bay area. as ktvu lamonica peters reports, anyone who provides information leading to an arrest and conviction related to home burglaries could get up to $10,000. >> residents not only expressed concern about their possessions that were lost, but also the sanctity of their home that was violated. >> since january, nearly 90 home burglaries have been reported in san mateo county's district three. the district's board supervisor, ray mueller, and other county leaders are now implementing a pilot reward program to help deter thieves like that person that would be burglar now knows if they perpetrate this crime, the person next to them, or the person who might know the person next to them can turn them in for significant amount of money. the residential reward pilot program offers up to $10,000 for

information that leads to an arrest and conviction. the county's board of supervisors voted unanimously on tuesday to approve the program, using $125,000 of measure k funds. >> home burglary is unlike regular, you know, store burglaries and things like that. we're going to punish it heavier. the punishment is twice the level possible for that. and if we can give some financial incentive to people who hear things and they can can even be done, anonymously, you know, that'll be a good thing. >> the reward program will cover unincorporated county areas in district three and other cities, including atherton, half moon bay, menlo park and woodside. local jurisdictions have also added more patrols, license plate readers, and encouraged homeowners to register ring cameras with local law enforcement. so the footage can be used in criminal investigations. >> those neighborhood watch associations are actually incredibly strong, where once

you get to know your neighbor and you understand what's happening on your street, you can identify when something's taking place that isn't in the norm, and you can report that in the moment. >> lamonica peters, ktvu, fox two news. >> lamonica. thank you. time now for 17. well, as steve said in his weather forecast, it was hot across most of the bay area and some people headed to alameda beach to beat the heat. >> i mean, we don't have ac. we're where i live. so, you know, cranking the fans up to a million. and, you know, the classic stuff really coming to the beach is like just being by the water. the breeze makes such. i mean, you go like a mile that way. it's like ten degrees hotter. i will say it was a cold, long winter. so i'm i'm embracing the heat. >> embrace that heat. some families brought along tents to stay out of the sun. beachgoers tell us being by the water makes a big difference. the beaches in alameda, just one of many popular locations along the coast where people head to during these really hot days.

>> speaking of those, really hot days, i think it's going to be less hot today right, steve? that is correct, not much fog yet, but it's on its way. it's coming up the coast here. still pretty mild inland, but it's all taking shape here. 50 60s on the temps. we will see the fog now. it's actually moving up the coast. it's moved into monterey bay also santa cruz coming down the coast as well. water temps continue to be favorable for fog formation. 49 point arena 50 point reyes 53 san francisco. boy. so that that the water temps are doing their part. not much of a breeze yet, but we'll keep an eye on it for travis. that's west southwest. usually does the ticket. yes, it was hot yesterday. santa rosa, san mateo, livermore, san jose, 9793, 101 92. today at 70s and 80s again, always tough inland to drop temps 1015 degrees. but that's what everything is. pointing that low to the south is lifting northward. that is going to open the door to a stronger breeze. so not as hot. wednesday, sunny, cooler. now if you're far in inland or through

gun sales on state property have been upheld by the ninth circuit court of appeals. a gun show promoter was among the plaintiffs who claimed the ban on sales violated their first and second amendment rights. the laws were approved between 2019 and 2022. they prohibit the sale of guns and ammunition at the orange county fair. the del mar fairgrounds, and all state

property. governor newsom said in a statement, quote, today's commonsense decision by the court validates our core message the people, not courts, should be the ones deciding how to keep our communities safe from gun violence. if other states followed our policies, thousands of lives would be saved. we won't stop defending our laws from the rights. radical lawsuits. >> our time is now for 22. gun control is a top issue for president biden, who says banning assault weapons is a major priority. >> more children are killed in america by guns than cancer and car accidents combined. my predecessor told the nra convention recently he's proud. that, quote, i did nothing on guns when i was president. we all want our kids to have the freedom to learn how to read and write in schools. instead of learning how to duck and cover. >> now, the president spoke yesterday to advocates at the conference for everytown for gun safety action fund. the president said he signed the most significant gun laws in the last three decades aimed at gun

