commission. and finally, like, if there is like you know, something that is going to be phs store like paperwork that we have to sign and some like policy or something, the commission needs to hear about, we're talking b.that caused a lot of panic attacks and mistrust and not putting in con tekt. thank you, i yield my time. >> thank you. thank you, okay, we'll open up to commissioners, i'll start from my right. them for you. first one is commissioner appreciate it. and thank you director.comments the first one being a question, i think it's on page e deck you discussed the budget for this year. and mentioned add backs and just for there any pending ad backs? being a request, maybe not obviously being request for
4:57 pm
nonprofit to reestthat they may have previously had that was >> no. >> okay, thanks so much i appreciate it. if there is, seeing a no. if there is any, of course just let us know. the second is clarification about my request in terms of the grand jury report. i made that request prior to the commapproving the ballot initiative and understand that there will be a report coming out september 1, i take that back. sorry. a report back in 2025 under the ballot initiative.is, is limited to what is of the overless oversight authority and responsibility tothe board r grievance, and shelter monitoring and our city our
4:58 pm
committee. i know this was in a errequest is simply what is the our responsibility to move this work forward. >> okay, i think we can, i think i can put that in my report, next month. >> that would be great, thank you. >> commissioner guerrero. >> okay, i start with comment sxz then i'll move to questions.know i've been housed for four years and two therapist not one but two.trauma as somebody in lived experience and that's what my seat is assigned to i want to arole to affirm some of the comments in the public. and yeah, i think ght now is ridiculous, like the reonthe city is moving people around in the way that is supposedly to have an impact when exasperating, talking about the kids exactly those
4:59 pm
kids are going in san francisco in the future with more issues.harder to serve. i mean, i came homelessness by accessing public service and i have a career.g proof that it works, what the pr and then you know, also to rt that, you know, as a commissioner, i have to be clear for myself on what power i do have and what i don't have. we can make recommendations to the department to make policy changes and we aim to do that, that's why we're here and also to say, i have worked in the shelter, i' nts, i've heard alchemy was pouring blefp over people's witnessed it myself. i want to offer all of that first and questions to the director.
5:00 pm
so yeah starting h,with the housing exits it said 55 percent were to other housing placement. i'm curious, is that transfers or another of housing placement?good morning, commissioner thank you for your question.incl'xudes transfers to permanent housing. but it may udsomebody moving into section 8, it can include anything that is everybody has a lease definitely considered a positive exit from the homeless response system. >> so the part our man torial, i just want to know if little bit more on what is happening with that.
5:01 pm
>> so ye, the units that are listed as john torial are in process of beinedéd so there was a wide range of units within those, i number in front of me. some of them are units thbeing turned over and general expectation right side within three of when the unit is vacated that it could be turned over d annext person and referrals matched. so some of those aountsds are within the time frame. some have been off line for longer period of times for two reasons. one is it may damage it takes longer to schedule some of at sometimes it even requires differenwork that needs to be done. and in some ses there are some agency that's are under staffed in their janitorial so it's taking them longer thanation
5:02 pm
of three to four weeks, we're working with ose providers ensuring that they're filling all of their positions. >> awesome, thank you so much. obviously, we've talked a lot about the occupancy is at 93 percent. just wanted to ask how has the sweeps impact the been discussed internally and kind of shelter ak pont see is at 93 percent, what >> yeah, so you know, what we we continue to house people, we for people. we are going out, you ow, 24 hours in response of anything we know about to make that we're offering to people and fering can reoffering, and we will be tracking over the next weeks what our shelter inventory looks like.a number of refusal for different things at different times and we're we will be tracking to see
5:03 pm
ifstart to get to where we can't offer and if we do, then we with a plan for increasing the inventory but right now know, we just have to keep track of it. >> okay, so u! reached a point where there will be no more. >> no. provide thating information. and as far as like lake behrsaid go just curious, my understanding is a lot of fames at capacity by the providers. is capacity to serve the families on the side of the providers? >> i'm not sure i understand your question. >> i ntfeedback from family services that have it list than they have, like 30 years, i'm curiouthat going to work with the need to respond to merced and >> marrian do you want to answer that? >> marrian sanders for
5:04 pm
commissioners, are you lking about permanent housing or all of the above? >> yeah, i don't miss speak so i'm saying in general, the capacity of south side beyond over taxed. conversation and just in general, maying want to comment on that, really. >> yeah, plan is the response to the over taxing the family system and rolling outemporary housing and also incrthe rapid rehousing lots. and there is a plan to kind of understand what they have the capacity 'to add within their contracts and work from there. are there any specific providers specifically assigned to merced folks? >> there is no specific assigner there is collective and we did of out
5:05 pm
reach and brought the to the services that we have available in our >> all right, thank you. and, oh yeah, and my last questii read that govern 3.3 billion for prop one funding towards mental and behavioral health. and i'm curious if the department is affected? >> yes, i believe that came out and the due date is december 2024, we will be work withing our dph part >> awesome, thank you. tbyou, commissioner guerrero. commissioner will laguana. >> ank you, commissioner
5:06 pm
guerrero, i'm here because of the benefits what you said was beautiful and well said thankhave three suggestions related displays in our graphs. on slide 17 i also sent some questions which i received the answerwill be circulated all with the rest of you, i don't here.but specificallyis there a possibility, this is directed to you or whoever, you're the right person to talk to about this. is there a possibility that we can a or self sustaining, in other words, requiring subsidies anymore? >> we can do that.f >> the reason
5:07 pm
i ask, you have two co+run time were the beneficisxz now self sustaining, that's obviously, it's not always be possible and often will not be possible for a verity of whatever reasons. but where ever is possible, we should optimize and we should be paying attention to o what policies and approaches may increase the ethicacy and likelihoopeople may be self sustaining but the firsis not measured is not approved. can we get a month over month change. >> yes, we can do >> yeah, give us a little bit of context on?e question is on the shelter reservation wait lipystmonth over month change? >> yeah. >> so we can get a sense, is it
5:08 pm
getting better, worse l! drthis moment and time, that's an important numbpa slide 27 cost estimates one of out that when folks are in rvs shelters i would like to see what the for rv housing programs. by the way, thank you for slide. the cost estimates for the public to understand the relative cost benefit fferent approaches. >> so safe parking. >> yes. >> we can definitely add that in. >> just so we have clarity around what these policy approaches are costing we can make wise decisions about to
5:09 pm
reallocate our resources. just two quick questions, thee is pretty quick. on relocation assistance, so i th you know, i was happy to 're offering relocation assistance to folks, it sounds like moving towards offering relocation assistance to folks whnot available or elter. seen a lot around that. the question i have is when we get to relocation assistance. how many time is needed to assess, where would they go?
