directorful members i'm david o'connor acting director of the traffic company. it is my honor and pleasure to be here presenting you this recognition. the officer is a 17 year vet ravent police department. dedicated and hard working member of the traffic company. >> the commission knows traffic company performs many duties and provide the services citywide. engage in city stratospheric enforcement. support the first amendment activities. provide expert motorcade for visiting presidents. vice presidents and other heads of state. and performing the important duty of documenting and investigating series traffic collisions. including fatal traffic collisions in the collision investigation unit.

officer dennis has been a hard working member of the traffic company performing his duty in thes most professional manner. and maintains a very positive outlook. the officer participated in many enforcement operations and first amendment activities. escorts and many major traffic collision investigations. it is one of the violation i would like to highlight today. >> the officer played a vital role in the identification and arrest of a suspect in a fatal hit and run traffic collision. in december 2023, a hit and run occurred in which two vehicles struck a pedestrian. both fled the scene. the pedestrian su.commed to injuries. the officer and others responded conduct investigation in the

incident. video was not the best quality and identifying the vehicle was going to be difficult this did not deterpatrol traffic officer dennis in the investigations in solving the case. due to the efforts of several department members the driver. vehicle two was located and arrest on the same day as the incident. driver of vehicle one remained outstanding and did not verndz to law enforcement. the officer wetreturned the scene of the collision later. in hopes the suspect might have a routine. >> arms with detail, about the suspect and the vehicle the

officer observed the intersection in hopes of finding the suspect o. that day due to his investigative work, the subject in vehicle matching the vehicle were located and identified. that subject was arrestd and charged in the fatal hit and ruvenl played an important role -- in this investigation. without his efforts the suspect might never have been identified. yesterday, the officer was the participate in a major investigative development in a separate hit and run investigation. further testament to his hard work. for the reasons the officer has been identified for this recognition. with that i like to briefly read a portion of the certificate.

could influence a fortunate say the wrong thing at the wrong time in front of the wrong audience and used to influence a police officer to use his gun. or used remote it have a driver run a red light to increase revenue for the city this happened before when voice and phone system used to influence the shooting of the mayor and supervisor and influence the jim jones incident. this technology is military grade and can cause injury and death in the wrong hands. now as a department of defense protecting san francisco, we are asking the police commission and the department to start calling other states and ask for a truths to stop this civil war in

and they were all met terrorist threats. that person was served. officer ready paul ready is my investigator. i talked with him several times. been down there banging on the door saying get the guns from the person that threatened me. were the she was served the threat the all of the stuff in here she threatened to use the guns to end my life left along other threat in year. officer ready said he filed the report with the da. >> they were it was denied. what about the guns, denied the penal code said she did all the things. i said if i go down and find out you made this report he said i did, ms. brown.

and i went down to the da's office. they say hee did not write anything. i gave him the case number. he did nothing he loyaled to me and stringed me along and i believe it is conspiracy. the person said i will not get away with temperature the point is, paul ready did not do anything he said he would do. he needed to be investigated. i'm scared i made this police department and i'm scared of retaliation i did make a police department. this is my right. my life was threatened. and i did all the proper procedures. and nais the end of public

>> ian yessir? >> yes. >> commissioner yee >> yes >> vice president carter >> yes. >> president elias. >> yes >> chief's report discussion public safety occurrence,o view of events in san francisco having an impact on public safety. >> thank you. thank you. good evening. commissioner, welcome commissioner clay and carter. and good evening to the public. start everstart is thissing week's chief's report i will start with an over view on crime trends in all part one crime is down 30%. about 7,000 few are crimes than this time last year. break down violet crime is 33% reduction year to date.

that is about 7,000 and about 300 crimes. car break in's down 51 pvrms homicides down 36 pvrms 14 compared to 22. and total gun violence is down 36%. very good trends mid year. in terms of major ins debts one homicide this week that was on the 500 block of delores right at delores park the fifth of john. victim and witness were on a park bench had two subjects approached the victim and argued with the victim. one pulled out a gun and shot the victim and the subject fled. that investigation is being investigated bier homicide unit and no arrests.

it is an on going investigation. if you have information call. you can remain unanimous. there was a criminal shooting week that was at the 100 block of howard in qatar valon the third of june at 12:17 a.m. the victim exited the car when they were hit by gunshots the victim transported himself to the hospital that is under investigation. other shooting was not believed to be criminal it was a suicide that occurod bernett avenue and 20th boulevard at 2:28 p.m. the victim committed suicide. the investigation indicate third degree was a suicide. >> company other critical incidents to speak of overnight weekends we had a number of not

drivingentses. side shows in the city. one beginning saturday. with motorcycles in the bay vow and the other 3 were saturday night, sunday morning over night and the span of 40-45 minutes. first at 1:15 a.m. the acting night captain was monitoring the highway patrol radio. dispatched and heard a side show was forming in oak land. that captain mobilized our stunt driving response officers and deployed in places they believe the drivers would come as they acrossed the bridge. we were able to prevent that side show from happening at 13th street in south van ness arrest and they were around 200 cars