traffickers. gus ghost guns and expanding background checks, according to the national institute for health care management, gun violence went up by almost 43% between 2010 and 2020. a number of high profile mass shootings occurred during that time. in. many were inside of schools. >> an initiative that would reform proposition 47 has qualified for the november ballot. the secretary of state's office confirmed the measure filed more than than the required 600,000 valid signatures. voters passed prop 4710 years ago to reduce penalties for drug crimes and other misdemeanors. critics of proposition 47 blame it for increased retail theft. the november ballot measure would reform prop 47 and increase penalties for some drug and theft crimes. >> our time now for 24 voters in solano county will decide this november whether to approve the building of the so-called california forever project. now, a petition to put this proposal

on the ballot did receive enough signatures. the measure asked voters to rezone more than 17,000 acres of farmland in eastern solano county, near fairfield, to develop a new community. organizers say their project is the best way for the county to plan for growth, with thousands of acres of prime farmland have been paved over to build subdivisions. >> and so it's not a question of whether we build. it's a question of where. and we believe this is the best way to protect the best farmland in this area and build a compact community on a small portion of it, and build a better future for tens of thousands of families. >> now, several groups, including the solano land trust, oppose this project, saying it harms conservation areas and destroys farmland. >> a unique drug treatment program in the south bay is already making an impact. we're going to hear from families of addicts about the key to its success, and it just became a lot cheaper for small businesses

morning. >> thank you for joining us here on mornings on two i'm pam cook and good morning i'm dave clark. >> we're right in the middle of the week. it's wednesday. it's june 12th and it's the weather is getting better. the temperature a little cooler. >> so we would say better. some people some people like it hot. >> some people like it hot. that's true. yesterday was your day. today's going to be more our day a little cooler. there you go. 5060 on the livermore 66 degrees. there san jose 63. but i've seen anywhere around palo alto 53 to 59. so i kind of splitting the difference there. but fog is racing up the coast. it's hard to see. and also coming down the coast. so the combination of the two will make for a not as hot wednesday. patchy fog forming, sunny but cooler, and the wind will pick up and that will be more of a sea breeze. so temps always tough to nail these, but 6070 near the water's edge, 80 now through the interior, not 90 or 100 unless you're outside my forecast zone. all right. south here. i think he said not much going on unless something new happened. >> yeah, there's not a lot going on. there's a little bit of road

work that's not causing a lot of delay. and right now it looks pretty good out there. if you are driving on the bay bridge, it looks very nice. no major issues here on the san mateo bridge. and this morning's commute in the south bay continues to look very good. so i like what we're seeing here on the start of a wednesday commute at 429. let's get back to the headlines. >> all right. thank you. sal. an important report on inflation will be released in the next hour. the us bureau of labor statistics will release the latest consumer price index, which samples the cost of goods and services and helps track economic indicators. economists predict a 10th of a percent increase from april to may. the federal reserve also meets today, and any decision on interest rates will depend on the results of the cpi. many bay area residents say the price of food increases come as a shock, whether it's at the grocery store, at their restaurant or they're shocked. >> and to keep up with the higher minimum wage in and out restaurants just became the latest restaurant chain to raise

prices. ktvu is betty yu has details as pittsburg resident chris halika says he eats at in-n-out every other week. >> the price increase, i understand, you know, because comedy is kind of bad. >> the company said. it increased prices across california the same day the state's fast food minimum wage law took effect, in-n-out said in a statement to ktvu on april 1st. we raised our prices incrementally to accompany a pay raise for all of the associates working in our california restaurants. the price increase was also necessary to maintain our quality standards. >> i've always heard that in and out treats their employees well. it seems like that's part of their branding, and so we're definitely down to support that. >> the starting wage for in-n-out workers is 22 to $23 an hour. based on the location, which is higher than the state's new $20 minimum wage, especially coming from georgia. >> california prices are a little bit higher. but when i

came to in and out and i was spending $20 on a meal, it's definitely something that i did not expect at all. >> khalil coleman just moved to oakland from georgia two weeks ago for the pricing is all relative. for example, a double double meal at the in-n-out in san francisco is the most expensive in the bay area at over $13. the same meal in alameda costs just under $12. diners pay slightly less at the san jose or pittsburgh locations. >> it's not bad, you know? i mean, if it's what it is, as long as it don't go over $20, i'm fine with it. >> still, inflation remains stubbornly high as the federal reserve is set to release its latest policy statement wednesday. unfortunately for consumers, the fed is widely expected to keep rates steady. you feel the pinch the most these days, definitely, and going out for meals. >> so we're trying to do it less often. was it worth it today, was it worth it? i don't know, earlier this year, wall street

