she already did it just because of the government funding bill and just because johnson decided to work across the aisle to keep the government open. when it comes to ukrainian aid, sources close to speaker johnson told me and the reporting just this morning that the speaker is planning to use the next two weeks, the recess, to craft all the ideas he's hearing from members into a package, his own bill. hard-liners want order security and enforcement provisions attached to any eight overseas. if it sounds familiar that's because it is. republicans had rejected a bipartisan package on the southern border. now they are demanding that these restrictions and enhancements be in place. i want you to take a listen to gregory meeks, a powerful democrat in the house. this is what he had to say earlier. >> to not pass a bill where every day, every minute, every hour counts, is tragic in my estimation. i would hope that the first thing the speaker takes up is this bill that was passed in the senate because, let the

conflicting information from the former president and his lawyers. the former president taking to truth social, his social media platform on friday and writing this. quote, through hard work, talent, and luck, i currently have almost $500 million in cash. he went on to say that as many he's spending on his campaign. his lawyers went on to say they are reaching out to insurance companies hoping to find somebody to underwrite the bond hoping to but they are not having any luck. there is potential other avenue for funding, his media company had a merger on friday and could potentially trade on the stock get on monday. there is a scenario where he might be able to sell some of his shares in the company to raise money to post that bond, but there is also restrictions around that sort of thing that might restrict the president from being able to do so at least for another six months. it is unclear if you will be able to use that avenue to raise funds. more generally speaking, i have

been talking to trump supporters on the campaign trail for months and asking them, does trumps legal troubles change the way you perceive his candidacy? does that have any factor in your mind when you are going to the ballot box. take a listen to what one voter told me in arizona this past week. >> it is all made up. i have not one doubt myself personally and i know there are millions like me. very loyal because we see the politics. you know, i don't care that he does not speak pretty. i care for this country and i think the country is having a problem if we keep going this direction. >> for voters like aaron bush, the chilean american living in arizona that is gung about president trump, nothing that happens in the courtroom will change his political calculus. he tells me he is voting for

attack of this magnitude in russia? >> isis k, and we can make a comparison with college basketball they are the one seed in terror groups. in congressional testimony several weeks ago we were told that was the biggest concern of terror attacks outside of afghanistan. he said he was worried about isis k attacks in europe. it's an offshoot of traditional isis that we remember from syria and iraq. they have a base in afghanistan with several thousand fighters and they are committed to not only attacking u.s. interests but also russian interests as well. russia has a long history of oppression and russia has fought isis in syria and iraq russia is in there crosshairs and it certainly appears this is the work of isis k. >> u.s. officials told nbc news that they were gathering intelligence for months that

isis or isis k was planning a mass casualty attack in russia. both the u.s. embassy and moscow were alerted about the threat. just a few days ago vladimir putin dismissed the warnings as being provocative statements. first of all, is it customary for u.s. intelligence agencies to warn russia about possible terrorist threats? what does it say about russia's security services that despite these warnings this attack was pulled off inside their homeland? >> great questions. i think a lot of americans would be surprised. when we do uncover information about possible terrorist attacks particularly against civilian targets we have what is called a duty to warn. even with our adversaries we would pass them this information. we would obviously protect sources and methods. we would make sure that that is protected but we will pass the information with as much granularity and detail as we can. on march 7 you saw a public announcement from the u.s. embassy in moscow that we pass

this to russian security services. you can lead a horse to water but you can't make them drinks. so have a action that we don't know but the fact is we pass them the information and tragically russian security services did not follow-up or could not find the perpetrators. you raise a good point. they are not 10 feet tall. they were totally incompetent, loaded, corrupt about the invasion of ukraine. we have seen now once again that they are not able to protect the russian people. they are good at cracking down on dissent but not in terms of their basic function which is the security of russians. >> in his first remarks on the attack, putin tried to blame the incident on ukraine alleging without any evidence that somebody in ukraine try to help the attackers escape across the border. so these countries are obviously at war over the attempted takeover but what could be his mother for falsely blaming ukraine for the attack?

>> we heard today vladimir putin mention ukraine. he is claiming that the terrorists were trying to get across the border into ukraine. there is no evidence for this. you also see on russian tv networks over the last hour or two, even some deep fakes that have been generated which seem to implicate ukrainian security officials. of course, this is nonsense. this is to deflect the incompetence of russian security services. there are some things that i think putin can take advantage of with this unfortunately. an additional crackdown on dissent and also the possibility of mobilization. almost 400,000 casualties from the war in ukraine. that is russian soldiers killed and injured. they need mobilization. perhaps in the days ahead we would see vladimir putin calling for more people to be called up. he will try to take advantage of it. we certainly know it is nonsense. isis k has taken responsibility but they will try to pin some

