good evening, i am chris jansing. special coverage of the assassination attempt on former president donald trump. next hour, president biden will address the nation from the oval office with a critical question lingering in the minds of congress and the country. how could this happen? and at this hour, we do have some new information for you. a senior secret service source familiar with the planning of yesterday's event tells nbc news that the roof was a well- known, high-priority vulnerability. it was identified just the day before during a security walk- through. we have also just learned that there were two counter sniper teams on site, and that the counter sniper did not need approval to shoot. one source telling nbc news that prior protocols were not followed the fbi announces the alleged shooter, 20 rolled thomas matthew crooks , appears

let's move! >> i got you, sir. >> let me get my shoes. >> watch out. >> moments ago, donald trump's plane landed in milwaukee, the site of this week's republican national convention. but at the security briefing, the leads or quizzes -- secret service agent said there is no change to security operations there. this is all happening as fbi reports today that they have already gotten more than 2000 tips about saturday's assassination attempt. today, president biden and vice president harris received a

briefing from homeland security and law enforcement in the situation room. afterwards, he shared updates from the roosevelt room, but it is tonight's speech, a rare national address against the historic backdrop of the oval office where he has the herculean task of attempting in words and in town to try to make sense of the senseless and bring together a fiercely divided country. running me now, nbc news justice and intelligence correspondent ken delaney. what more can you tell us about the secret service's problems, how they allowed a shooter to get on a roof that was a known vulnerability, a lot of questions being asked tonight. >> yeah, those are the big questions, chris, and president biden announced today he had ordered an independent inquiry and to just those questions, how did this happen, where there security failures? i have been talking to experts about this and if it is unconscionable and inexplicable that that roof wasn't covered, either with a law enforcement

presence on the roof or at least having the building secured, so that no one could climb up there. and the new report and that you just read that issue, and suggests that in fact the secret service did know that it was a vulnerability, because that is really their first priority, to prevent people from taking a high ground and getting into a sniper position where they have a 150 yard clear shot at the protech d, and that is what happened here. you had a 20-year-old who had no military training, able to climb up on that roof and get off a series of shots, and millimeters away from taking the life of the former president, that should not have happened. once the shots were fired, the secret service counter sniper teams swung into action, i immediately eliminated the threat, that was heroic, that saved a lot of lives, but experts are telling me those shots should have never been fired is that shooter should have never been able to get on that roof, it should have been covered and it wasn't. and that is going to be the main focus of that inquiry about what went wrong. >> and we had that briefing

earlier, we hoped we would get some more information, but the secret service representative there was only in charge of the rnc, not the investigation, referred everybody to the d.c. office, but are they at least acknowledging there was a breakdown in protocol here? >> they are not, the secret service has gone silent on this. the spokesperson has just told reporters that he is not answering questions about this, and that is interesting because he did push back on what you said was a false allegation that the trump campaign had asked for more resources and been rebuffed. the secret service says that wasn't true, that didn't happen, but they are silent on this question of why wasn't the roof protected, and that suggests to me that they know there is an issue here and they are internally sort of grappling with what went wrong and there's going to be this independent inquiry, and so, they are not saying anything about it, chris. >> it hasn't been very long, but have you heard any surprises from any folks you have talked to about this kind of unequivocal statement at that briefing, we've got this,

security is all set, and there are going to be no changes? >> no. because, you know, generally, the secret service is known as a pretty competent organization. the shot i am hearing is expressed over the fact that that rooftop wasn't covered, but most people have confidence that they know how to protect a republican national convention. i will say, though, in the fbi briefing today, fbi officials revealed that the torrent of online threats coming in, which has already been increased in recent months, has reached a new level. and it is really concerning to them, and it should be concerning to everyone. but again, the secret service is saying, look, we have a plan, we are confident in that plan, we are not going to change anything. >> can dilanian, thank you, we appreciate all the updates. the town of butler, pennsylvania now finds itself the center of the intense investigation after yesterday's tragic shooting. adrienne broaddus is on scene for us. what have you been hearing there?

