unanimously. i'm calling item 4, the sunnydale hope sf california bear over head peace sculpture relocation. this is discussion and possible action to approve the proposed new location for california bear over head of peace. a black granite sculpture at the former sunnydale housing project, now sunnydale hope sf. sculpture will be relocated to the entry way to a prominent location on the corner of jackson way and sunnydale avenue as part of it had larger housing reconstruction projec. i'm introducing senior registrar allison cummings. >> good afternoon commissioners. i will introduce this item and we are representatives from mercy housing to talk to you more about it.

so, as mentioned, this is benny bufano scupture and locatesed since 1945. the piece is not a part of the civic art collection, however we have a lot of benny sculptures in valencia gardens and western addition. there is question to the jurisdiction around this particular piece. there are kind of the same era and so still doing research so thought in light of the movement it is best to bring to you for approval. this is also a city housing authority property. we have another project that is a function of this redevelopment, which is part of hertz rec center, artwork going in there. they are all within the same area and wanted you to take a look at it and give your opinion on the relocation. at this point, i'm going to

introduce lean ne and she'll talk about the relocation and give more information. >> thanks allison. do we have the presentation up? >> yes. can you see it? >> now i can. thank you. good afternoon commissioners. my name is [indiscernible] from mercy housing and presenting on the sunnydale community center. next, please. firstly, the sunnydale community center is part of a 50 acre public housing transformation that mercy and [indiscernible] are leading. described on the screen now is our current phase. the community center is 30 thousand square feet, it has a boys and girls club, children service, recording studio and multiple amenities for the community to utilize. we are tracking completion later this

year. i want to point the hertz rec center and close proximity to the community center, which is the l shaped building. next, please. showing right now is the rendering of the community center. we are looking at it from the sunnydale avenue street on the left and jackson way on the right. you see the corner plaza where the bufano structure will be relocated. up north we see the hertz rec center and kaufman pool for orientation. here is another view off jackson way. again, showing where the boys and girls club will be situated and the

plaza. next, please. currently we are 79 percent into construction. here are some construction pictures of what the site looks like now. we are tracking [indiscernible] august this year and final completion in october. but some images you see on the screen is our main entrance off sunnydale avenue, the middle picture is the lobby, and our courtyard and where we are at right now. next, please. we took current conditions and pictures of the sculpture in front of the admin bidings. the construction team is working to make adequate protection of relocation starting when we remove the

sculpture to making sure it fits properly in the new location at the community center. next, please. and to where it will live is a community center. i highlighted and put a arrow on the concrete rectangle. this is in the courtyard i describe being in the earlier slide where it will be in the corner of sunnydale avenue and jackson way. [indiscernible] next slide. and for visual, we are looking from the courtyard in relation to the community center and the middle picture you where the structure will be and the community center right next to it. on the right is an image of the

sunnydale way finding signage we have all over sunnydale and we are trying to match the base finish and texture off that sign to the new concrete that the structure will be mounted to. next slide. i want to point out that there is a plaque associated to the new location of the bufano structure. in the left image, the signage plaque will be sitting in a slanted area, the upper right corner,ing as you see there. and, in the middle picture is just a sectional image of where we are planning to have our concrete

for educational purposes can i ask a couple questions to understand the process? >> sure. >> you mentioned it isn't part of our collection. i missed that. >> it isn't pert part of the civic art commission and we are doing research and it is possible it is city owned. we encounter these things when we dig in. there are questions why the ones at valencia gardens and in western addition but not this one? in the midst ofthe construction timeline and midst of all this we thought best to come to commission. >> two other questions. cost wise, who is responsible for the cost of removing it and placing in the new location? >> lan, i think maybe you can speak to this, but is it mercy housing or san francisco housing authority funding the--? >> right now the project is [indiscernible]

clarifying that allison. i actually wanted-those are great questions commissioner hakimi. i want to point out briefly there are multiple sculptures like this all around the city that are mystery donated. maybe that's the best way of talking about it. i actually just got an e-mail a couple days ago from a member of the public complaining we were not upkeeping this doorway that was over by lake merced and why were not upkeeping the door way on the golf course and i looked it up and it turns out it was donated by a lady society in 1935 and had nothing to do with the arts commission, which is what i wrote to her and it said, you have to find anyone from that organization is left to take care of it, but we actually can't-we don't have the resources or the legal responsibility if it is something

