department, fire department, or sheriff's dechers, supervisors or coordina item. so i'm just going words real quick. first, i want to thank supervisor walton, being my this initiative ordinance would amend the administrative codeponder student loan forgiveness and ongoing education fund. we all know the dire situation we it a lot at the board of supervisors. staffing shortages in critical positions, especially first responders./+medics and emts, police officers, firefighters nurses and deputy sheriffs. and our care ecosystem are severely strained. because of this, incentives to prevent a catastrophic breaking point can attract and retain excellent, qualified candidates to ecosystem. so this fund would provide real financial relief by covering students outstanding job related educational expenses for city employees who are the police department, fire department, sheriff's department 911 dispatchers. both supervisors coordinators. these are all the people we count on every single proper

staffing levels, to qualify, an need to be hired into one of these in 2025, and work for at least is to build up this fund to forgive up to $25,00 employee. and so the bottom line is we, first responders, and we must support our first r positive step that we're taking to attract andretain that we need to get back to ensure that we have basic and, and i just want to say the reason we're ballot today is we've put forward other administrative code changes and funds, that the i want to make sure that we have the opportunity for our our residents of san francisco to weigh in this a mandate very similar to what we did with prsimilar to what we did with other ballot measures that stated very will would be that weuld have a mandate to follow through. and so whoever the we would want them to make this a top priority. since we've so with that, supervisor peskin supervisor safaí,

so i am prepared to offer this to the full board of but i have, a long held policy that the ballot things where the ballot, where we don't have the ability to pass a law. so charter amendments need ballot because only the voters can change the charter. general obligation bonds need to go to the ballot because only the general obligation bond. but initiative ordinances are what here every day, and i support this legislation. it tomorrow at the board of supervisors. itthis is an ordinance, and the support to pass it here at the board of suped to be an appendage to the ballot where we could just be doing waltonir safaí. and just want to say that id to support this. i think that we saw the federal lot of residents and communities across sure that we could forgive student loan debt

18 applicants. thank you mr. clerk. i think we give people the opportunity to come present can take it one by one. so do you have the order, yes. we can go by the list on the agenda if can call taylor james hart i'd like to requ assume that the chair to limit your comments to approximately two minutes. if possible. good morning. my name is tyler james hart senior. i am both a forctive and contributing member of my community of know the northernmost county in the san francisco bay are before this committee today to highlight the reasonsi should be appointed to seat one of the reentry counsel for the city and california. i served ten consecutive years of corrections and rehabilitation from the age of 1 for the crime of second degree attempted robbery.nder at the time of my conviction, and have had no subsequmy release seven years ago. this september, i will tell you now th i'm a survivor in life as a victim of violent crime, and i spent incarcerated in our state's prison system at the time o

product of my poor judgment. of course, but also that of abuse, as well as substance abuse related issues factors. most 19 year olds have no conception of that time since my release, i have earnedegree in sociology with an emphasis in ethics justice and policy from thersity, chico, where i'm currently completing my master of business management. additionally, since myve worked extensively, returning inside local ja and evidence based reentry and rehabilitative services. in my jail in juvenile hall in napa county, as well as inside the state prison, cmf and vacaville mule creek state california, and at solano state prison, also in vacaville and overseen multi-site service, enhanced homeless shelter operations across napa, solano and sonoma counties. i have funded by the napa county district attor on the juvenile justice coordinating council. sb 823. my current role is the director of operations for an 80 bed behavioral health treatment facility in the interest of time i will conclude by saying that i have community and have

he's more qualified than i am, let's see herethings that i wanted to bring upys for being given the opportunity to possibly se on the reentry council, if given this opportunity, i an example of what has worked, whatt also needs help. and since my, i've been from the reentry back into society. when the first steps of reentry begins. one of the things about living in san francisco versus other cities of, fortunately to have heard from others from other cities and the resources that they had available to them versus what san francisco. and i was also able to give various individuals based on the information that i to even with all the resources offer, there still are obstacles in certainand currently are still not available through some of the r experienced personally, let's see, for seat two, i have an expertise in providing services for individuals exiting by my sharing of resources and

information. research. and for individuals that i previousl i have came across, for, i have been recently released from this year. so that makes me eligible seat four. unfortunately, i've had multiple prison terms my qualifications for the fourth one in itself. currently, i'm enrolled in the community health care worker progra. and in that also i'm working on journalism two, i like to that i can with this reentry council. and if it's used for helping people i like to participate inity to do so. all right. thank you next on the list of speakers is tyler john. i'm moving on to the next party. good morning, my name is anthony party. i am a returning citizen, just getting done

