reaching low wage and nonprofit workersch >> thank you. >> my apologies about earlier today we will have our executive director from the san francisco ingrid. >> good afternoon. supervisor and chair chan. and members of the budget and ordinance appropriation committee. excuse me while i fix this microphone. >> we forwarded i think up on the screen. the questions that you had forwarding our department and spends know plan planning regarding any of the potential

service cuts from our department. and i'm happy to say that -- our department expects no service cuts for next fiscal year. we are the new department which was a merger of first like san francisco and office of early care and education. part of that merger included expansion of service under baby prop c that was approved by voter in 2018. but held up in court for years and foiblely we were able to implement the plan we submit to the board of supervisors several years ago. we have a vision for san francisco for early childhood. and that is for every upon child in san francisco to have the best start in life. and that our city is the great place to raise a family. and o our submission to weave every resource we can to support

family community and the system so that all children who grow up in san francisco have a strong foundation of health and learning. with that, we are plan irrelevant is to create long lasting impact on children and families so they enjoy solid foundation for future success. and in our first year of operations the merged department not only we established the department of early childhood and established a strategy plan. as part of that plan to make sure that all children entering k are entering ready. red to learn. and so we have been conduct circumstance readiness survey with san francisco cubeified since 200 upon 7. we completed the last one as limp in addition to this, had current year have been in

expansion mode and will continue for several years to come. the last several years, we add over 6,000 new slots in san francisco for early care and education. which means what that translates to is more families are subsidy eligible. for childcare vouchers. we increase that threshold up to 110% of area median income. so families for example that are making up to 152,000 a year are now eligible for financial assistance. so they can their children can engi a high quality early care and education experience. in addition to that, we provided 352 grants. to expand childcare facilities including creation of new early care and education slots. and improving the existing early

learning is thats we have now. and we can't do this without the support and the workforce of the early care and education teachers with that baby prop c is something that is not really known across the country only san francisco can benefit from this. and thanks to the voters of our city, over 2800 teachers received compensation meaning they get a wage august amation that is to retain and to attract people in the early care and education field. some teachers seen a 47% increase in their salary example that is one and we other only ones doing it in the nation. and so we should be proud of that. so this upon spans over the entire city. and so some of the things i think that would be really

important to say today is that not only are we impacting the lives of children but the people who make update system of care. and through our workforce comization has stabilized the workforce allows us to condition to expand early care and education opportunity for children and families. most of the people who receive the compensation augmentation have nothing but positive things to say of how this impacted their lives and their economic well being and economic mobility. and so -- we are -- not only presenting you just general data of what thoez people have to say but also impact of what that does on the early learning system. >> and i mentioned before am part of our work has been about look at children's school readiness and this we have been doing as a city since 2007 and

we with san francisco unified school district have done a study of children looking at their paths since 20007 and 9. when they enter k to see how well they were doing. we are a readiness gap. and that is mostly made up by children of color the pandemic did not help weer an up swing better gain in children's readiness small gains but we believe that by throughout investments that we are enabling we'll start narrowing that gapful the study really showed that if you start behind you stay behind.

so even with any boost that we try to provide after children entered kindergarten it is ditch for them to catch up. so, i leave you the data so you see that the investments in early care and education are twofold. not just in the impact we do in children's life course but the impact on the people who are part of the system. not with standing the families or the early care providers part of the system. our goal is about narrowing the readiness gap and this is why our planning process for the last few years and continues to be is about impacting children's opportunity and ensuring they have the highest and best possible experience in early childhood. our investments with baby prop c allows you to do this is being able to really focus infant well being the ways of impacting

children's readiness is start early as possible. and so that we need to ensure that what we funds is not the childcare itself but also the well being of children in the paces and so we are funding high quality sponsive infant and toddler care to encower families they have acsxesz it is foordzable but that children's learn suggest impacted. of course we can't do this without the workforce and that's why we investing heavy low in the recruitment of new people coming in the field. but their journal and he path ways. they can have economic mobility being part of the early care and education workforce. this work over the next several years will focus on the inclusion of children with special nieced. we have been doing early

