i think, though that there are a couple things one well is no like annual performance process. the grant performance is monitor in the role time and the department told us than i will do a program level assessment across all in the spring of 2024. i do think that assessing the grant you know assessing grants at grant level to see how each contractor is doing is important. that's what most departments do and related had, it would be helpful to perhaps define more aggregated performance measures. in the grant agreement. now if you look at how many people lost housing you would see a disaggregated dash board of people who got a settlement with litigation, without litigation.

and it is hard to know cross. how theed guarantees is performing at a quick glance. i think that would be helpful going forward. we recommend approval of item 5. i think possible to have this information i think it does take the extra step to sum rising basically, at my imagination is the lawyers and they have -- they have public assistance to help them to organize as they property back. tell be helpful, i agree with the budget and analyst report. to be able to understand case load, head count. and i think over all case loads how many clients they served averaging how many per month.

representation. from a screen shot of a dash board the number of clients or outcome. may be a data issue. ure are saying should be on edc or ocd? i think edc is reporting in the grant. i think what would be helpful is an assessment that the department does to say, okay this we are closing out the grant for the year. how did it work? did it achieve the goal sns can we do a snapshot that says we were supposed to serve this many clients and serve third degree many. we had a goal of high level gospel keeping many people in

homes. and we achieved this and now the way that it is reported right is it is disaggregated. you forced them to do aggregating. or you asked them to. >> what we did was -- sit with them and took time with us. helpful and sit with us and show us the dash board. a screen shot television and we provided we aggregated the numbers. manualy. it is hard to say. for example i think there are plan and there are deviations. it is in the clear whether the deviations are reasonable. 1 huh human clients moved out and money to secure housing. that was 57% of the goal that

seems well was a goal in the grant agreement of having april 200 people move out. if they were in an eviction process to secure alternative housing and it turned out. only 100 people did that. is that good or bad. for example. -- dph when they do a grant monitoring press they have a scoring rubric when the units of service are delivered are say 80 to 100% they get a 4 and then a 3. the are evaluated the number of cliented and the extent of the conelectron is compliant with other requirements entering data in a system and evaluated and this rolls up to over all score. and so i think that -- is --

what would be an improvement. you say there are goals in the grant agreement? you are saying. go do this? but not clear -- from the way the information is reported. first you do work to figure out whether they achiefed the goal and no way of think burglar if they did not that is the problem or not. it is is a new program there is w to figure out. and in an eviction process. i think those are the portions. i'm curious. bla looked at this. suggested there are different ways of keeping track of the data or you are not set up to the the assessment this than i are not set up and you are not set to do it. of what is in your grant

agreement. is that -- correct? is that a problem? should we be correspond, are you concerned why are you not concerned about this. >> make sure i'm not concerned about this. our data developed with those on the ground are amazing defenders. across 8 community organizations that develop the activities and out come. we could have present to stake holders the board of supervisors. i think what. we eventualize the data. it is a data tool and we -- account design what you want. what aggregation of different metrics we can do that.

the constructive feedback from the bla is do a better job of organizing this data it is accessible to a layperson. create a view in the visualization you don't what would know mean a positive outcome. we have the data that has been developed. we visualize that data. we do evaluate every single -- grant agreement every year. we compare the goals. the -- performance in this year and we plain it through conversations with our grantees. and we will more formally do

that. that is the practice in all of our grant making. we although00 have clear data visualization that is accessible to those of us receive a program >> example to the cited for had rhetoric around successful you know aiming for 100 and hit 57. how do you think about that as a problem, not a problem? we don't have much control. in terms of the legal defenses that are available to a tenant. so, and because it is a comfortable program. our defenders we have -- our director of litigation and policy. a technical expert. will assert those defenses.

they are not compelling and don't prevail. it is difficult to anticipate what -- evictions will look like we look at them with providers if they fell short because we did not set the goal or something consistent low across our providers. seems likes they are collecting a lot. there is a burden in terms of time.

how we think or use the data they present and whether we are looking at it in a way allowings us to reevaluate the goals we set for the condition tract. thshg. y think this is important i would like to be added. and -- thank you. here is my question. is this is like every time the defense collaborative fund system on annual basis. >> they do have a grant making cycle of 3-5 years. it isa multiyear grant making cycle. we evaluate to tomorrow what the funding should be. men they did not spend all the funding. men they performed well and

design and implementation of the initiative. and it has been the most effective intervention in preventing the evictions taking place. post covid. our numbers are up to above the precovid numbers. weer track with our subcontractors to meet and exceed the commitment of our contract goals the past fiscal year and the current fiscal year. during this present fiscal year, along with our were subcontractors served 925 attentives. close to 76% of the attentives are bipoc, 87% are low income. 360 received full scope and to date this year one was evicted from their home. we have an additional 35 that received full settle aments i

we'll bring the draft budget to all members of the board and present it in february. at which time when the mayor and the controller's phase will after your persh mission submit it to the control and mayor for review. once june of 24 occurred, we will come back for a final time we'll talk about any changes with the february submission. to the board's consideration at the phase in june. i have 4 slides. slide 2 there are 2 views of our current year budget on the left organized by division and the right is the pivot table by subject area. to fulfill the department's mission, which is to promote the interests of the resident and resource the offices of the board of supervisors, the committee and the board authorized 23.6 million for our