predicted three rate cuts for 2024. >> but now some economists are scaling that number down to two in alameda, betty yu ktvu, fox two news thank you, betty. >> san francisco's board of supervisors approved a proposal that would allow the city to request private funds to build the zoo enclosure for the pandas set to come from china. now, ahead of the vote, a coalition made up of in defense of animals and sf zoo watch members went door to door in city hall. zoo watch says a new panda attraction will only help for a few years before ultimately hurting the zoo's bottom line and the ability to care for its animals. >> there's a true animal welfare issues at the zoo. animals are suffering at the san francisco zoo, at the hands of mismanagement. >> mayor breed says her next step in signing the legislation, then gathering a committee of stakeholders to raise the funds. >> our time is now. 433 a rare animal at a zoo has died, and

now zoo officials issued a warning about this. officials at brighton zoo in tennessee says the animal, a male sitatunga, died over the weekend after choking on a squeezable applesauce pouch. now, the zoo released these images on social media saying that the packaging is dangerous for zoo animals because the caps on it look like food to some animals. those pouches are banned from the zoo, but people find ways to sneak them in, according to zoo officials, the city of tonga is a rare swamp dwelling antelope from central africa. >> san jose city council has approved a $5 billion budget. mayor matt mehan says the balanced budget will help move 1200 people off the streets and into safe sleeping sites. $40 million will be invested in new affordable housing. the new budget will also help the city make beds for hundreds of people living in encampments along san jose water. >> it's going to help us finally treat unsheltered homelessness

like the crisis that it is. it's going to allow us to comply with the clean water act and avoid what could be very expensive litigation. >> city council members say this budget focuses on areas that are most important to the people of san jose, including preventing cuts to some popular programs and events. >> glad that we were able to find ways as we came to the end of the process to restore viva parks and viva k to last year's level. these are programs that are really important to the residents in our districts, that we are able to keep the fitness centers open for our seniors. >> a part of the budget will also go toward public safety priorities, including new automatic license plate readers and speed cameras to improve street safety. >> our time is now 4.35 santa clara county bracing for a rise in opioid use and overdoses this coming summer. but officials are optimistic about a new program. it's helping people overcome their addiction to drugs, especially people under the age

of 21. valley medical center is the only west coast hospital that has an in-house, same day detox treatment program serving young people addicted to or dealing with withdrawal from opioids. the problem is that not a lot of families know this resource is available, and that's what we're here to make sure everybody in our community knows. >> today, we've had record number of deaths, and this is largely due to the ubiquity of fentanyl. we found that over 60% of the counterfeit pills that are on the market contain a lethal dose of fentanyl. for those who are opioid naive. >> now, the center credits its success on a knowledgeable staff. effective medication and a strong rehab program centers also connects recovering patients to county support services. both medi-cal and medicaid cover the treatments without copay. well before the pools fill up this summer, it is important to get your children in swim lessons. >> according to the center for disease control and prevention,

drowning is the leading cause of death for children up to the age of 14. but the cdc also says formal swim lessons can reduce the risk of drowning by up to 88. for parents, these lessons can give them peace of mind when their kids can stay safe while having fun in the water. >> for the small ones, definitely be just to be safe around the pool. accidents happen, you never know. and so we definitely want to keep them as safe as possible for the older ones. just get their energy out, improve their skills. want them to be confident swimmers as they get older? >> swim lessons can also be helpful for adults. the cdc says nearly 40 million americans adults do not know how to swim, and more than half of the adults have never taken a swim. lesson >> coolers on the way, fog is coming down the coast and it's racing up the coast. it's made it into the looks like monterey bay, santa cruz, so it's on its way. just very patchy though

goods are likely still increasing, but there is hope that the costs are slowing down a little bit. ktvu james torres joins us now with information on the very important report that comes out this morning, james. >> yeah. and it'll be coming from the department of labor statistics. pam, good morning to you. they'll be releasing its consumer price index in about a half hour. from now. it will take a look at basically giving us a snapshot of inflation in may and give us a little bit of a better idea of how the federal government is handling it now. inflation still sitting at 3.4. that's a lot higher than where the federal government wants to be, which they target at about 2. this report in particular is important because of what we saw back in april. inflation was still going up in april, but at a much slower rate for the first time this year. experts think this next report, which will show the may numbers, will still have inflation at an increase but still at a slower pace. more