identification. what happens when children have needs the supports and service are limited at this point and part of our work again to ensure that children school readiness is impacted we want to make sure that children with special needs have care cordination and special services and that family vs access to them. our work is connecting resources in the system. they are informs and engages and in power to support children they care for every day and through the years. >> as we look forward, the things that we have done what we are currently doing and also what we will do we will continue on v.ing again first of the

kinds investment in the early care and education workforce. through the care's program a teacher stipend and early learning for low and moderate income families this is one of the kinds. don't see it anywhere else other than san francisco. and deepning the investments in places we know, as we do a universal system. of care. we also have to have targeted services and ensuring that children who are in our early learning facilities have really beautiful insmiering places to attends. and that family childcare homes have access to resource. and as we go in a new funding cycle for our family support system which is called the family resource centers. we are looking at ensuring that children, families and care

givers have access to resources so parents and their children are also reaching their developmental mile stones. >> part of our sum row is the same as it has been the last few years. the majority of funding guess toward early learning. 75% our budget is dedicated toward early learning. the rest is around support and wrap around supports and child and family well being and 14% for administration that 14% also includes baby prop c15% tax that returned the general fund. really our actual administration of the service and grant funded program system to a minimum. thank you. >> thank you. we will hold the questions and

the -- office of labor enforcement established by unanimous vote of the board of supervisors in october of 2000. initially responsible for prevailing wage enforcement expanded to include enforcement of 36 labor policies. and many of them the first in the nation. >> at one point there is a number of emergency ordinance lapsed following the pandemic. there has been some enand flow and since inception the office of labor standards enforcement collected 150 million dollars on behalf of workers. and excess of 20 million last fiscal year. our mission statement relevant to budget conversations san francisco office of labor enforcement advances the welfare san francisco workers through

the enforcement of labor laws. public education and high quality public service. >> thank you. >> labor laws. high questions of law public service. supporting a strong atmosphere of labor compliance went city of san francisco. so, in service to the goal, and with special attention to low wageim grant and non-english speaking workers, maintains multilingual staff. cantonese, mandarin, spanish, fill pino and vietnamese. staff are always available in person during regular business hours for walk in's, hot line calls and e mail responses. off hour inquiries receive

response no less than a business day. san francisco labor laws are posted requirements in all work places. those postings are provide by office labor and enforced under financial penalty to all employers. comprehensive website available in multiple languages including rerecords webinars and averaging more than 30,000 hits a month on our website. >> and then lastly, significant to today's conversation professional service with community based organizations. the lead organize chinese progressive association and subcontractors asian law caucus. laws. central legal the lower street community service fill pino community center and south of market action network. and workers united.

regarding budget impacts and our role throughout budget process, not a stands alone departmentful we don't interact directly with the mayor's budget staff that would happen through general service administration and the city administrator. we received instruction wynns consistents with all other offices and departments. 10% next fiscal year and 10% again the following. with a 5% contingency. internalally identified one rep e eliminated and increased attrition savings. we seek out ref now from departments and expanded obligations to both sfo and puc commission. outside of those the other areas for cuts is the general service

condition tract. unfortunately, and so that has born and significant better than these cuts. the proposed cuts affect department service tell affect department service and gauge the extent of it. and seems this is still we sdroept directives or any specific decisions from the mayor's office for this. i of course this might be a purpose of today's convening. so. it is difficult to assess the out reach impacts associated with our contract and how the cuts will affect compliance. in terms of how many people might be affected. again very doyle assess or measure the impact. i will say -- ose experienced really strong out come.

i care for the am [inaudible] homeless parents that become ill from living on the streets. i got a pay raise for 25 dollars on that i live in san francisco. it is not enough. nonprofit workers need economic security. we pay rent, buy food. we pay for transportation in our communities. we need to keep working people in the community. as a steward, i educate my cowork and teach them about their rights. we fight together for a liveable wage. please, support us. we need full funding for workers the communities and the people who depends on us. next.

