northeast philadelphia, south philly is in the middle 60s. 65 along the delaware river trail. we will see plenty of sunshine to start with. clouds are quickly thinning out. but it will be a cool start at the bus stop this morning, 50s and low 60s. and you will feel the breeze not only first thing this morning but through the day. and that's going to keep the temperatures cooler today. 67 at lunchtime, you're 70 degrees at 4:00 this afternoon. we'll go through it neighborhood by neighborhood when i come back, but first, katy zachry has traffic. good morning, katy. >> hi, bill. i hate to be the bearer of bad news, but we have a second accident into our system this morning. this is horsham, so for montgomery county drivers at welsh road at bethlehem pike. you can see the flashing lights. police are out there. it seems to be off to the side, not affecting traffic on bethlehem park/welsh road area right now, but keep that in mind if you are driving in the horsham area. another accident, this time in chester county, west ocean on

east market street between bolmar street. headed up to the lehigh valley, 78 and lehigh street free and clear of any issues. 399 and 22 look good as well. the ben franklin bridge, westbound lane headed into center city, philadelphia, where of course, we have that long-term construction track work taking out the two right-hand lanes, but right now not affecting traffic on the ben. the betsy and the walt look good as well. it is 6:01 and we are learning new information this morning about the deadly tour bus crash in new castle county. overnight, a second person has died from injuries in that accident. many of the injured were taken to christiana hospital in newark. that's where nbc 10's rosemary connors joins us live now with an update. rosemary? >> reporter: well, tracy, we now know the identities of the two women who were killed in this crash. the first woman has been identified as 30-year-old idil bahsi of istanbul, turkey. she died overnight at the hospital. the other victim is identified as 54-year-old hua'y chen of new york city.

their tour bus never made it back to new york. as you can see from our video from skyforce10 over the scene yesterday, the tour bus rolled on to its side. that's where it ended up. the first victim who died was pressed underneath of the bus and ejected from her seat. according to state police, the driver, who's been identified as 56-year-old jinli zhao of flushing, new york, was trying to navigate a turn on the off-ramp from state route 1 south to 13 north. that's when the bus initially rolled over on to its roof and then slid down an embankment. the tour bus is owned by am usa express. the tours are sponsored by eworld travel and tours, all based out of new york. the group had been sight seeing in washington, d.c., over the weekend. the tourists were from all over the world. last night we spoke to a passerby who came upon the scene as he was heading back to college. he got out to help before police arrived. >> speaking mandarin, indian, portuguese, spanish. so, when i did try to help, it was kind of hard because of the communication gap, but it was

really a diverse amount of people on the bus, but all of them were speaking the same language, all in pain, all crying out for help and i tried to help as much as i could when i got on to the scene. >> reporter: yesterday shortly after this accident happened around 4:30, the 49 passengers and driver, the people who initially survived were taken to area hospitals all over new castle county, including here at christiana hospital. right now their conditions range from good to critical. doctors were hoping to release some of them overnight. reporting live in newark, delaware, i'm rosemary connors, nbc 10 news. >> and we did check the history of the bus. according to the d.o.t. website, this bus has had one other crash in the past 24 months. no injuries in that crash. you can read more about the deadly tour bus accident on nbc10.com. and new from overnight, philadelphia police are searching for two gunmen in a triple shooting in the city's

c co-chessing neighborhood. police were sitting on a front step when two men shot them. a 48-year-old man was shot several times, including to his prosthetic leg. a 21-year-old man was also shot. both are in critical condition at the hospital of university of pennsylvania. a 28-year-old woman was grazed in the leg by a bullet. and now to the manhunt in the pocono mountains. pennsylvania state police say that they're closing in on the man wanted for the murder of a trooper more than a week ago. the search for eric frein is now focused on an area near the village he grew up in. authorities say frein ambushed and then shot and killed a pennsylvania state trooper nine days ago. investigators say they found several items belonging to frein, including a rifle and ammunition. authorities say he is a survivalist with a grudge against law enforcement. and a 17-year-old is in critical condition this morning after being shot by police in west philadelphia. this happened around 9:00 last night here in the 5600 block of media avenue. officers say the teen pointed a

