this position. and have hopeful candidates and hope that the next time we are here together we will introduce you to our newest inspector. mented update out commission vacancies. you see we are a 4 commission, commission, commissioner commission and missing 3 seats we have folks who applied. poth with the board of supervisors and the mayor's office. and hopeful we will hear one of those seats at rules at the board of supervisors next monday. the 12th. i will keep you aprized who gets assigned to the next rules hearing, i think they were hope to have all 3 at the next one but might take a couple. we will keep you posted.

the hope we'll have one dash commissioner at the march 5th hear when we meet again. >> next is a save the date for our annual night life summit. this will happen on monday april 29th. we are just a few months out we begun planning thanks to staff. for getting the ball rolling on planning with logistics and thank you to a couple commissioners for getting the conversation going around topics. i invite others to reach out if you have anything you would like us to consider as a topic this year. we have a couple of great ideas and these are base whatted we have been hearing from the industry through our survey that closed as well as through the feedback we provides to attendees last year's summit.

thank you and move on to 5 report from our senior inspector. >> thank you vice president bleiman. good evening commissioners we received 63, 311 complaints since december 17th. 2 updates let me know if you have questions. my first is trinity irish bar, 1851 union llp with our office on saturday december 30 received 2 complaints around 11. . 15 p.m. the inspector responded at 11. . 30 and saw a dj inside and the game room doors on the patio were open upstairs. however due to operating after 11 p.m. without a permit. trinity issued a citation. staff discovered noticers on social media advertising 9 p.m.

to late this saturday. on january 6. it was reiterated the llp permit allow its until 11 p.m. why management sent a message on december 18 of 23 informing if we observed a violation before february 16 we would suspend the llp for up to 15 days per article 15.1. do you to the citation from december 30, executive director way land issued a 15 day suspension on january 26 for receiving 3 citations within the 90 day period. management did not contest it, it went in affect january 12 at 5 p.m. until saturday january 27 at 5 p.m. inspector conducted checkos saturday thenth and 20th and

confirmed the busy did not have entertainment. we will monitor and respond to complaints we receive. bhiet rabbit at 3138 fillmore. on saturday january 20 at 10:40 p.m. the inspector responded a sounds complaint. upon arrival observed a dj at sound measurement showed it to be exceedingly approved dbc by 7 decibels. approve side 102, measurements during inspection reached 109. inspector worked with the manager to bring the volume down and unable to. white robot issued a notice of violation on january 22nd for exceeding allowable sound

are relevant to night life that have been introduced and are expected more to come in closer on the deadline. sb989 from senator wiener expand the entertainment zone program. that is the ability for the city to designate entertainment zones in state law. restaurants and embarrass sell open to go containers and with special events out door. and are that -- the i will talk about implementation of the sb76 zone and seniority wiener has a follow up to do 2 things expand san francisco's ain't to adopt entertainment zones. language around only having them operate during special events was added late. we moving that increase flex

abltd to support restaurants and bars. on and secondly and more relevant to other cities around the state. entertainment zones are only zabl in san francisco. and so this would expand the programs. so the city of san hose sesupportive of cities will come on soon to support this legislation. why secondly ab1775 from haneo cannabis cafes there was legislation last year to allow cannabis dispense easier to sell noncannabis food and beverages and tickets to entertainment events. that was vetoed by the goner and identified worker health protections. this new legislation is

identical to last year but according to haney's announcement he is in discussion with state agencies around how to address worker health protections. there has been activity around out door service and liquor licenses, businesses are starting to as they in in compliance with the spaces program, businesses are expanding liquor licenses to cover that parklet and other service spaces. as a reminder, businesses don't have to do this for a few year under legislation adopted last year. temporary cater permits that cover them some apply until june of 26. the businessesment to get compliant and the paperwork.

abc has issued regulations for what they call areas disconnected from the main premesis by public right-of-way. a parklet is separated by a city street. they take affect in april but they are already a guiding set of rules and principles for licensing now. the regulations require staff to actively monitor out door area. they specify that out door areas have a proximity to the premesis and don't mandate table service at a parklet by employees of the business. that is an area there is a significant amount of confusion and business owners that abc would require table service but that is not case that is not in the scope of the regulations by abc. and final point on liquor licensing and out door service

particularly challenging for the m.t.a. having to balance between keeping central transportation routes open, but things have improved. how are we doing with our transportation recovery plan? >> so we just got good news this week. we're getting an extra $115 million from the american rescue plan and this is basically the exact amount of money we finally needed in order to close the gap between now and november of 2024 when we'll have to find some additional revenue sources in order to sustain the agency. in the meantime, i finally have the confidence to be able to rapidly hire, to restore services and to make sure muni is there for san francisco's larger economic recovery because downtown san francisco doesn't work without muni. >> quite right. i guess the other impact of the pandemic was that some projects

like the valencia bike improvements had to be put on hold. are we starting to gear up on those again? >> yes, so it's an interesting case study. of right before covid hit, we were about ready to invest in quick build bike lanes. arguably the most important bike order in san francisco. that got stopped with lockdown and then as you'll recall, during covid, we invented all kinds of other new programs like shared spaces in order to support our small businesses as well as sunday street light events for neighborhood commercial streets where streets were closed off to cars and turned over to commercial activity. those successes now that they've been made permanent actually interrupt the draft design we had put together. so we've gone back to the drawing board and we are looking forward to having some additional community