>> reporter: you know, we have been talking to people throughout the day, you guys talked in that last segment a lot about the roof. the roof is just over our shoulder in the distance, and this town of butler will be -- if you look at it from a macro lens, will be remembered as the place where that 20-year-olds, who allegedly acted alone, was able to elevate himself on that roof and attempt, we say attempt, to end the life of the former president of the united states. but if you look at this from a microlens, this is the place where a wife lost her husband, where two girls lost their father. and we heard from the governor of pennsylvania earlier today, who said that 50-year-old man who died died trying to shield his family from bullets. we spoke with another woman, renee white, who says she has been to more than 30 trump rallies, she was sitting directly behind the former president. here is some of my conversation with her. >> i was like, this is real. and when i saw them get trump

off the stage and i saw his shoe laying there, that's when it hit like a really hard. that's when you felt it. that's when you're like, oh my gosh, this could have ended a totally different way, right? and that's what, you know -- that's what hurt me way more than anything. >> reporter: and as the fbi at least this investigation, there are a lot of people asking the question what if, what if that roof had been covered, what if someone else had been hit, there had been more injuries. we know two people who were initially in critical condition have been listed in stable condition, and right now, the primary focus for those fbi investigators is that cell phone. they have the physical cell phone that the shooter had, but they want to gain access to it. once they are able to gain access to that cell phone, it

will give them more information. they also want to know more about those suspicious devices found in the shooter's vehicle. those items have been shipped off to a lab for testing. the question was asked when we were on that fbi briefing earlier today if this shooter had a history of mental illness. according to investigators, no. and it is believed, according to these investigators that the weapon used was purchased illegally by the shooter's father. how did the shooter gain access? it is unclear. and did the shooter's father know that his son had access? you're looking at your screen right now, and this is the 20- year-olds, thomas matthew crooks. no criminal history, according to members of law enforcement, he was a registered republican, he donated about $15 to a progressive turnout project that was back in 2021. but typically, when you see public shootings, there is a digital blueprint or footprint, that is not the case with the shooter. >> adrian, i'm going to add one more what if that i have heard

a lot today, and that is what if the president hadn't turned his head in the nanosecond before that bullet whizzed by and drew blood from his ear? look, you have a town of butler, pennsylvania, small, rural community, many of the people close knit, they know each other. how are they even processing the fact that they are going to be part of history, and obviously, for a horrible event? >> you know, so many people had traveled to this small town for that rally. the woman, renee, who you just heard from, drove all the way here from north carolina. we spoke to another gentleman who drove here from virginia, but people who live here in this town are saying 50 years from now, they will be talking about what happened here. and that certainly is another what is, chris. i have attended multiple trump rallies, and from my standpoint, from what i saw, i don't remember the former president using a jumbotron or

visual element to help deliver his message. his campaign manager, and i am paraphrasing here, put out a tweet earlier today, saying thank god in this case the former president wanted to use that screen and turned his head at the right moment. that is something else a lot of people have been talking about. one woman, renee, going back to her again, she told me everything that has happened is divine. in fact, she was planning to drive back to north carolina, but now she is in her vehicle, driving all the way to milwaukee to be at the rnc. >> well. adrienne broaddus, thank you for that. let's go back to the alleged shooter. by day, the man who fired from a rooftop at former president donald trump's rally. 20-year-old thomas matthew crooks worked as a dietary aide at a nursing home in bethel park, pennsylvania. the new york times quotes the

facilities administrator as saying he had performed his job without concern and his background check was clean. but on saturday night, he was shot and killed at the scene of the attempted assassination by secret service snipers, and an investigation is now underway to find out what his motivations were and how he pulled this off. joining me now is jim cavanaugh, msnbc tourism analyst and retired atf special agent. so, we are getting bits and pieces, as we often do in these early hours, a picture of an alleged gunman, registered republican, but he gave a small donation to a democratic group. other reports say he liked to play chess and video games in high school, he won a math and science prize. so far, investigators say they found no manifesto, they haven't gotten access to his phone. how are they looking for a motive, jim, and what are the chances that they find one? >> i think some of that is a little bit staring us in the face. i don't think it is the politics, you know, democrat, republican, but i don't think that's what this is.

we have talked so many times, chris, you and i, over the years, on violent murders and shootings and bombings. we always talk about the motives, greed, power, hate, and escape. and i think the giant rubric over this is power. and the subcategory is infamy. so, i would categorize this guy , not having any further information, just going with what we know, that he is a guy in search of infamy. and he has in his mind an in group that he believes would support him for doing this act. in other words, he would gain infamy and there would be people who would hold him up. i mean, that sounds crazy to the average person, but this is the way a lot of violence transpires. i mean, people for example in the ms-13 gang go out and do all these violent acts, but they are lauded by the other ms-