gun at them during a chase, so they shot him. 6:05 right now. happening today, more than 500 nurses from crozer-chester hospital are expected back out on the picket line. nbc 10 in delaware county sunday for the start of the planned two-day walkout. the nurses have been working without a contract since june 8th. the major sticking points are staffing, pay and retirement funds. there are temporary workers in place to fill the spots of the striking nurses. no new contract talks are scheduled. happening today, the philadelphia school district could be one step closer to getting a much-needed infusion of cash. that's if the state house of representatives passes a cigarette tax with proceeds earmarked for local education. nbc 10's jesse gary is live at school district headquarters. jesse, you've been following this crisis in the district, and the concept of using a type of sin tax to partially fund education. what have you learned from your investigation? >> reporter: vai, i've done a little digging. according to a michigan public policy think tank, since the late 1980s, the various states in this republic have passed a

total of 80 cigarette tax increases. the success has been a mixed bag, though. let's take a look at our video. later this afternoon, the pennsylvania house hopes to pass a $2-per-pack tax on cigarettes sold in philadelphia to partially fund education here, but some economists counter, money from taxing vices is a mirage. many times, it leads to bootlegging or the sale of counterfeit cigarettes, like it has in new york state. and if cigarettes bear a higher tax here than in the surrounding area, smokers may just buy elsewhere. >> it's almost like a discrimination against people that smoke, you know, because every time you turn around, they're raising the price of cigarettes. >> reporter: echoing the sentiment of many smokers who feel like they're being asked to subsidize the district's deficit spending. speaking of the district, officials here tell me they need the proceeds from that cigarette tax to start flowing into their coffers by a week from wednesday. we're live outside district headquarters in spring garden this morning, jesse gary, nbc 10

news. now to decision 2014. governor tom corbett getting set to square off with democratic challenger tom wolf for the first of three debates. this will happen tonight. meantime, a new quinnipiac university poll shows wolf with a 24-point lead over the incumbent and is headed into the final weeks of the campaign with a more than $1.5 million cash advantage over corbett. tonight's debate will be held in hershey, expected to draw 1,600 people. wolf and corbett will debate against again on october 1st here in philadelphia and then a third debate will be october 8th in wilkinsburg, which is near pittsburgh. election day, as you know, november 4th. eagles fans are very giddy this morning. this morning their birds are 3-0. they remain one of three teams undefeated in the nfl. former eagle desean jackson back in the linc for the first time since he was cut earlier this year, and the fans gave it to him, of course. first quarter, eagles down 7-0. chris polk side-steps that guy, goes 102 yards for a touchdown

gusty winds this afternoon will keep temperatures in the 60s for most of the day and make for an even chillier morning tomorrow morning as autumn is ushered in. autumn arrives late tonight at 10:29 this evening. so, stand by for some cooler weather ahead, at least in the short term. 59 now at chester springs. horsham is at 61, while it's 62 degrees in bridgeton. north and west, quakertown, pottstown have dropped into the 50s this morning. and the temperatures are still falling in newark at 62 degrees, vineland now in the 50s. it's 59 degrees, while cape may harbor is still warm at 72. the wind that brought in the drier air this morning is going to stay with us all day long. currently 12 miles per hour in the pocono mountains, little stronger in reading. we'll see winds gusting to more than 20 miles an hour as the day goes on. so, stand by for lots of sunshine. look at the cool for allentown, the pocono mountains, quakertown, 70s. low 70s for trenton, northeast philadelphia and norristown. and right along the coast you see plenty of sunshine for cape

may, atlantic city and rehoboth and inland sunshine too with winds gusting to more than 20 miles an hour. we'll see high temperatures in the upper 60s and low 70s. but there is warmer weather as we go into autumn. the seven-day forecast when i come back. in her last report, katy alerted us of two accidents for which you should be aware of out there. >> katy? >> fortunately, those accidents are not on our majors in the area, but they will tie up traffic on some of the more local roads. starting off with a live look at 476 at macdade boulevard, free and clear both directions. drive times on 476 between 95 and 76, about 17-18 minutes in both direction. so, free and clear of any issues there. the accidents in horsham, montgomery county on welsh road, right at bethlehem pike. we saw video of it earlier. it's been moved off to the shoulder and doesn't seem to be affecting drivers in that area. then in chester county, an accident we've been following for some of the morning, west ocean on east market street

