diversion project financial condition the financial statements e assessment found pretile was generally in compcity standards but recommend the city provide technical the budget development fiscal policies and procedures and compliance access standards and to my . this shouldn't be a shock i'm bringing i have with pretrial no mission, but in the way in which is reported. while pretrial [i safety and appearance rates are extremely high there remains a concern regarding the vaught up three years ago in 2021 validation study. moreover i brought that up more then ago, san francisco established a plan to revalidate the public saf no such plan exists as of today., pretrial is out of compliance with sb36, be done every three years, and 2024, the pretrial

population had dropped toally a 64 percent decrease.a asserted increase in cost are due to signifnot yet worked out, which given our officerent situation, an s are down and dont seem to be in a tight a little confused. i tried to get the i could better know how i oing to vote today but do not have all the information. in 2021, like i said, i voiced my contract and earlier this year reiterated the concerns during the voh amendment which is asked for to increases. at that time, i felt there improvements in response to policy recommendation made in the state required validation study, the public accessment authored by the public policy lab. despite cocontinue to question the validity of the nversion data and efforts to study remain unimplemented. while i was discussion and recommendations

made to improve fiscal and programmatic monitoring--i especially as the 5th amendment would alleged rent i concerned about the senate bill 36 which requires a validation study and that is not done, so for those reasons i will vote no on this contract amendment today. >> thank you president peskin. to clarify that and finance committee, it was clear to us rough the--i clearly the previous agreements amendments that it caem committee without recommendation and until now it was actually budget and legislative analyst to before you today. it is as indicated and legislative analyst repoand finance

needed a longer lease to amortize the cost of ficant. so, that, folks had asked that we purpose the land to housing to do other thingi agree with as a environmental ist. the issue is i mayor office of housing and said how about we build affordable housing here. it doesn't support it. it is very odd really limits the number of units. has to go and neapa and has to be cleaned up and will i explored a community garden or retail, in the mean time, the state of ate working with the federal government has made a pot of owners like this one to bio fuels. we don't have a bio fuel station on the of town, so it is a need we have and you know, this gives to transition into that. so, what is before is that, it is a lease. 20years as the predicated on acceptance of the grant from the stfuel. that is a requirement of the lease.

lease requires cleanup at the end of which is the current lease doesn't, so i do thiat having kicked this tires on this to make--i the other options. i do-we are bringing in think it is my fear is this, the environmental groups who rather have this empty then have a sale carbon producing fuel. i have the experience having a site just on the other side of y and owned by the city now that has been squatters, fires, graffiti, garbat the boarder of d8 and d7 is one (v the most visible spots in the city. it is what every sees going up twin peaks and i do not want that be the legacy we leave behind. good way to convince and do environmentally sound ally ask for your support.

francisco fire service.years of devoted service to the city, she ear recognition for distinguished record in public service. the number one-i served with a number of those 26 one has communicated with this board and the publ mayor as well and consistently al and all night long as you have, chief, for which i knand my you have been a real community most vulnerable residents of neighborhood service response, mentoring future generations rticularly women by volunteering at camp you just really demonstrated what i think we agree is remarkable leadership and compassion, covid-19 pandemic where you saving initiatives, focused on disaster preparedness and firefighte served on the board of firefighter cancer prevention foundation and honored with you as we all voted chemicals for

your turn-outs and leading the nation in that way, and you trail-blazer not only for women, but as the openly lgbtq fire chief in san franci the board of supervisors, i want to for your service and look forward to in the bay, because only the bold swim in i might think my colleagues have words to share.. >> thank you. chief, you are favorite public servants across time across departments and i think the world of you my whole family-my mom dropped off my daughter fr asked about you. she is like isn't the fire chief your favolike yes, mom, the fire chief is my favorite. i talk about you this and she lives in la and doesn't live here.are in my d family, and i won't echo everything president said, because he hit the nail on the headjust want to especially

got to be a service many years and you know, and i say that i didn't do it alone. there is a ton today that have helped me inside of this department. one who has me my entire time i have been ndy tong, chief of ems and cohas rewritten the way we do ems proud that. i'm super proud of our inclusion program, city emt, which giy. i am super proud of of blank now. maybe it is meno pa maybe it is covid brain, but--i'm proud of what we refer to earlier talking about my first time at i was advocating for within my department and thanks to you we have doing wonderful things.do this alone, and i had and i appreciate working with each and every one

of your different personalities that i such a joy. i never ever this position when i first got hired. a secret, maybe it is not, but i took my first promotional exam when i had been in the 3 or 14 years and really the only reason i took it was becauthe other people that were taking it and i said, no i do person. is the truth. and i was all in after that. fortunately i had not had to work for any of those people. anyway, it has been a privilege, it been a--i still dont really the last 5 years, so that will sort of understanding when i get out of here, i amto this department and i'll give three words before i close plan. that is what we need in the san able to do the work we do.

i'm so francisco firefighter and paramedic and chief. like i said, i won the lotttrue, how did this even and again, didn't get here alone. so grateful for all the support this room today. [applause] and took on the role counsel perfect timing just like two before covid in 2020 after a tion and advice as a deputy city attorney for other departments. i think is that right, do right? yeah. and she guided most challenging times that any of us could particularly, the city attorney's office as we terrain of years of remote board meetings, countless emergency orders and ordinances and legal questions always with interest of the city and her cli she is moving on to her new the city attorney's health and human services tejust want to

well you handled the absolutely impossible job counsel to any board of supervisors, board of supervisors as you had competing interests and all sorts of legal balancing competing legislative needs, questions from but all of our aids, night anwith dignity and a plumb and always been good advice for which i'm very thankful and i just want to acknowledge that you have a very difficult client, myself included and you ntored us well, so thank you for your service to the san frboard of supervisors, with that, supervisor chan. >> thank you indeed. difficult clients we are. well. nothing is more irritating then having a supervisor pretending they are lawyers. i only play one like board president peskin like one on tv, so i been patient. you have been so kind.just wonderful in the sense where you kind of le just be and pretending and respecting

board. i just want to say, we as a city and city attorney is fortunate to have advising this board fwr the last 4 and a half years.are a brilliant attorney and someone o manages somehow to juggle a million things which i guhave to do to survive when you are literally advising every supervisor. is a unenviable job having cliover the place, whether politically or on personality. i will not go into otherwise we would be here all about all the work we have done together specificalthink it is externally people that we are all most proud of in our work.see by design they dont see how we get there that is through the work we do together our city attorney and the entire office, but all that comes through one person 4 and a half years

that has playing what is often i difficult triage function within a huge e right folks and what i have been always u is not just as colleagues said, your availability always all the time your rk ethic and commitment to your work, but also that even that role of connecting us, whether honnect with deputy city attoon different issues, i always involved and on of the projects we are it isn't a matter of outsourcing or right attorney, somehow and dont know how do this with one supervisor, but 11, the strategy part of the development of strategy, part on top of making sure we have these to go and any advice we i always appreciated not just advice, but the follow-through in i want to just really thank job over

seamless. decade before the pandemic had handful of emergency ordinances, really got the just pretty fast and used that power in protect tenants and workers and encing homelessness, so it was a unbut a important one and i feel very grateful to have been a of it. my transition into this job was because we immediately went into the circumstances i had no training. i had been to one committee meeting before i sat in this not ideal. so, i have a lot of people thank, because they helped me preserve a little sanity throughout the process. angela, alyssa, everybody in the clerk's office. respect and affection for all of you. the best and you set the standard for excellence in this city. i have the deepest affection e clerks. there is very special forge at midnight when they are texting each other to ask in
