supervisor matt dorsey, so i'll turn it over to you, the floor is yours. >> thank you, so much chair melgar for having me today and for scheduling these items. the items before you today are sponsored chiefly by mayor breed and myself and our hope is that these will keep the treasure island project on track and moving forward w.the number of code zoning map and amendment agreements. the legislative package highlights a san francisco neighborhood that is at long last playing host to long planned and long promised housing boom. treasure island has seen significant progress in the past few years. on the first stage of construction, nearly 1,000 homes are nearing completion served by parks and utilities, new streets and ferry service. when complete the island will be 27% affordable with the high

quality realm which includes public places and unmatched views that will be worthy of our world class city. as you'll see in the presentation today, the 20th century vision for the island is remarkable and stunering. --stuning. right now it representatives 20% and i'm commit today do whatever i can to ensure that progress continues. but that progress is not solely on fulfilling our housing commitment it's also will keeping our promises to residents of the island. treasure island is home to a resilient community of around 2000 residents, majority of whom are low income and bipoc community members. many are reentering the community, living inspirations who are making the most of second chances. largely because of that, treasure island will hold a special place in my heart. when i joined the board of

supervisors, nearly two years ago, i made clear that my own journey in recovery from addiction was why i was asking for a role. is never i thought i would want let alone have. there really wasn't a play book for how to run nor office as a recovering addict and i was not sure how it was going to go over. but treasure island residents 'em based me as their supervisor in a way that meant the world to me and that i will never forget. they remind me of why recovery and redem pg matter and their faces remind every with story prints in my office. residents have been waiting patiently, some for more than 20 years, for new units and new infrastructure that has been slower to come than many of us expected. and i know from my own experience here in city hall, i

remember ticd selection as the master developer back in 2002 and my first year in the city attorney's office just down the hall. many of my residents have endured delays, which for years exacerbated being treated second class san franciscan with a bridge separating them from the opportunities of san francisco lack of many service sxz constant power outages including another one that was just resolved in the last hour yeah, you know, i'm constantly aware as their district supervisor that their experience of being a san franciscan is fundamentally different than. that's a longstanding right, that is a longstanding wrong, we now have an opportunity to right with the legislative package before you today. this is an opportunity to make good on our commitment to more prudently structure or finance and reimagine in ways that will

deliver longstanding services. the san franciscans living on treasure island deserve. the city and treasure island community development are committed to ensuring that the project does not lose momentum, now is the time for both ticd and the city to double down on this project with the true--that stay true to the original deal while referring to commitment. later this week, the budget committee will be hearing the fiscal items associated with this package. and the massing and bulk in some areas, making the process for design and development document more flexible and providing that may thundershower modern modification in design for development. to con tech actualize this package. i introduced a resolution

introducing the treasure island and yerba buena island. a mix income community, one treasure island contract withed the initiative on mix income communities to create plans that would foster a thriving and diverse mix income community. through working group of stakeholders and community out reach, a statement was created of inclusion and equity, sustainability and opportunity and connection. so colleagues when you vote on this today, it is about much more than changes to documents and numbers on maps. it's about supporting this vision to create a thriving and inclusive community that embodies values that are not just treasure island or yerba buena but san francisco values. there are a lot of external partners to thank, including one today. one coexecutive director who i

recently honored here in the board of chambers, doug schumaker, are here and we have many represents from ticd. before i hand off to staff, who i'll be inviting up, i would like to introduce a few amendments, specifically these includes and i'm going to read these into the record, striking out the whereas clause line 11 and 2 capitalizing the c on community on page 4 line 5 and striking out the words and endorses online 524, i think you all have that as the clerk has electronically as well as hard copies. i shared these properly and before we hear from the incredible staff that worked hateder on this i would like to thank all of them entaupia and

eewe, jessica to all the tidus staff and anne marie rogers who i present next. so the through the chair, i would like to invite up, marie who will be leading us today as well as jessica from planning as well as one treasure island may be available. >> good afternoon, honorable members of land use and transportation commit he. i'm anne' deputy director of, and i'm pleased to be joined by a team. supervisors read out the names so i will not repeat those bu. in addition to the staff to answer here we also have chris mini from ticd, and for this presentation, i will be joined later by sherri williams and nela gonzalez who will be present after planning jessica. so now, the items before you are part this very powerful

private and nonprofit partnership 13 years ago, the board of supervisors approved the development agreement to create a new neighborhood in the d.a.'s plan for sustainable neighborhood has been regulated by lead as a platinum level for neighborhood design garnering more points and being the largest to receive the platinum design than ever before so. today we're seeing the plans come to life. and we're doing so in a worldwide uncertainity. the proposal first aspiration al statement that would endure the shared visions of the partners and if the board were to adopt this endorsement, this would become city policy, the development on the island should be centered around inclusion and sustainability and opportunity and connection. secondly, the d.a. changes would ensure that the momentum