specifically, hopefully at only a 0.1% increase compared to a 0.3% in april. that would be welcome news for people who are feeling the price increases at the grocery store, the gas pumps, and pretty much everywhere else you spend your money you feel the pinch the most these days. >> definitely. and going out for meals. so we're trying to do it less often. >> yeah. the feds feel optimistic that this report will show inflation is, at the very least, just running steady. we're not expecting to see a huge increase at the rate, but part of that confidence comes from a better than expected jobs report released last friday. that's when we heard the u.s. added 272,000 jobs in may, much higher than projected. the experts hope the slowed inflation increase in april wasn't an outlier, and they don't expect it to be. but any unexpected news from this report could be tough for the markets. it could also be a blow to proposed interest rate cuts for

on your smart tv, as well as on the ktvu youtube channel. >> san francisco supervisors voted to confirm mayor london breeds nominees for the police commission. last week, the rules committee voted against reappointing one of the nominees, deborah walker, with some saying that she seemed unprepared during questioning. mayor breed said that walker quote has a proven track record, both as a community advocate and delivering on critical public safety needs. the board also confirmed retired alameda county judge c don clay, who has years of experience in civil and criminal law. >> our time is now. 506 changes may be coming to san francisco's valencia street and the controversial bike lanes there. the mta, the city's municipal transportation agency, wants approval to design a new side running bike lane to replace the current center running lanes. right now, that bike lane covers eight blocks between 15th and 23rd streets. for months, that center bike lane has been criticized by business owners

and by neighbors in the area who say it made traffic even worse and hurt businesses as sales were dropping. if the changes are approved, they probably won't take effect until next year. hunter biden is now awaiting the sentencing date for his conviction on gun charges. >> legal experts say sentencing guidelines typically range between 15 and 21 months behind bars. but hunter biden could receive little to no jail time because this is his first offense. a delaware jury found him guilty of three federal felonies, two for lying on a federal document and one for being a drug user in possession of a gun. both prosecutors and jurors say they viewed hunter biden as any other defendant, and not the son of the president of the united states was not politically motivated. >> politics played no part in this whatsoever. >> this case was about the illegal choices defendant made while in the throes of addiction. his choice to lie on a government form when he bought a gun, and the choice to then

testing technology. legal analysts say a ruling on the appeal could take several weeks or months. >> new research shows. the deadly impact of wildfire smoke. the ucla study finds more people than previously thought die each year in california from long term smoke exposure, the research found. inhaling fine particulate matter from wildfires contributed to more than 55,000 deaths between 2008 and 2018, one of the study's authors tells ktvu. chronic exposure to wildfire smoke can lead to health problems, including asthma, diabetes and heart disease. >> if we look at all the deaths from traffic accidents in california per year, it's about 4000. so we're talking a bad year. it's about three times the number of deaths from all the traffic crashes. and in a low year, it's about the same. so it's a major public health risk. >> researchers say other things contributing to the problem

to a home burglary conviction. nearly 90 homes have been burglarized in one area of san mateo county since january. that district includes 20 different cities in the county, including belmont, half moon bay, menlo park, pacifica, portola valley and san carlos county. leaders hope the six month long program, funded by $125,000 in measure k funds, helps deter the crime. >> and that person that would be burglar now knows if they perpetrate this crime. the person next to them, or the person who might know the person next to them, can turn them in for significant amount of money. >> now, officials plan to analyze results from the pilot program for six months, to then determine whether or not to extend it moving forward. >> all right. our time is 517. you know, it was hot. and with that heat comes rising concerns about fire. san jose fire department officials say two consecutive winters with above average rainfall produced thick

a ban. gun sales on state property have been upheld by the ninth circuit court of appeals. a gun show promoter was among the plaintiffs who claimed that the ban on sales violated their first and second amendment rights. the laws were approved between 2019 and 2022. they banned the sale of guns and ammunition at the orange county fair, the del mar fairgrounds, and all state property. the governor, gavin newsom, said in a statement, quote, today's common sense decision by the court validates our core message to the people, not courts, should be the ones deciding how to keep our communities safe

a strong rehab program. they also connect recovering patients to county support services and both medi-cal and medicaid covered the treatments without about copay. >> as we head into the summer and kids are out of school, there's an important reminder about swim lessons. according to the center for disease control and prevention, drowning is the leading cause of death for children up to the age of 14, the cdc says. formal swim lessons can actually reduce the risk of drowning by up to 88. for parents, these lessons can give them peace of mind for the small ones, definitely just to be safe around the pool, accidents happen, you never know. and so we definitely want to keep them as safe as possible for the older ones. just get their energy out, improve their skills, want them to be confident swimmers as they get older? >> swim lessons can also be helpful for adults. the cdc says nearly 40 million american adults do not know how to swim.