between bolmar street and westtown road. there's an accident to tell you about there. a live look right now at 73 right at i-295. this is in mt. laurel for new jersey drivers. no issues to report on this stretch. delaware drivers, you're free and clear of any issues as well. 11 minutes after 6:00 right now. it's being called a community conversation, and it comes after this teacher was accused of having a sexual relationship with a 14-year-old student. we'll tell you what the central bucks school district is doing. plus, cop watch cameras. more than 100 residents in ferguson are turning body cameras on police.

newark police are investigating multiple armed robberies where university of delaware students have been targeted. the first incident happened saturday night at around 7:00 on

south college avenue near winslow road. police say a man with a gun approached two delaware students and demanded that they give up their cell phones. after giving up their phones, the suspect ran west on winslow road. a second armed robbery happened around 2:30 afternoon on tyre avenue south of east main street. police say a student was holding his phone when he was approached by a man with a gun who also demanded he turn over his phone. after the victim handed it over, the suspect ordered him to go southbound on tyre avenue and then took off. it is 6:15. the trial of a montgomery county man accused of killing a 10-month-old girl and her grandmother is expected to start this week. raghunandan yandamuri faces the death penalty if he is convicted. he is charged with kidnapping the baby from the king of prussia apartment two years ago and killing her grandmother. the baby was later found dead. prosecutors say the suspect planned to hold the little girl for ransom to pay off a gambling debt. a local school district is working to educate the community about sexual assault and abuse in the wake of a scandal

involving a teacher. 31-year-old bridgett szychulski, a central bucks high school south band director, was arrested last week for allegedly having a sexual relationship with a 14-year-old student. the allegations against her stem from 2012 when she was a band teacher at len yoep middle school in doylestown. she has been suspended from her job. in response to concerns and questions from parents and students, the central bucks school district south school district is hosting a community conversation tonight at the middle school in warrington. three soldiers from afghanistan were in the u.s. for training and are missing. military officials say the army officers went missing during an exercise at a cape cod, massachusetts, military base saturday night. the soldiers arrived on september 11th and the military says there's no indication that they pose any threat to the public. a person of interest has been named in the case of a missing university of virginia student. it's been ten days since 18-year-old hannah graham disappeared, and police think that this orange chrysler holds

some clues. they say it belongs to 32-year-old jesse matthew. police believe he's the man seen walking with graham on surveillance video minutes before she disappeared. they've named him as a person of interest in the case and he's also wanted on reckless driving charges. some people in ferguson, missouri, are now being equipped with body cameras. the group we cop watch is providing more than 100 of these cameras for community members. they're also being educated on how to handle being stopped by police and how to protect their rights. this program even has the approval of ferguson's police chief. >> the idea of private citizens filming police doing their jobs, i don't see anything wrong with that. as a matter of fact, it happens all the time. we also have cameras now that we're using to film our interaction with the public. >> this all comes after you'll remember last month's shooting death of an unarmed teenager, michael brown, by a ferguson police officer. that officer has not been charged. brown's family is calling for the justice department to take over the investigation into

their son's death. almost 6:20 this monday morning, it's about the time when volume starts to build out there on the roads. >> let's find out with nbc 10's first alert traffic reporter katy zachry. what are you seeing? >> a lot of traffic is building. fortunately, a lot of the construction has lifted. and we only have two accidents to report. starting off in chester county, a live look at the route 30 bypass by route 340 where you can see traffic running smoothly both directions. no issues to report there. there is an accident in west goshen township, east market street between bolmar street. you'll want to avoid that area. also an accident in horsham, montgomery county at welsh road right at bethlehem pike. we understand it's been moved off to the shoulder and doesn't seem to be affecting traffic on those two stretches. so, that's good for drivers in montgomery county. taking a look at your speeds in the area, there is definitely some slow-up which we typically see around this time, 95 southbound headed into center city, philadelphia, around 20 miles an hour. but then on 295 and then on the