website and statement. the series aims to raise awareness of and contributions to the education of the participating groups and provide a collective voice. so, the posters series representing leading member from each of these tribal groups and they are the association of the ramaytush oholone, the confederated villages. the oholone tribe of the san francisco bay area. indian canyon nation. the mutson tribal. the rumsome oholone tribal

you may recall that the mission bay school public art project plan was presented by my colleague, jackie vontrescoat the january 17 visual art committee and approved february 5. today i'm presenting the four finalists recommended by the artists review panel. a quick project recap. the san francisco unified school district is developing a new mission bay school located on 2 and a half acres at 6th street and nelson rising lane in san francisco's mission bay neighborhood. the school will include a pre-k through 5th grade elementary school, a linked learning hub for students enrolled in sfusd high school where they are offered unique opportunities to connect their learning with career experiences and workforce readiness, and the school will also host professional learning resources for teachers and

staff. the new mission bay school is scheduled to open in august, 2025 for the 25-26 academic year. so, the public art opportunity is a tile or mosaic artwork located on the exterior of the school east entrance rendered here in yellow. here is another look at that entrance location off 6th street and another look at the artwork location, which is kind of above the entry doors and also the l shaped area to the right of the doors with the window. the total artwork area is approximately 330 square feet and the public art project goal is for the artwork to be bold and colorful, visually enhance the learning environment, and

inspire and engage students. so, the artists review panel met april 30. they reviewed a short list of 15 incredible applicants and have identified four finalists to recommend for commission approval to develop conceptual proposals. the result sato received 129 points, [indiscernible] rojas, 117 and nico berry, 115 points. h a rks rumo sato is japanese visual artist in mountain view. interest in sustainable food and energy, cultural and eke logical diversity and women and children rights lead her to be part of numerous solo and group exhibitions throughout the u.s. she produced murals,

instillation and bronze sculptures for public and private entities across the country. her public works blend local history and personal narratives aiming to provide accessibility to the public. on the left is a mural in front of the caltrans station in san mateo entitled gathering with crusanth mm and the right is a mural in the tenderloin, entitled, we used to be held. priscila de carvalho is a non binary brazilian american artist based in new york who's work explores notions of belonging, displacement migration and cultural heritage. they craft narratives that bridge past and present using mediums like murals, metals, ceramic tiles and laminated glass to explore immigrant

neighboratives and championian cultural diversity. public engagement through workshop, interview, collaboration and interactive experiences cultivating a sense of ownership from community members. this is a mural called, cycles of life commissioned by the new york city health and hospital arts and medicine program in 2019. josue rojas is san francisco raised artist with two decades in fine art, muralism community arts and arts leadership in the bay area and beyond. his work and vision is commitment to california cherished values of community arts, civic engagement, social justice and community empowerment. rojas lead teams schools seniors college students, professional and elementary kids in the public arts process to center conversation

direct engagement with the community, learning shared values and turning the values concerns and stories into esthetic expression. nico berry is san francisco based artist working in large scale mural and received the california arts council youth speak individual artist fellow and commissioned by numerous public arts agencies around the country. berry's work presents themes of community, social justice and intersection between urban natural and human environment and seeks to make public art that serve and reflect community members while inspiring conversation and beautifying shared spaces. working with young people and engaging with youth culture and art movements is a major component of his work. here they are all together. here is it the project timeline.

today i seek approval of these 4 final ist as recommended by the artist review panel to develop conceptual proposals and, i think that's it. thank you. >> thank you so much. wonderful job and these are four incredible artist. it will be super exciting to see the project evolve. this is our first collaboration with the san francisco unified school district, so that in itself is super amazing that we were finally able to figure out a way to collaborate. the other is, it has modest budget under a hundred thousand dollars so we are able to accomplish this--so, we are actually able to accomplish this pretty reasonably.

