to limit exposure to carcinogens and other intrauma, we should reduce incentivals for firefighters to stay on the job longer then they absolutely must. the measure before you allowed members department to retire with the maximum service credit at opposed to 58. empower firefighters to enter retirement with financial security risk additional three years of ade health impacts. as mentioned in the prior committee meetings,e career of firefighters by three years translates to heightened risk, demonstrated by the positive creased age, number of injuries, and claim costs. throughout this process, my office prepared all legislative pathways to suthe most cost effective measures. protecting firefighters from cancer and other health complications isn't controversial, at least it shouldn't be.g to do and

>> item 14 resolution authorizing the sheriff's office to enter into with the san francisco pretrial diversion project for pretrial services, increasing the contract amount by $14,905,123 for a total not to exceed amount of $34,668,237 and to extend the contract term for two years from july 1, 2024, for a total term of july 1, 2021, extend. >> supervisor stefani. >> thank you president peskin. colleagues, i wasn't able to q8 budget finance committee hearing, but i do have a few questions in the 6 months since the last contract amendment was approved, the office completed fiscal compliance monitoring of the diversion project financial condition an governance and review of the financial statements through june 2023 and the assessment found pretile was generally in compliance with city standards but recommend the city provide technical assistance to improve the

budget development fiscal policies and procedures and compliance with public access standards and to my knowledge this shouldn't be a shock i'm bringing this up around ongoing issues i have with pretrial not of co@ur with their mission, but in the way in which is reported. while pretrial [indiscernible] appearance rates are extremely high in the 90, there remains a concern regarding the validity that datthree years ago in 2021 after validation study. moreover, it recommended in 2021 after i brought that up more then three years ago, san francisco established a plan to revalidate the public safety no such plan exists as of today.out of compliance with sb36, which requires the study to be done every three years, and as of june 2024, the pretrial population had dropped to 121, which 64

percent decrease. the bla asserted increase in cost are due to significant rent s yet worked out, which perp given our office situation, an icodotally down and dont seem to be in a tight market space n i could better know how i was vote today but do not have all the information. in 2021, like i said, i voiced my reservation about the contract and earlier this year reiterated the concerns during the vote of the contract 4th amendment which is asked for to again, address significant rent increases. at that time, i felt there response to policy recommendation made in the state required validation study, the public ñ safety accessment authored by the public policy lab. despite contract amendments an

to question the validity of the pr and efforts to reduce bias and validation study remain unimplemented. while i was encouraged by the january discussion and recommendations made to the bla to improve fiscal and programmatic monitoring--i especially as the 5th amendment would go towards alleged rent incr i concerned about the non nate bill 36 which requires a validation study every year three years and that is not done, so for reasons i will vote no on this contract amendment today. >> thank you supervisor stefani. supervisor chan. >> thank you president peskin. just wato clarify that during the budget and finance committee, it was

clear to us that through the--i clearly for obthe previous agreements amendments that it caem out to committee without recommendation and until now it was actually recommended by the budget and legislative analyst to approve this contract amendment before you today. it is as indicated in 5?the budget and legislative analyst report as pr during the budget and finance committee that the assessment found the pretrial was generally in compliance with the city standards. clearly we still want the city to provide a technical assistance and the city as the sheriff department prove the organization budget development, fiscal policies and this is all on the page 9 of the budget and legislalyst report and also just want to indicate that, the sheriff did complete fiscal

be required to do. in order to do that he needed a longer lease to amortize the cost of at, which is significant. so, í5wat, folks had asked that we purpose the land to build to do other things with as a environmental ist. the issue is i went to the mayor office of housing and said how about we build affordable housing here. we cannot. it doesn't support it. it is very odd site, which really limits the number of units. federal money has to go and neapa and has to be cleaned up and will be i explored a community garden or retail, none is feasible.in the mean time, the state of calirnia seeing the problem throughout the state working with the federal government has made a pot of money available for owners like this one to transition to bio fuels. we don't have a bio fuel station on the d, so it is a

need we have and you know, this gives us a transition into that. so, what is before you that, it is a lease. 20years as the predicated on acceptance of the grant from the state to transition into bio fuel. that is a requirement of the lease. in addition to that, the lease requires cleanup at the end of the lease which is the current lease doesn't, so i do think having kicked this tires on this to make--i have explored all the other options. i do-we are bringing in front of you today, i think it is a good option. my fear is this, from some of the environmental groups who rather have this be empty then have a sale carbon producing fuel. i have the experience of having a site just on the other side of the d owned