42 freeway, right before you hit 55, things are running pretty smoothly in new jersey as well. now your nbc 10 first alert weather with meteorologist bill henley. >> cool breeze is blowing this morning. here's the evidence. live view from here at the nbc 10 studios. that's a much drier wind than we saw yesterday. the mugginess has taken a break and look at the clouds. they've completely cleared out after a few showers overnight. right now in philadelphia, we're watching the temperature come down. it's 63 degrees with a west-southwesterly wind now at 8 miles an hour. that's a little lower than it was just an hour ago. no gusts reported just yet, but that is going to change. the winds will be gusting to more than 20 miles an hour. satellite shows how nice and clear it is. there are still some clouds off to the northwest moving into the pocono mountains. occasional clouds will be blowing through the area, but we'll still get enough sunshine to warm our temperatures up little bit. but thanks to that wind and the northwesterly wind, look at all the arrows lining up. that's going to keep us cool.

67 degrees. that's at noontime today. topping out right around 70 degrees this afternoon. so, a real cool change as we head into autumn. these are the final hours of summer, your final day forecast for summer. 63 degrees at 9:00. by lunchtime you have 67 and then 70 degrees this afternoon. with the breeze blowing and gusting to more than 20 miles an hour. then, 10:29 tonight, autumn arrives and you'll really feel the change tomorrow morning. 40s to 50 degrees. 70 degrees in the afternoon. it will be in the 70s on wednesday. a chance of showers thursday, but then we'll clear out for the weekend. and look at the temperatures, right back to summertime levels for saturday and sunday. >> all right, bill, thanks. 20 minutes past 6:00 right now. a fraternity party turns deadly at one new jersey college. plus, a south philadelphia man is accused of shooting at a car window during a road rage incident. but it's not the only crime he will be in court for this week.

oh, look at that gorgeous look of the delaware and the ben franklin bridge to the right there. you don't have to tell mother nature that fall is upon us. she knows, and it's here a little early. bill henley will be along with the first alert forecast in just a moment. authorities say alcohol may be to blame for the death of a student at rutgers university in new brunswick. 19-year-old kaitlin kovacs died yesterday morning after attending a frat party. an autopsy will be done to determine exactly what caused her death. kovacs is a sophomore majoring in animal sciences from south brunswick. happening today, the trial is set to begin for a south philadelphia man charged in a hit-and-run in old city. shaffia ali is accused of hitting a pedestrian at second and market in july and taking off. that arrest came two months after he was charged in a road rage incident in center city where police say he followed a driver with her 4-month-old daughter and another woman in

the car and then fired shots at the car window. no one was hurt. that trial is scheduled to begin on wednesday. and i'm katy zachry with a look at your traffic. this is live. we are following an accident in west goshen at east market street between bolmar street and westtown road. there is also an accident we're following in horsham, welsh road at bethlehem pike. so, the accident has been moved off to the shoulder. fortunately, drivers are not being affected by that accident in montgomery county. and right now, a live look at 76 near the conshohocken curve. drive times on 76 between the vine and the blue route are looking great, between 16 and 17 minutes. taking a look right now at the ben franklin bridge, it is looking like a beautiful day. the bridges are free and clear. the ben, the betsy and the walt. and your mass transit is running

fall-like this morning because we're in the last hours of summer. 10:29 tonight, that's when autumn arrives. and you think it's cool this morning, and it is, much more comfortable. it will be chilly tomorrow morning. nice, clear skies. that's a live view from the mellon bank building. we're waiting for sunrise, which is about 29 minutes away. we'll see sunshine. that will be nice and bright and temperatures that will be warming up a bit, but not by much, not by the weekend standards that we saw saturday and sunday. 63 degrees right now in philadelphia. it's 50s for millville and pottstown. and the sunshine is going to be bright enough to warm us up to 70 degrees at 4:00. but as you can see, most of the day could be in the 60s. 63 at 9:00 and 67 degrees at lunchtime today. your neighborhood-by-neighborhood forecast when i come back, but first, katy zachry is watching traffic on this monday morning. good morning, katy. >> good morning, bill. almost 6:32 on your monday morning, and we only have a few minor accidents to tell you about. the big story right now is congestion. and you can see on 95 southbound