13 members. over a white supremacist wannabe who doesn't even know other clansmen, actually know them, but they are just his support in group on the web, he wants to kill someone because he wants to support. it is in his mind that he wants that infamy. so, i think we are dealing probably with a power and infamy motive. unless something else turns up, the fbi thinks he acted alone, they don't have a lot of evidence otherwise, so there won't be a prosecution. but you know, we want to find out as much as we can about him to stop the next guy, and i would be most interested in anything that leaked prior. because that is the most important thing to law enforcement. how could we have stopped this guy before the first shot? >> when you say leaked prior, are you talking about more outward signs that he was planning something? >> right, like any bizarre behavior of his relatives might have seen.

you know, sometimes these guys have probed the perimeters of these security details. i mean, certainly there was some citizen notice right at the very end there. so, there is always some leakage. things are happening and somebody notices it. it could have been weeks before, months before, hours before, minutes before. and all of that is a chance to interrupt the assassination. you know, back to the secret service, everything -- let's take the shot, the killers first shot, and go prior to that and after that. so, i would say everything the secret service did after that, after that shot, was excellent. the counter sniper team and killed him, they saved lives, because he could have kept shooting into the huddle, even into the former president, they saved lives there, and they acted quickly. they knew the shooter was down, the clear the path to the armored vehicle and got him there. so, that was all excellent work, but prior to that first shot, it is unbelievable to me having been on many of these

details that that ruth did not have law enforcement on top. and you can't secure it from law enforcement in the parking lot because of what happened, somebody could creep up on you. you have got to command the high ground and you have got to hold it for just a couple hours while your principal is out there speaking. so, there is really no excuse for it, the secret service is going to have to take responsibility, and they will. they are a great agency and they will take the responsibility. and they can't pass it off to the state police or anybody else, because you can't pass off responsibility. you can pass off the task and you might ask to have troopers there, but you can't pass off the responsibility. they will accept it, they will learn better. there is no failure proof organization. that is just the way it is. that's let me ask you about what has been happening in the aftermath, and we touched on this several minutes ago, that an fbi official at that briefing said online threats have been rising since the assassination attempt yesterday, is that typical? and how much manpower it might that diver? >> yeah, really, we are in a

bad threat environment with the political year, and also, worldwide events, ukraine, gaza. look, we forget that when trump was president, he killed the leader of the republican guard in the ron with a drone strike. and they have vowed revenge for that. and they haven't forgotten that. so, there are a lot of threats that never go away, and of course, it is all ramped up now because we have people that are mentally disturbed or terrorist actors or hateful actors that want to disrupt, anarchists that want to disrupt. and we've got the convention tomorrow, we've got things coming up. and here is what concerns me, these drones. if you watch the ukraine war closely, spv drones, i mean, those things have changed warfare over there, they're taking out the armored vehicles

like unbelievable amounts, thousands of russian tanks and armored vehicles destroyed by drones. and i am more concerned about an assassination attempt with a drone as we have seen those in south america, a couple. but i never worried so much about the rifles, because post- jfk and dr. king's assassination, the secret service took the high ground and they never let it go. i never saw them let it go. so, this is very surprising to me. they always had that, they locked that down. when you see the principal going out of the building, they put a tent over the limousine, so no one can take a shot at him, because no one can see him. and they have been so good about that over the years, so that's why this was a surprising failure to me, that they didn't have that covered from a long shot. >> jim cavanaugh, always good to have your expertise, thanks for coming on. up next, just hours until the rnc kicks off, while the show will go on as planned, there are expanded efforts to safeguard the venue and all

donald trump's plane has landed in milwaukee ahead of the republican national convention. eric trump confirming on x that he touched down with his father just moments ago. on a post on truth social, donald trump said he considered delaying his arrival by two days, but decided not to let terrible events change his plans. but the focus remains on security in milwaukee now. at an afternoon press conference, authorities said there would be no changes to plans that were put in place before the assassination attempt. is rnc coordinator to the secret service: >> we are confident that the security plans that are in place for the event, we are ready to go. who joins us live from milwaukee. i think person after person after person, if i had to sort of summarize what their message was, it was a level of confidence, but i wonder what you are hearing about reaction to this decision by the secret service to leave plans unchanged. >> right, it was made clear by not only secret service, the fbi and local law enforcement that they had the resources that they need to ensure the security of this event. of course, that is the line that if you are a community member or the trump family were a republican coming into this convention that you want to hear. and when i asked the secret service official who is in charge of overseeing the entire security apparatus and the logistics and coordination with all the other law enforcement agents use, why folks should be confident about the security. she said it is because they have worked 18 months to build for this moment. it is a national special security event, much like the state of the union is or inaugoration days. it is essentially the