one high school graduation ceremony is overshadowed by a tragedy. in the past, many of the seniors will be affected by it for the rest of their lives. among the graduates at newtown high school are survivors of the 2012 sandy hook elementary school, mass shooting, where a gunman went onto the school campus and killed 21st graders and six teachers. the survivors say today's graduation is bittersweet. we can't forget about that. >> there is a whole chunk of our class missing. and so going into graduation, we all have very mixed emotions. i can't really remember many times before the shooting. so in that sense, it really did take over those really innocent times. >> now, since that mass shooting, many of the survivors advocated for gun reform and they plan to keep advocating as they plan their careers in the future. during today's graduation ceremony, the victims

of the sandy hook mass shooting will be honored. >> we have a new information on a deadly shooting that took place in east oakland on monday evening. a burglary suspect was shot and killed by a homeowner near 98th avenue and burr street. we've learned that the homeowner is now in jail, arrested by oakland police on suspicion of murder. so far, no official charges have been filed against him. if he is charged, the homeowner could also still argue self-defense. >> you're not supposed to chase them if you chase them and shoot them. for example, in the back that. is unlawful. if you are an imminent fear of your life or someone else's life in your home, you have every right to take necessary means of self-defense against the invaders. >> the prosecutors have until tomorrow to decide to decide whether or not to charge the homeowner. >> our time now. 544 charges have now been filed against three men in connection to a

freeway shooting last year that killed a five year old girl in fremont. it was a day before easter last year when eliana crisostomo was shot and killed as she rode in her family car. officials say the suspects believed the driver was a rival gang member, district attorney pamela price said that three men are now facing murder charges with gang and gun enhancements, and if they're convicted, they each face a sentence of 101 years to life in prison, the district attorney price added in a statement. i want the public to know that we have charged them and that we intend to do everything in our power to prosecute them and to hold them accountable for the harm they've caused this family and our community. >> san francisco is now the first bay area city to declare itself a safe place for transgender and gender nonconforming people, the board of supervisors unanimously approved a resolution declaring san francisco a sanctuary city for the transgender community.

headlines. >> okay, sal, thank you. and new this morning we just heard inflation is slowing down. >> we've got new numbers from the government report released just a short time ago. show prices are not increasing as much as they were at the beginning of the year. ktvu james torres joins us now to break down the consumer price index report. and i can tell you, james, markets are soaring. they like this news. >> oh, i can bet. and you know what the whole point of this why we pay attention to reports like this. it's because it helps give the federal reserve some confidence on whether they think that we're in a position that we can cut some of these inflation rates a little later this year. that would mean making mortgages more affordable, car loans, as well as bringing down prices at the gas pump and at the grocery stores. and really, who doesn't want that? well, just now the department of labor statistics just released its may consumer price index report, and it is better than what we had hoped. it shows inflation practically stayed the same at the same rate from april to may at 3.3. that's the first time that's happened this year. and the april report

just a month before that was the first time it had even slowed down, when it only got up 0.3. that was good news then, although that 3.3% number is still much higher than the fed's target goal, which is 2. the idea here is at least we're not much farther from that point than we want to be. that's likely welcome news for people who are feeling the price increases at the grocery store. the gas pumps and pretty much everywhere else you spend your money you feel the pinch the most these days, definitely. and going out for meals. so we're trying to do it less often. >> and these numbers coming after a better than expected jobs report that was released late last late, late last week on friday. that's when we learned the u.s. added more than 272,000 jobs in may, much higher than projected, and experts really hope that the slowed rate of inflation in april wasn't an outlier. so for inflation not to increase overall from month to month, that's a pretty big deal. and it could be enough for the