this is introduced by project manager. >> i am happy to present cc carpio proposal, barrio fiesta as recommended by the gene friend artist review panel for the integrated wall artwork public art opportunity. this is one of two artwork opportunities at the rec center located in soma's filipino cultural heritage district. the public art project plan was approved by the commission august 7 of 2023. nearly 25 years in operation, the center will be rebuilt to create a safe welcoming and are modern resource for the constitch tuents. the building design arnger a double court gym at 6th and folsom streets. here is a view from the corner looking into the gym. the design is in partnership between san francisco rec and parks,

mark associate and [indiscernible] architects. here is a view of the gym from 6th and folsom. the opportunity is located along the north facing wall of the center gym nasium. which will be used for basketball, special events and regular community programs. it is also useful to note that the hoops directly under the art wall are practice hoops. the game hoops are perpendicular to the art wall seen this rendering on the left and out of view on the right. we vetted with rec and park ada coordinator for access and at this point we dont have concerns about the artwork interfering with activities and the aim is to enhance the experience of various programs within this space. so, the goal of the public art

project is to illuminate the rich history and full diversity of san francisco's soma neighborhood, including recognition of soma pilipinas, filipino cultural district and lift the center as destination and proud neighborhood asset. there were several meetings with core community stakeholders during the project development and artist selection phase. the public comment period coincideed with well attended construction ground breaking event at this center february 5 seen here in the old gym with one of the artist review panelist at the podium representing the non profit united play as. she grew up playing basketball at there rec center so proud to have her as partf the review panel. the result of the artist review panel which was held march 13

indicated cc carpio proposal received the highest score of 239 points so delighted to present to you today as recommended by the panel. barrio fiesta refers to a neighborhood celebration that brings communities together where everyone is welcome as guests and active participants. the proposed artwork design weaves historical present day and future figures to capture the vision and spirit of soma. cc carpio says, san francisco soma district was one of my first stomping grounds after migrating to the united states at 12 years old. my experience of soma through the decades is remarkably similar to a barrio fiesta. allowing me to explore all aspects of convergence. by this cc means convergence of cultural practices, traditional, contemporary, multiregional and

cross cultural. so, the artwork weaves portrait of well knhone community leaders with every day heroes . a few examples in the detail, you have a filipino dj on right. in the sender is a well loved mentor athletic coach and former facility director of the center. on the middle right in this frame you have basketball players, and this small figure on the bottom. a person wearing a united playas hood with the motto with a it takes a hood to save the hood. there is a child and the left is poet and community activist. a dancer from the festival, which is kin to carn val and the left is [indiscernible] let my try that

[indiscernible] who is the first female of the ancestral lands in the philippines which is one of the last remaining virgin forests in the region. in this frame, you have a veteran on the right from the equity center. a karaoke tribute to the trisical and on it the left mono, a honoring gesture used in filipino culture the way of showing respect to your elders. just a few examples of the type of imagery that will be in this artwork. the artwork will be fab riicated locally located in concord. here is a illume nm sample produced by the artist for another project so disregard the specific imagery

here. these metal prints are light weight, durable made with recycled material and 100 percent recyclable. they have indoor display rating up to 65 year and extremely scratch resistance. the artist produce a total of 14 pants 5 feet wide by 10 feet high and two smaller panels all together approximately 740 square feet. and the art est will work with a engineer to design a robust mounting system. the artist create the image with acrylic on canvas with the support of appellanting assistant. here are a few examples of her signature painterly style. and the artist will also conduct interviews with soma community members to specify certain portrait characters to highlight in the final

design. the interviews will be documented and edited by a consulting film maker or vid eaugrufer. the contract budget is 206.550 dollar, inclusive of artist fees and associated expenses. and we have also set aside a $50 thousand budget for site work and instillation, which is managed separately by the arts commission and the site recently started demolition of the old building on april 18, so they are very much in process now is and the anticipated completion is early 2026. thank you. >> thank you so much ari. this is such a exciting project for a number of reasons.

first of all, it is on folsom and 6th street which anchors to 6th street corridor which has taken decades to liven and i think this will help that long-term enlivening that corridor move forward in a fantastic way. the other is that-could you go back to that image of it that-yeah. the other is that, i just am so in love with this pallet. i don't think i have seen hot pink used like this, and the yellow and also that it is cc carpio. i also wanted to make one comment that on the far right, i'm pretty sure she's referencing dj awami a international hero. one of the most famous female dj in the world and filipino american and from the bay area, and i just heard at the

