>> aye. >> next is 4, report from executive director wayland. >> thank you vice president bleiman. good evening commissioners and everyone here. great to see a full audience this evening and i believe this is the first meeting this year. welcome to 2024. so this evening i have a few updates. we are in the midst of working on hiring process. our part time 1840 sound inspector position. we have conducted interviews for this position. and have hopeful candidates and hope that the next time we are here together we will introduce you to our newest inspector. mented update out commission vacancies. you see we are a 4 commission,

commission, commissioner commission and missing 3 seats we have folks who applied. poth with the board of supervisors and the mayor's office. and hopeful we will hear one of those seats at rules at the board of supervisors next monday. the 12th. i will keep you aprized who gets assigned to the next rules hearing, i think they were hope to have all 3 at the next one but might take a couple. we will keep you posted. the hope we'll have one dash commissioner at the march 5th hear when we meet again. >> next is a save the date for our annual night life summit. this will happen on monday april 29th. we are just a few months out we begun planning thanks to staff.

1851 union llp with our office on saturday december 30 received 2 complaints around 11. . 15 p.m. the inspector responded at 11. . 30 and saw a dj inside and the game room doors on the patio were open upstairs. however due to operating after 11 p.m. without a permit. trinity issued a citation. staff discovered noticers on social media advertising 9 p.m. to late this saturday. on january 6. it was reiterated the llp permit allow its until 11 p.m. why management sent a message on december 18 of 23 informing if we observed a violation before february 16 we would suspend the

llp for up to 15 days per article 15.1. do you to the citation from december 30, executive director way land issued a 15 day suspension on january 26 for receiving 3 citations within the 90 day period. management did not contest it, it went in affect january 12 at 5 p.m. until saturday january 27 at 5 p.m. inspector conducted checkos saturday thenth and 20th and confirmed the busy did not have entertainment. we will monitor and respond to complaints we receive. bhiet rabbit at 3138 fillmore. on saturday january 20 at 10:40 p.m. the inspector responded a

>> thank you. good evening. the office of economic and workforce development. my first presentation to all of you. from last time we poke and new developments in night light business. the state legislative session is under way. bills introduced by february 16th. we have a couple of items that are relevant to night life that have been introduced and are expected more to come in closer on the deadline. sb989 from senator wiener expand the entertainment zone program. that is the ability for the city to designate entertainment zones

in state law. restaurants and embarrass sell open to go containers and with special events out door. and are that -- the i will talk about implementation of the sb76 zone and seniority wiener has a follow up to do 2 things expand san francisco's ain't to adopt entertainment zones. language around only having them operate during special events was added late. we moving that increase flex abltd to support restaurants and bars. on and secondly and more relevant to other cities around the state. entertainment zones are only zabl in san francisco. and so this would expand the programs. so the city of san hose

sesupportive of cities will come on soon to support this legislation. why secondly ab1775 from haneo cannabis cafes there was legislation last year to allow cannabis dispense easier to sell noncannabis food and beverages and tickets to entertainment events. that was vetoed by the goner and identified worker health protections. this new legislation is identical to last year but according to haney's announcement he is in discussion with state agencies around how to address worker health protections. there has been activity around out door service and liquor licenses, businesses are

starting to as they in in compliance with the spaces program, businesses are expanding liquor licenses to cover that parklet and other service spaces. as a reminder, businesses don't have to do this for a few year under legislation adopted last year. temporary cater permits that cover them some apply until june of 26. the businessesment to get compliant and the paperwork. abc has issued regulations for what they call areas disconnected from the main premesis by public right-of-way. a parklet is separated by a city street. they take affect in april but they are already a guiding set of rules and principles for licensing now.

the regulations require staff to actively monitor out door area. they specify that out door areas have a proximity to the premesis and don't mandate table service at a parklet by employees of the business. that is an area there is a significant amount of confusion and business owners that abc would require table service but that is not case that is not in the scope of the regulations by abc. and final point on liquor licensing and out door service as businesses get their out door intamentarctivity permitted by this agency. liquor languages around intament and sound has changed overnight last 6 months or so. where we are beyond out door activity and abc in the process
