deprioritize this unless there is a change in the venue, otherwise it feels like they are in compliance and this is perhaps not the best use of our inspector's time >> i agree and i want to add it looks like they are responding quickly. so sometimes we don't get there until later this . is within an hour and hour and a half of when complaints are going out and fewer minutes in some case. we are getting there. which is great credit to all of you in time and we're going to deprioritize. was that a motion? >> yes that is a motion. >> president bleiman. it is a motion to instruct our staff to deprioritize spondzing

special man. thank you. good evening, commissioners number of updates since our last discussion last month. starting as on the state front state bills have to get out of houz house by the end of this week and the throw bills we're close low following are on track to do this or have already done that seniority wiener legislation is on the consent to get out of the senate this week. cannabis cafe's bill cleared the assembly and the bill to expand the neighborhood liquor license program. in addition, i'm starting to
1:17 pm
monitor a number of piece of legislation related drink spike thank you to commissioner thomas and davis. a few weeks ago about the legislation doomentd last year to require bars in california to have drink fest being kits and post signage with language attached to it. there are a few other bills in the drink spike space that we are trying to monitor if they move forward i think most relate to last year's legislation is ab2375. which require bars to maintain for availability for patrons to drink lids which is probably less concerning than the efficacy questions around drink testing. also replicates the problem signage language of the drink testing in the new drink lids requirement. that is something we are
1:18 pm
monitoring and i think we will continue to visit with stake holders and talk the way to engage with the state or for industry to engage with the state to address the issues. on the local front alost updates. first off. the first entertainment zone in california was proposed. sb76 adopted last year enables san francisco and only san francisco to designate entertainment zones where restaurants, bars and wineries can sell to go open containers in an out door space. creating an impmrementation framework and one zone between sacramento and california this would empower to coordinate through a management plan for each zone. that's a practice that exists in
1:19 pm
other states done this same approach that management plan alined with the street closure permitting and other requireod an operational base for any entertainment zone this . should be hrdz the the board in june. we are already starting to have inquiries or conservations about other zones and trying to provide information to folks in the community interested in what it might take and what -- aline and want cordination fwn businesses and communities stake hold torse make this successful as we move forward. a couple of piece of legislation have been introduced for out door events the first is out door fee waiver legislation that would wave fees associated with community events involving street closures. upon event the time event and
1:20 pm
the applicant must meet requirements in order to qualify there are limitations on blocks. limitations on the applicants that can apply. and if this legislation is adopted after the adoption it would need to seek a waiver before commit submitting for a permit there is a fair amount of steps to take before folks can start think burglar waivers for future events. >> second piece of out door legislation is around food vendor licensing. historically food vendors had to pay a fee and get inspection on a one off base for every event they provide foodservice at which if your primary business is you are a small food maker that is your business you pay a new fee every time the exact same activity and as a
1:21 pm
commissary. this legislation would create an annual permit. really will dramatically folks doing food vending frequency this will lower the cost they are paying and department of public health that does the food vender inspection is excite body this. stream lining and right sizing of the approach will so excite body that piece of legislation as well. >> a couple additional items i wanted to highlight. the city released final recommendations for business tax reform employmented highlight a couple night life impacts of those recommendations they issued. first off, small businesses under the revised the reform proposal would be exempt if they make up to 5 million dollars in gross receipts. it is great for small night life
1:22 pm
businesses the taxes on restaurants and embarrass reduced and arts and entertainment see lower tax under the recommendations. those recommendations envision local legislation that would complement the set to eliminate 10 million dollars in city license fees for our businesses. there was trailing permit reform legislation that was takes affect in 5 days. one point is good for businesses on polk street. not permitted on the second floor or above. on polk street commercial

district they will -- it is permitted on the first story conditionally on the second story positive benefit. additionally the launch of the downtown entertainment and night life revitalization grant. downtown energy grant program of you know i will say it the last several years a lot of really positive energy around creating new events. new activity downtown this is focussed on supporting arts and culture and activities during evenings and weekends through a lens of what the existing business operators what they will like to do to expand and work with each other. to expand live performance dun town. hoping that accidents existing

night life downtown will look at this grant opportunity. will work with their fellow partners on corridors if multiple do a collaborative campaign and out door series to drive foot traffic to their businesses. this is a new grant opportunity that is available for them. this launched a few weeks ago the priority will be for applications i submitted by june 15th. and check out the program and have conversations in their community what programming make sense to seek funding for. >> and then final low we kicked off the sf live concert series. this is the series that is curated by live entertainment venues free events at parks and

everyone in our venues to be safe. and we don't want any of our per mitt holders to be having to waste on counter productive approaches. thank you and we'll engage on that. >> thank you. i have a question about where those entertainment districts will be? i saw an article in the news about the financial district are there other areas identified >> nothing else was proposed. yet kichlt say that when people come and ask -- what does it take? the first question that i would have to say is what is the team behind this? and also then where are your
1:27 pm
neighbor and it is police department. i think there is a lot of prework that people have to do to think about. i don't think entertainment zone will be right on every block. i think there are place where there is sufficient community. cordination and capacity and buy in from law enforcement and others to make it effective and to try it out as we move this forward. there is really, i say there is nothing they'lls is fully baked at this point and i think here is a lot of home work that folks have to do to get to the point where another zone account be. proposed. >> thank you. >> i want to flag the tax reform issue. and just point out that it has serious and very great implications for night life and for small business in the city
