expensive in california and most expensive nationwide. it is the result of a 2018 ballot measure prospect f and recognized program that provides access to city funded representation. the program as a total of 8 communal based legal serves organizations. that delivered the service. and the eviction defense collaborative manages referral process. and program operations.

increase due to carrying forward unspent funds from the prior year. the source of funding for this ma'am is our city our home fund. and it has been a source of funding for the program during the last 3 fiscal years. this amendment represents the fiscal year 23/24 award. sheila and i are here and in case have you questions. thank you. >> item 5 this is a resolution that approve says an amendment to a grant agreement between mayor's office of housing and eviction defense collaborative. increases the existing agreementifiy 4.4 million dollars bringing not to exceed to 6.82 million dollars the grant term would not change ends on june of 2024. 13 is here because well another
11:15 am
grant agreement funded by the general fund and federal fund funds the same service and over limited partnering term. and so together they are -- with this amendment now exceeding the 10 million dollars threshold for board approval yet department is bringing it to you today. as noted, this guarantee fund legal services to tenants phasing eviction is part of the tenant right to council program it is different then and there edc grant here a couple months ago nothinged by hsh and rental assistance for housing instability. and the grant amendment in addition to providing funding increases the number of upon clients served from 892 to 1, 450. we detailed the serviceos page
11:16 am
19 of our report and the budget for the 2 grants. there are it we did have a couple issue it is i wanted raise for the board. upon wosh is that the rental and utility costs are over budget immediate this guarantee by 400 thousand dollars. i know the department will correct that. and we look at how the grant is performing relative to the requirements in the contract. there are extreme low detailed measures of performance show dash board and how each -- how the grant is performing relative to the contract.
11:17 am
i think, though that there are a couple things one well is no like annual performance process. the grant performance is monitor in the role time and the department told us than i will do a program level assessment across all in the spring of 2024. i do think that assessing the grant you know assessing grants at grant level to see how each contractor is doing is important. that's what most departments do and related had, it would be helpful to perhaps define more aggregated performance measures. in the grant agreement. now if you look at how many people lost housing you would see a disaggregated dash board of people who got a settlement with litigation, without litigation.
11:18 am
and it is hard to know cross. how theed guarantees is performing at a quick glance. i think that would be helpful going forward. we recommend approval of item 5. i think possible to have this information i think it does take the extra step to sum rising basically, at my imagination is the lawyers and they have -- they have public assistance to help them to organize as they property back. tell be helpful, i agree with the budget and analyst report. to be able to understand case load, head count. and i think over all case loads how many clients they served averaging how many per month.
11:19 am
i'm not asking for hours i think it is something we will love to learn more. and it is -- and information that will be helpful not just for guarantee funding auditing purpose. but also for as to be able to track exactly how many people are being evicted in san francisco. though we have that information as well from and rent board. we do see receive like report and different report this is it will be tremendously helpful to go through hohcd and but i want to say thank you. you are doing great work and our office work with you. and for some of district one tenants and this was grateful to responsive you have been and your team have been and helping us to be ail to find either
11:20 am
including that like the fire -- victims that need long-term housing. i want to commend the work this you have been doing and -- so this is r. and understanding the scale eviction. and i think that just giving the fact that the same contractor also does not say nonprofit is contracted with hsh and other city departments to do different work for the eviction defense collaborative. it has been great team and organization. again because they are with different departments this will be helpful for all of us to understand. especially budget press how much this organization is getting and reporting back the clines served. through city funding.
11:21 am
with that, vice chair mandelman >> thank you, and i guess may be for the bla so it is -- does not sound like they are not collected you are saying for each upon clients a lot of information is collected. and reported to ocd. and but when are we not able to what other metrics you are not seeing useful in evaluating if this -- working or not working how well? so i understand. you can't tell how many they served? we can get that data. when we assess performance we had to ask the department and pull the data. you want to know how much are serves that is in this pulled apart way based on the
11:22 am
representation. from a screen shot of a dash board the number of clients or outcome. may be a data issue. ure are saying should be on edc or ocd? i think edc is reporting in the grant. i think what would be helpful is an assessment that the department does to say, okay this we are closing out the grant for the year. how did it work? did it achieve the goal sns can we do a snapshot that says we were supposed to serve this many clients and serve third degree many. we had a goal of high level gospel keeping many people in
11:23 am
homes. and we achieved this and now the way that it is reported right is it is disaggregated. you forced them to do aggregating. or you asked them to. >> what we did was -- sit with them and took time with us. helpful and sit with us and show us the dash board. a screen shot television and we provided we aggregated the numbers. manualy. it is hard to say. for example i think there are plan and there are deviations. it is in the clear whether the deviations are reasonable. 1 huh human clients moved out and money to secure housing. that was 57% of the goal that
11:24 am
seems well was a goal in the grant agreement of having april 200 people move out. if they were in an eviction process to secure alternative housing and it turned out. only 100 people did that. is that good or bad. for example. -- dph when they do a grant monitoring press they have a scoring rubric when the units of service are delivered are say 80 to 100% they get a 4 and then a 3. the are evaluated the number of cliented and the extent of the conelectron is compliant with other requirements entering data in a system and evaluated and this rolls up to over all score. and so i think that -- is --
11:25 am
what would be an improvement. you say there are goals in the grant agreement? you are saying. go do this? but not clear -- from the way the information is reported. first you do work to figure out whether they achiefed the goal and no way of think burglar if they did not that is the problem or not. it is is a new program there is w to figure out. and in an eviction process. i think those are the portions. i'm curious. bla looked at this. suggested there are different ways of keeping track of the data or you are not set up to the the assessment this than i are not set up and you are not set to do it. of what is in your grant
11:26 am
agreement. is that -- correct? is that a problem? should we be correspond, are you concerned why are you not concerned about this. >> make sure i'm not concerned about this. our data developed with those on the ground are amazing defenders. across 8 community organizations that develop the activities and out come. we could have present to stake holders the board of supervisors. i think what. we eventualize the data. it is a data tool and we -- account design what you want. what aggregation of different metrics we can do that.