[speak spanish]. good afternoon i'm garcia i have been work nothing the restaurant industry for 4 years live in the tenderloin and i am here representing delaworkers united. >> kuth the budget for organizations that support workers immigrant wys have a negative affect for us and families.

if one does not know their rights such as sick days special breaks and minimum wage they don't know how to defend themselves. without the organizations we are unprotects. as a member i have learned that employers know the laws but do not follow them. they abuse the laws they think we don't know what they are. i will use my case as an example i worked at subway can did not

know and did in the know my labor rights. i dmotd know hi to take a 10 admissibility break or had sick time or needed to receive tips. my checks will be late i would have to wait a month to receive my pay. rent did not wait the food expenses did not wait my bill dids not wait. i had to leave this job and still waiting to receive my final check.

>> now as a member i learned this wars under the same employer are going through wage theft and don't know their rights. there are workers receiving 13 dollars an hour the minimum wage to 20 dollars an hour.

>> how you think we will support workers without the organization sns >> with the support of you all the organizations can do this and much more. >> we insist you don't cut budget for the organizations, thank you, have a good day. >> the last we are parent voices. good afternoon thank you for

this opportunity for me to share as a patient. i'm a parent, i will say again i say that because i'm an expert and i credential myself today in front of you as a parent leader with san francisco parent voices. a credential myself in front of you as a parent.

sets our children on the right path. our children are the future and the present and they should never be cut out of a budget. our city has an obligation to support our children. and the fact that it would will head up for 3 years impacted our childcare system. the fact that covid hit impacted

our childcare system. we have now access to the funds and need the funds so that we can meet the needs we are facing side. what are some needs. let's talk about needs. we have childcare sites that need repairs. we need healthy learning environments. infant and toddler care sites to meet the group of children on the subsidized wait list that are waiting for care. funds got delayed nought children are being delayed and waiting for care. support new department and it is d. early childcare and the success.

we need to support it by helping them expand the team roll out by staff to hiring processes to have more providers. and identified with special needs. i got a pause so i don't cry. as a parent of a child with special needs i can't tell you how important it is this we have trained staff and providers. we need options we need the infrastructure and need it now. we have an increase with children that are being delay exclude not getting the proper care they need.

funding toward creating inclusion practices and approaches. unacceptable. how can we expand that need the fund to expand that we can't forward because of the needs to cut the d. early childcare. we cannot afford to -- take away from funds of baby prop c. i like to peek to what is our policy and budget recommendations to support childcare children with special

needs. children deserve better and children with disabilities and families are forgotten. they lack meaningful support and fall through the cracks of the system. my daughter is still waiting for a wheel chair at the school she goes to help with field trips. she is about to leave the school they have not provided it. there is a lack of proper training and lack of assessments the time it gets access to services following an assessment or inability to navigate a complex system many families are

unable to have childcare with whole family support. san francisco needs to invest in resources and professional development for educators and resources for family to be connected to care that is right for their child. options. you know. upon parent has option and choices and equity. we move from equity tow liberation and the universal childcare system. we need this now and improve time lines for screenings.

i can't stress this enough i can talk to the points and the needs and give you my personal store of my struggle. i need to seat city show me they the prioritize our children in the city and our children create being the childcare system. how will we do that investing time and money and not cutting funding. we have children struggling with parents who are dealing with substance use and the children need childcare. universal childcare moves us toward investing in all children.

by honoring the proposals and the funding, to create a more equal childhood education system, supporting passage of baby prop c. it has been delayed for 3 years. the fundses to make a big difference. i just -- want to make sure this we don't cut our department of early childcare that we improve our environment for our children. by invest nothing to -- our providers. by investing in their education. and investing in actual infrastructure of the buildings. and i said this earlier i can't stress had enough.

especially with children with special needs. we need to support this department and create more equal system. should not be a struggle for parents to get childcare. i just recently took a parent down to the rnr children's council and just the process of trying to find a childcare center open and a slot was unbelievable. unbelievable and nought chieldz has a slot. butt chieldz got diagnosed with autism. where is our infrastructure and time and funding. i will say that gwenful where is our time sdpundzing?