department of homeland security designated special resources and obligation of the special service to go and oversee voting out a security apparatus that can guarantee the safety, but of course, there are legitimate reasons for folks to be concerned. that said, there is a hard perimeter here where there are no firearms allowed, that is the immediate area around this arena, and there is what we are calling a soft perimeter, which is several blocks further out hybrid because wisconsin is an open carry state, firearms are allowed outside that zone. of course, you just watched the former president, presumptive republican nominee, land here into milwaukee. we know doug burgum, a vp potential finalist is also here in milwaukee, and more than 2000 delegates are already here in the city as well, chris. >> was really struck by a story adrienne broaddus just told us a little while ago, she talked to someone at the event. obviously, very much shaken by what she saw, by how close the bullet came to former president trump.

and her reaction has been to get in a car, and she is driving to milwaukee. she just wants to go there in a show of support. and i'm wondering if you are hearing anything about delegates. thousands of them have already arrived at the time of the assassination attempt. but is there any sense that anything less than pretty much a full house is expected there? >> reporter: you know, if anything, the delegates i talked to said they expect more energy within the arena, and they regret that the arena doesn't have a larger capacity to fill in alternate delegates and others from the public who would like to come in. and currently as we speak, there is a private delegate festival of sorts and i'm two miles down the road from it right now. it is not open to press, that is why we are not there. last nights reception was canceled because of the events that unfolded in pennsylvania. this is a chance for the delegates all to convened before. early in the afternoon, the official gatling of the convention comes together and this arena is filled.

the landscape around here even tomorrow morning is going to be a lot different, but i think that is a serious question. of course, the reason we are in wisconsin is because it is a battleground state, and so, we know from having covered wisconsin rallies outside of milwaukee here, but also the rural parts of the state, folks are going to drive hours to come to a rally, and by all means, folks are allowed to come into this greater expanded perimeter that is shut down, but the public can't come in. so, we will of course be looking to see to what extent this is a galvanizing event for his base of support at a moment in which we find ourselves just 3 1/2 months from the november election. >> vaughn hillyard, thank you. joining me now is michael steele, former rnc chair and co- host of the weekend on msnbc. so, michael, by any and every standard, a national convention is an incredibly complex, logistical security feet. you know, as somebody who was

the chair of the rnc, i wonder what went through your mind just from a purely practical standpoint, and are you surprised that there seem to be no changes? >> i know, in fact, not surprised at all, because as the rnc noted, this is 18 months plus of planning, this is a national security special event, which means the level of security here is, you know, unlike anything you would see at any other event. and certainly different from what you would see, as we saw at the campaign event. so, that doesn't surprise me at all. they have, you know, they have these various parameters for security, the inner and outer perimeter. i am a little bit surprised that folks aren't rethinking the outer perimeter where weapons are allowed to be brought in, why you want to bring a weapon to a convention

in the first place, i don't know, but hey, it is republicans, so there you are. but outside of that, if you want to get in closer, you clearly would have to check whatever weapon you have, and they have apparently planned for that. >> so, donald trump could have delayed, he could have come in in a couple of days, he didn't. jd vance retweeted trump's post by writing the dude is just built different. i wonder, though, on a broader level, do you think, michael, this assassination attempt is going to affect messaging, more serious messaging from republicans at the convention? >> i think it will, i think there's going to be some consideration for the tone and tenor of the messaging. look, right now, the president, you know, has the nation concerned about his welfare, and that is good, that is important, it is important for us as a nation, despite our political differences with the president. this is inexcusable. and i would hope, i would hope

that should something dreadful like this occur to any other, you know, medical opponent that republicans would respond the way democrats and the nation as a whole has responded. so, yeah, i think this does hopefully change some of that. we will see how it plays out. that is one piece of it, though, chris. the other piece of it is once you get beyond the convention, you still have to prosecute the case for the election. and so, the things -- project 2025, the president's views on the war in the middle east, as well as the war in ukraine, all those things still calm now back into the conversation. and those are the things on which his eligibility in the eyes of voters to be the next president will continue to be judged. so, this is a moment where the nation, i think, collects its