11:27 am
the constructive feedback from the bla is do a better job of organizing this data it is accessible to a layperson. create a view in the visualization you don't what would know mean a positive outcome. we have the data that has been developed. we visualize that data. we do evaluate every single -- grant agreement every year. we compare the goals. the -- performance in this year and we plain it through conversations with our grantees. and we will more formally do
11:28 am
that. that is the practice in all of our grant making. we although00 have clear data visualization that is accessible to those of us receive a program >> example to the cited for had rhetoric around successful you know aiming for 100 and hit 57. how do you think about that as a problem, not a problem? we don't have much control. in terms of the legal defenses that are available to a tenant. so, and because it is a comfortable program. our defenders we have -- our director of litigation and policy. a technical expert. will assert those defenses.
11:29 am
they are not compelling and don't prevail. it is difficult to anticipate what -- evictions will look like we look at them with providers if they fell short because we did not set the goal or something consistent low across our providers. seems likes they are collecting a lot. there is a burden in terms of time.
11:30 am
how we think or use the data they present and whether we are looking at it in a way allowings us to reevaluate the goals we set for the condition tract. thshg. y think this is important i would like to be added. and -- thank you. here is my question. is this is like every time the defense collaborative fund system on annual basis. >> they do have a grant making cycle of 3-5 years. it isa multiyear grant making cycle. we evaluate to tomorrow what the funding should be. men they did not spend all the funding. men they performed well and
11:31 am
perhaps we being supplement it more or otherwise. grant making is 5 year cycle. we'll launch ask for proposales for 3 to 5 year funding siechl let's go to public comment >> >> good morning.
11:32 am
bill with the ace legal referral panel. we are a partner agency with the eviction program. i want to make a couple points. one. it has been a lovely collaboration with mayor's office of house to get the program up and rung second we have never funded the program never able to ensure that everyone is facing an eviction has access to an attorney. you can never guarantee an outcome.
11:33 am
next speaker, please. hello. good morning. i'm [inaudible] the director of the litigation and policy at eviction defense you know the lead agency in attentive right to counsel program. i appreciate the opportunity to speak on behalf of the resolution to increase the grant amount and also about our partnership with the major's office of house and community development. the past 4 years. right to counsel program our team worked with mohcd program manager. and the need's assessment,
11:34 am
design and implementation of the initiative. and it has been the most effective intervention in preventing the evictions taking place. post covid. our numbers are up to above the precovid numbers. weer track with our subcontractors to meet and exceed the commitment of our contract goals the past fiscal year and the current fiscal year. during this present fiscal year, along with our were subcontractors served 925 attentives. close to 76% of the attentives are bipoc, 87% are low income. 360 received full scope and to date this year one was evicted from their home. we have an additional 35 that received full settle aments i
11:35 am
push back on the monitoring. we work closely with them. and meet with them witness a week and have a very rich data system with the sales force programs. is that completes the speakers >> no more public comment it is closed. we'll make the motion to move this item to full board with recommendation. but again i want to say that you know, this -- the problem is not about i think00 eye want to say not about whether the data is
11:36 am
available. i think it is all the report back. i think it is about the analysis of the data and how we can null more fortunately for grant monitoring. i think that is more what the budget and legislative analyst is recommending so this we have a more updated performance measures. and easy low available to us without having to manualy pull them. and with that, let's go to roll call. on the motion. to forward this to the full board with positive recommendation mandelman. >> aye. >> chair chan. >> aye. >> we have 2 aye's. member safai is excused >> motion passes. >> and with that -- call item 6. >> item 6. a resolution fixing prevailing wage rates for workers under city contract for public works

11:40 am
that -- i hope more wars receive the prevailing wage in the city and able to like stay and drive in the city with this. thank you we will go to public comment on this item. >> we have no speakers >> it is my mistake. i think this one have i bla report. yes. thank you. item 6 a resolution the annual prevailing wage determination the board considers every year.
11:41 am
any entity this contracts with the city has to pay a prevailing wage for certain trades. this we detailod pages 29-31. and also show the results of the proposed prevailing wages. this were observed by -- a surby the civil service commission in the fall. motor bus drivers compensation increase kwaj and benefit increase 2. 25 and 2.85 per hour. and it is difficult to estimate the fiscal impact of this measure. but would increase costs going forward. we consider this to be a policy merit for the board.