budgetary needs. i want top draw your attention to the left side. we have 94 full-time employees. 61 board appointed commissioners this make up the appeal's board. boards 1-3. the sunshine task force. youth commission and the lafco. you see the top line half of the department's budget belongs to the district offices to pay salary and benefits of 11 supervisors and 44 aids what is also in the budget other costs to engage external audit 347,000. citywide membership and it is national association. counties. and thely of cities totalling 210,000. in the board's budget are service requested from other departments. in the form of work orders the total may or may not is 600

thousand dollars. april 220,000 of this is associated with the board's line item and 320 of this is associated with the clerk's budget and with that i will draw your attention to the clerk's line item. we have 28% of the budget belongs to the clerk. which i think all of the clerk staff are doing more with less. every year. providing support, prescriptional it support to the direct offices and significant engagement through training and spchlt all city departments to navigate the legislative press. and next line item i will not go through all. you can see them for yourself. i will draw your attention to the pivot table showing a different view of largest cost share the salaries and benefits. for our department. as established by dhr-mou the

legislative aids at the time. when you electric at offices having 4 legislative aids, you grown by 11 and positions. in the city. i being this have a cop transistor this people need to understand in the that you have grown your fte by a great amountful in terms of the budget, the modernization we have done i'm calling modernization is through your legislative accounts. so that you did you know utilize your parking space or those of your have law degrees. could have used the newark counts. we kept the president capped at

10. so. the growth has been through project this is we were working on. and spent down the projects timely. and never gave the money back. have been there has not been a lot of growth. i will look to00ue think of anything you have seen. the work orders have grown. and those are not this is not permission granted by this committee. that is something the major's office loads in to the budgets. and -- the arn lift kept that contract with agreement with the budget and legislative analyst. capped at 2.6 million for i

>> candlestick park known also as the stick was an outdoor stadium for sports and entertainment. built between 1958 to 1960, it was located in the bayview

hunters point where it was home to the san francisco giants and 49ers. the last event held was a concert in late 2014. it was demolished in 2015. mlb team the san francisco giants played at candlestick from 1960-1999. fans came to see players such a willie mays and barry bonds, over 38 seasons in the open ballpark. an upper deck expansion was added in the 1970s. there are two world series played at the stick in 1962 and in 198 9. during the 1989 world series against the oakland as they were shook by an earthquake. candlestick's enclosure had minor damages from the quake but its design saved thousands of lives. nfl team the san francisco 49ers

played at candlestick from feign 71-2013. it was home to five-time super bowl champion teams and hall of fame players by joe montana, jerry rice and steve jones. in 1982, the game-winning touchdown pass from joe montana to dwight clark was known as "the catch." leading the niners to their first super bowl. the 49ers hosted eight n.f.c. championship games including the 2001 season that ended with a loss to the new york giants. in 201, the last event held at candlestick park was a concert by paul mccartney who played with the beatles in 1966, the stadium's first concert. demolition of the stick began in late 2014 and it was completed in september 2015. the giants had moved to pacific rail park in 2000 while the 49ers moved to santa clara in

(clapping.) next week e next week san francisco will play host to action park or pack the park and

planning coordination we will be welcoming 231 economics from around the world the significant event is at san francisco. has it's host an international event of this magnitude since 1945 with the united nations nations was established in san francisco we're to welcoming people and our hotels packed how restaurant packed. >> this is a holiday season where people and families come together and, of course, they come to the to eat at restauranteur and cafes like millard lux opening today we're excited about that (clapping.) they come to tree lighting ceremonies like this thursday the tree behind us thanks to macy's will be diane in the holiday season come to stay

skate and look at macy's window and the window walk on street where people could gathered and have ice cream and celebrate the holidays of san francisco as 27 new businesses open right here in union square and including just last week was at it in i boutique of banana republic one of my favorite stores and looking forward to even more excitement and opportunity from people to stop and dine in the 49. that shop and i told you just to be clear, people will be safe. we have more police officers. about uniform officers as well plain cloths police officers will be all around this

area. and just to give in appreciative because despite the challenges three exist that had limitation around our law officers are city making a arrests and we're break-ins lower and making sure we are doing everything we can to prevent those things from happening in the first place you'll hear in the district attorney and the police chief so just today we're introducing legislation we received a grant from the state and anticipate will be pitting 4 hundred now license plate read cameras all over san francisco (clapping.) and let me tell you we are reaching the barriers to share that technology is eyed in order to prevent those issues and crimes and other things from happening in the first place. so

because everyone is working we're also preempting we work with the california department of oes office of emergency services and all the departments we will be proposed and get the contingency happening we anticipate will be protests for a variety of reasons our goal to

caught a stagger number of arrests for those who have committed retail theft in san francisco and possess recently my office secured a guilty verdict in one of the individuals reasonable for looking at if took place in this area too years ago. on that infamous night (clapping.) i - i think what that tells you that even san francisco juries have tired of that and when we give them the leverage though need they will hold them accountable that's been been clear san francisco has tinder the corner on to issue i stand with the mayor to urge the board of supervisors have the need for increased technology to catch those perpetrators we know that so many see stores bashes of brazen nature the theft they had to move off policies their