conversations about other design ideas for valencia. we're committed to completing a quick build project on this calendar year. >> that's such good news. valencia is a really great street for biking. so there are two huge and exciting projects that are about to be or have just been completed. let's talk about the bus rapid transit project on van ness avenue. how extensive have the improvements been? >> what's called the van ness transit rapid project is in fact more about complete reconstruction of the street and most importantly, the 100-year-old utilities underneath the street. so all of the water, sewer, telecommunications, gas lines under the street were basically rebuilt from market street all the way to lumbard. the part on the surface which provides dedicated bus lanes for golden gate transit and muni, that was relatively

straight forward and we're so excited we're going to start revenue service for muni on april 1st. >> that's fantastic. i understand there were some sidewalk improvements too. >> there were sidewalk improvements. we planted 374 trees. there is new storm water treatment including infiltration in the sidewalk, there's a bunch of art. there's all kinds of things. we put in new street lights for the entire corridor. >> finally, the other big news is about the central subway. can you briefly describe the project and give us an update. >> yes, so the central t-line project, another stop at union square that connects directly into powell station and a final stop in the heart of chinatown at stockton and washington.

that project has also run into challenges. it's 120' under muni, under bart, 120' down and out under chinatown in some unexpectedly challenging soils. but that project is nearly complete. it's at about 98% completion right now which means we're testing trains, we're testing the elevators and escalators and the final electronics and we're still on track to open that in october presuming all of the testing continues to go well. so fingers crossed on in a one. we're really looking forward to allowing people to have a subway ride from the heart of chinatown all the way to the convention center to the caltrans station and all the way down to bayview and visitation valley. >> it's great to see all these projects coming to completion. we're all grateful for your

>> san francisco! ♪♪ >> this is an exhibition across departments highlighting different artworks from our collection. gender is an important part of the dialogue. in many ways, this exhibition is contemporary. all of this artwork is from the 9th century and spans all the way to the 21st century. the exhibition is organized into seven different groupings or themes such as activities, symbolism, transformation and others. it's not by culture or time

period, but different affinities between the artwork. activities, for example, looks at the role of gender and how certain activities are placed as feminine or masculine. we have a print by uharo that looks at different activities that derisionly performed by men. it's looking at the theme of music. we have three women playing traditional japanese instruments that would otherwise be played by men at that time. we have pairings so that is looking within the context of gender in relationships. also with how ppl questioning the whole idea of pairing in the first place. we have three from three different cultures, tibet, china and japan. this is sell vanity stot relevar

has been fluid in different time periods in cultures. sometimes being female in china but often male and evoking features associated with gender binaries and sometimes in between. it's a lovely way of tying all the themes together in this collection. gender and sexuality, speaking from my culture specifically, is something at that hasn't been recently widely discussed. this exhibition shows that it's gender and sexuality are actually have been considered and complicated by dialogue through the work of artists and thinking specifically, a sculpture we have of the hindu

deities because it's half pee male and half male. it turns into a different theme in a way and is a beautiful representation of how gender hasn't been seen as one thing or a binary. we see that it isn't a modest concept. in a way, i feel we have a lot of historical references and touch points throughout all the ages and in asian cultures. i believe san francisco has close to 40% asian. it's a huge representation here in the bay area. it's important that we awk abouk about this and open up the discussion around gender. what we've learned from organizing this exhibition at the museum is that gender has been something that has come up in all of these cultures through all the time periods as something that is important and relevant. especially here in the san

francisco bay area we feel that it's relevant to the conversations that people are having today. we hope that people can carry that outside of the museum into their daily lives. >> what we're trying to approach is bringing more diversity to our food. it's not just the old european style food. we are seeing a lot of influences, and all of this is because of our students. all we ask is make it flavorful. [♪♪♪] >> used to be very easy to define casual dining, fine dining, quick service. now, it's shades of gray, and we're trying to define that experience through that spectrum of service. fine dining calls into white table cloths. the cafeteria is large production kitchen, understanding vast production kitchens, the googles and the facebooks of the world that have those types of kitchens. and the ideas that change every year, again, it's the notion and the venue. >> one of the things i love about vince is one of our outlets is a concept restaurant, and he changes the concept every year to show

students how to do a startup restaurant. it's been a pizzeria, a taco bar. it's been a mediterranean bar, it's been a noodle bar. people choose ccsf over other hospitality programs because the industry recognizes that we instill the work ethic. we, again, serve breakfast, lunch, and dinner. other culinary hospitality programs may open two days a week for breakfast service. we're open for breakfast, lunch, and dinner five days a week. >> the menu's always interesting. they change it every semester, maybe more. there's always a good variety of foods. the preparation is always beautiful. the students are really

sincere, and they work so hard here, and they're so proud of their work. >> i've had people coming in to town, and i, like, bring them here for a special treat, so it's more, like, not so much every day, but as often as i can for a special treat. >> when i have my interns in their final semester of the program go out in the industry, 80 to 90% of the students get hired in the industry, well above the industry average in the culinary program. >> we do have internals continually coming into our restaurants from city college of san francisco, and most of the time that people doing internships with us realize this is what they want to do for a living. we hired many interns into

employees from our restaurants. my partner is also a graduate of city college. >> so my goal is actually to travel and try to do some pastry in maybe italy or france, along those lines. i actually have developed a few connections through this program in italy, which i am excited to support. >> i'm thinking about going to go work on a cruise ship for about two, three year so i can save some money and then hopefully venture out on my own. >> yeah, i want to go back to china. i want to bring something that i learned here, the french cooking, the western system, back to china. >> so we want them to have a full toolkit. we're trying to make them ready for the world out there.