5:10 pm
it sounds like this may take more time, it may not be something that we can turn around in five minutes, i'm guessing.thank you, mary, chief deputy. there are some folks that want rn take 48 hours, 24 hours, just taking the d of stuff and then you have folks that are andthep you have folks that they have identified somebody that they can gith and there needs to be some remediation to be whatever the issues are and get them back. it's under the umbrella is relocation is g work and that's the
5:11 pm
conversations that happen with those, thclients and alsocfrelatives or whatever it is that we're trying to relocate them to trying to connect them that may be outside of the city. it's definitely from a speck tum of 24 to hours to to help them relocate. >> just a quick follow-up question on that. you know, when we make that with somebody and they're in that come ten --contemplate stage, initial contact? are we counting on them walk me how we keep that conversation going? >> at a high level, it's real the case manager solve that her is assigned to that on onnection with the client and they're trying to
5:12 pm
relocate to. >> ah i can see that it be on different on case by case basis. and just out of casual ithow many of can you give of how many people that you interact with don't way to communicate? do you have a general sense of what the percentage is there? >> i can't tell you right now but i i can get that information from my team and follow-up wit generally, we do run into have an actual phone and you know, we're able to them getting in contact or g a bridge for them. all right, i appreciate that.
5:13 pm
thank you. last question, slide 19. the vacancies of, in our psh. i oreess reports and i read that we do have some shelter available. i'm looking is there any possibility that we can leverage some of thtrese that are awaiting for referral? to be used as temporary interim shelter? i know that's a tricky question but i'm thinking.we
5:14 pm
program where people can come from the street. and we're looking to expand that as much as we can but we need these psh units to be psh, related to practicality our goal is continue to get the vacancy down by putting people in who qualify and ready.just throwing some bad ideas maybe, but fond of that idea. a quick follow-up question on just that. when there vacant units, are we tracking the turnover rate. i run a tracking business, our
5:15 pm
utilization may be higmay be a location that for month end, if we're rnover rate and aging and see you busting at the seams, so please. >> thank you. >> marrian sanders, yes, we do acthe number of days unit stays empty, that's part of our data collection process.ch, i'm done, thank you everybody. >> thank you, commissioner laguana, commissioner evans. vice chair. >> so, i don't think there is been a mentyet that the body that the city had a change in policy impacting the homeless community that was pretty major this w there were two official communication that's i saw, wup dnthe second was a police notice. listing all the nupeople
5:16 pm
experiencing homelessness can be charged with. we saw a chronicle r a man was placed in handcuffs, placed in the back of a , all of thinks belongings were taken. all of taken, all. he was arrested and released to the sideg. the standard posted a video of a man who his belongings pulled out of his a police officer that i did not recognize, i don't think is part of the that he has +m experience dealing with the people homelessness d the trauma was yelling at the man, elax,
5:17 pm
relax. i know that supervisor requested information to understand the cost of the sweeps and this change in policy that has lead to criminalization, people now having court dates. we know from long term people's more bidity that people are impacted by their sweeps. when people have their belongings taken, they're likely to lose id, medications, safety gear, and it to do our job in getting them to a stable exit from homelessness.
5:18 pm
the mayor's policy is making our job harder. i want to be please that the policy saw is that it's no longer policy for san francisco to provide. r documents that i referenced, there are ere police and dpw are the only two ing sweeps where no notice is required. it's clear that people are being given to pack up their belongings and that these sweeps are designed to signs of visible homelessness. the goal is eople's tents, it is not to give them
5:19 pm
time to pack it up. i want to call that this budget reduces the amount of out reach that is going to b so our ability to connect with people before the being impacted. there is a reduction in the hoc's team budget and our functionally at capacity. for adults we're 94 percent full and we know those remaining beds are being held for specific.my first question. is it
5:20 pm
department to communicate to department of emergency management to sfpd and the police commission and to statement about the impact that these sweeps have people experiencing homelessness so that we can really loss of identification, medicati can we do that?you asking me if the commission can do or the department. >> the department. >> the commission can do that. >> so the poput out a notice that listed out all the then they listed hsh document, right, that showed way see access shelter. >> right. >> right. we communicated to these departments.
5:21 pm
the impacts that are known, there is research experience in this department. can we not have a policy statement from this department that talks about that, that it turts. >> i think the commission can do that if the commission choose to see do that. we've definitely had the conversations, i don't know if we can issue policy statement that says thatment we're in the this is a obviously, the topic right now. and we definitely share what we know about best practice we do that.çq so the only wa the dolores shelter? >> yes.> and can confirm for the
5:22 pm
record how many beds are available and if there is turn away and how many people are being turned away? >> we can, we can actually provide that information next month and we it to you in the meantime, yes. >> can we that are conducting sweeps have can you confirm how many shelter beds they have access to each >> well it depends they have that we have committed to. and if we need to replenish, we replenish. >> given that we've only reallocated five bebut if we need to replenish. >> can we get clarification how often those beds are being used
5:23 pm
by lfpd? >> yes ~>> i've spoken to officers in the field and they don't know how to access these >> and before putting people in handcuffs, has been as brief as you don't want shelter right? >> well generally speaking, our team úpbeen offering people shelter. >> so i've gone out i'm witnessing people in handcuffs. i personally put in handcuffs. >> i understand, but we're going out c >> so i went back, and i appreciated that this focused our progress in the last fiscal year. so we looked at a ll 12 on the housing vacanciesyb we
5:24 pm
had 436, and this report shows 793 vacancies. this is a chronic problem. it is very clear to me this is an intractable problem in the sensethat it's been years and this number is not decreasing quickly enough. so my request is that we really focus on the vacancy data with an agendizeditem each month to talk about the amount of vacancies and what resources are needed to get these online. because right now for every units, that is going in shelters for months and years. to get people into those units. i'm sick and tired of seeing this wasted amount of resource every month. it's been a year.
