a bipartisan group of lawmakers led by republican congressman brian fitzpatrick of pennsylvania have put together a new modified version of the foreign aid bill that has much stronger mechanisms to secure the southern border. this new $66 billion package strips out humanitarian and economic aid to ukraine, something they say european nations can provide and provides just weapons, many of which are only made in the u.s. i'm told it strengthens the border provisions with the reinstatement of title 42 and remain in mexico. john. >> john: jen, thanks. dan hoffman, former cia station chief and fox news contributor. dan, start with this deal that russia has made with iran on ballistic missiles. john kirby mentioned it just a moment ago in a gaggle aboard air force 1. here is what he said. >> in addition, and as i warned last month from the white house podium, russia negotiations, russian negotiations to acquire close range ballistic missiles from iran have been actively advancing. while we have been monitoring this closely we have not seen any confirmation that missiles have actually moved

i want to welcome brian fitzpatrick from pennsylvania, what he makes of this staff on aid for ukrainegoing to come. as you know, congressman, president zelensky is getting anxious. should he be anxious? >> he is, neil and he should be. we've introduced a two-party solution pending the house right now that addresses our border, ukraine and taiwan and israel's border. it's the defending border and defending democracy's act. i met with the presidents and prime minister in the case of israel and the head of cbp here. we have a problem. it's all consistently tied back to invasions of borders. we have a two-party bill to address it. in ukraine in particular, as you heard president zelensky say to bret, they have weeks and not months. they have already lost a town tied back to the lack of artillery. the sense of urgency couldn't be stronger right now. for many of us in the house, hopefully 218 of us that have the same sense of urgency to get this done. >> neil: you've been very consistent on that urgency. a lot of your republican colleagues have not. what do you tell them? >> this is existen

ukraine aid specifically, i mean, there's this push in the house to create another bill from congressman fitzpatrick you get that out with a discharge petition, then of course, you had mentioned that the mcconnell wants them to pass the senate bill. how do you think this plays out ultimately? >> well, look, i mean, that's the million-dollar question right? at this point. what seems to be the best way to get ukraine aid out the door is to have a discharge petition shan, which is a very sad state of affairs because a discharge petition, of course, is extremely rare and has not been successful historically next to impossible over the years, exactly. so if you're saying that that is the best best way to do this, you're saying the chances are pretty dim for passage. and i think that that message was also related to foreign leaders here's what the munich security conference i traveled with a group of lawmakers there who basically said that they were being asked about the discharge petition. so many times because even foreign leaders recognize that, hey, this might be the extreme lever at the break glass o