breath. we thank god that nothing -- nothing worse occurred, and our hearts are broken by the loss of life and those who were injured in this event. but the other side of this is, one, learning how we now come together, and currently stating that political bias is unacceptable. and i would like to hear more about from members of my party this week, and from the president himself. those words. political violence is unacceptable. we have had a congressional shooting, we have had the bludgeoning of the speaker's husband, nancy pelosi's husband, we've had this event, we need to check ourselves. as a country. and not give further license to this, and i am hoping this week , i think certainly at the dnc convention, that these two conventions and these delegates

and the nominees of these respective parties can galvanize the country, if not around some thing like taxes or project 2025, we can at least come to an agreement that political violence is unacceptable and we will do everything in our power to support each other at least in that regard. >> nikki haley, who previously was not invited to the rnc will now be featured as the speaker of this week. what message does that send, do you think? >> they got embarrassed that they didn't invite her. it's not complicated. they do not like the headlines, they got embarrassed, they pumped her by taking her delegates and then not inviting her to speak, so they had to cleanup on aisle nine. that is the hard politics of that. it has nothing to do with anything else that is going on right now with the shooting or anything like that, that is just purely apolitical, straight up decision to clean up what had turned into a public embarrassment that for nikki and for donald trump,

that's all that is. >> and let me finally ask you to put on your hat as a former lieutenant governor of maryland, ohio's governor just approved additional security for jd vance's home in cincinnati, no particular threats, i think this is just an abundance of caution move. if you are the governor of the battleground state where there will be lots of visits by candidates, even where there are high profile senate races or hosting a convention, what are the kinds of conversations you think are happening now within state governments? >> well, look, there is always a process of establishing and understanding exactly who is in your community, where the threats could potentially come from, you know, literally the week after i was inaugurated as lieutenant governor of maryland, i was in a meeting with the governor, we sat down because we had to have a full security debriefing on 9/11, which had happened just a year before. because of the fact that a

couple of the folks who flew the plane into the pentagon lived in our state, lived in laurel, maryland up to a year beforehand. so, once this information is gathered and it is constantly gathered, chris, by local and national authorities, yeah, the governor has probably been taking some lines of precaution, knowing jd vance is a potential vice presidential candidate, his name is out there, and so, if he wishes to afford him a little extra layer of security, that is appropriate. and certainly if he is chosen, then that whole orbit around him will change completely. but it makes sense and i think it is appropriate for the governor to do that, and i am sure other governors are looking as well at hard assets and individuals in their communities who could be potential threats. and as you noted in your last conversation, the threat levels are going up.

and again, we need our political leadership. and this goes to jd vance specifically, i will say to you, you need to pull down the crazy noise, pointing the finger at the other side, at joe biden and democrats, and framing this as a strictly political thing. because it was not, as we are now finding out, potentially. so, let's just chill the jets on that. and if you're going to be the next vice president of the united states, show the kind of leadership that the country can trust, and not just be some hack off political guide who is running his mouth and trying to score political points with the big boss. the reality of it is donald trump nearly lost his life, and we all should be cognizant of that and understand what a sobering moment that is for our country. >> michael steele, it is always such a pleasure to talk to you, thank you. up next, a bipartisan push to boost security for all presidential candidates, including rfk jr. >> [ mu >> [ music ]

>> i am chris jansing in new york with continuing special coverage of the assassination attempt on former president trump. at the top of the hour, president biden set to address the nation from the oval office. tonight, a biden campaign official is telling nbc news that the president will make a forceful call, not just for the nation to come together in this moment, but also to end political violence for good. we of course will carry his address alive. the president's remarks just coming a few hours before the official kickoff of the republican national convention in milwaukee with former president trump arriving in milwaukee in just the last hour. before departing from new jersey, trump thanked the public on his social media platform for their thoughts and prayers. and a short time ago, the secret service, the fbi, and local law enforcement held a press conference in milwaukee, announcing that there is no known threat against the rnc or

anyone in attendance. secret service also sang tonight, there are no changes to their current security plan. and today, calls have been pouring in from members of congress to many answers from the secret service after that assassination attempt, including calls from house speaker mike johnson. >> congress will do a full investigation of the tragedy yesterday to determine where there were lapses in security and anything else that the american people need to know and deserve to know. >> and arizona congressman ruben gallego, a democrat, saying we must enhance secret service protection for all major presidential candidates, including robert kennedy jr. joining me now is julie tsirkin, nbc news congressional correspondent. what are you hearing from lawmakers tonight? >> they are certainly echoing the calls of ruben gallego and mike johnson, speaking to that today on the today show, saying that after they conclude the investigation law enforcement does that congress will conduct