5:25 pm
we've talked i would like to see this agendized every month until that number gets to an acceptable level.a[ >> commissioner while i agree na the number is too high we've had increase in inventory. >> it's 800 year to year based on the same numbers. i also want to extreme disappointment that we've been talking about rvs we've had members of the community that were displaced, come and speak to us.uo
5:26 pm
money is there. with the back office should enanigans and i say cut it out. i get that legitimate reasons to not move forward with the site, the ones that i'm hearing is not legitimate.i am very concerned that this body is completely being shown to be inaffective if just simply talk instead of taking action. i'm also wanting e=get clarification on the accounting, it was my undehave that presented to us in this meeting. we were hoping to present it to this meeting that is true and i said back in march that we have it ready by august meeting, unfortunately, some of the report information that came back to us we had to so
5:27 pm
we were not ready s< this meeting, we will do a full presentation. >> i was hearing that it was 'embrged by the mayor's office. >> >> i don't understand mayor's office is concerned with this report that is part of our normal doing that is required by had youed. >> i mean, we work with had mayor's office, we work with our providers, we want make sure that we're all aligned with our messaging, that's what we y time it comes out. that the people can understand the report that we've got the right data.u5yr
5:28 pm
we want do that and make sure we don't want to come back with corrections. that we had information that was not fully correct, so we will have that soon. >> i look forseeing the data. i just wancall out the hoement on what is happening. politics of us getting things done. i understand that with kamala harris being a national candidate and being called bit media, the san francisco, the california candidate, that we are all under the national lens that has prompted news fx newsom and breed to take some of these i want to reiterate for of
5:29 pm
political expedient see and theaterics homeless people are being harmed. >> commissioner evans, on the list commissioner williams and then oner guerrero and i'll give an opportunity for commissioner laguana to speak. >> first of all, thank you to everybody who concerns, this is not easy work for you. and i want to say i appreciate everything everybody does. i have into basically three areas. also has to do with questions that commissioner evans brought up. the communities that are vacant because they need maintenance, do we have one crewbe
5:30 pm
accountable for bringing these ready? that's a lot of units for people to be housed. can we have one group that on it or is it each providers have their you know, there is money needs to d really focused on so that we don't come month after month and find out that we have place that's we can actually house people that the taxpayers have paid for that is sit thering but one way or the another, needs to work. some little and some a lot.to some that needs a lot of work that previous tenant or client.rent by a housing provider at the regular marketplace and play regular
5:31 pm
rent. and let's say, i had a party on event or for whatever reason, i destroyed ththere would be ramifications to me, concern with charge me security deposit and even take what consequences is there for somebody that has destroyed their previous unit? what is there? so some understanding of that would be nice.1n and that's estate. >> speaker: regarding your question oncinger each provider have their own crew fixing the unit. we have points hiring a company
5:32 pm
sight to site, that's an idea that we could explore. regarding the second request, most people that do level of damage to the units are suffering from other issues that honestly they don't have the economic means to really pay for the damage, we try to get them services, they end up moving to better locations because they're emselves. in cases those are individuals that also get evicted.setting a fire to a place is a criminal activity. >> correct.were that, to a bathroom here, i >> in some cases, that happens. arson
5:33 pm
is arson. >> thank you.z46mo is the rv site, i live in the west side, i know this is an issue for the resident of the we a site that residents that are active and more vocal. why did we focus on doing it on the west side? and where do we have in mind now, i read the article that a caravan, they moved to the zoo road. it was @in the zoo road before and it was causing a lot of
5:34 pm
problem for the handicap center there, parents that i n cato the handicap and zoo there, ait was a conflict, a clash of resident. a phobia of was going to san mateo cothat long road around jeneva and along the water front finally to get to san luckily i'm better now. but i saw a lot of empty land, around cow palace, has there be about putting a saf site for these familiesed over there which is still within the city boundaries? and then my third question is, who provides these rvs?
5:35 pm
you know, i'm new to town, i come with my family, it's enough to get an apartment or any kind of housing, does somebody contact me and for free? who gives these to these folks? how do we get in the rvs, these are my three questions, thank you. >> city attorney: thank you, commissioner. i just want to sathat is tight knit community and some people support each some people probably representative or hborhood for them to be. we have tried a number of sites, i mean a number of si where we're working with the puc and dpw and ee if you know, if we can make something work. so we've done fit test one that we thought was going to be
5:36 pm
we still are looking d in some conversations and we have not nailed a site. it's a community that has been in that area and we n't as a policy move them. there is a lot of empty land maybe, but i think part of the challenge is because i've be asking this question of other state department et cetera, kind of what is available out there? because people can live in rvs and it's been really challenging to get a space whoever jurisdiction it is. i can see us having a few of have not been able
5:37 pm
to identify a space. >> how long does it need to be? they're just city requirement taking over a space but, you know, it's not our department's area of expertise that's why we work with other departy the fit test happens where multiple departments come out hey're requirement would be when we're looking. >> thank you. and my last question, on page 17, we talked about we talked about exiting, 55 percent exit to other housing that is understood, that question was asked i understand that. two percent exit to homelessness, 13 perc so they went from, i just want to understand it, they went from housing preferred to go into shelter from housing?
5:38 pm
so that would be 15 percent. >> marrian sandrs, chief a preference that they go back into shelter.ve a different number of they are transitioning from permanent housing into could be because of affordable, their subsidy is up and they can no longer afford to patheir own. it could be because they're going through an eviction procesassociated with affordability or damage whatever the on preference at all. >> thank you, thank you for explaining. that's it for me. >> thank you, commissioner. commissioner guerrero. >> thank you, as we're taing about this, i'm remembering back when the commission was formed. and supervisor safai, said, we need to start looking outwards.
5:39 pm
i mentioned that i went to vienna to do the field study there, you walk down the street and maybe five people out door i obviously, that model is a lot of thbe difficult to replicate. but there are a lot ofi think we could replicate. i know there is social housing alex lee, different, folks attended scott wiener. i guess my point is just to say, we need to start looking outwards. and we did discuss in forming the commission, what does depoliticalizing does not work.remember when we formed this commission, is that our focus should be to uplift the strategic plan. the sweeps they do not work in support of the strategic plan. so i think that's the vious, you know, piece that we should try to come together as as a commission.