of this on ukraine. >> so this attack took place at one of the biggest entertainment complexes just before a rock concert was about to start. what does that indicate to you that isis chose this kind of large public location as opposed to a state or military site. >> it is called a soft target. that means there will be a lack of security personnel and people will have their guard down. incredibly we provided the warning on march 7. we actually mentioned concert halls but when you hear about eyewitnesses from the attack there was no security. there was absolutely no people searching bags or anything to suggest that there were enhanced measures. isis will look for what is called a soft target where they will get away with it. amazingly enough, russian security forces did not respond within an hour to the attack. ultimately a successful mass casualty event was certainly

preplanned and cased in advance. again, vladimir putin and the russian security services have a lot of egg on their face. >> thank you. joining me now is democratic congressman from new jersey and he can -- andy kim. first of all, thank you for joining us. have you received a briefing on this? >> first of all, thank you for having me. i have not received a briefing specific to this incident but this is something that i have been tracking for a long time. i've worked for 10 years at the white house national security council focused on countering isis. in 2019 i went to afghanistan when i was a member of congress in particular about issues related to isis. we certainly see the rising

concern and threat. also what we see from here is just the scope of their ambition and capacity to actually follow through. that is something that is very alarming, something that is much more concrete than we have seen in years past. >> okay. let's move to another topic because the last hour president writing signed the $1.2 trillion government funding agreement averting a government shutdown. how many concessions did democrats make to get this past and what are some of the highlights for you? >> what i will say is we needed to get this done. it was an embarrassment in front of the entire nation, frankly the entire world that we have been kicking the can down the road for months. government cannot actually govern if we can't keep the government open. that is the basic function. so we have to do what we need to deal. we are adults. we have to come together and recognize that we will all get

100% of what we want to but i felt like this was something i could support and. to show the american people that we can move forward. the question is, will we be able to get anything else done in this congress and right now with speaker johnson and the chaos in their caucus i'm not sure what the answer is. >> let's pick up on that because republicans are revolting after the passage of the bill. congressman marjorie taylor greene filing a motion to vacate the speaker. here she is yesterday. >> it is more of a warning than a pink slip. i don't wish to inflict pain on our conference and throw the house in chaos. it is time to go through the process, take our time and find a new speaker that will stand with republicans and the republican majority instead of standing with the democrats. this bill was passed without a majority of republicans. it is a democrat budget and it was passed by mike johnson. >> do democrats need to help them survive? is that to their advantage to

do? how could he manage this? >> one thing that is clear is that republicans have a caucus full of people like marjorie taylor greene that are more interested in being social influencers rather than lawmakers. they don't understand the business they are trying to get done. when you see somebody like mike gallagher, someone i've had disagreements with buddies somebody with substance and engaged with policy. if he cannot withstand that to stay in the congress is now vacating that and making more like marjorie taylor greene and others to run that caucus it is more concerning to me than ever. if speaker johnson wants to come to us and talk through how we are able to put together a bipartisan agenda for the remainder of this congress i am prepared to have that conversation. others are as well but there's a lot that we are very skeptical of given how he has handled the supplemental and ukraine aid. he has not been a speaker that has demonstrated to us a

willingness to put what is best for the country ahead what is best for him and the most extreme elements of his party. you will have to make some big changes if he thinks he will be able to get support from the democrats. >> i want to point to our viewers that you are running for senate seat that is currently held by bob menendez who's been indicted on federal bribery charges. he says he will not be running for reelection as a democrat but hopes to run as independent if exonerated. what you make of this announcement? >> i think this is a perfect example why people are so frustrated and lack such trust in government right now. it looks like political figures and politicians are constantly putting their own personal benefit and gain ahead of what is right for the country. we were just talking about that with marjorie taylor greene and others. right now people in new jersey want integrity and a new generation of leadership to step up. right now, i'm getting a lot of support across the state from

breaking news in the last hour. president biden signing the $1.2 trillion spending bill that passed through the senate overnight at the very last minute. allie rafer is in wilmington, delaware, where does this push for more aid to ukraine, israel, and taiwan stand today? >> reporter: the senate

finishing the effort in the wee hours of the morning kicking the soft to president biden to sign into law. the president this afternoon did just that. he also released a statement where he said this is good news for the american people. he added in part, quote, i want to be clear. congress's work is not finished. the house must pass the national security supplemental to advance the national security interest referring to the $95 billion military aid package for ukraine, taiwan, and israel that has been stalled in congress after it passed with bipartisan support in the senate but stalled in the house after speaker mike johnson did not take it up on the house floor for a vote. that delay which we now know could be up until mid april because these lawmakers have left on it two week recess. that is putting much more attention on the israel side of this. some democratic lawmakers are warning the president that they are not going to support further

