here's investigative reporter jaxon van derbeken. this is bart subway tunnel under san francisco. you can see it's quite a dark space. so dark that bart awarded a $12 million contract back in 2018 to make it much brighter. so we are going up considerably on the lighting. then bart project manager javed khan pitched the plan to install more than 2100 new lights, twice as many as bart had in the tunnel, saying it would bring ten times more light into the subway and bring the lighting up to current code. so train operators could see better and passengers could evacuate more quickly during an emergency. for emergency egress, you want to be able to see the walkway and find the exit. but today, six years later, bart has yet to install those lights. so what happened? correct bart inspector general claudette beamer says the problem goes back to 2020, two years after the lighting contract was approved, when a whistleblower complained that bart was not getting its money's worth. it didn't meet the standards. the specifications that they set out. the inspector general confirms the new lights

joining us now is our investigative reporter, jaxon van derbeken. i guess we start with a simple question why are they sitting on these lights? what's happening? it's essentially a very long story. the bart board authorized this $12 million plan to put the lights in back in 2018. two years later, there were questions about the kind of deal that bart was getting for these lights, whether they were bright enough and whether they would last long enough. and that was the questions were raised by a whistleblower and went to the bart inspector general, who flagged this issue, and bart essentially fired the contractor for, you know, unclear reasons. and that basically stopped the plan to install these lights. bart said that they were going to install with their own crews, but that just basically hasn't happened. all right. so, jackson, are these lights in some storage units somewhere? and what's bart's response with all this? well approximately a third of the lights have been installed elsewhere in bart's system. so there have been very few, if any, lights