5:40 pm
so yeah my question is how can we come together and advocate to demonstrate with the data that what is happening right now with the sweeps is noent with supporting the success of the five-year ofhe plan of the department. with the police notice, that they said this is the reason to site people.stated na it's cruel and unusual punishment. asthe standard, tearing things out of people's hands i believe to be cruel it's not the way. the people who hold the trauma are doing it mean to throw it out the window because of this policy change.
5:41 pm
and the i want to add, i think that assessment is so critical you a program that was a shelter, transitionalthen subsidy and then from there people can g what i is people have to be really ready to go into placement. they're trying to ther whether it's their disability whether they worké@[f a lot of people don't understand what it means, that's not what you can stabilize also learn how to follow tenant guidelines.still in
5:42 pm
a of needing more support. my point to the sweeps losing your medication, i medicines, if was to lose it, so people losing their medication in these sweeps, it's a public safety isfor the residents indoors and out doors right?people are already traumatized. s i don't feel safe when somebody is throwing bottles in my direction but the risk of people losing medication in these sweeps is going amplify the behavioral health that we see on the streets where when the resources are ready over taxed. i know somebody that worked for hsh was stabbed.
5:43 pm
that will strategize how we will put out some messaging what we see as a direct negatively on these sweeps including the number be seeing as well. so i just wanted to provide that context and that's my comments. >> commissioner laguana. >> chair butler, first i want to k you for maintaining the speaker just wanted to respond to commissioner evans. but appreciate aud keeping the meeting moving forward in a structured hat. second of all, i want to publicly convey how much, how deep my appreciation is for you and your advocacy and the work that you put sion and the detail you show to
5:44 pm
the friendship that you so much i've learned from listening to you and to what i think you bring to this community as a whole and to this body. and i think sometimes people sand having exchanges and they don't understand that rnal relationships and so i want to start with publicly conveying my deep respect for you and your advocacy. i was not going to say that when i jumped in, what i was going to say real quick is on the pit data. so when i saw that it was being delayed and i have not had a chance to catch up with you on this because actually it came
5:45 pm
the department has to be cautious how verbalize it but i can maybe be a cautious. but what they got from the vendor needs a lot of work.e is if it goes out in a flawed state, it and so it has, it requires a lot of clean up. perhaps more clean up than were anticipating. my understanding is it's going to be released within week or two possibly three at the so it should be releads by the time we get to the next meeting.probably won't be able to was not politics. but having had a do appear to be quite real. the second part i want to convey is they're working on a new interactive data platform that will be the website that will increase the transpa of the survey data.
5:46 pm
i think we can see that soon and that will be helpful as we continue this work and something that i've been advo as you heard me today asking for more clarity on the data an data that with help us make informed decisions. and then you know, with respect toion. i think it's important for all of us to /gunderstand that where the actual conversation is happening, and whwe need to engage with the conversation at, and i would hope concentrate our efforts and to be able to find a way to in consensus and solidarity, that conversation has to be with the public because it is the publicinforming how government responds. and it isneeds to be persuaded of of whatever the data supports, whatever the
5:47 pm
ethicacy of any given policy approach supports, thathappen with the public. and if we're going to have as i we will have, and evidence data supported, conversation about how do we get from point a to point b in the smartest most affective way so we can help the most amount of people we need to somehow keep at the top of our heads that that conversation, the that conversation is happening in the public. and that our are they're charged with representing the public. they have some degree of ability to influence but we're part of that conversation. and i just encourage our body to think abthe importance of that it's not just a couple of random people scattered but it's actually the public that be persuaded
5:48 pm
and that's wherthe lion share of the work lies. with ecrepeop, it seems to me and the public. i'm not what survival gear includes. >> just to wrap this up, you want to collaborate with a would help educ >> is that what you're proposing, to get to the gist. >> yes i'm open to creating a document to help provide some structure and some guidance to these people many of worn.
5:49 pm
i have 9 questions that i'm not going to go through. but i do want to say, as commissioner laguana, i did write down here data and people, i think facts are important in this poto get to the facts. and i we get do that through data. lead with that, that's where we do the right thing and we don't always lead with politics but we lead with the people. so i think, having an opportunity for the public to not only a commission meeting but i'm going to task us all with going to the public, done outside of these meetings.
5:50 pm
seeing what people are doing and lead with thly, lead with that only, and making sure that those that we're connecting with e experiencing homelessness, period. so with that, the commission decides on how to move forward. so we will have a conversation on this on how we want to approach moving forward. so i have spent a lot of time on this, purposefully because i do feel like we've en in this for a year now and obviously, the done some exceptional things in terms of moving this forward. but there lz and it's our responsibility to get in the trenches a little bit more.
5:51 pm
so with that i would like have our next agenda item which i want to apologize for those who did not see will be online, so you can certainly go online to get that report. anis also a page, i think somebody forgot front and badge, there is a page missing in the agenda i need to look forward.the implementation of our hsh director of housing services mr. salvador, please provide presentation, hopefully it's not too long. >> hopefully not. >> and wehave an opportunity for the public to provide public comment and thank you, commissioner. we have a get that up, that
5:52 pm
would be wonderful.
5:53 pm
>> funded unit so this is a provider that, you know, we feel have done a really good job with the units that are funded by the federal government. and moving forward all unit at least every other year. so we can go to the next slide. so just logwill be notified at the that it lland mails and signs will be placed on the doors and we'll coordinate with the property manager. this is really important to us, there are three different possibilities when inspection. one is that the community passes thed inspection and the other is failspection ason that it's related to the owner or
5:54 pm
property manager. so then, the property manager or the owner (1are responsible for fixing and the third is that the unit fails because of the resident either has too much stuff they are blocking for examthat will represent a safety issue. have to make sure that the corrections can happen so we can get to a better space. just so you note, the ó+dimensthe amount of water that is going to be in rtfolio, they're receiving local subsidy. we're talking about 9,000 units altogether. locally funded over 6,000 units. and about 155 are occupied at the time.did a pilot project to put
5:55 pm
and maybe ok at the site. onsite three, just of the units. five units fail and in most sponsibility of the fixing with the property manager in that case, swede off situations associated with tenants. site 3, a little bit larger sample. 44 of the ses, the units failed. 18 fails because of the tenant so you have most of the failing was associated with property manager. so in every single case, you know, we work with the property manager or the tenant to make sure that the mitigation happens and to fix the situation.7ñ one question that we have
5:56 pm
received is what, what is failings related to? so next slide, that will give you a sense if you take a look , there are conditions, smoke detectors have been removed, soáómetiby tenants that you know are smoking in the unit and they don't want the smoke detector. so the idea to fix the unit and put it in better conditions and fix windows and make sure that the units are, you know, the standard of the quality that we want to have. as we're rollout these improvements, we also have to amend , the program agreements with residents to make sure that they allow inspectors, once again, they're third party inspectors.
