it was almost nearly 30 atmospheric rivers that hit the bay area. it's unbelievable to imagine that yes, once again it's forecasted to be yet another wet el nino year. >> reporter: officials from the city and local water provider, valley water, briefed the media on the preparations that are well underway to prevent a recurrence of flooding of coyote creek that resulted in millions of dollars of damage and lawsuit settlements in 2017. large steel interlocking panels have been hammered into the ground to form a solid barrier in places where the creek is apt to overflow its banks. >> our goal with this project is to reduce the risk of flooding to homes, schools, business, highways, coyote creek floodplain to prevent what occurred back in 2017. >> reporter: contributing to the disaster in 2017 was the near overflow of anderson reservoir. the dam was seismically weak and officials frantically began releasing water to prevent its collapse. since then the reservoir has been drained and a huge new retrofit project is underway to better control water release

let's show you the rain total around the bay area. they have come up, this looks more like november if i lippert santa rosa over two inches of rain. let's rewind some of these averages. going back just five days ago, you see those rain deficits? now you see really for the last 24 hours or so, the rain we've made some improvements around san francisco, which did get an inch of rain in the last 24 hours and starting make up some of that area and the try area. even scene of the golden gate bridge near san francisco approaching livermore and pleasanton down to sonoma, downtown san jose there's a pretty good shower just north of downtown. but the coverage in terms of what we are seeing on the radar continues to be on the decline for it most of the moisture of the storm is headed off to the east. that trend will continue in what's left of the showers, shut down overnight, look at that mostly sunny skies tomorrow. and we will see breezy conditions and sunshine to wrap up the weekend, kind of a chilly start tomorrow. as we passed noon and hea

as far as the temperatures around the bay area, a lot of lows to mid 60s around the bay area. we have had some clouds roll in. highs at times giving us that gorgeous sun rise. 66 in san jose. 68 in santa cruz. as we make our way into the san francisco area, 64 for your shopping plans. but watch our microclimate. 59 in livermore as we head out into the out lets this afternoon. cold temperatures today and tomorrow, as well, possibly into tuesday. so by tomorrow, we also have that freeze warning in effect for parts of solano county. ukiah looks to be one of the coldest temperatures with 29 degrees. again, some 40s if you are not in the chilly 30s to start the day. tuesday, low 30s around the north bay. 40s for hayward and 39 for san jose. we start to get more moisture in the atmosphere come wednesday, where we could be waking up to rain in the forecast as we get through the seven-day forecast. we have some rain popping in late tuesday night on into wednesday. we continue with this unsettled pattern through the day on thursday, even possibly into the weekend. how much could we squ

it's jacket weather widespread throughout the bay area.hould say it's layers weather in all honesty and here's the reason why. heading into this afternoon, our daytime highs today, they're going to be sitting in the upper 60s along the coast. low 70s in our inland areas with these clear conditions lasting into the afternoon hours. it's been a little bit breezy along the coastline though but luckily clear skies as we extend all the way into the afternoon that will continue to be the same trend. it's really not until our thursday, friday forecast as the clouds start rolling their way in with a system to the north of us bringing in oregon and washington rain and really just going to be seeing leftovers from the system alone. daytime highs today sitting just a little bit above average. not by much by any means and if anything if you live along the coast, quite the opposite. so what does that look like on the map? we're talked about this earlier, it's a mild day for us here in the bay area. we're talking about upper 60s in san francisco. across

let's bring in our nbc bay area pete suratos. he is live on scene. you've just spoken with people and officials. what are they telling you right now? >> yeah, you know we're gathering that information as we're arriving here on scene. we're just off of castro street, not too far from the chevron refinery. i do want to mention as we're doing this report, we've got the hazmat team. they are showing up. we were told that they are going to head to the scene to investigate this matter. but now we want to pan off and show you this flaring that we've been talking about for the past hour on our newscast. you can see there off in the distance that flaring. to be honest, even if you're driving as far as emeryville, you can see that black plume of smoke. but that's it, that we're looking at right there, when it comes to the chevron flaring. here is the information we know at this point. according to contra costa county health, they say that they were notified about this flaring at the chevron refinery at 3:45 p.m. just before 4:00 p.m. chevron says it was due to

even at 11:00 tonight, i have scattered areas of rainfall through the bay area. by tomorrow morning we are expected to undergo a break. we will see some clouds and even a mix of sun, but don't let your guard down here. once we head to the afternoon, we will see another chance of rain and small hail. we will be under that chance of scattered thunderstorms through tomorrow afternoon. by tomorrow evening, it tries to break up a little bit but still holding on to the chance of spotty thunderstorms. quarter to half inch of rain through the peninsula down into the santa cruz mountains. lesser amounts for the north bay and east bay. again, rain chances again for tomorrow, and then the storm continues to linger for friday and also on saturday. i do think we will get into another round of widespread heavy rainfall with the storm system once it begins to move in. watch this. as we head into friday night, and also into saturday morning, we will get into the widespread rainfall. i think at this point totals would be from half to about one inch for the bay area. again, friday