its oversight responsibilities, occluding perhaps forcing edge -- legislation seeing how protection can be bolstered, including for robert kennedy jr. there was a bill to that effect that was talked about today in a statement from new york congressman, mike lawlor, and richie torres of new york, you also see various lawmakers requesting, demanding oversight, hearings, correspondence with the u.s. secret service, with the fbi, with alejandro mayorkas, chris, we could potentially be seeing a hearing to the public, about a week from now, next monday, when lawmakers return to capitol hill, that is according to james comer of the oversight committee in the house, the republican-led panel that oversees secret service, other government entities as well, and certainly, you're seeing some of that matched in the homeland security committee with gary peters speaking to mayorkas earlier today. >> michael steele mentioned this in the last block about there have been shootings of members of congress, of course

gabby giffords, steve scalise, both of whom survived, but both of whom had their lives threatened, it was touch and go for both of them right after those shootings. of course, nancy pelosi's husband attacked, and that is not to mention what happened on january 6th. now, both chambers were notified that capitol police are not tracking any additional threats to members right now, but i am wondering if you're hearing anything about increasing security on the hill? >> absolutely, you know, i haven't been by the hill today, chris, but in my correspondence with members, those were going to receive briefings, including a virtual one tomorrow between house members and members of the sergeant of arms staff in the capitol, u.s. capitol police security forces as well, certainly this is something that capitol police don't take lightly, especially given january 6th. you have seen hundreds of

in a brief address this afternoon, president biden called the assassination attempt against donald trump contrary to everything we stand for as a nation. moments from now, we will turn to the president as he addresses the country from the oval office. but first, we want to turn to nbc news white house correspondent mike. what is the latest you're hearing from the white house and the biden team? >> chris, it really has been quite a turnaround in the last 24 hours, we were talking at just the start of yesterday about a candidate in president biden who is struggling to convince his party that he should remain the leader going forward, and now you have the president seizing this moment as the leader of the country at a moment of significant crisis. the president is now about to be giving just the third oval office address since he has

become president. the first was about a domestic policy dispute, the resolution of the debt ceiling crisis last summer, the last october, he addressed the american people about two major foreign-policy. the ongoing war in ukraine and israel-hamas conflict that had just erupted. now the president is returning to one of the roles he has played so often over the course of his political career, especially in the last five years, trying to be that consoler in chief, to be somebody who can speak to the american people directly about one of the biggest challenges he has acknowledged he has not fully come to solve yet during his time in office, which he ran on in 2020, which is to unite the country. so, the president, our reporting is he is going to make a forceful call not for americans just to come together to condemn this kind of political violence, but to end it once and for all. then the question is when we will see the president come back out on the campaign trail? this is a very sensitive moment, to be sure, but as rnc gets underway in milwaukee just

what president biden is being called on to address. how does he do that, what does history tell us, or is there a guide, doug? >> you know, president biden has often gone with that, the soul of america motif, and he wants to represent the lincoln, the better angels of our nature, and the healer in chief, consoler in chief, that's what he wants to do tonight, he doesn't want to step in the middle of this while people are trying to learn more about a gunman and trump has just arrived in milwaukee. but this is his wheelhouse, he loves to try to be the comforter, this is the catholic side of biden, this is the compassionate side. he canceled in austin, texas tomorrow where he is supposed to speak for the lyndon johnson library, he canceled that, that was a big civil rights a bid for biden. he wants to show he is thoughtful, he is prayerful, and of course, a fireman died in pennsylvania, covering and

saving his family, and other people are critically shot, good americans. so, he wants to make sure that everybody knows he has a lot of empathy for anybody who was touched by this tragedy, only believes america can go forward, but we have got to turn that rhetoric way down, or else there's going to be escalation of these bizarre acts of violence. >> in our last minute, when he speaks from the oval office, as mike mentioned, only the third time in his entire presidency, it is in a setting reserved for moments of great importance, talk about what is conveyed by optics, by tone. a biden aide told one of my colleagues, this is a commander in chief moment. does that kind of summarize it? >> it does, because we have terror on the homeland. i remember when bill clinton gave a speech in oklahoma city after the bombing or what you have to talk about after 9/11, those were larger in scope and not necessarily larger psychologically. not necessarily larger