fed to develop some confidence in cutting interest rates later this year. it is planning on a meeting to kind of give us a better idea of what that might look like later today. reporting live this morning i'm james torres, ktvu, fox two news. >> all right. thank you james. child care providers say they are facing a number of challenges as they fight for enrollment. now, a new study from the national child care organization found nearly 16,000 child care centers closed between 2019 and 2021. the covid pandemic made things worse. child care programs are now competing also with transitional kindergarten, especially as access expands in california, many child care providers we spoke to say they're seeing lower enrollment, along with lower numbers of child care professionals. >> we never had a hard time having people come in, but ever since they started lowering the age range for t.k, it has taken all of our our kids at such a young age. now going into the schools, coming up at 630, we'll

go deeper into the issues facing child care providers and why the conditions across california are pushing many of them out of business. >> our time now. 604 california accused the city of concord of violating fair housing laws and the state's push for affordable housing. a developer first proposed building almost 200 low cost, state financed apartments in downtown concord. the city council rejected that proposal, saying it preferred affordable housing spread to more neighborhoods around concord. the council encouraged that developer to build market rate apartments instead. now, the east bay times reports state regulators sent concord a warning letter about possible violates ing affordable housing rules. the city says it is reviewing that letter. well, a high school graduate in oakland was devastated when thieves stole all of her graduation gifts just hours after she

received her diploma. however, a nonprofit group wants to help her get back some of what was stolen. last thursday, soraya pharr went out with her family to celebrate in uptown oakland after graduating from envision academy high school. when they left the restaurant, they found their car had been broken into and the gift cards, money lei and presents that her family had given her were stolen. well, now oakland's love life foundation is raising money to help the teenager. >> i'm hoping the person or persons who perpetrated this crime sees this and knows that we as a community are standing together for our young people. >> it wasn't really about the gifts, it was about the fact that all these people gave me their money and they gave me their time and in their gifts, and it all got taken. >> and with the help of donations and a new part time job, soraya says she'll be able to pay for her own expenses when she begins college in the fall. >> the governor's office reports

an ongoing chp operation is helping reduce crime in oakland, newsom's office says. since february, the highway patrol has recovered 887 stolen vehicles, arrested 440 people and seized 47 guns that were linked to crimes. it comes as data from oakland pd says overall crime, including robbery, burglary, car thefts and homicide are down 33% compared to this time last year. in a post on social media, oakland mayor shengtao thanked governor newsom, saying, quote, our collaborative work exemplifies good governance in action with chp surges, the redeployment of our foot patrols and our revamped ceasefire program, we're seeing a decrease in crime across the board in oakland. the mayor also said there's still a lot of work to do to make sure everyone feels safe in oakland. >> our time is 607 tonight, the leading candidates for mayor of san francisco will go face to face in a debate. ktvu is partnering with city arts and lectures and manny's for this

>> our time now. 613 elizabeth holmes, the convicted and disgraced founder of theranos, has appealed her prison sentence in the san francisco federal court. her lawyers argued the judge in her case made several improper decisions during the proceedings. back in 2022, elizabeth holmes was not there in the courtroom during the appeal. she has served one year of an 11 year sentence in texas at a federal minimum security prison. holmes was convicted of defrauding investors with false claims about her company's blood testing technology. legal analysts say a ruling on the appeal could come in several weeks or months. >> a former antioch police officer charged with misdemeanor assault is expected to take the stand today on his own behalf. matthew nutt is accused of beating a suspect during a 2022 arrest that was recorded on body cam. prosecutors say the suspect was handcuffed and defenseless, yet nutt kept hitting him. the defense contends he, nutt,

exerted moderate force and the suspect was faking a panic attack. >> our time is 614. oakland police say arrests have been made in connection to several sideshows on saturday night. now the police released photos of one of the cars that was towed. that sideshow occurred saturday night about midnight. oakland police found more than 300 cars and 200 people there watching. as more police officers arrived, the crowd scattered and the police worked with a helicopter to track some of the participants. five people were arrested, three cars were towed, three guns were recovered. police say they're trying to identify even more vehicles involved in the sideshows, and police in vallejo say they were able to disrupt a sideshow over the weekend. it happened early sunday morning near sonoma boulevard and lemon street. police say they found more than 200 cars blocking the street, including one car that was on fire. two people were cited and several cars were towed.