5:57 pm
so in the process, every be asked to sign thagreement that they have with the property managers. there were some questions, one the paragraph with that was extremely confusing, we we are very thankful to that resident and we're work withing the providkx made a mistake, that has been fixed. our goal here is to increase thethe housing that we offer our residents. so we have made some changes that we think are for example, the man he will that decides when in the system, used to be just populated by employees of the city. the new panels are going to include providers working in this space.
5:58 pm
so we're making imemmake the housing better and also trying including equity in our processes and systems.my presentation, if you have any questions, i'll be happy to answer. >> thank you, 're going to open up to the public who have questions around the inspections, please comments. >> speaker: jordan she and her, i'm glad i got clarification aroube a net positive especially since, the thing is we're really suspicious when we hear because there are a lot of very unscrupulous providers, i'm
5:59 pm
y westerns were of course, as long as i've had several conversations with salvatore. i feel this should have been s before this was rolled out. i feel like, this an entire subsidy termination policy because we on this, we don't know what is going i had to write an article where some things may be outdated. and that was submitted before i had those conversations, so thank you so much. >> chair butler, can i just say /awe absolutely agree. this is something that should have come to the commission. wemaking sure that staff really understand what rises to the level of commission announcement. everybody is learning, but everybody agrees. >> when in doubt, please reach out. we want to make sure that the cic has an opportunity to provide comments. thank >> yes, sir.
6:00 pm
>> speaker: for starters where is the contact presentation for this group? ld be something rega 1 19 to go into somebody's house and take whatever you want. one women's bracelet was taken and tv and it seems like nobody care i'm also wondering what about the sro task force? didn't they talk about some of this? i think i'm just very angry and
6:01 pm
frustrated, it seems like you talk about issues for a year. uz know we've known these had problems for over 20 years when started up homeless shelter the one torn down for park. we've known we've had these problems for over 20 years and it's like, why? why are we so far behind? but, i guesjust going back, it's when do we pull in the mental health association to talk about any of these ushz? just seems .çyou know, they talk about staying beyond and reaching out.ever get there? >> thank you, any other members of the public who wish in the room, yes. >> i do give honor where honor is do. this is my first time in a
6:02 pm
session here.b%t i'm pleased with what you said, getting in touch with the public. we have a lot of beautiful rules that do not work in the shelters. i've been there three years now.months at kaiser, they still couldn't me a place, they said that i was a problem solving place. i went to my brother in may and they kicked me out.p! and i is not a prison, i went to see a family member that broke his neck. there and a lady in the bus gave me a chance to stay at her house for one day. when you go into these shelters, there is no place to go. i worked 18 months in kies never missed a day and i lost my job because put up my foot in a chair on my break.
6:03 pm
if the person that was assigned to me to help me find a place, we found apartments but they always gave money to somebody else. and self sufficient and i they said self sustaining. but if you're not going to give me any help. really, agree, you should talk to people in the shelter. because what you they're making money off of us and we've day and night. and i hear it's a trillion dollar business, we would appreciate it. >> can i ask a question through the chair. i want to confirm what shelter you were at where you lost placement and belongings. >> 1015, the monarch hotel.
6:04 pm
they actually really they knew i was in the process eally stolen. i had gotten new towels getting ready to move into another place but ey you for clarifying. it's my understanding the policy want to clarify this with the director, visit family member and there is certain processes to do thshould should not happened. >> yes, there is a process people going to ask chief deputy director sanders to follow-up with you how we can help and what happened. te it.g here. >> any remote callers? >> there are no calle >> okay. >> speaker: hi, miguel from the call.
6:05 pm
so yeah, so one thing i want to and i hearing what the lady saying, about the shelter and housing and you talking about housing quality inspection. so, so it's really i litic how the city doing and ,7supporting and helping our homeless folks former homeless folks to move into permanent housing. we have s walking into the place, the case live, they pushing out. and they take care of housing. we have a lot of displacement. and number one issue i see in african-american people singles. with disabilities, so this a huge problem that we facing. if we don't do to changing this how we homeless with
6:06 pm
accessing to housing with trauma and different issues. so we need people who is working in these programs. to understand about the homeless issue and praum a about what the people issue with homeleú&k> we put in a risk. and this happens with the and with everybody, i want to repeat again, supporting that part to supporting all people homeless or formerly homeless because they don't have support outside. thank you. >> so remote callers so we're going to open up to our commissioners. commissioners we're at can wrap this portion by noon so we can move on
6:07 pm
>> that was e last time and i can wait until we're in the commission bu >> commissioner evans.so, thank you. i have a handful of questions. the first is, nann vendor and it's my understanding that there was that you were able to use for these pilot inspections? is there amendment to that contract? it sounds like it's not going to come before us?rrect. there is a nann mckay as i explained they have be doing inspections for federally funded unit. so the contract was there.we request the details of the contract. would be great. so nann mckay was sued by the pí housing authority and i think this is a vendor that i don't we would be expanding our relationship unless there is some really specifically like good reasons to do that.ók
6:08 pm
so i just would love to hear why they were selected, okay. it okay with you if we bring that to nexeting? >> yes. >> so i appreciate that there waa policy update that impacted psh tenants and housing inspection was one of kind of threhad questions about. so the other areas payment and subsidy review committee, can we touch on those questions at this moment? >> yeah, i think, it's part of this item.cy update, yeah the change. so for my question for third party payments, we received from multiple tenants thc properties, examples of forms that they were being asked to sign ly 31, and in some cases, box for third party payment had been prechecked. anewere not people that
6:09 pm
had issue with ts and arrears. so i wanted to e third party payment aspect of this policy change. to people that are not in a payment arrears situation? >> thank you for the ques commissioner, sal va dore director of housing. that was a mistake, the provider in error checked the boxes that should ha n more over that paragraph is--we apologize that it was there and has been changed. >> so for those tenants that were told they had to sign this update by july 31, that was yesterday ify what communication will be going to those tenants nowyou've corrected the form? >> my team has communicated to the provider in question that that should be corrected and they need to change the form. >> okay, just for any members of the public that that were being asked to sign by july 31, should they