[applause] who recently announced her intention to retire at the end of next month. she started even before i 1994 as a firefighter emt and of firefighter paramedic lieutenant, captain and battalion chief before elevated as chief downstairs in the rotunda

5 years ago. apointed the 26 fire chief in 2019 and exhibited professionalism, extensive experience cation to public service in the san francisco fire service.years of devoted service to the city, she earned recognition for distinguished record in public service. you have been the number one-i served with a number of those 26 fire chiefs and no one has communicated with this board and the public and the mayor as well and consistently all day and all night long as you have, chief, for which i know me and my colleagues are profoundly grateful. you have been a real community champin and served the most vulnerable residents of our city, been there for neighborhood service response, mentoring future generations first responders, particularly women by volunteering at camp glaze and you just really demonstrated what i

think we remarkable leadership and compassion, especially during the covid-19 pandemic where you spearheaded life saving initiatives, focused on disaster and emergency preparedness and firefigh you served on the board rof firefighter cancer prevention foundation and honored to as we all voted tos for your turn-outs and leading the nation in that way, and you have also been a trail-blazer not only for women, but as the first openly lgbtq fire chief in san fron behalf of the board of supervisors, i want to p( thank you for your service and look forward to the bay, because only the bold swim in the cold and with that, i might think my colleagues have words to share. supervisor ronan.

training exercises at treasure island and how meaningful it was. the beginning of my time on this board educating and getting a small glimpse of what firefightehave to ender and the training they have to be a part of. you will i know you will go on to a nice next phase your life, but thank you. thank you for what you have done for san francisco being a model, a leader for your department and all the things that we worked on together, whether was paramedics or emergency response or anythiteepartment. the hiring process as supervisor ronan said.with 798, really underscoring the test and the insure that women, lgbtq people of color were part of the fire department and making that )=w commitment and every time you brought something to your attention, despite any political push-back, you fallowed through and so thank you.be greatly missed in this city. thank you for your service. >> supervisor melgar. >> thank you so much

i am not going to belabor th thingz my colleagues said. you are special to me also. i think the same for all of us. one thing brought up is how funny you are. one are of the funniest people in leadership in the city really important because this is tough work. you have been outstanding fire chief and also an outstandileng a whole different thing. the level of elegance you have yourself with, the doors you have opened for others, just the the same time empathic and just heart-felt efforts you make e department and outside are will dearly miss you. like i also want text and pictures after you leave, but you know, relax.other things

>> supervisor stefani. >> that was fast. gosh, i feel emotional, because we are sunds and i just when i heard the news i did not want it to be true, so used to get news i dont like inthis particular revelation i was i remember the first time you came to a budget committee when you were chief and for you it want just about numbers, it was all about heart and what the firefighters go through.óu you talked about ptsd and placed emphasis on the mental and physical aspects of the job and you just really brought this human and realistic idea of what your members go through and i think that budget year we were able to do more, never a enough, but i remember being struck by that and woman just is all heart. not only is she a bad ass, but

and many other times how deeply i appreciate your leadership and your professionalism and i i do want to elevate is your not just your professionalism, but also your humanity advocate whether you are advocating for a long-term firefighter of the newest person inthe department, or a person struggling on the street from the department or people who have been burned their place because of fires, you are navigating and communicating with me and with my colleagues over people in incredible need of all different types across the city and i just always been struck by how you e dignity and you engage in the same level of advocacy, whether we are talking about

the person on the lowest rungs socio economic ladder who is in need or folks anywhere within the department, you are a tireless advocate and champion for doing the right thing and doing right by people in this city. you will be missed and i wish you all the best in >> thank you. supervisor chan. chief, when we were age, this is how you always introduce yourself. since i met you is you always say, i your fire chief. you are our fire chief. your people fire chie franciscans fire chief and here we honor you as such and service and your leadership. you are an example what public service mean and public servant mean.serve san francisco with integrity. you always put the politics aside and serve in the best interest of san anciscans and i think that

chief of ems and community paramedicine who has rewritten the way we do ems across the country and i'm super proud that. i'm super proud of our diversity equity inclusion program, city emt, which gives at risk youth a opportunity. i am super proud of drawing a blank now. maybe it is meno pause maybe it is covid brain, but--i'm proud of what we refer to earlier when we were talking about my first time at the budget when i was advocating for within my department and thanks to you we have certainly expanded that and doing wonderful things.do this alone, and i had so much support and i appreciate working with each and every one of different personalities that i got to know. such a joy.

