complaint on may fourth at 10:28 p.m. skaszive noise it was visitod may 10 at 11:08 p.m. when he arrived a dj was inside with the front door closed. speak with the owner and notified him that the layoff entertainment was to end by 11 p.m. as per conscience the owner understood and instructed the dj to end the set and put on a mix of music which they did. the deputy direct issued a citation for operating entertainment after 11 p.m. a complaint on my 17th at 11. . 07 p.m. inspector visited again at 11. . 18 upon arrival he benched a dj performing. although the sounds showed compliance the brickston was hosting after 11 p.m. outside of permitted llp conditions.
12:09 pm
when he spoke with management the issue was quickly rectified as they instructed the dj to switch music. there was another 500 citation for operating after 11 p.m. as you know they have been on the radar for compliance issues and this marks the fourth, 500 citation for operating entertainment after 11 p.m. since march. as mentioned in the report tonight issued them a 15 day administrative suspension. which will start saturday may 25 at 5 p.m. they will resume entertainment on sunday june 9 at 5 p.m. this is the second, 15 day suspension this fiscal year the first july 2023. they have been begin a notice to appear on tuesday june 4 to
12:10 pm
discuss enforcement history and recongress of their permit. this notice to appear was at the request of the commission at our hearing april second and agendaized for our last hearing may 7 the commission voted continue the item to a future hearing date because of the ownership restructure and because the new seoul owner was unable to make the meeting. we have also asked the owner to submit a new llp permit application to update our records. my second update is trinity bar and restaurant at 1851 union street an llp with our office. in response it a 311 complaint on may 17th stating loud music on the pat row the inspector visited the business that nay at 11. . 44 p.m. the time of the visit the upstairs space closed for the night and down stared a dj.
12:11 pm
on site manager did not know what time they had to end. being 11 p.m. inspector educated the manager who then instructed the dj to end the set and switched to prerecorded music there is a notice of violation for operating game after upon 11 p.m. and not having anyone on site familiar with the permit conscience. next is beer garden 424 octavia street. since october we involve received 64, 311 complaints visits educated the management on the requirement for entertainment permits. and they came to compliance and issued a permit in december of 23. since obtaining a permit we have received 42, 311 complaints.
12:12 pm
of the 42 we visited 18 times of the 18 individuals beer garden found closeod 4 occasions and compliant on 14 occasions. being open air beer garden operating hours are subject to change due to weather. staff are asking for guidance in deprioritizing complaints based on the ability to comply with the permit conditions. thank you. quiet before we discuss deprioritization. i want to talk about beer garden. >> me, too. >> from the same person. >> you can ask. >> we can't talk about beer garden we have to do this publicly. is this from the same important complaints.
12:13 pm
>> majority of the complaints are from the same person, yes. >> it is a neighbor. commissioner thomas you had thoughts i think we are ready. >> i think we have yes. i mean the nature the complaint system consistent over time. with the exception they started to veer into some derogatory language in the complaints. which is fine people are allowed do this but -- i feel like given the extent to which they have been in compliance or closed on the many, many visits that we should instruct staff to deprioritize this unless there is a change in the venue,
12:14 pm
otherwise it feels like they are in compliance and this is perhaps not the best use of our inspector's time >> i agree and i want to add it looks like they are responding quickly. so sometimes we don't get there until later this . is within an hour and hour and a half of when complaints are going out and fewer minutes in some case. we are getting there. which is great credit to all of you in time and we're going to deprioritize. was that a motion? >> yes that is a motion. >> president bleiman. it is a motion to instruct our staff to deprioritize spondzing to complaints regarding beer garden given extent they have

