ruhle starts now. starts now. tonight, the results are in from michigan. what we learned from the biden and trump victories. why nikki haley isn't going anywhere. in georgia, this witness was supposedly going to help oust the a fani willis, what his testimony did and didn't do. and she knows big tech and the man behind it better than anyone -- joins us live with her burn book as the 11th hour gets underway on this tuesday night. good evening once again. i'm stephanie ruhle. we are now 250 days away from the election, my goodness, 252 days, that is when we are going to be talking a lot about the state of michigan. tonight we saw michigan's first vote of the 2024 race, it is

democratic and -- primaries, nbc news is projecting donald trump has won the gop race, but around one third of republican voters cast their ballot for someone else. and they projected an easy when -- lehoux more than 40,000 votes committed after an organized effort to rebuke president biden towards his policies in israel and gaza. still, as we consider these protest votes, it is important to note the votes for nikki haley on the republican side are much much larger than the votes for uncommitted, meaning, it is a big big night for joe biden. with that, let's get right to, it our own steve kornacki is at the big board. steve, walk us through it. >> yes, stephanie, let's start on the republican side, now we have just gotten the last couple minutes a lot more of the vote. we are up to 40% statewide. it has been coming in at a trickle, a steady trickle. we have worked our way to 40% of the vote.

trump right now 67%, haley at about 28%. a couple ways to look at this result. obviously this is a landslide for trump, but i think from healy standpoint, she has indicated clearly that she knows she is likely not getting this republican nomination, but she -- delivered on saturday night sort of a centerpiece of her message, the idea that hey, there's 40% of republicans, that is what it was in new hampshire, that it was in south carolina where she got 40% of the vote. about 40% she was saying out there, we don't want to vote for donald trump, there wouldn't for me. she wants to keep going because of that. well that number, she's going to get in michigan tonight, is not 40%. it doesn't look like it will even be 30%. if you look at all of the county's, we have results from so far, michigan 65 counties right now. there's only one county in the state where he'll is getting at least 40% of the vote. it is washtenaw county, university of michigan. you can see she's getting 43%

there. nearly 90% of the voters in. now it is a college county, a lot of college degrees, hiring comes, silberman type county, that is the type of place in south carolina she was doing well, they published in new hampshire she was doing very well. you could see this is the type of place if she were having a south carolina new hampshire type night where she was getting 40% statewide, she would be winning the county. we are talking about police margin here, she falls short, this is our best county in the state, her best county in the state she is not quite at them she got in new hampshire. meanwhile, in many other parts of the state, the focusing small rural county, is working, cost populations, large concentrations of white voters without college degrees that has been trump country in michigan and elsewhere. we have seen their, trump is getting 75% of the vote. 75% of the, 80% of the vote, the small counties collectively add up. that is what is powering him now to over 67% of the vote. if you start to play this out,

the first counties to come in tonight, they make up a disproportionate share of the overall statewide vote. are they suburban southeastern michigan counties, and the rest of the state feels, in the share of the vote coming from this area is going to -- and as i just showed, it is haileybury a tonight. so i think what that adds up, to as this vote comes in statewide, this trump number could climb. and it could fall further. it is not impossible at the end of the night, donald trump in a 70% in michigan, and hilly falling down from 25. that would be far cry from the 40 and 43 percenters previously getting. the rules in michigan, pretty much since they were in south carolina, there is no partly registration, no such thing as registering as a republican or democrat, anybody can come and vote in this primary today. same in south carolina, haley is not getting those numbers she got in the first two contests that she made the centerpiece of her message on saturday night. meanwhile on the democratic side, and committed, really the

storyline here dean phillips congressman is running on the ballot here, but it is uncommitted where there was some energy from democratic activists to get a protest against joe biden's israel hamas policy. so right now it is running about 14% statewide, a third of the voters in here, but generally in these counties it is running at about 10% level, but it spiked in a couple places. one is the county adjust talked about, while chanel county, and a big blue county, marie can see here uncommitted running at 20%. from ann arbor itself, they are not fully complete, but in an arm and committed is running with about a third of the vote. 32% of the vote. the other place we are keeping an eye on, in wayne county, hublot wayne county is where