community we built not enough to stick an individual with no support system. we know home is had you make it. and the roof over your head does not mean you have a home. homes need comfort, safety and security. i'm theme say i have a home thanks to community cash it is our solution. thank you. representing homefulness want to say that after unhoused for 10 years thrive nothing a heeling community which is a poor people solution to homelessness and very loving community and we need money to wrap around everaround services to support our unhoused and not just keep putting them in the temporary bandaid solutions. and thinking we are helping the problem we need to love our

i'm eye member of the chinese progressive association. required me to work but ask i w 2 hours a day 7 consecutive days a week without rest violating my rights as a worker.

after received education and support from the chinese progressive association i negotiate and now have a day off every week preserving my legal rights. and as a member through exchanges with other organizes in the coalition of community collaborative i understand that workers of different ethnicities and cult urs face similar and diverse worker issues and we all need worker right education. i hope you commit to preserving funding of the worker's right community. so we could continue to educate people and so we can understand and protect our rights. thank you.

and i met a worker who shared with me she has been working 10 hours per day and did not know that she was reserved over time payment and demand her right at the work place from there i know i w is the first step for wers to learn burden of proof rights. i work by the right's community collaborative is crucial for immigrant workers in san francisco. >> thank you. next speaker, please.

i'm and a member from chinese progressive association and i participated in work with cpa and during this time i met workers across different industry. many have been not receive the

protection under labor laws. i believe it is to provide protection for workers. in reality many immigrant workers are not aware of rights and often recognize like when the employer violating their rights. and i think the situation by myself before when i worked when i work in the restaurant. and i did not know that the part time workers entitleed paid sick leave if i known this and could have demand to to ask for the day off. i believe that worker out roach and education are crucial for workys like me and i urge all of you to support the labor right's funding and out reach and labor right's case. thank you.

i'm worker leader from chinese progressive association and last year around on april 26 i stand to urge the government not to cut budget for labor rights out reach and today i am again to advocate not to cut budget for labor rights. and they are supposed to be the basics for workers. for immigrants they like don't understand. their right when is they came here i met workers work more than 10 hours away. and paid hourly wage is less than 5 dollars if they resist.

i live and china town and w in a restaurant i'm here to tell you why it is important for us to

understands our rights. i came to the u.s. from chien in 2012 and strug toll find a job i don't understand english. i found a job and paid minimum wage and i did not know until later like when organize are reach out to me i was entitleed over time payment work for over 40 hours if a restaurant but never get any over time payment and when i got sick i did not know i can pick pay time off to take care of myself and my family. so, it is important for the non-english speak communities to understand our right in our own language. serve the funding of worker right community organizations which cpa is part of and protect

release of the voter approved baby prop c and more left every year we delay implementation of the vision for universal childcare. the department of early childhood needs to be allowed grow to mead needs without further day we need build our system of support for children with special needs. grow and improve our childcare sites and access to nutritious foods.

were not an option. we e eliminated and proposed additional,trician savings and in additional ref now from departments. the only other area for office to make cuts to the general service contract. our office does not issue guarantee there is are 2 other contracts one is modest and mandated under the advisory requirements. over access inspections and the only other contract our office passport system for a data system which is utilized by 10 and 12 other departments but we handled prosecute cure am of temperature the principle contract for services is with the collaborative. with the lead cpa and changed

funding cycle that ended and we are starting a new funding cycle we just preprocured or put out to bid our baseline when we bid 5 years ago, did not include 1.8 million dollars it was a low are base line. that 1.8 million dollars is folded in the new procure am cycle temperature is not a stand alone that 1.8 million dollars came from during the pandemic and was a combination of add backs so we other performancing department. the family resource center is a jointly funded initiative between our department. human service agency and the department of children, youth and families. 91 of our departments have reduced funding we are nkszing funding if we compare the baseline we had 5 years ago to one we have now as we

reprocured, it is now increased to that 1.8 million dollars. it now has this 1.8 million dollars but not a stand alone category. >> what is the total of your request for proposal dollar amount? i asked this question, too. it is 18. 2 million dollars annually. >> and so you are saying is 5 years ago you were at 17 million? 5 years ago at 15. 5. now the new round you are 18.2. this is inclusive of 1.8 what is that cost of doing accident? combination of many things. especially grew over the during over 2021-2023.