6:10 pm
expect any consequences if to sign the document. >> we will make sure that there are no consequences. >> thank you for on the record. thank you very much, can you clarify in the pilot where the bh it says that there were no sube the owner's responsibility. how is that determined? that it was not the owners versus the management. were they given their leases and legal expertsreviewing and determining what falls under the lease? >> yes, the thirmade aware of what responsibility the owner has, for example the owner may be responsible for fixing the elevator at the boiler if there is no hot water, there is the responsibility of the owner. fixing a door and broken window, those are the sibility of manager. >> thank you for clarifying. so this are being
6:11 pm
given copies of the lease and then determining. >> they are aware of what the responsibility is. >> what falls in what? >> yes. >> okay.r also have that information and if they feel that fix something that is the responsibility of the owner, they quickly. >> yes, so i understand that these five sites and pilot there were no owner responsibilities. were there no elevaissues in this site? >> yes. >> yes, i understand that there is a property that has a problematic situation elevator possible, you know, it's really problematic, that this property may fallout of portfolio of solutions. >> we're about to start doing inspecks. we're going to be keeping track of all of that. >> okay. how are sites being prioritized? >> says that again. >> how are you prioritizing, what sites get visited first? >> so we have sites in
6:12 pm
buildings older. so we buildings that rewe have acquired. those are going to be a year or two from now. we're prioritizing besides where we've had more issues because we want to make sure that we make corrections to the questions. >> the last question i had change of policy item was something around a subsidy review committee, can you clarify that mt, how the committee members determine what role they're playing? >> that's i hope that's one of the changes that we are making. as i mentioned before. it used to be that there is determination.body that is going to be making that determination it will be made up of service providers, people with living experience. and a whole process has been
6:13 pm
set up, we hope to make it for equitable. >> i'm sorry, is that one es that reports to this commission? >> that's one thing that we can consider.,!:l ?flt we're in the process of that. >> i would put a request that we have bylaws or whatever it's going to be the governorance of this body. thank you. >> thank you. commissioner laguna? >> yeah juquestion, there is no slide numbers here, but the psh slide, you have number of psh, 9203 thi struggle with with respect to
6:14 pm
understanding what actual inventory is. but i ion is, it's 9203, i believe we've added psh since february of 2024, i might be wrong about that. do you have any sense ofat the disconnect is there? >> i can check and get back to you. >> we may have to use a figure from that we made before but we can check on that?then very minor collect the site, but it takes to you a box drive that you need log in access to.
6:15 pm
so if we can link it's on that slide, it's a link that says click here to view site specific listing and data. if we can get something so we can actually see what that data is, that would be helpful. >> okay, i don't have control over that but we >> okay, no problem. >> thank you. >> thank you, commissioner so this be to the public site and link can it be posted on the website? >> it seems like you have to type in a code.i'm referring to tion that he made on the housing program and i believe it is slide three. but that link is not accessible
6:16 pm
to us. >> okay. we'll work on that. >> thank you. >> >> i also have to leave atupstairs for a so the project is amazing, what concerns me is execution. obviously we're in the early stages, so just want to provide this feedback and ask some questions. so with work that i've with landlord renter lig is like a major concern to me. i would lovecan get more specific data around mold units and elevators actually you know, that's probably down the line. one of the units that i was doing mediation, mold
6:17 pm
that was reappearing in units because they were replacing the drywall when in reality it was the pipes. so it' it's a construction. i kind of try to use that as worse case scenario because that construction project went on for seven years when it was suppose to take six months. and seven years of people seniors, and elderly fochronic health issues, very sad so spend your life feeling that way and opening up the walls leading to other issues like rodent infestation and dust. i don't know if you want to provide information on mold and assessing molding units. >> yeah, if a ?unit has mold it will be reported by the third pampoyrty and we're going to have that information. >> so, this is one of the issues happening right, so if there is mold in the unit where is the tenant going to go? and the issue that we're seeing
6:18 pm
in this situation was the property was getting them, the money that they used to repair was made off of smamount of rent contributions? so as they of their other units they were not able to bring in the revenue to pay is why it went from six months to 7 years. where would the tenant go if they're and considered inhabitable. >> usually when you have situations like that the property manager is responsible for providing another unit to tenant to move in. either in one of the buildings have under management, if that's not possible then they get in touch with the department and we can look for a unit in the different building. >> great, i want the tenants because many tenants were saying, we should be put in a hotel by the city but we're not. just if there is any kind of information by the tenant that that's available to them. so just moving on to the sake of time, so you know, as far as the
6:19 pm
integrating cultural sensitivity alth as somebody said. even among my friends, some of my friends are extremely tidy, some a little bit different lifestyle. how is the clutter being assessed. we used to use clutter scales sing. how is it assessed? and 90 days what support is available to the tenant is this ablepartner with dph with clutter?the plan commissioner there are is tuations willing to work with the provider onsite, you know, get together and they work with the tenant and they take care there are situations where we get to the department involved and that's exactly the plan that we have. >> great, and so, so, i guess, to ask my questions, who is determining when clutter is too
6:20 pm
much and how? if you know? >> that at this point, that's the, the inspector decides if clutter is blockin houbl be have support for the tenant. >> i want to really this, a lot of issues, the public coearlier i witnessed, when we're to provide services, they're not--if we're framing this as like, this is an inspection to unit inhabitable, they have their side of the responsibility but if we're exercising as somebody coming in like, jordan said and really kind of policing and which a lot of people who don't have adequate training are due to lack of xhaoerns. so is there a mental and favor
6:21 pm
al and cultural sensitivity available to the inspectors that they will be trained on as inspection process goes? >> these inspectors have been working in many of our buildings for years, since 2016. not done a mental health i know that mckay is very aware n and we have not had complaints ing sensitive to the tenants that we're serving. >> okay.would just say, commissioner, we hear you and having, worked at the department of for many years, this was a big topic of conversation and we had a lot of supportive service to see wrap around people who
6:22 pm
6:23 pm
aló/2?