dearborn's, major arab americans, that the other areas of the county large area american, muslim american population. obviously we have been waiting on this one. you see 17% for and committed, 11% in. we do now have some polls from the city of dearborn itself. dearborn has 110,000 residents, not complete right, now but uncommitted is winning near born right now. at the moment, 56% in the airborne for and committed, and 41% for joe biden. so we expected that dearborn of all the places in the state would be the epicenter of uncommitted vote. you could see right now hublot biden winning overwhelmingly statewide, there is the an issue of the democratic side of how they give out delegates by congressional districts. all you have to do to get a delegates get 15% in a congressional district. in dearborn, which i just told you about, it is fully included in the 12th congressional

district that -- so if uncommitted ends up winning dearborn, i think the odds of uncommitted getting a delegate out of the 12th congressional district in michigan are pretty good. so it is possible uncommitted may end up with a delegate tonight, overall biden will probably stay around 80% when all this vote is, in the city of -- right now at least uncommitted is leading. >> steve kornacki, i could listen to you all night. but alas, our audience is now -- let's bring in our lead off panel tonight, nbc news correspondent -- he joins us from dearborn michigan. former democratic mayor congressman max rose, and mark leibovich staff writer for the atlantic. max, give us your top level take away, because both biden and trump, on but biden is winning wes ignorantly more. >> sure, it is interesting, because what the republicans will say to, that they will try to draw attention to that and committed vote, which in many

ways is a expression vote. it is trying to send a message to a president that they still believe in, but they are looking to express themselves which is democracy at its finest. but when you look at the republican side, there is no one with a pulse who believe that nikki haley could win tonight, and nonetheless nearly one third of voters came out to vote against donald trump and vote for her. that right there is a vote about where they will stand in november, and that is the essence of -- donald trump is a former president should be winning 90% of the vote, 85% of the votes, but what he is constantly seeing in primary after primary is yes he has the base locked down, but he is struggling with a ceiling. it is the same ceiling republican saw in 22, in 20, and that ceiling that hates

maga extremism. nonetheless today, once again we see evidence of. it >> republicans are a party divided. people often like to say, both parties are divided. but is that even true? just look at congress. president biden's agenda he has had a largely centrist foreign policy agenda, a progressive economic agenda, and it has worked. if you look at how democrats a voted in congress since he took office, they're basically all on the same page. republicans, they cannot even gather faction in order. >> they used to say i'm not a member of an organized political party, i'm a democrat. those days are long gone of course. speaker pelosi had a razor-thin margin, and was able to successfully advance out of the house monumental legislation, and literally the republican caucus with a similar margin couldn't organize themselves out of a paper box. so they are totally

disorganized. they can't get their act together. that is also being reflected in the electoral results time and again there is a really strong electoral bloc that wants nothing to do with maga based extremism. that block is in the republican party, the black isn't independents, and block is of course in most swing voters. >> michael, the biden team knows how crucial michigan will be in november. what are they taking away tonight? what are you hearing from them? >> well stephanie, when you think about why the biden campaign, why the dnc, why president biden himself won in michigan to be part of this early voting window, the earliest they ever voted in and nominating contest, it is because they wanted to highlight some of the strengths that biden has a monkey voting coalitions, among black voters, among union voters who have been -- that a city event he came here to do with those autoworkers ahead of the

primary. but it has also done is expose some of the vulnerabilities that the president does need to work on if he is going to carry michigan by the margins he need to to be reelected president. we talk about the airborne, as my all day talking to voters in dearborn, they are very animated and motivated both against the president on uncommitted bell line, because they wanted to send a message about what is happening in gaza right now. but you are not going to see that replicated across the country because obviously in the arab american population is significant in a way it is not elsewhere. but where steve kornacki was laying out there was also a significant uncommitted vote was college campuses. we know the biden campaign has struggles with younger voters. you're going to see that on college campus across the country. the president just last week i was with him in california, who is holding an event on student loans, he didn't do it on a college campus in part because their concerns about the protests that been emerging at these events. so yes this is a good night for joe biden, he's going to win the, state he will show some strength among those key voting