it is not just about you know the subdiedz childcare butt role of that childcare play in our educational system. you presented through our strategy planful saw so many issues in terms of economic. and inequality. because you know we than when people don't have childcare and can't gentleman to work, they can't earn a living that task falls to women in california the face of poverty is latina woman. you finish we don't solve childcare in our city we are not solving for inequality. and it is also to gender equality. for folks who may have money they earn the wages but don't have enough slot in the city to fit the needs of everyone.

i request to the budget analyst to help us quantify the need. we tell take a bit to get what back we never done that. i had a really good meeting with the chamber in san francisco. we have been talking about how lack of folks coming in the office is hursting our staechl supervisor supervisor peskin district suffered from the shift in workers. not coming women are the number one population not come become to work in person. and childcare is the main impedaments for not coming become it solves a bunch issues, trying to recruit police officers.

trying to recruit nurse childcare is a top that were they site for not coming to work or being recruited san francisco. i am eager ton what our plan is going forward? you know it pains me tong we have the money that has been sitting because of the lawsuit. that has accrued last year the interpret on that and that is a good compromise. but going forward, i got numbers from lists and it costs us 78 thousand dollars to build one slot of childcare from -- doing everything. we need 4100 slots that is 328 million of you know we need to build the capacity to build them and build them. we need to leverage funding from private employ and use the money. can you tell us a bilt what the

plans are, because, you know we 99 this year's budget we put in 30 some million for capitol. we are not talking about how much it costs per teacher. in terms of prosecute subdiegz their become high quality teach eshs that is another class as well. i would like to blfr we approve budget and move any money to be able to project what the costs are. for real. in terms of the promise we made to the voters of san francisco for universal shaek. it is a promise to the kids in families and a promise to employers and families.

this is universal. keep have over 92 percent of children attending preschool in

san francisco which is unprecedented where you go in the country we leadical cal with participation. that took 2 decades. also building the infant care will not take two decades but close to that. because it is a combination of workforce. it is also not just facilities the funding we put in facilities based on the capacity we have of providers able to say i want to establish this as a business. and invest to be able to expand or create new space. and that takes a lot. you will know -- there is restrictions where you can build childcare facilities. all of those things create equal time. to your point or question, yest

is over 78 thousand dollars to build one childcare space. new construction that is today's current market. but we ever also improving space this is we fund. there are a lot of spitz this is are not i would say too quality standards and children are in there we want to make surety children upon who are there issue realm in wonderful environments. where they have learn suggest fostered and this means we have to raft in teachers. to be able to build a universal system means we need a thousand edareas overnight next decade we will have an aging workforce with that we are going to have natural attrition. and so we are not only remrigs the people hor leaving but we have to accelerate at a high pace to expand care.

e approximately for infants and toddler its is a much hierarch did you tell to child ratio. in preschool one to 8 infants anded lers one to throw. best practice is one to two. now we do have investment in not only recruitment and of diverse educator pipe line. invest nothing educational path ways. investing in teacher aprenticeship and differents types of recruitments and substitute pols. where do we every strategy but also monies we have to build the capacity in the communities to be able to absorb resource. it is an under resourced system for many years. >> sure >> thank you. i knowledge that your upon department has done god's work

do capitol improvements to their you know businesses so they can, comidate them. when i'm saying is that i have seen a two year budget and we will see come to the committee. what i would like to do for me to be able to sleep at night is to be able to see projections the next 10 years. everything you just said a thousand new workers. how much will that cost snf what are we recruit am plans, like how much of the whatever or 400 million or whatever we have the? fund.