approaching the betsy ross bridge, a lot of brake lights headed south into center city, philadelphia. take a look at drive times. 95 southbound from woodhaven to the vine is taking you almost a half hour. so, much faster if you're going 95 northbound. an accident to tell you about in montgomery county. this is in horsham, welsh road at bethlehem pike. it was moved off to the shoulder, didn't seem to be affecting traffic on welsh road or on bethlehem pike. and then on skippack pike, this is a new accident in our system, route 73. there's an accident at white hall road. and then also in west ocean, east market street between bolmar street and westtown road there is a crash that you should be aware of. looking at your average speeds on the 42 freeway northbound as you merge with 55 and hit the new jersey turnpike and 295, your speeds are starting in the 50s, headed down into the 40s. and speaking of area bridges, they all look good, but the tacony-palmyra bridge is set to open for a ship to pass through

around 7:05, affecting traffic on route 73. two women are dead after a tour bus crashed in delaware overnight. investigators released the names of the victims as dozens more continue to recover. the crash happened just after 4:00 sunday afternoon on red lion road and us route 1 in bear, new castle county. nbc 10's rosemary connors is live outside christiana hospital, where many of those passengers are being treated. >> that's right, vai. about half of the passengers on board that bus, 26 people were brought here to christiana hospital. that includes that second woman who died overnight. the view from skyforce10 shows just how serious this crash was yesterday afternoon. as you mentioned, vai, we do have the names of the two women killed. they've been identified by delaware state police as 54-year-old hua'y chen of new york city and 30-year-old idil bahsi of istanbul, turkey. here's what we know about what happened. just before 4:30 yesterday afternoon, this tour bus carrying 50 people, including the driver, flipped over on to the grass next to the off-ramp

from state route 1 south to us 13 north. according to state police, the driver, identified as 56-year-old jinli zhao of flushing, new york, was trying to navigate a moderate curve on that off-ramp when the bus rolled over. initially, it rolled over on to its roof. there were a few drivers who were passing by. they pulled over to help. they did everything they could before state police and emergency crews arrived. as you can imagine, it was an emotional experience. >> i guess what really got to me is when i found out that one woman died. and i do recall someone -- and i guess she was trapped underneath the bus and one man saying "my wife, my wife, my wife," and that keeps on replaying in my mind. it made me think about how fragile life is at times. >> reporter: now, everybody who was on board that bus and initially survived the crash suffered some kind of injury, and they were brought to area hospitals, including christiana hospital here. their conditions range from good to critical. as many as five people are in critical condition.

we know that most of the tourists on that bus were adults, but there were also at least two kids on board. reporting live from newark, i'm rosemary connors, nbc 10 news. 6:35 right now. new overnight, bucks county crews battle an early-morning house fire along inbrook road in levittown. we're told it started in an outside trash can and spread to the home around 1:00 this morning. viewer video shows firefighters working to put out the flames. a woman inside the home suffered minor burns. now to the manhunt in the pocono mountains. pennsylvania state police say they are closing in on that man wanted for the murder of a trooper more than a week ago. the search is now focused on an area on the border of pike and monroe counties. it's near the village where the suspect, eric frein, grew up. authorities say frein ambushed and then shot and killed a pennsylvania state trooper nine days ago. police have mounted a massive search of the pocono mountain neighborhood where frein lived with his parents. investigators say they found several items belonging to frein and they believe they're on the right track. authorities say frein is a

survivalist with a grudge against law enforcement. you can count on nbc 10 and nbc10.com to bring you any new developments on the police manhunt. get text alerts of breaking developments by downloading our free nbc 10 news app. and happening today, one of four men charged in a deadly playground shooting in philadelphia's overbrook section is expected to learn his fate. rahim pleasant is scheduled to be sentenced later this morning. pleasant was part of a gun fight that broke out here at tustin playground in april last year. 17-year-old bernard scott was shot and killed that day. he was an innocent bystander. another philadelphia court case is expected to get under way today. the trial of ali marsh. marsh is accused in a deadly home invasion. prosecutors say he was one of two men who broke into a strawberry mansion home back in march of 2012 and opened fire. the home's owner was killed and his wife was seriously hurt. in harrisburg, a bill to provide crucial funding for the cash-strapped philadelphia school district could in up for a vote today.