groups he wanted to highlight, but it also does show supporting signs that a lot of democrats have been trying to race with campaign that they need to address. but stephanie, they do have time to adjust them. >> but mark, those uncommitted voters are voting against the president for now, as max but, it because they are not happy about his support for israel. but we also know that right now the president is pushing for a cease-fire. so is that proof that their efforts are working? he is listening? >> it could be. i think we are going to see a few things. first when you see the exit polling coming out, how angry a lot of his protesters are, whether they are planning to come or not vote for biden under any circumstance, you will get a sense of the situation in the middle east i think the bigger issue is young voters, as steve was saying earlier, places like ann arbor,

some big college towns which have growing suburban populations around them, are these voters going to come home. i think in the whole of it, biden seems to have had a good night just like you did in new hampshire even though he was on the ballot, there was some talk dean phillips would weigh over perform and embarrass him, in south carolina he did fine. whereas -- underperforming has pulling to a degree which could be troubling for the trump campaign. but ultimately, we are going to see whether democratic voters are going to come, and warning signs here, but also it looks like the whole of the party seems to be -- >> mark, you have -- covered governor gretchen whitmer extensively. what kind of position is she in? while she's a superstar surrogate for the presidential, is also in a complicated position needing to be sensitive to her constituents who are casting those protest votes. >> yes, she has been extremely

cautious in her rhetoric has been really script. she is even had a fairly free wheeling rhetorical politicians or some degree. in some ways, she has run ahead of biden certainly in polls. i think you know, especially on the abortion issue, she has been very solid with suburban, a lot of suburban republicans -- the delicate situation that -- i think she is a little bit better position now but i think biden is the one who will feel the brunt of it going forward. >> max, nobody thought nikki haley was going to win, but she is still staying in the race with this idea that she is running as an understudy. she is running as the backup quarterback. let's say donald trump does get knocked out, she is not going to control the delegates. i cannot imagine they will turn

and say the person who is the thorn in donald trump side now we are going to back her. >> they probably would have a better chance of winning the republican nomination and then nikki haley at this point. it is almost commendable the way she has burned basically every relationship she has had in the party, because the party is not representative of the old school republicanism, and at least a small sliver -- i actually think it has gotten beyond that at this point. it is centered around a maga extremism that goes well beyond donald trump, and will live well beyond him. we will certainly see that should there be an open consistent primary with trump not on the ballot. >> michael, explain this one to, as president biden made history in michigan last year when he joined an autoworker

picket line. no president has ever done that before. but new numbers from nbc show, he is actually losing ground among union households to donald trump since 2020. why is that? is it about the everyday inflation cost of groceries and have people down? >> you know, it is a fascinating question, it is what the biden campaign is spending a lot of time working on. we have seen that the leadership level, some of the nation's largest unions and leadership of kamau enthusiastically this support president biden. we are seeing somewhat of a disconnect with those rank and file members of those unions. it is -- like inflation. you also look at the teamsters union, the firefighters union, they have not yet endorsed president biden. the firefighters union or the first union to endorsed candidate joe biden, you did it before he got into the race. and when i spoke with one of our firefighters union representatives about why that is, this is had our members

have other issues as well. you mention inflation, he also mentioned second amendment rights as another example of ways in which these rank and file members me aren't lining up to leadership. so the president really does have an economic story to tell, they want to spend more time over the course of the year translating the statistics that you talk about you know so well stephanie, the average voter who understand when you look at the state of the union address next week, stephanie, that is a major moment the biden campaign hopes to really begin that conversation with voters, including union workers. >> all right let's turn now to another major issue for washington and the country. congress now has three days to prevent a partial government shutdown again. my colleague kelly o'donnell has a look at today's big meeting that the place at the white house. >> they're meeting described as intense, yet productive. the president and congressional leaders facing urgent deadlines, and differing