i never ever ikexpected to be in this position when i first got hired. this is maybe a secret, maybe it is not, but i took my first promotional exam when i had been in the department about 13 or 14 years and really the only reason i took it was people that were taking it and i said, no i t want to work for that person. [laughte and that is the trut and i was all in after that. fortunately i had not had to work for any of those people. anyway, it has been a privilege, it has been a--i still dont really underslast 5 years, so that will take a little sort of understanding when i get out of here, am sticking around. i am to this city, to this department and i'll give you three words before i close

and took on the role ofboard counsel perfect timing just like two s before covid in 2020 after working on legislation and advice as a deputy city attorney other departments. i think is that right, do i have that right? yeah. and she guided us through the most challenging times that any of us could hagone through, but particularly, the city attorney's office as we navigated the challenging ra19, including through two years of remote board meetings, countless emergency orders and ordinances and +c unprecedented legal questions always with interest of the city and her client at heart. she is moving on to her new role as head of the city attorney's health and human services team and i just

that comes through one person and for the last 4 and a half years that has been you advising us, playing what is often i think a difficult triage function within a huge city attorney office looping in the right folks and what i have been always been struck by working with you is not just as colleagues said, your availability always all the time your ethic and commitment to your work, but also that even when you do that role of connecting us, whether housing with deputy city attorney or any number of people on different issues, i always noticed how you remain involved and on of the projects we ar it isn't a matter of outsourcing or connecting with the right attorney, somehow and dont know how you manage to do this with one supervisor,

all which have been named in the title. 911, paramedic, emt, nurses, sheriff police and firefighter. and healthcare ecosystem is strained now and we need to create incentives to prevent a catastrophic breaking point and insure we can attract and retain excellent qualified candidates to serve our city public safety ecosystem. this fund will provide real ial relief by covering outstanding student loan and job related educational expenses for these city employees that were named. these are the people we count on every singwe must prioritize proper staffing levels and so to qualify for this, an applicant needs to be hired into one of these roles beginning of the year, hence the traction piece and continue working full time for at least three years before they would be able to access the fund. the goal is to start th least a million dollars. the hope is to get it up llion, so

that each person would have up to about $25 thousand in debt. just to be clear, this is not an attempt to create a budget set aside. this is a priority in the coming months next ye process for this board and the mayor, but i do think it a for philanthropy to lean in. wh i think why we want to put this on the ballot and i had conversations with many of you, part of the reason is when we look what was able to do, even though it was mandated budget allocation, it changed cgthe in the chamber over the last number of years.for leading that effort, but we allocated towards affordable using and housing development and housing acquisition. kudos to supervisor engardio

for pushing thconversation around algebra. even though it was not a set it put pressure on the school district to move forward in that i also think about when we many years ago supervisor ronan leading the process had a conversation about mental health sf and there was an idea that it would go to the , but as part of those conversations it didn't, and i have to say i don't think this mayor has made a full commitment to mental health sf. never been fully funded or leaned into and we continue to see that suffering on the street today, so as part of the reason why i think it is important that the voters of san francisco have a opportunity to weigh in on this and make a strong statement. i like to thank my lead cosponsor who was not able to may, but supervisor walton has been a stark and strong supporter and then recently supervisor dorsey. thank you for your

clerk.a couple things to introduce that we can work on after the break. the first thing is a piece of legislation i write since on the planning commission to better protect our rent controlled units that havetenants living in it and are going through renovations. something that we have dubbed rent evictions. i been wanting to write this legislation along with aid jennifer feeber who was with the tenant union at "= the time because we saw so many cases come in front of the planning commission and didn't have the tools to deal with them.noticed a bunch of 'acases of unscrupulous who applied for permits to redesign-renovate a building or redesign a floor plan zin nformation to the plis no unit there when it is them and rent controlled.

sometimes tenants knew about it, but often times did not know this was happening. there had plan for permit submitted for their homes. since there is no real registry renters yet, planning staff would just rely on honor system asking is there a they take their word for it. this had happened repeatedly. i acknowledge sf has gotten better, but we do not have a system per se to check this, so despite the stuff that happened the inclusion of this in some of the streamlining bills at to still doesn't have a full proof way to uncover whether tenants are living in a ace that are going through a permit process for renovation and people game the system. this legislation helps insure