is visible only the island today would continue to generate tax revenue for san francisco and housing opportunity the affordable housing. let's get started with looking at the state of development on the islands. for anyone who has driven across the bridge or even looked out on the water front, you can see the progress in the last few years. when you're in the completion of first stage w almost 1,000 homes now ready to be built or ready for occupancy. public art, new streets and ferry service have been accepted by the city and rn use. the new neighborhoods are growing in the areas outlined here in yellow. we have 991 units under construction. the development under way proofs that san francisco can build housing. and it's all the more remarkable that it's happening now.

it's no secret that the city, the nation and the world have been in unprecedented times and yet this project has advanceds. tri island is the largest project under way in a moment when there is a tremendous need for new housing. in the benefits are evident in what the partnership has already delivered so. since your committee is the land use and transportation committee, i know you have a keen interest in-housing. however it's important to know that before any of that housing can be built, or realized, completely new infrastructure must be fan fest. under the housing starts with the ground, the g.o. t upgrades for seismic safety are beyond that any san francisco project. using wicks to extract water and mountains of soil along with the gold soil of vital compaction. the soil is then pashtly removed using behind an elevated earth that is three to

six feet higher to handle the ho rise. it's contained by the reenforcement of island's parameter and it has a duel benefit to continue indefinitely. from this solid base for the entire development, the rights of ways are improved with grand new utilities and street furnishing. the water system include new reservoirs on island treatment facility under construction. the system will allow the purple pipes to be used throughout the island. and in this picture, what looks like simply a beautiful native plant garden also functions as storm water treatment. we have a new ferry so residents can return home.

into their projects and work plans. the ssta leaves proj thaekt total 265 million so. as this infrastructure comes online, tieda is decommissioning the future life. including the water treatment plan on the island is expected to close in 2026 so.s this infrastructure is completed, the development of the buildings can advance. and for housing, you've heard these numbers, 229 complete, 475 under construction and scheduled for completion in 20 at that. 360 are in the planning basis. this level of home lefg is not happening in many places in the united states and yet it's happening here. now buildings, housed residents in yerba buena and treasure

island. as this building is completed, we estimate 1/6 of the island's population will be moving into the brand new building. as this slide shows, the amount of parkland on island is immense. almost three quarteseder will be dedicated to parks and open space. the plans are spring to go life as you can see here. and with a variety that expands from wild lands, beachesed, fields, sport fields, neighborhood parks and shared streets. shown here is panorama park, this park and signal park are complete and with the opening plan in mid-may. and you're also seeing the first major art work, the point of infin infinity and this is what will be a 50,000 art project so. there is a great deal of progress in the islands and progress that we want to

maintain. we believe na it behoove both the developer and the city to keep the project on tract for the next infrastructure. as cost rose, it became clear that infrastructure was needed. and we didn't want to lose any projects, that's why the amendments before the board are grounded in key policy objectivities. first and for most, keep the package as approved in 20111. keep the affordable development delivered costs were possible. modern sections of the da that are not compatible with later development graoementz and accelerate treasure island revenues back into the project infrastructure. where possible process improvements. and these with guiding mrin pals in place, the class prodeveloped a proposal today. the fiscal package was tested

by the city administrator, the controller, the mayor's budget office and outside consultants. the fiscal package will be reviewed by the budget and finance committee as supervisor dorsey said later this week. but for the rest of it t the title board reviewed the parts that are under their jurisdiction this month recommending approval and last week they reviewed the land use portions of the plan. so with that, let's go before the specific and as i said before this committee, i'll bring up senior planner, jessica from the planning department. >> thank you, anne marie and good afternoon, supervisors. i am jus ca look, a planner with the planning development and today i'm presenting an ordinance to the treasure island and yerba buena planning sud and zone map. receiving full approval from the commissioners. this ordinance is part of a

legislative package that also includes amendments to the design for development or d for deed for short. the d for d is separate guideline document for this project. the d for d amendments passed without opposition during the same hearing. approving this ordinance len sure assignment with the improved. so ordinance proposing the following 3 amendments to the planning code. the first is to update the figure to change the maximum allowed bulk from between 181 and 240 feet from 10500 to 10600 square feet. this adjustment is necessary to recovery loss square footage resulting from changes in the fire code. the second is provide for additional circumstances that may author minor modification as long as the overall growth floor area remains constant and