priorities, from critical aid for foreign allies -- >> i think the consequence of an action every day in ukraine are dire -- >> to house speaker mike johnson insisting the border crisis requires executive action from the president. >> the first priority of the country is our border, and making sure it is secure. >> on top of that divide, threat of a phased federal government shutdown. friday, the first wave of government agencies run out of funds, among them the fda, transportation, and veteran affairs. march 8th, the rest could close including defense, homeland security, and justice. a painful replay for 36-year- old navy wife and mother of two nikita fallon. >> this is not our first or second government shutdown, and it is just a continuous -- of how this is going to impact our family. >> given the harsh consequences, top of common ground. >> the shutdown will damage the

economy significantly, and i agree to that, and bipartisan solution. >> optimism but no clear path yet from the speaker. >> we will get the committee funded, and we will keep working on that. >> will they really, max? you came into congress in 2019 during a government shutdown, they have come back from vacation, what are these negotiations really going to look, like and are they in good faith? >> here's the deal, the most important negotiations are actually happening within the republican caucus, and you know, the speaker's challenge is that he has wasted all his political capital. of course after the kick mccarthy, out they said we can't do this again next week, so johnson had some room to maneuver, that is all gone. the second element of this though is that there is a significant portion of the republican caucus that has never actually lived through a government shutdown, marjorie taylor greene has never had to go through this, and what they don't understand because they have never lived it is that when you instigate a government

shutdown, it is a guaranteed political loser. this is to say nothing of the fact that the republican party right now wants that government shut down because they want to cut funding for those most in need, and they want to cut funding for our fight against extremism and radicalism abroad, and not to be there for our allies. that is why they want to shut down the government. the american people to a vast extent do not support that. so what they are going to have the sea, right, if they do shut down the government, they will start to see pulls, they will start to see people going on social media, turning against, them they will start to get calls from their constituents, and they will have to experience that in order to come back to the table. so there is a chance, there is still a possibility, but it will not be speaker johnson leading, this it is the extreme flank of his own party that kicked out mccarthy, and now controls them. >> mark, a government shutdown does not help champ, it does not help republicans, but does

it help the press and the votes? people might not get off the couch in november for a government that doesn't work for them. >> no, but typically people will look through republicans, especially since they control the house or what will be seen as driving this. there is a sense that look, there are a lot more grown-ups in the senate and white house at this point, every time their public in congress fenton sender -- repeatedly over the last year and a half, it is a really bad look for them. it is nothing but chaos. there is no sense that anyone is in charge, and look, speaker johnson is in a really rough position now. it is unclear how he could navigate this and still keep his job. he could probably make a deal, get it passed with a lot of democratic votes which almost certainly lead to some kind of vacating of the chair, which is the same thing that have been mccarthy in the next generation of chaos. so look, it is never good for

many of us need to take a deep breath on this one. a key witness in the hearing over fani willis's conduct allegations returned to the stand today, but his testimony may have added even more confusion to the mix. my colleague has it all. >> this is the man defense attorneys in the georgia election interference case were hoping would establish the timeline. the romantic relationship between fulton county d.a. fani willis, and lead prosecutor nathan wade. >> i did not have knowledge of it starting more when it started. >> on the stand for the second time this month, terrence bradley deemed a potential star witness for donald trump and -- bradley confronted with text messages today, he sent suggesting, the relationship --

and i said over again, that i was not, i didn't have any personal information when have started. >> i'd issue for the judge to resolve, whether or not he benefited financially from hiring wade as defense attorneys highlighted the pairs vacations together. >> it is a lot. >> we list and wade testified expenses were split, and that their relationship had only began after weighed -- but willis's former friend cast doubt on that. >> you have no doubt that their romantic relationship was in effect from 2019 to the last time you spoke with her. >> no. >> the state today opting not to question bradley. >> dave amberg, state attorney for palm beach joins us now.