doing, 11 years in federal prison. for, seat incarcerated quite a few times so i have experience with who are in and out of prison actually h so i've also, during my tools that would allow me actually prosper in a manner in which i i've been out of prison for about nine months and so, i am iw what the bunk feels like, and i still know what the tastes like. and so therefore, i have a the ability to relate those who have suffered of course they put the president of barksdale incorporated, which is a you and we work with inmates and those who are formerly incarcerated to give them tools and s them lead a better life in society, one of the things that i specialize in teach. i have created a curriculum that i

belied on this committee to help individuals further prosper, iave also worked with an organization called returning citizens, who works very c public library, i've doneg engagements all over california, in my time out, i've spoken at chico state. i've worked corps, helping the youth there to be able to elevate their themselves educationally. and so i believe that i am definitely qualified with the information and tools thate to bring to this committee to ultimately help those return. thank you. next billy hong lee. hi. good morning. excuse me. hi. good morning everyone. my name is billy. i am currently applyingt and four. so for c one it asks, if survivor of violence or crime. and yes, i do. for c two it individual individuals exiting the criminal justice i've been out for two years during my two years, ofrceration, i have been pursuing my higher education. i

am currentlyfrancisco state university, where i am a research assistant for organization called project rebound, where i seek to understand tf higher education not only with recidivism but also how back into society with loved ones and the impact have to their community. looking beyond the numbers and diving statistics represent, for c four, i have multiple incarcerated first at in 2008 when i first turned 18 term was in 2014, where i spent ten years in prison, since i very closely with people exper that the foundation to not recidivating is having a live. so i was able to intern at the department of homelessness and supportive housing as a really, willie brown time, i learned so much, so much on how to help people not slip through the cracks. and i am also a house manager wint foundation for community improvement, where i'm working veryith people who are experiencing families, who are experiencing homeless strong passion for helping people who believe that compassion ability equals lot of us were not taught the

collaborate with stakeholders and policymakers and community members to develop policies that promote rehabilitation and reduce recidivism, is the limit. right. so thank you for your consideration. thank you. our next james lawrence logan jr. present at today's meeting? moving on to the next speaker. erin mccall is unables jamie harrison. sutter. good morning. my name is jay sutter an i am seeking appointment to seat 2 or 4. member of this community and a recovering addict, i spent fivecrack cocaine and sustained over 25 arrests, five year period. i entered treatment in june 2021 and have since worked as a reentry employme helped over 300 justice involved individuals find via employment here in san francisco. we're most importantly, we are here to createoutcomes for those exiting incarceration in an effort to reduce anddivism is not an

issue that exists in more victims. it creates otherwise preventableies of addiction, property, crime, and violence. if w communities we have to find innovative and culturally rople most likely to recidivate. that would be seeking set appointment today. my first priority as a seated member of this council would be to augment our current policy in the city and county of san francisco. ordinance effectively bans the box and prevents employers from inqu to a job offer, and furthermore mandates that employerscandidate of the right to appeal upon adverse te. an appeal by a job candidates go ignored. the lack of a response mandatedidate's right to appeal is mootwledges, reads, considers, and replies in writinge in a reasonable time frame. examples of a response mandateion and policies adopted at other parts of california. in lo county, employers are required to respond within candidate's appeal against a notice of adverse action. in a detailed

mandate that provides a foundation for a dialog between a job candidately increasing the chance of a fair chance hir implore the city and county of san franciscos we should be the beacon of reentry employment as the world's most progressive and compassionate community. thank you. thank you, the next speaker, next on the speaker list is hello, board members. thanks for having us here today, i'm speaking on seat six, which is not for me, but for ourretrial diversion project. we appreciate the board creating this opportunity serve on the reentry council san francisco pretrial based organization that serves people exiting the san francisco we serve approximately 5000 people a year diversion case management, and or teams. really excited to be part of this council to bring that perspective to the involved, in addition to the work we do onyears, we've really tried to transition

to meet the needs our clients that are exiting the jail with programseatment that are covered outside of medicare, to get people and where they've been exposed to addiction andization housing so that when people do they have an opportunity to rest their heads and, and services. we have a team of peer navigators we've b work in the streets in the community to help people where theyed to services, enhanced care management team that's now able to do fullal billing, we've added additional clinicians, and w new office space, which we're calling the justice equity, equity and healing center, to provide more opportunities for our clientsng in new partners to the space. so we really appreciate youration for our seat on the council. my the person will not available is joanna hernandez, who's our director of loved has also been involved in the community in working in this field. so thank you very much. thank you. are there any applicants not yet spoken? are there any additional applicant