gop leadership put off full house action last week after a house committee voted unanimously in favor of the $2-a-pack cigarette tax. if it passes the house, the state senate still has to approve it and that could also happen today if the house moves quickly. supporters of the tax hope it will generate around $50 million a year for philadelphia schools. and we are exactly one year away from the world meeting of families planned for philadelphia. and to mark the milestone today, how about this, pope francis will be visiting the philadelphia zoo. all right, it's just a cutout of the pontiff will be there. there has been no official confirmation yet, but there are strong hopes that the holy father will visit philadelphia for the event next year. the world meeting of families is the world's largest catholic gathering of families. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a cooler morning and a windy one, too, and the wind's blowing some clouds through the pocono mountains. mostly, these clouds are going to stay in the mountains, but

also be picking up. 70 for vineland and dover. and for philadelphia, we'll top out at 70 this afternoon. and close to that mark for west chester and chester. the wind dies down tonight. autumn arrives, but there is a warm-up heading our way. i've got the seven-day forecast with the timing when i come back. 6:39 right now. let's get you updated on the roads. >> katy zachry here now manning the first alert traffic center for us. hi, katy. >> good morning. yes, so, our story this morning at this hour is congestion. taking a look right now at 422 right at trooper road, where you can see eastbound headed off in the distance a lot of brake lights, and that congestion is part of our overall congestion story. the worst, of course, being 95 southbound between woodhaven and the vine. nearly 30 minutes it will take you to do that infamous stretch. 76 westbound, you're slow as well. then 422, that video i just showed you. so, things are really slowing out there. and almost as quickly as these accidents came into our system, they are now out of our system. they've been cleared. so, this was the one in

almost quarter of 7:00, 62 degrees out there as we look live at cape may, new jersey, on beach avenue from our camera atop the marquee delafayette. absolutely gorgeous day. if you like fall, as i do, you're going to love today. the ebola out break will be the topic of discussion at a gathering today in center city. ambassadors from several west african countries will be at thomas jefferson university to discuss the virus and the recent outbreak. representatives from the national institutes of health will also be there. work is currently being conducted on a possible ebola vaccine at thomas jefferson university. and a three-day lockdown aimed at combating ebola in sierra leone has come to an end this morning and authorities are

hailing it as a success. the streets have been deserted since friday, when the government ordered the country's 6 million residents to stay inside their homes. sierra leone has been one of the countries hardest hit by ebola in west africa. the week ahead could be pivotal in president obama's effort to stop isis. a week after convincing lawmakers of his strategy, he makes his case to the united nations. on wednesday, he led a meeting of the u.n. security council focused on the threat posed by isis. meantime, australia's government has moved to prohibit the torture of suspected terrorists by that country's secret service officers. it comes days after australian authorities arrested 15 alleged supporters of isis. well, following that, one australian senator raised fears that certain laws could justify the torture of those terrorism suspects. an army veteran accused of jumping a security fence at the white house with a knife is scheduled to have his initial appearance in federal court later today. police say omar gonzalez made it to one of the entrances of the white house on friday.

the first family was not there at the time. the incident has the secret service discussing setting up security screening checkpoints near public areas around the white house. firefighters say nearly three dozen buildings have been destroyed in a wildfire in northern california that is only gr grewing bigger. crews are going back in dangerous conditions to survey more damage. more than 21,000 structures in the area east of sacramento still in the danger zone. thousands of firefighters from as far away as florida and alaska are helping in california. the wildfire is still only 10% contained. these are activists warning that climate change is destroying the earth. hundreds of thousands in the streets of new york city sunday calling for leaders to take action. a group of south jersey residents were among them. the demonstration comes in advance of a united nations climate summit on tuesday. helping veterans find work is the focus of a job fair this morning in philadelphia.