that attempted asemble there. however, they went in different dreksz at 4 a.m. san francisco park rangers called and advised 150 vehicles at embarcadero at washington lighting fires and doing doughnuts in a crowd in the intersection. one vehicle caught fire or set on fire. the sfpd officers arrived they were assaulted with object it is including explosives and lazars. for the public lasers are dangerous can cause permanent eye. budget. the fire department upon put out a car far. they had trouble get nothing because of the crowds. assisted by standing by as they put the fire out. officers acted as a protective

moving forward we have a side show protocol or stunt driving protocol and for the public. primary folk susto break it up quickly as possible. very dangerous activity. easy to get in pursuits when criminal activity is occurring.

our officers have been traind and instructed break them up first if we seize cars at the site we will. tactics allow that and do it safely. the main priority is to break them up we were able to do on each one of these. however, it was a strain on resource. all the over night officers were working on this. >> i will keep the commission summertime is busy with the events. we are communitying to make sure we work with others to break these up. the same time the last thing there were several of the event in thes city oak labldz and possibly other cities. it was a busy night with the units. other events and major incidents stabbing at this was unknown location. officers were energid down by

individuals regarding a standpointing. they did not know where this fight happened and the victim was stabbed. that was an active investigation >> was a significant armed robbery at 5200 block of diamond heights. security guard witnessed 3 people come in the store and attempt to take a cart if you feel merchandise. the security guards tried to detaint subject. 1 brandished air fireman and assaulted the guard and fled from the store that is an investigation on going. with that, just to update you on our retail theft. we have arrested over 400 this year alone with the blitz

of the drug market agency collaborative. and the some of the nonprofits one code tenderloin. i have gone out with them and saw them in action. they -- are doing an amazing job engaging with the people who have a type of substance disorder. enforcement is a component with code tenderloin worked well with the police department, they have had success. and traction with getting people to go to that service door. and public health has stepped it up in march, they piloted putting medical staff on call basically. when code tenderloin goes out, they engage and there is a number they call with the doctor and get -- access to a doctor.

and access if they are willing to do it to medication to deal with the addiction. pilot has been successful. extremely. so, as i said earlier, enforcement is one part. we will continue to enforce the services piece is not something as far as of the jail piece but the way this group including the police department is working with the service providers that piece holdses promise inform the 3 months they have been doing t. a number of people. i think 50 or so -- actually got off the street and in shelter.

i will turn over to the chief. thank you. it is under strategic management bureau. director and callen is the lead. >> doing a lot of work. thank you. i will be brief. there is a lot to this but the police commission and the san francisco police department have reviewed the sfpd district station boundaries. for the public you are aware but this is man dateed occur every 10 years by charter. the boundary analysis provides the commission, police department and the community an opportunity to evaluate or proo vied insight what has or not and projected to change so we adjust. the evaluation considers data from 10 factors in the san

francisco code. so these are stloongding factors that we need follow this to do this evaluation. per legislation the goal to mack myself effectiveness of police operations and the use of resource. the left time this was done was 2015. review this will occur over 2024 and mid 2026. and then during the 24 year the police department will garth and analyze data. the alternative bound easier and engage the public and stake holders in conversation about this issue. and recommend boundary changes. i said by january first of 25, the chief of police will present

a recommendation to this commission and 2025 the police commission will provide a public comment period of time 90 days before deliberating. the dead line to implement change system july in 2026. will be planned by the police department and the commission. so. to ensure we have a diverse perspective, we seek participation tr all communities in san francisco. you can complete a survey. build a map and provide comment on the sfpd district station boundaries. you can attends any district station meeting month hear

i wanted request reagenda iegz the issue of the sf safe issue. i will call at this time most neutral term. at the time of our original hearing the district attorney asked us not to pose certain questions because it might somehow affect separate criminal investigation. time negligent da's letter now lapsed. when she asked we not ask certain questions i would like the issue to reagendized so we could have a hearing on the issue. i think there is a lot of questions and some discrepancy with the representations made before this commission.

this start in the 2016 under the doj. at the change of the administration. they pulled out of that agreement. and so from 27 to 2018 rebuilding of the process. in 2018 we reengaged the process with the california doj. with partners now jensen hughes as the middle grounds over site. we continue in 2019. and the department achieved 40 recommendations of compliance. 40 of the 272. there is low structure nothing revamping of the philosophy how we achieve them and it worked. and the next two years we

completed 205 recommendations. our final phase, 3 plus, was the remaining 20 recommendations lingering and those have been completed. this was a first of its kinds process in san francisco the largest performing in the u.s. the establishment of the special standard's. the collaborative reform initiative. phase two the executive sponsors. increasing doj and the hughes team adaptation and change of

what about the technology piece >> a couple thing this is we ask requested in the budget is everyone transcription or like to get to a transcription technology. so it make its easy to take what is on the camera and transcribe it. there are software connections. aural this has to link up. and now we are short with some