this looks mad, or making a decision finding evidence that would remove, her did it move the needle what we saw today? >> a little bit, because this is no longer a question of a conflict of interest as much as it is about lying. because nathan wade sworn affidavits that said the relationship began after he was hired as special counsel, and split the expenses. now the judge has to determine whether he's telling the truth, and if in fact it is proven that he and fani willis lied to the court, they will probably will be thrown off the case and sanctioned by the georgia bar. >> let's say the judge doesn't throw them off the, case then what happens to the investigation. if she chose to step down now versus if the judge removed her. >> if she chose to step down, the same thing would happen as if she is removed. it would go to the attorney general, then reassigned to another district attorney in georgia who probably won't have this deal about this case as fani willis, and it will be slow walked in my opinion.

we don't know for sure. one thing i think we know for sure, this case is not going to be tried before the election, and if she is thrown off the, case it may never be tried at all. >> this has become so noisy that fani willis is now the essential focus of the georgia case. i do not remember the last time we talked about donald trump and the 20 odd other codefendants. how big of a problem is that? >> it is a problem. this is a problem. when the big later on you when you go after the former president and you act recklessly like this. even if there was no conflict here, by the fact they submitted the affidavit to the court, that said this whole thing in motion. this hearing never had to happen. they could have come clean, then i think they would have moved on. i think anything weight should have been removed as special counsel, but now this has already gone too far. i think this is headed to very likely disqualification. >> let's say she is allowed to stay on, how does she do her job successfully.

i don't know that i see a scenario where her name is out of the story. >> i think -- i think nathan wade has to go here. i think she could survive, possibly, and if she survives she has to rely on the other two special prosecutors. that is something a lot of people don't remember, he is not the only special prosecutor. there are three of them. they're all getting paid the same hourly we. he just happens to be building a lot more than the others, and he is the one with the special relationship with the boss. >> can you explain to the audience why he built more than others? that in and itself raises eyebrows to some. >> he is the head guy. my problem is, on one day he built 24 hours in the day. i've never heard of anyone doing that. >> come on now, lawyers, there's one thing on how to do, bill. >> for 24 hours? and so, it doesn't look great. there is this perception of conflict, but to remove her you have to have an actual conflict of interest. they did not have, that and i still don't think they have it

today i casten uncommitted ballot in the democratic presidential primary. >> why did you do that? >> i did that because i think biden is progressing on his laurels a bit here, there are a lot of people here who are not happy with the job he is doing. >> we voted uncommitted today again, to put that pressure on the current administration, to call for a cease-fire. >> he needs to know that dearborn cannot stand directly behind him until he makes a firm stance on the war. >> this is an opportunity to get that message to the administration. i want him to change his policies, so i can vote for him. >> despite a strong showing from the uncommitted, voters president biden easily won his primary tonight. so let's discuss with democratic congressman debbie dingell of michigan. congresswoman, great to see, you a perfect night to have this conversation, what are your thoughts on these primary results? >> so first of all, stephanie,

it is good to see you. it has been a long day. i'm glad it is almost over. but i was not surprised by it. the fact of the matter is, if you look at the results, i actually said to a number of people, i thought where i live, an arm, or would get more uncommitted votes than dearborn, and that is exactly what happened. i have lived in dearborn, now have lived in ann arbor and washtenaw. my represented airborne, i lost in -- but it represented ann arbor and -- since i was elected. i listen to people. that was what this campaign was about, lucian to michigan. people want their elected officials to listen to them. so i wasn't surprised my the results, joe biden still won with more than 80% of the votes. we are a purple state, it is going to be competitive, and i wonder why more people aren't looking at the trump numbers where he is way under performing, three times the

number of votes of uncommitted for joe biden. >> a lot of those nikki haley voters are never trumpers. that is very different from this and committed voters. yes there were over 50,000 of them, but we just heard from a few who said they are sending a message to the president. is this their moment to have their voice heard? we know the president is working on a cease-fire. if something happens, if you see movement, can he win them over? will they vote for him in november? >> yes. i think that is what they have been saying to him. they have been saying they want to be heard, they want to be listened to. by the way, there are a lot of other voters that want to be listened to as well when -- michigan's -- has the largest arab american muslim population in the country or one of the biggest, california has a significant one as well, but it also has a significant jewish population. this is a very complicated subject, and people that i