6:24 pm
6:25 pm
other part of it.the commission oversight powers has i understand it, and it's too bad that we don't have the attorney here, because we can really ratify but i'm going toing is.advise on policy we can
6:26 pm
issue resolutions, we commendations, we can ask people to come to hearings, those are the the five sort of powers that we have. we don't have the power to investigate, we don't have the power to adjudicate.we get these whistleblower complaints, which this is not the first and certainly not can do as we have done here, we can bring it up with staff, we can speak, if you're so inclined you can speak whistleblower, if you want to in your capacity as an we can ask people to come and testify but we cannot investigate a claidon't know if that helps. >> that helps greatly. my main question was, what i person, and i'm glad commissioner evans talked to didn't want is for people to think being fallen on deaf ears. that's the reason that i brought it out, it was sent to
6:27 pm
all of us not to one particular person and again, commissioner evans is much more aware of everything going on there. and i am not, but this was brought to all of us.i thought that would be important to at knowledge that somebody wrote a letter and acknowledged back to them saying we got it and what you just said, is perfect. >> yeah, 100 percent. and the only other trick about this sometimes thinformation included, may involve hippa violations they may not be truthful or accurate we may not be in a position to assess that. so i think to the degree that you see some redsense to mention it publicly, it's out of abundance of caution wanting to wait until we have the information. >> thank you. this just exemplifies the
6:28 pm
helpful role s plays in the community speak withing that person directly and the follow through with the department. >> in most instances i will respond followp or at least acknowledge. >> thank you. >> can i spea matter, i appreciate the conversation that we're having here and commissioner laguana outline of also have the ability to and approve them. >> that's right. >> and what i heard commissioner evans say, is one criteria is the number of complaints that raised that are sustained smraints. so while it's not investigate tory, it is within that ability. >> 100 percent. to hold all providers and community members responsible
6:29 pm
for their roles and responsibilities. >> yes, byway, i was, i thought i was including that by way saying what she said was beautiful and i was adding the other powers and responsib but yes, thank you for highlighting that. >> thank you all. we're going to move forward.have our consent calendar which all matters are listed, they're genereux teen matters but i know that commissioner evans has requested to pull items 2, 3 and 4 and i believe that's the only items that would be pulled. i would like to ask for a motion to approve agenda item 1. >> second. >> it's been moved and properly seconded to approve enda item number 1. >> consent. >> is there a way. >> there is not. >> many of you have the agenda and may have this page on the consent calendar, is it on the
6:30 pm
link on line? >> yes, it's on our website.you're able to access online you can pull up this portion that =has been omitted. i just want to open to public comment on consent item number 1, is ere any members of the public who wish to make comment on this particular item? any remote callers? >> there are no callers ll call please? >> chair butler how do you vote? >> aye. >> vice chair evans how do you vote? >> aye. ioner albright. >> aye. >> commissioner williams. >> aye. >> commissioner guerrero. >> he had to leave for a meeting. >> commissioner laguana. >> aye. >> the motion is passed.
6:31 pm
>> and i understand we can collaborate 2, 3 and 4 in the same conversation. commissioner evans have the floor. >> does that mean that you're asking for a vote at the end? >> correct. >> unless you want to take them sepa >> so all three of these items are extension of services for non ncothe monarch, the dante and the cova all of these about nine months so it extends to 31 to coincide with the real estate agreements so that would all end simultaneously. i just wanted to clarify since we know that time flies very quickly and we may be in a position to sees these shelters being may wind down given budget xwlaints, that we anticipate, we might be looking at mid-year and when we go through the budget process again.
6:32 pm
can you clarify, it, we do a majority of these people, are housing referral status. and i just wanted to make sure that we're not getting these people are not, being placed in eir housing placements. quickly enough and we're having to transfer them shelter.u >> gee gee whitly for the department. and i to talk about shelter if you need mothrough the chair, vice chair evans, the budget that we've presented several times anticipates keepds open at least 18 to 24 months. we do need to repro cure sites, many of these sites were open under emergency authorization during covid so. we've been in the procs ed at this commission of
6:33 pm
doing a request for information to try to find sites either alternative sor conditioned services at th the director of under the charter is responsible for those and partnership with our department. they needed to continue negotiations and so these are short-term extensions until we can get those longer term leases in place. we don't anticipate at this time needing to close sites. >> thank you fo i just wanted to also say e were in a position where we were doing like we did with the sipo aggressive wind down of these are very easy sites to fill because as people know when, when are offered shelter bed on the street, most often you're being offered a congregate setting shelter bed.these are non congregate
6:34 pm
vive at zmmany times private bath. so when these types of offers are made, we've seen more like 95 acceptance like people were accept these tzvery reasonable shelter accommodation. as where congregate shelter bed, people are less likely to accepy've had past trauma, past sometimes our shelters are so crowded they are getting sick colds and things getting passed around and it's a non restless place to sleep because ita noisy environment as well. so i was going to say, that you know as we are in if we're ever at the point where we're creating vacancies that we consider using these even for short-term shelter stay. res pid stays for sure that we're max miegz the use of these very expensive
6:35 pm
accommodation, so that when, like what we saw the sip rooms that were going unused for months and i don't ntthat happen in this case. i just want question when uwe're reviewing these contracts that the occupancy rate is included in the material. i think you give me general number that it's over 90 percent but i didn't know what occupancy level is currently. >> thank you. any? >> that's a questih. >> thank you. >>commissioners my name is louis shelter, we do work work hard to main ain high level of occupancy at all of these sites, jagust checking the data currently, the monarch is at 97 percent.is at 96 he iser and a some
6:36 pm
fire damage at the site so it's a lower occupancy, we had to move folks out of damage rooms so it's around 85 percent because of that issue. >> thank you very much. >> thank you. any other commissioners have any comments on these three?zo if not, i would like to open up to the public who comment on these consent items? remote callers? >> there are no callers in the queue, chair. >> okay, motion to approve? >> i'll motion to approvitem 2 3 and 4. >> second. >> motion anready for the roll call. >> on 2, 3 and 4. >> vice chair evans. >> aye. >> commissioner albright. >> aye. >> commissioner williams. >> aye. >> and commissioner laguana. >> aye. >> items are passed. >> thank you and we're now review and approval to enter into a with lavender youth and recreation we're to invite elizabeth houston who will come and
6:37 pm