giant games saturday and she is pretty fun. as well as, the fact it is intergenerational in terms of the portraits of whether the community go from a child quhoo in the middle to someone like who is more genx and z to the elderly. there are so many things about this piece that are brilliant. any other comments? >> this is commissioner schnair, i agree with everything that commissioner beltran said. i do have a question though. i'm little concerned about the darkness of the images. if you look at it in the overall space, because the rest of the space recollects the pallet is so light, and i'm just concerned about it being such a huge contrast and so i wanted to bring that to your attention. >> thank you. i appreciate that. we will be testing colors thin space as

it space materializes doing full scale mock ups to make sure that the legibility is appropriate. in terms of color and boldness, this is a conversation that has come up in multiple projects in soma and i think bold colors is something that reflects the culture of soma pilipinas so something we want to remain true to in this artwork and it does contrast with the simplicity of the architectural design. in the conversations with the design team, they are fully in support of this proposal, but we will continue to work closely with them to make sure that we are all aligned thinking the artwork design with the space. >> my issue is not the boldness, my issue is just because of the activity going on there, and the possible distraction and if i may say,

located in the two wall niches on either side of allison sar sculpture instillation, flourish. the project plan for the 2d program approved by the full commission august 7. here is a view of the two niches. flourish was completed in 2021 and a series of three stainless steel sculptures. the central figure is young girl sitting on two old steamer trunks with flowering branches blooming from her braids. this sculpture is flanked by two additional cases, each slightly ajar with a roots growing out from the cases and cherry saplings emerging from the branches. allison sar says the series of sculptures reflect the global referee

portsmouth scare. to approve the project plan to approve the portsmouth square improvement public art project. >> you all look great up there. different dynamic but very cool. today i will present the updated portsmouth square improvement public art project plan. please note that a prior project plan was presented to you all some time ago in february 2022, so has been some time. just reminder, the previous project plan did indicate the art opportunity to be a art glass facade on the club house but that changed over time and so that previous art enrichment opportunity had a budget of 104

thousand however the opportunity changed due to community feedback and the artwork enrichment budget and the increase is significant and it increased to $921 thousand and so i'll get a little deeper in the budget and how it increased, but i wanted to start with background and overview to remind folks. this is just to provide a image of the current existing condition of portsmouth square and the next few slides will provide the new design and renderings of the new design for the park. just a little background, centrally lokateed located in chinatown, one of the most significant cultural historb spaces. the park located above the

portsmouth square parking garage will receive a renovation from funding from the 2020 health recovery bond. the new park design is result of robust community engagement and design process and reflects the significance of the neighborhood while addressing problematic challenges unique to chinatown. so, this slide provides a site plan of the new design of portsmouth square between clay and washington. this includes the new club house you see on the bottom right. top lot playground as well as an updated design for the lower and upper plaza. in the next few slides also provide renderings of the new club house and park. here you have a view of the club house on the corner of kearney and washington. here is a view of the club house

historical marking in the plaza and so because of this there was the development of the art interpretive master plan born out of the community engagement process and inform the goals and themes of the public art opportunities at portsmouth square. so, this is just a slide providing images of the art interpretive process and images of the community meetings held to receive feedback from the community how they like to address these different historical landmarks. monuments and art elements in the park. this process began in spring 2023 and lead by san francisco rec and park department and design consultant with input from sf planning and art commission and project architects and

community stakeholders and just want to mention that the arts commission has presented in at least 3 of the community meetings to provide updates for the new and existing public art components at the park. this slide provides a art interpretative site plan draft being developed by clear story. this wasprinted presented to the community. the themes in the yellow boxes were determined by there working group as topic to focus on and interpretation plan. highlighted in purple are locations for new public art opportunities. in purple on the corner walter and washington street as well the wall line by the clubhouse. so, a little bit more

information about these two public art opportunities. first is the sculptural opportunity at walter u lum and washington street. the artwork will be human scale sculpture and comprise sustainable material intended for exterior use which may be stone or metal. and then the second art wall opportunity is on the large intear yer wall of the clubhouse and adjacent exterior wall by the entrance. the artwork measure approximately 606 square feet and comprise of durable material such as mosaic or ceramic tile. and, just to get a little deeper into providing some context for these art opportunity locations. this is a rendering of walter u lum and washington entry court and you

see there is a bit of landscaping here, but we are working with rec and park who is aware of the artwork potential sculptural element going within this area. also, this is just a rendering of the elevator towards that bring to the parking lot below. highlighted in orange is a potential location where the sculpture could be located however not the only option but just showing context where it could go. and then in terms of some examples in precedent for what we are looking at of a similar project in terms of scale and budget, would be the monument being fabericated now for the san francisco main public library. this stands at 9 foot 5.