63 degrees in philadelphia. 70% humidity, but that number comes down in a big way during the day today. winds are already gusting at more than 20 miles an hour in the pocono mountains and we'll feel that this afternoon in philadelphia. 50s now for chester springs. kennett square is 59 and 62 in wilmington. off to the north and west, pottstown, quakertown, shenandoah in the 50s this morning. most of delaware's in the very low 60s. there are some cool spots, vineland at 57 degrees in south jersey. the temperatures will climb under bright sunshine but nowhere near what we saw yesterday. we'll be in the 60s for most of the morning. 63 degrees at 9:00, 67 at noon and then 70 degrees with that wind still kicking up later today. it will die down tonight as autumn arrives, 10:29 tonight is when we will see that happen. and tomorrow morning we will see the temperatures drop down into the 40s in the suburbs to 50 degrees in center city. sunshine for wednesday, 75 degrees. but clouds will be building thursday with a chance of some

we're just a couple minutes before 7:00, and it is sunrise in philadelphia, as we take a live look from the new jersey aquarium from camden at center city, philadelphia. going to be a gorgeous day, and bill will be along to tell us exactly how gorgeous it will be in just a minute. two people are now dead in yesterday's tour bus crash in new castle county. nbc 10's rosemary connors has been following this story all morning and she is live outside of christiana hospital where many of the victims have been treated. >> reporter: vai, we now know the identities of the two women killed. they are 54-year-old hua'y chen of new york city. she died at the scene. she was pressed underneath of the bus. and 30-year-old idil bahsi of

istanbul, turkey, died here overnight at christiana hospital. as you can see from our video, both on the ground and in the air, this tour bus, which was carrying 50 people, including the driver, rolled over and slid down an embankment. according to delaware state police, the driver was trying to navigate the curve on the off-ramp from state route 1 south to u.s. 13 north. the tour bus is owned by am usa express. the passengers were part of a sight-seeing tour sponsored by eworld travel and tours, all based out of new york city. the group went down to washington, d.c., on friday. they were headed back to new york yesterday afternoon around 4:30 when this all unfolded. right now, as many as five people are in critical condition at area hospitals here in new castle county. reporting live from newark, i'm rosemary connors, nbc 10 news. a bill to provide crucial funding for the cash-strapped philadelphia school district could come up for a vote today in harrisburg. the $2-per-pack cigarette tax would provide about $50 million a year for philadelphia schools.

nbc 10's jesse gary has been following the school budget crisis and the action expected today. tell us more, jesse. >> reporter: well, tracy, i've talked to representatives in the house. they believe they have the votes. they go into session at 1:00 this afternoon and shortly thereafter they're expected to take this matter up and vote. let's take a look at our video. the $2-per-pack tax would go to fund education in the city of philadelphia. the district is about $81 million in the red. the mayor and district officials have repeatedly pressed their case in harrisburg, saying without this money, they might have to close schools early this year, as early as christmas. once this bill is passed, it has to go to the governor's desk for signature. they say they need the money to start flowing into the district coffers by a week from wednesday. live in spring garden this morning, jesse gary, nbc 10 news. good morning. i'm katy zachry with a look at your traffic at almost 6:58 on your monday morning. it is slow going on 476, both

north and southbound. so, on the northbound side, we have a disabled vehicle over on the shoulder. it's tying things up a bit in that direction. southbound things are slowing as well because there was an accident that just cleared in the last few minutes, but there is some residual delays around that. so, you're seeing congestion all over our area and the typical trouble spots, 95 southbound between woodhaven and the vine. it's taking you upwards of a half hour. that time keeps creeping up every time i see you. 76 westbound is bad, as is 422 eastbound. just dealing with a lot of brake lights. looking throughout our area at average speeds, 95 southbound headed into center city, 13 miles an hour is your average drive there. 295, things are looking great in new jersey. 295 is about 60 miles an hour. 42 freeway is the only thing we're seeing where there are some slow-ups, about 26 miles per hour as you merge with 55 before 295 and the turnpike as you head toward the area bridges. speaking of area bridges, the tacony-palmyra bridge is expected to open around 7:05 for a ship to pass through, and that