>> california lawmakers held a committee hearing yesterday to address the sale of stolen goods online. now, the bill would require high volume online sellers to verify their identity when they request offline payments. it also requires marketplaces, including ebay and next door to collect the sellers tax identification numbers and bank accounts. the measure is part of a 14 bill package aimed at cracking down on retail crime in the state, and it is a time for us to check the bay bridge again. >> you might know, in case you well in case you're just joining us, there was a crash on the bridge westbound near treasure island. that crash has been removed. however, the traffic is still going to be. in fact, as a matter of fact, it looks like they still have one lane up there blocked. i thought they were going to move it, but, it is, apparently now we're finding out that one vehicle can't be moved easily. so they had a couple of lanes blocked. they're

usually a time for celebration, but for one high school in connecticut, today's ceremony is also overshadowed by a tragic past among the graduating seniors at newtown high school are survivors of the sandy hook elementary school, mass shooting. in 2012, a gunman entered the campus and killed 21st graders and six teachers. the survivors say their graduation today is a bittersweet milestone. >> we can't forget about that. there is a whole chunk of our class missing, and so going into graduation, we all have very

mixed emotions. i can't really remember many times before the shooting, so. so in that sense, it really did take over those really innocent times. >> since the shooting, many of the survivors have advocated for gun reform and plan to continue advocating in future careers. california laws banning gun sales have on state property have been upheld by the ninth circuit court of appeals, a gun show promoter was among the plaintiffs who claimed the ban on sales violated their first and second amendment rights. the laws were approved between 2019 and 2022. they prohibit the sale of guns and ammunition at the orange county fair. the del mar fairgrounds, and all state property. a first of its kind pilot program in san mateo county will give $10,000 to anyone who provides information that leads to a home burglary conviction. nearly 90 homes have been burglarized in one district in san mateo since january. the district includes belmont, half moon bay, menlo park, pacifica,

portola valley and san carlos. the money for the program comes from measure k, that person that would be burglar now knows if they perpetrate this crime, the person next to them or the person who might know the person next to them can turn them in for significant amount of money. now, the pilot program will be analyzed for six months to then determine whether or not to extend it for a longer period. and the face of delays, pleasanton is still hoping to speed up efforts to expand stoneridge shopping center. the city council approved a new extended timeline of six months for the mall's owners and developers to for to go forward with the expansion plans. otherwise the city will look to redevelop the mall. expansion has been stalled so far due to issues including internal conflicts between property managers and developers. voters in solano county will decide this november whether to approve building what's called the california forever project. there were enough signatures on

a petition to place this proposal on the november ballot. the measure asks voters to rezone more than 17,000 acres of farmland in eastern solano county, near fairfield, to create the new community. organizers say their project is the best way for the county to plan for growth. >> tens of thousands of acres of prime farmland have been paved over to build subdivisions, and so it's not a question of whether we build. it's a question of where. and we believe this is the best way to protect the best farmland in this area and build a compact community on a small portion of it, and build a better future for tens of thousands of families. >> several groups, including the solano land trust, are opposing the project. they say it harms conservation areas and destroys farmland. new research shows the deadly impact of wildfire smoke, a ucla study finds more people than previously thought die each year in california from long term smoke exposure, the research found. inhaling fine

home and watched their children on their own. well, today, child care programs are competing with free transitional kindergarten for enrollment in home. child care programs have a limit on the number of infants it can accept, and some bay area child care providers are worried that when the state lowers the age range for tk in the fall of 2025, a lot of families will choose to start their kids schooling early. >> before, we would have children start at an infant age, and then they would age out around four and a half, five going into kindergarten. now now they're aging out around three and a half, four starting to go into t.k. >> personally, i've had friends that have wanted to enroll their child into a daycare, a good daycare, and because of the limitations on the amount of children they can have at a certain age, there's no there's no room for them. >> a child care provider we spoke to says they were forced to pick up a second job just to

pay the bills. in-home providers argue their services offer more opportunities for one on one interactions. while in tk, your child may be one of 30 in a classroom, they still need the environment of a home. >> they need the environment of a small social group, a loving, caring group that will, expand their their life, their compassion, their kindness for others when they're put in a situation with, a lot of the older kids, a bigger group, they're they're learning it too fast. >> organizations that support tk say it's important that parents have choices when deciding where to send their kids. >> the universal preschool was seen as a solution to make sure all children had access to preschool, because not every child enrolls in a preschool program and it's an. and the preschool is one of the key indicators for kids being successful as they enter school