military aid to israel unless it changes course in gaza. that is something we have seen u.s. officials try to pressure there is really counterparts to do. the next effort that we will see on that note is going to take place next week when we know an israeli delegation is coming to the white house to discuss what u.s. officials say are their options. admiral john kirby have more to say about this yesterday. >> we will share with them some alternatives about how they can eliminate the threat of hamas in gaza, particularly in the rafah area without a major ground offensive. we still believe a major ground offensive is a mistake. >> reporter: all of this happening against the backdrop of multiple us-led efforts to get a cease-fire deal between israel and hamas. we saw the us-led resolution before the united nations

a former mar-a-lago employee is speaking out about what you shared with prosecutors investigating donald trump offices alleged unlawful retention and concealment of classified documents. he is referred to in the indictment as employee number five. here is what he told about the notion that the classified documents case was part of the justice department which runs. >> why would you need to ask questions about video footage? why would you possibly move the documents when they are coming to retrieve them? to me it just does not make any sense. on top of that, why would you put two lower-level employees in the position they are in if you did nothing wrong and these

are your personal documents? >> joining me now is kristi greenberg former federal prosecutor and former deputy head of the criminal division in the southern district of new york. welcome. what do you think the significances of him coming forward to tell his story and how damaging can this be for trump? >> so he has already spoken to jack smith. his information is incorporated in the indictment. it's not in the indictment he shared with prosecutors and he's a significant is. is someone that had worked out mar-a-lago for over 20 years . he have loyalty to trump and various codefendants as well. he is not somebody that has an ax to grind. he doesn't really want to give up information on his friends but he is doing it because it does not have a trump paid attorney. he has an attorney that is a former u.s. attorney for the southern district of florida.

he declined the offer to pay for an attorney for him. with that, the attorney will actually give him advice in his own best interest. one thing that he said in his interviews that i thought was interesting is he talked about the fact that as a valet he had australian billing your anthony pratt in the backseat of his car repeating to his chief of staff secrets about russian submarines that trump had told him. pratt being a frequent flyer at mar-a-lago. the case is not just about classified documents and donald trump keeping them when he was not supposed to. it's about what he is doing with that information. we know butler is a foreign citizen and was paying for access. donald trump cannot be trusted with the nation's secrets. he's a national security threat and should not be given intelligence briefings given

the information we are hearing about how he is sharing classified information. >> just to clarify you said butler was a foreign citizen. he is not. you are referring to the australian billionaire. let's move on to judge cannon who is drying even more criticism this week following her order with jury does -- instructions that could lead to an acquittal. how unusual are these orders and has she put jack smith between a rock and a hard place? >> her instructions are incredibly unusual. she's giving jury instructions without a trial date really putting the cart before the horse. you generally deal with pretrial motions first and jury instructions were later. her instructions are based on this faulty premise that donald trump's designation of records under the presidential records act matters. it doesn't. he is charged with violating the espionage act. the espionage act replies -- applies regardless whether the

records he had were categorized as personal or presidential. even if he had designated these as personal records, he is still not authorized. nothing in the presidential records act authorizes a former president to possess classified information. you have this terrible proposed jury instruction to completely confuse the jury. you have her ruling to unseal the identities of witnesses. that's another terrible one. you have her refusal to dismiss outright a challenge that the espionage act is fake which it isn't. donald trump was told repeatedly he could not keep classified documents. you have three strikes in the last two months. jack smith really needs to file a motion for mandamus which is an extraordinary remedy but shows, her brilliance, the things she is doing are wrong. he needs to file a motion for

recusal. at this point it has gotten that bad. >> meaning he wants her up the case. >> i think at this point, i was not there in the beginning. i was very much willing to give her the benefit of the doubt even after she was overturned by the 11th circuit. even when she was taking her time i thought maybe she's trying to get it right that she is getting it so wrong and getting it wrong repeatedly and donald trump's favor. when that pattern continues to happen, i do think we are at the stage when jack smith should be making a motion for recusal and going to the 11th circuit. >> donald trump is counting down to monday when his new york civil fraud judgment comes due. he's been on the attack declaring that he has $500 million in cash. what what is legal team be doing today and tomorrow to help them make the deadline to appeal the judgment by monday?

>> a lot of it depends. if he actually has the money, his lawyers are working on making sure that cash is posted and that it gets to the clerk and that he is going through the motions, the logistics of getting the judgment paid. if he does not have the cash as he says he does and i suspect he doesn't because in his briefing he says he doesn't. if he does not have that kind of liquid assets the question is, is he looking to obtain a bond. letitia james and her briefing goes through a number of different options of ways that he can get the bond. he could be slitting up the full amount among different sureties. he could be using a letter of credit to obtain a bond. he could be consenting to have his real estate interests held by the supreme court which would satisfy the judgment. he could pledge his security

real estate holdings to secure the entire judgment. he has options. the question is whether he will avail himself with any of them. remember, he can still appeal regardless of whether he puts up the money. this is just meaning he puts up the money to stay the amount of the damages. >> thank you very much. after we picked up our jaws off the ground, we all thought that will wind up in a political ad and it just did. we will show it to you next. n. marlo thomas: my father founded saint jude children's research
