urge you to make the same decision today on behalf of all the members who benefit from the current plans provided by the board. thank you. thank you for your comments. good morning. board. my name is chad hautala. i'm a retired firefighter, a medicare recipient, and a member of the uhc health plan. i'm here to voice my concern and that of virtually everybody in this room who is a retiree to the actions that have culminated in today's meeting. june 7th was a meeting at which the full board, then constituted, voted to reject the blue shield proposal and to affirm uhc. the letter, which i believe you all received, dated june 15th from former chief joseph fusaro, should be in the record. it addresses the scoring system regarding the difference

note for our written public comment. the board received over 400 emails by the deadline last night, three of which were in favor of the sf. ihss recommendation. the remaining were opposing and with that public comment is now closed. thank you. and thank you everybody who spoke during public comment, so i do want to reiterate that we find ourselves here today in this meeting because both the recommendation for the blue shield ppo plan for our retiree, for our medicare retirees, and the continued content continuing the uhc, mapd, ppo plan, they were both voted down. and so that left us in a position of having no medicare ppo plan for our retirees. and so that is why we find ourselves here today to re agendize both items. so okay. nevertheless yes. and so we are

here too. and so. order please. and she is. as to the concerns as raised about the prevailing party being able to reopen or re reopen an item for discussion, my understanding is that that may not, whether that applies to the situation, it is i, i don't have an opinion about that, but the but the prevailing but the prevailing party is associated with the position, not the incumbent. and so we've had turnover on this board, which provides the opportunity to the new incumbent of that position to be able to participate. so i'd like to make a comment. so i

and it is in good conscience, in good conscience. i am going to vote to support the staff recommendation. as i expressed today and as i expressed last week, we went through a competitive bidding process that was exhaustive and meticulous. i feel strongly as i just said, that this is my fiduciary duty to the trust, to honor the integrity of a process that was careful and thoughtful and meticulous ticketless. we had a lengthy process that presented on that that process, i believe that presentation was numbered into the 80, pages i read it through. i was confident that this was something that was that was a thorough process. yes, i would have needed to see evidence that it was not i would needed to have seen evidence that there was going to be harms to the actual delivery of care, to have reached a different

conclusion than i did as a member of the board of supervisors. i would also just say that this is this is a budget season where we are going to be saying to a lot of, organizations and nonprofits that that we're not, that we are going to have to, hurt people's the things that they're asking for. this is not one of those. i do not believe that this is something that is going to hurt in any way, the care of the people who are being served by it, and the other the other point that i, the other point that i would make is that right now in the health care system, we have a situation where that is where most of the, the, the inflationary costs are going through the roof. the way that we can manage that is through a competitive bidding process. it would be unthinkable if we were to go through the competitive bidding process as exhaustive and as meticulous as we did with the integrity that it observed. and then at the end of that, to

decide that we are not going to take the best bid. that is not how competitive bidding works. that is why i moved for it. and i understand this is the part of my job is to part of my job involves, you know, having people who aren't happy with where i come down. but i am confident that i am and i stand by my conscience in supporting the staff recommendation, please be respectful of those of us on the board. excuse me? we are respectful of listening to your comments. please be respectful of our position and our. commissioners, i respect you. you voted for us last time. yes. and i will vote again in favor of members and my colleagues. but i ask you all, please. we've worked for the city. we know protocols. let's have a little respect for all of us so we can

that we cannot ignore that we can't ignore the financial difference, which is really being paid almost entirely by the city, not by the members. members pay, i pay, i pay nothing for my health insurance, and my wife pays 50% of the of the because i'm the retiree and my wife pays 50. that's the way that it's set up in the city. and that's probably the way it is for most of the other retirees here. the vast majority of that premium is being paid for by the city, and we cannot ignore that issue when we're when we're making a decision. but more importantly, it was a fair rfp process. we didn't know how it would turn out. we gave scoring information on ahead of time to all the respondents. they knew what the rates were. they knew what was important. one and uhc decided not to make any concessions on price, but to continue to project cost price

costs going into the future at the same rate we've been seeing them going up in the past. it was consistent with that. so the decision that was made by the as a result of the rfp process was a it needs to be considered and is an important element to any decision that we are here to make. i intend to support, the, replacement of uhc with blue shield. thank you. thank you to our deputies for coming in. i think we're okay, though. we all know each other. we all respect each other. let's be chill. somebody just stole my line. i thought i was the oldest fart up

[♪♪♪] >> i was introduced to this part of town while working on a campaign for gavin, who is running for mayor. i was one of the organizers out here and i met the people and i fell in love with them in the neighborhood. so it also was a place in the city that at the time that i could afford to buy a home and i wanted to own my own home. this is where we laid down our roots like many people in this neighborhood and we started our family and this is where we are going to be. i mean we are the part of san francisco. it's the two neighborhoods with the most children under the age of 18. everybody likes to talk about how san francisco is not family-friendly, there are not a lot of children and families. we have predominately single family homes. as i said, people move here to

buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots. [♪♪♪] >> it's different because again, we have little small storefronts. we don't have light industrial space or space where you can build high-rises or large office buildings. so the tech boom will never hit our neighborhood in that way when it comes to jobs. >> turkey, cheddar, avocado, lettuce and mayo, and little bit of mustard. that's my usual. >> mike is the owner, born and bred in the neighborhood. he worked in the drugstore

forever. he saved his money and opened up his own spot. we're always going to support home grown businesses and he spent generations living in this part of town, focusing on the family, and the vibe is great and people feel at home. it's like a little community gathering spot. >> this is the part of the city with a small town feel. a lot of mom and pop businesses, a lot of family run businesses. there is a conversation on whether starbucks would come in. i think there are some people that would embrace that. i think there are others that would prefer that not to be. i think we moved beyond that conversation. i think where we are now, we really want to enhance and embrace and encourage the businesses and small businesses that we have here. in fact, it's more of a mom and