and what needs to be improved. you know, with valencia i think the mta been it's been a very tough job, i think trying to balance priorities are to make sure that people are safe as he agency's charter have access to customers access to the loading ac, and access to, places for theires to get around. i think that currently, as my understanding is that is that the agency is working very closely, blockerchants to, to, to street, which it seems that most of the valenciad the agency are now all on board withrunning bicycle lane. and i am very heartened by the efforts that the agency is taking to really work every single blockingle merchant to look at every single possible possible curbimize opportunities for merchants, for parklets, it's has is very it's very hard the agency the first iteration with

the center running bike lane was an e parking as possible for merchants, that said, i think that said, you know, staff staffble. they can make mistakes. and i think we learned a it's not just about maximizing parking, it's also about access. it's abou other that other things. and so what we're going. i hope that it will be installed as merchants after the holiday season in early 2025. y mean, i had a little take. i the agency did a process around 14th and 15th and then they presented this as a years. i don't care what anyone says. it's impact that it's had on businesses, i mean impact it's had on pedestrians, the impact it's that ride their bikes frequently. i mean n and i just the problem that have with sfmta is they and they don't do doing community outreach. they'rer mess.

so i guess that's what i'm about and talk about a little bit more. because want to have a protected bike lane. we want there f traffic in general. but the way it's been rolled out the point where it's beenity. and i don't care what you can come study, and you can try to make the argument that it hasn't had the neighborhood, but it's had significant impact on the neighborhood.n because that model then is taken to other parts of the y thanks president peskin. and the work tha, tried to remove some of the political influence from more nonpolitical decision making authority entity, but thats played out with no regard or no attempt to really fully engage in community i think that's one of the biggeste done over for the agency. i mean, that's one. so i want to about that, because there's some other things about the agency that i but i want i want you to respond to that on mycil. i've heard many

complaints from the public and also from my fel members about outreach. and i've seen that happen at the full board, i agree with you that the agency could do a lot morebviously something, a disconnect. i think is staffing, for example, language outreach people and have for example and trying i think they're trying to work as much as possible for outreach. but disconnect. and where people on the ground, for example, merchants. right. see enough. when if i were would i would want to. one of my priorities will be to outreach work, because the process currently does nott up the language issue because just recently there's this conversation about doing bike lanes. north beach chinatown, and then all of a sudden they have a one in the community knows. and i think supervisor peskin's office found b happenstance that all of a sudden there was a proposal in chinatown. i mean, how does that happen? that makes nomean, we have historic neighborhoods in theright up there as probably neighborhood

in our city. so for plan or one that's not knowledgeable of the community, can't speak the language, doesn't have it's just un it's me at all. and ie biggest things we said when we did bike to work day is like, there's this agency that wants to talk about doing all these things communities of color and underrepresented communities, but that's not represented in the stat see any of that in the staff. you don't seeaff. so your job as a commissioner is to hold that the department is held accountable, because th have a lot of money for a lot of different positions to managers. and i don't see a lot of prepresented in that department. your feedback is well taken. i, mys, sharon ly and lydia. so spent a lot of bring more language access to try to tryerest groups in chinatown to the lot of work to do, i have i have heard you. supervisor chair or chair?ut having more, local

liaisons. not just project. project engagement, but more, more local neighborhood so that people have are able to build that relationship, that's take back to the mta and see if there's something betterperience that many that, that supervisors offices have projects, projects, projects come in, people parachute in see the same people, in your district rail project or the street safety project or the project. absolutely. and here's the other thing attended over the years? ie advisory committee, but have you attended co the community meetings commission, meetings commission meetings. while i was chair, every month i gave the cac chairs report board meeting and i attended. i bring that up is because i think almost 100% of the time they have a unanimous vote? where is the attempt from that to push back on the agencynt of them, but standing up a culture of this department. i could keep going. on the on the ticket supervisor safaí, i thin important issues. and he is

correct, i was the authorroposition a in 2007. that too strong mta commission and turned it into an. reasons, which supervisor safaí touched on, with the fundamental assumption that the commission would really discharge its duty in accountable and responsible. and look, i have no simple. every aspect of what the mtaith is extremely complicated, and way, i was an early proponent of the proposition that merged that created the mta. and utility in bringing parking and and public transit under one roof. and of successes. fundamentally, what we all get in the work that we do is trust and is built through relationships, and trust is trust is built through representation. and you referenced, former