12:16 pm
thank you. good evening, commissioners number of updates since our last discussion last month. starting as on the state front state bills have to get out of houz house by the end of this week and the throw bills we're close low following are on track to do this or have already done that seniority wiener legislation is on the consent to get out of the senate this week. cannabis cafe's bill cleared the assembly and the bill to expand the neighborhood liquor license program. in addition, i'm starting to monitor a number of piece of legislation related drink spike
12:17 pm
thank you to commissioner thomas and davis. a few weeks ago about the legislation doomentd last year to require bars in california to have drink fest being kits and post signage with language attached to it. there are a few other bills in the drink spike space that we are trying to monitor if they move forward i think most relate to last year's legislation is ab2375. which require bars to maintain for availability for patrons to drink lids which is probably less concerning than the efficacy questions around drink testing. also replicates the problem signage language of the drink testing in the new drink lids requirement. that is something we are monitoring and i think we will continue to visit with stake holders and talk the way to
12:18 pm
engage with the state or for industry to engage with the state to address the issues. on the local front alost updates. first off. the first entertainment zone in california was proposed. sb76 adopted last year enables san francisco and only san francisco to designate entertainment zones where restaurants, bars and wineries can sell to go open containers in an out door space. creating an impmrementation framework and one zone between sacramento and california this would empower to coordinate through a management plan for each zone. that's a practice that exists in other states done this same approach that management plan alined with the street closure
12:19 pm
permitting and other requireod an operational base for any entertainment zone this . should be hrdz the the board in june. we are already starting to have inquiries or conservations about other zones and trying to provide information to folks in the community interested in what it might take and what -- aline and want cordination fwn businesses and communities stake hold torse make this successful as we move forward. a couple of piece of legislation have been introduced for out door events the first is out door fee waiver legislation that would wave fees associated with community events involving street closures. upon event the time event and the applicant must meet requirements in order to qualify there are limitations on blocks.
12:20 pm
limitations on the applicants that can apply. and if this legislation is adopted after the adoption it would need to seek a waiver before commit submitting for a permit there is a fair amount of steps to take before folks can start think burglar waivers for future events. >> second piece of out door legislation is around food vendor licensing. historically food vendors had to pay a fee and get inspection on a one off base for every event they provide foodservice at which if your primary business is you are a small food maker that is your business you pay a new fee every time the exact same activity and as a commissary. this legislation would create an annual permit. really will dramatically folks
12:21 pm
doing food vending frequency this will lower the cost they are paying and department of public health that does the food vender inspection is excite body this. stream lining and right sizing of the approach will so excite body that piece of legislation as well. >> a couple additional items i wanted to highlight. the city released final recommendations for business tax reform employmented highlight a couple night life impacts of those recommendations they issued. first off, small businesses under the revised the reform proposal would be exempt if they make up to 5 million dollars in gross receipts. it is great for small night life businesses the taxes on restaurants and embarrass reduced and arts and entertainment see lower tax
12:22 pm
under the recommendations. those recommendations envision local legislation that would complement the set to eliminate 10 million dollars in city license fees for our businesses. there was trailing permit reform legislation that was takes affect in 5 days. one point is good for businesses on polk street. not permitted on the second floor or above. on polk street commercial district they will -- it is permitted on the first story
12:23 pm
conditionally on the second story positive benefit. additionally the launch of the downtown entertainment and night life revitalization grant. downtown energy grant program of you know i will say it the last several years a lot of really positive energy around creating new events. new activity downtown this is focussed on supporting arts and culture and activities during evenings and weekends through a lens of what the existing business operators what they will like to do to expand and work with each other. to expand live performance dun town. hoping that accidents existing night life downtown will look at this grant opportunity. will work with their fellow

partners on corridors if multiple do a collaborative campaign and out door series to drive foot traffic to their businesses. this is a new grant opportunity that is available for them. this launched a few weeks ago the priority will be for applications i submitted by june 15th. and check out the program and have conversations in their community what programming make sense to seek funding for. >> and then final low we kicked off the sf live concert series. this is the series that is curated by live entertainment venues free events at parks and mrazace through november. the website is updated with new details about future events.

mitt holders to be having to waste on counter productive approaches. thank you and we'll engage on that. >> thank you. i have a question about where those entertainment districts will be? i saw an article in the news about the financial district are there other areas identified >> nothing else was proposed. yet kichlt say that when people come and ask -- what does it take? the first question that i would have to say is what is the team behind this? and also then where are your neighbor and it is police department. i think there is a lot of prework that people have to do to think about.
12:27 pm
i don't think entertainment zone will be right on every block. i think there are place where there is sufficient community. cordination and capacity and buy in from law enforcement and others to make it effective and to try it out as we move this forward. there is really, i say there is nothing they'lls is fully baked at this point and i think here is a lot of home work that folks have to do to get to the point where another zone account be. proposed. >> thank you. >> i want to flag the tax reform issue. and just point out that it has serious and very great implications for night life and for small business in the city and i know you worked on this. thank you for the work there j. do you use product in youri