advances the intent of sde or is of minor significance. the last thing and third is to revise the process for amendment for the deed d for deed document. the ordinance also amends the height map to authorize additional five feet from 46.70 to 45 to 45 and 75. this aims to resolve issues due to super requirement and thicker model floor. additionally the amendment rectify a clerical error and the special height district designation and other updates intended to add consistency for the d for deed height map. this ends this presentation and i'm available to answer any questions you might have. thank you for considering this matter. and i'm going to invite up,

sherri. >> good afternoon, supervisors i'm sherri williams and i'm the coexecutive director of one treasure island joined by my coexecutive director who will be up here in a minute. we're excited to present the aspirational statement for treasure island and thanks supervisor dorsey for introducing it and all of your consideration today. one treasure island was formed in 1994 to obtain opportunity for homeless and low income san franciscan as part of the civilian reuse for former navy station treasure island, we're community base organization and affordable and our members include catholic charities, health right 306, mercy housing, tool scoops and raoubicon and the ymca. ever since the city elect today come under the bay closure and

homeless sister ans act of 1994 and endorsed the 1996 focus reuse plan, the goal for the island has been to develop a diverse social economic new san francisco neighborhood from the ground up and over the years, we've learned a lot of lessons on how to create a successful mix income community and one lesson has stood out that to be a successful equitable mix income community you need to be intentional in all of your planning. not just the percentage of affordable housing and jobs but also things like retail, transportation, open space park, community facilities, et cetera so. working with the authority our island partner and our treasure community, the island developer, we expanded our planning and commission to study from the national initiative on mixed communities first on developing a plan and

strategy. and even though, one treasure island, we were already working very closely on implementing the development plan and housing plan, the job plan and creating plans together such as for new community facility, the initiative the national initiative was pretty emphatic that no matter what we did, we had to have a shared statement for the island that would inform any plan that we would try to implement on the island so. to that end, we set out to do just that and noah, my treasure island coexecutive director will describe the community process that with took to develop the stage. >> good afternoon, supervisors, thank you sherri. nela gonzalez, coexecutive director. i'm here to share the process that we use today develop the

aspiration statement. so we worked with the consultant and the process took about six months to create a statement. it was supported by one treasure island, the treasure island authority and t id g. we received on going feedback and infut from the community through multiple processes. we developed a community work group that consist fromed treasure island, tida, businesses and residents of treasure island. once it was created, we presented tt tieda board and tigd board for feedback. we then created a survey which we distributed for three months on the island, it was virtual and paper and in multiple languages. we received 127 response sxz with minimum suggested adaptations for the statement which we made.

our next step and now i would like to read the statement. so the aspiration statement was developed through a community process, treasure island development group and treasure authority. our vision is to create a thriving san francisco neighborhood in the middle of the bay, celebrated for its inviting culture, outdoor experiences and sustainability community. our mission is to create a healthy and vibrant community that honors the vie deserity of past and present and businesses and visitors. our core values for the statement are inclusion and equity, celebrating treasure island by cultivating a mix income community that creates a sense of belonging. sustainability, implementing new methods to balance economic growth stewardship and personal and social well being. opportunity, offering a range of opportunities that invite growth and innovation through

>> thank you for sharing your comments, to the next speaker, please. >> speaker: good afternoon, i'm mauricio, i represent 37,000 members to include the 4,000 members here in san francisco county. i'm here today with my brothers from the carpenter's union in support of the project this. development has been critical in bringing more housing to the city to san francisco that has very little available land for the housing wha. a beautiful community it will be once its completed. stage one has generated nearly 1,000 units with nearly 2000 below market units.

once realizes, it will make a debt to build 3 2000 units. to buildup to 1200 units. not only has it provided housing it has created hundreds in construction jobs. that pay livable wages, healthcare benefits not just to the individual but to the immediate family as well. and we ask that the committee support the amendments proposed. thank you for your time and service.

everyone to >> conduct a field shelter exercise where we open up a number of tents that animal control has they have supplies and equipment and staff and volunteers. we simulate the need for cape ability after a disaster or earthquake. >> animal care and control is your city's animal shelter. we care for approximately 10,000 animals a year. we are opinion for san francisco's animal in thes upon

effect of an emergency. we got our tents and practicing how to deal with that. >> this is the shelter is overwhelmed with animals after a disaster this shelter is full regularly. if we torch have an event that would cause a number of animals to escape or injured or stray or separate friday their people that's where we would respond. >> pets are part of the family and need to make sure they are taken care of like people with the supplies and equip we are able to provide shelter for pets in addition to the existing shelter. >> we have formulated a plan so this in the event of a disaster we are hear ready to help and support the city. >> we are able to use the muni bus to transport the people.