6.6 feet. and then in this slide it give youz a bit of context for the second public art opportunity highlighted in red you see the art wall called out for the second art opportunity. again, it is a total of 606 square feet and it does include the large interior wall of the clubhouse, and adjacent exterior wall by the entrance of the plaza. and some projects we are using as example and precedent include central subway tower on the right as well as at the golden gate park tennis center on the bottom right as wem as the left image of mosaic work at sfo as useful examples as well. in the next slide i will be describing the public art project goals

for each opportunity, so for the sculpture opportunity we have the goals for act as a welcoming beacon to the portsmouth square plaza highly visible from the street and draws people into park space. that it celebrates the people history and values of san francisco's chinatown communities. and for the art wall opportunity, the project goals are to reflect the community culture and community service and san francisco chinatown that it creates impactful indoor and outdoor narrative experience. number 3, it bridges and enhance the connection between portsmouth square and the new community clubhouse, and four, involves the components of community engagement programming lead by the selected artists. next i will provide a bit more context to the increase art enrichment amount.

so, originally the renovation generatesed a budget of $104 thousand so the arts commission under resolution 1102-20-189 approved the use of these funds for the conservation of the existing artworks in the civic art collection in this square. this includes the zodiac animals in the taught lot, goddess of democracy and robert lewis stevenson work. in response to the feedback from commissionerss and community stakeholders and with approval of the city administrator office identified additional $104 thousand of art enrichment funding for the commissioning of a new artwork at portsmouth square. in addition, 500k was generously funded by california state assembly member phil tang's office to be used

for culturally significant public art components and maintenance for this project. moreover, san francisco rec and park [indiscernible] in alignment with the themes called out in the art interpretative master plan. that leads us to how we reached the new budget number of 921k. so, just as a remindser for the commissioners, that total budget, percent goes to conversation and maintenance of artwork allocation and project management allocation and art related cost which leads to total artwork budget of $544 thousand. so, that cost, the sculpture will have 340k inclusive of all artist fees as well as associated expenses for

artwork design, fabrication, insurance transportation and artist consultation during instillation. and then there will be an additional instillation budget to be managed by the arts commission of 23k. for the art wall we have 151 thousand inclusive of artist fees and associated expenses for artwork design and associated community engagement programming, faberation, insurance, transportation and artist consultation and instillation. we have a art wall instillation budget of 30k. in regards to community involvement, it has been ongoing throughout the project development project with sfac presenting public art updates to community meetings including the committee for better parks and recreation in chinatown, which has had mumentple chinatown organization representatives in attendance.

also, our commission attended and presented at the art interpretative program community meetings in china toung with working groups of community stakeholders and scholar experts as well as the greater community. also want to mention that additional funding from supervisor peskin office was granted to chinese cultural center of san francisco to continue the outreach efforts throughout the artist selection process and so we have been working in partnership with the chinese cultural center in regards to this project as well as planning for the chinatown artist registry rfq that will be releasing in the summer and this call for artist rfq will encompass the chinatown public art project which include china town branch library, the public health center and

portsmouth square. we will also to continue to have community representatives serving on the artist review panel and orientation for this project. and a little about the artist selection timeline. artist selection process follow the typical guidelines which include a qualification panel to create a chinatown art est registry. specific lefor this projeththere are two short list of artists created for each opportunity and then also artist review panels for each opportunity which consist of one representative of the client agency for arts professionals and one community member. each of the panels will identify three finalists for each artwork opportunity and they will be invited to

develop conceptual site specific proposals after attendeding orientation session with project team and key steak holdser paid 3k plus travel reimbursement for development of a proposal. the artist review panel will reconvene to consider the finalist proposals and interview for mat and select one artist for each opportunity for recommendation to the arts commission and this slide just provides a timeline for the artist selection process with the approval of the project plan. the release date of the rfq for june 10. rfq deadline, august 2024. the qualification panel happening in august and first artist revau panel and art orerientation in september. the second artist review panel will occur in january, 2025.