>> bring up person that [laughter]. for me it was we had neighbors growing up that were fold my dad he is raising me wrong for having me pursue the things that are not traditionally female roles. and i think the biggest barrier to anyone in general is when you have cultural norms that make you feel like you can't do something that make you doubt yourself and make you feel you should not be there i don't belong. those other big efbarriers i think that is the thing to focus
1:16 pm
on the most is belong everyone should belong here. [music] >> wishing we trained women grow in production. and recording arts and so we have everything from girls night classes for middle and high school girls. we have certification academy program. that would be women and gender [inaudible] adid you tell us. progress in the internship frm program where they are working in the studios. they are helping to mentor the youth in the youth programs and the job place am component. most of the time we hire interns instructors in our programs and

engineer in our studios here. we have conferences we do all overnight country and we have concerts that we feature bay area women and gender artists. [music] [music] >> an education forward organization. and so advocacy organization. dedicated to closing the gender gap and the audio and production industries. >> started out of the lead answer, why is there a critical gender gap in this industry that started at city college.
1:19 pm
class i was ashamed i did not have the answer being a feminist. why have i never thought of this i have been in the industry for decades and why have i accept today of all people. it was out of that and unraffling it. actually started the infernship last fall and just fell in love with all the things about women's oshg mission because we are diverse and so many aspects of audio i did not know and i feel like eyes opened up and i gained a lot of confidence in myself and other fells and queer people in the industry i felt there was more connection and community. ironically my time in the industry is all pretty good. i think what happened is i was raised by a father who is an engineer. i was comfortable being strounlded by men all the time in his lab i was used to technology. when i got in industry my mentors were men and i saw i had a unique importance that got mow in the place i could be fluent and navigate something difficult and it was the norm for me. what if it was not woman was createed provide it for everybody. have this environment you are surrounded by technology and people that are going to support you and get you in this industry in a good way. i have been interested in audio i was never trained in music took piano when i was a kid. i never pursued it because not a lot of women doing that. and my family is not musically inclined. when i want to davis the first time i took a music class there
1:20 pm
were few females in the class. like a rodey for my dayed was load you will the mixers and monitors and the giant speakers and gigs and help run out the cables and take things down and set up mics i did all of that growing up and never occurred to mow that that was a field they could at all. and then one i could pursue i didn't nobody else was doing temperature my dad and then i go with him to studios and see -- the men in the studio. dj for 5 years now and comments you get like wow you are a girl dj that is crazy. that is wild. and i have great moments where it does not happen. and they treat me like easy.
1:21 pm
telling mow what to do they correct mow in ways that make me feel less i sprjs the opposite and i notice hand's on like you don't know what you are doing rather than asking me. not consistent times it happens. it is like when i talk to other females they are like say the same things it is like funny i know that nice men don't experience tht main thing triggers me when i experience different treatment and that happens a lot in the audio world. industry is changing slowly. there is still that issue making the places that are places belonging for everybody. i don't think so. having a studio where it is not all run by white men like most studios.
1:22 pm
the studios are only in the word built and run by women. it has been super normalize thered are opportunity for girls and nonbinary people. you go in school and middle and high schoolers know that this is a field. this is a thing there are many jobs you can have in this field. some producing pod casts to setting up live shows. there are so many things you can do >> wee go in and teach the audio skills and give them equipment. i pads and then teach them how to make music and they get to come in here and will getting the tools to people who don't have t. that is really important to me. that's why i was like wow. i want to be there for other fell and queer people who don't have the opportunity and also to be a mentor for them to really push them to experiment and not going to break it.
1:23 pm
does not matter if it sounds bad that is the point to try it. i think it is the goal to see confidence what they are doing and passionate and asking for hymn and excite body learning and excited about making music and it changed my life to realize i'm callented in the field i can make music without being trained to it it is amazing to be able to be part of that process and -- ushering women to the field. we can entirely transform how -- the technology part of what you hear every day. we can put xhg something in women's points of view in this every time. it affects the store and he messaging. think our best example is how we transformed an entire city.
1:24 pm
place that major artists on tour one of the men looks likeip don't get it there are woman every where i go and the person was like you are in san francisco. you like oh , you are right it is here. most venues have graduates we are grateful to the city for that reason because than i supported us at the beginning. following your curiosity and interest and don't let anybody get in the way what is presented to you, go for t. no matter what! we are here for a reason. find what it is. don't let somebody else tell you what it is. you are the oldsmobile one that have been can know when you are supposed to do. go do it.