provide a presentation. did i say her last name right? >> yes. >> you were looking at me like no.good morning, commissioners, chair butler and director, my name is elizabeth houston i'm the manager of programs of hsh. i am excited to present to you all a new grant agreement with lyric sxz new permanent housing program that will serve transition age youth young are transgender, gender non conforming and other quesant amount is 655,200 with a total not to exceed over the five-year contract of just over 4 million, including contingency. this program is part of the ending trans homelessness initiative. it was developed in partnership office of transgender initiative and with other community stake hold thaerz are
6:38 pm
participated in the city's commitment to end trans homelessness. the support service that's are offered to this new grant agreement include case management service that's are taylored to meet needs of non conforming youth and we'll have a not to exceed 1 to 15 of staff two residents. also includes within the suppor affirming care and wellness services. designd to this target population. the per unit services funding amount is larger, is a greater amount than funding due to the service that's we built into this program for this target population, 1300 per month for the support services. and that was the amount that was outlined in the procurement to pro cure these services. we are lyric has a history
6:39 pm
of serving lgbtq and in particular youth who are trans generaleder and it's been a grantee for many years and partner in our youth coordinated system since the department launched youth coordinated entry. we're exciting that lyric is expanding to provide supporting i have housing. this is their first psh services grant and we're excite today bring them, i'm available if we have any questions. >> thank you so much. and i would like to open up to the public who would like to make smcomment on this agenda item 12-a. >> any remote callers? >> there rs? >> evans, the floor is yours.the same question, i know this is a new contract but this at is is not a existing program it's a new program it
6:40 pm
will serve 41 young adults. >> thank you. >> yeah. >> quick question, you brought up the higher ex tense and some of it being l expenses. can some of that cost transferred to medical and the federal government? >> i'm not sure that i can answer that question. >> that's a really good question, commissioner, thre working on generally, i think we talked about what're doing with kelly owen with home and y base waiver. we're actively having conversations with how to draw down more medicaid dmrarz --dollars and really port. providing the support that they really need.5/ it's about making medical more accessible in order to really
6:41 pm
provide the support that people need. it's also super complicated becaus they never make it easy. so we're toiling away with that. we've been with department of public health, we have somebody on staff and our planning and performance unit.
6:42 pm
and other medical funding. >> thank you. >>commend the question that was asked and nswer.=c respect to what we had partnering with the government.
6:43 pm
then 1 is a whole section of monitoring. >> there is going an annual follow-up i believe, so i woknow about that, in terms of i think moving forward in a lot is to follow-up on our day meeting., >> so moved. >> second. >> ready for >> aye. >> commissioner williams. >> aye. >> commissioner laguana. >> aye.
6:44 pm
>> we're now moving on to our agenda item 18, public comment not related to the agenda. so i would like the public to please come and share your comments at this time.éú >> speaker: i'm glad we're hittabout this like maybe having a uniform rent payment basically allowing us pay rent by any legal means. and i want to bounce that
6:45 pm
giving responsibility to say demand party services when they're i did find hsh is moving away from 85thd payment is a blanket i do want to point out that randy shaw who runs, major said in a 2018 article that mandate and i think it's offensive -#to any ssi, ssdi to have money management so just keep an eye out around that. so i junk that that is something to be considered as well as other issues around eviction. i know we presented here almost a year ago, a bunch of us current tenant presents.
6:46 pm
rst and can be inconvenient to some our next meetinrst is going to be mathe 1, and prior to that we'll have a conversation whether or not to move that meeting. yes, sir. >> so what's the plan.aff is violating a city and state law. and i'm wondering when will i get a response to the information i requested? i dash i responded, i requested information, i type of response, so what's the, what does it take to get to city in their employees laws and regulations of the state of california and san francisco?
6:47 pm
we'll follow-up. >> i'm the program manager at ucsf. this is been a lot of serious things. bsanctuary shelter has been going through a nhbeen funded by the state, we've redone our the next couple of months would love to invite to you come in and see the site. thank you. >> we would love to come. any other remote callers? any other members of the public who wish to make comment? >> i want to clarify, was it sent to did you get the remail? >> yes. >> okay, can you make sure that you reply with the information he's requested. thank you. okay, let's move forward to our discussion item information meeting port, co
6:48 pm
>> thank you, i'm going to keep marks very brief since they last met, they held a meeting in june and canceled its july regularly scheduled meeting due to a lack of applicants. this month i would like to detail the current vacancies and take the commission and providers to think qualified candidate who may apply for the current openings.reminder the application is available under the for those that can pickup a piece of paper has a full url posted. so the coordinating board, we've made great progress in filling a number of seats but we still have three vacancies, seats 2, 4 and 10, the qualifications for all of these seats are qth same, that they should be held by people represent organizations and projects serving one or more populations.
6:49 pm
ideally without c o.c. contracts, but not we also will consider candidates that do have c o.c. contracts. the shelter monitoring committee, seats one and five are vacant seat five is a person who is homeless or why nots vase' seats, 1, 2, 4 and 9 10 are current' vacant. i the qualification for 1 and 9ed but 2 d 4 they should be relled by consumer, so somebody that has ever stayed in a city shelter. additionally, we have r10.
6:50 pm
we may have to figure out who how do we contact the professional arbitrator. i encourage anybodo out to our website and consider applying. application is super brief it's like a page long, ask you questions. we have monthly meetings and invite you to come meet with our nomination committee and you may be selected one of these bodies, thank you so much. >> and how many committee members total? is it 10? >> i think it's go ahead. >> i didn't hear you.many total committee members for the shelter grievance committee? >> i think i think it's 12.i think it's 12. >> so sb two just became vacant. thank you to the the work.
6:51 pm
i know commissioner to leave. >> i apologize but i'll see you all. >> is there a plan or place in terms of recruitment and how >> so, you can certainly refer any candid may be interested in serving in the body. i'm also happy to talk to people about their interest in servicing e--serving but the application is a very simple form and available on the website for those tnthat are listening, if you go to the homeless meeting, website and you look for my item for this il document for this item it has the link to rthat application in it. for those in the an actual application link that people can fill ouyou to look at, look at, you 36know, think about who you might know that you may want a body and provide them with a link to
6:52 pm
