joining us now, nbc news capitol hill correspondent ryan nobles. so quite a few letters, ryan. >> reporter: yeah, you know, katy, there's no doubt that the impeachment inquiry has been the biggest kind of spotlight that the house oversight committee has shined on the biden administration. to be fair, this committee has done a lot of work behind the scenes, looking into a wide range of issues related to the biden administration and their various agencies. they have had questions to the federal trade commission, they have talked about the origins of the covid pandemic, they have also talked about the biden administration and their relationship with the chinese government. these are all things that oversight believes is within their purview, and it's also something that they believe that they can have an impact on. and the house oversight chairman has promised as they wrap up all of these investigations they're going to issue a long list of legislative suggestions that could help to fix what they see as some of the problems that have been developed ov

ryan nobles is on the story this morning. is this a real threat to speaker johnson's job? >> reporter: yes. it is certainly the biggest threat he's facing since taking over the gavel six months ago. but it depends on whether more republicans sign on. so far there are only two. it stems in part from the speaker's plan to introduce four separate bills for funding for ukraine and israel, something he stalled on in part because of gop opposition to ukraine aid. so this was a strategy to get around that and give members the choice on what bill to vote on. but it does seem to have backfired, at least for now. if the vote to oust him comes to the floor, he may need to depend on democrats to save his job because of the razor-thin majority that he currently has. johnson stepped into the job after former speaker kevin mccarthy was ousted for advancing a bill with support from democrats. all of it revealing the deep divisions within the gop, impacting their ability to govern. savannah. >> and it only takes one member of congress to get that motion to vacate the speakership. let's tal

joining us now, nbc news capitol hill correspondent ryan noble. a lot to go through there, ryan. i want to start with tiktok, what's the deal with this ban? >> reporter: well, it's not a ban quite yet, katy. it essentially is going to force in chinese-based company to sell within nine months or up to a year or they will be shut down here in the united states. but it may not be that easy, bytedance has promised a rigorous court battle as a result of this. tiktok ceo went to their platform to promise the followers of tiktok and the tiktok users that they would do everything in their legal power to prevent this from being enacted. they argue that it is a first amendment and free speech issue, and that's why they think they are willing to go through this process. it is interesting that the chinese-based company is claiming that they have a first amendment and free speech right here in the united states where the chinese government has banned several american-owned social media apps in the last month or two, over the last couple of weeks, katy. >> very interesting indeed. let me ask y

joining us now, ryan nobles. so, first, explain to me why the tiktok ban is tucked inside the bill? >> reporter: this was a negotiation that took place in the house of representatives as they were debating this package, a $95 billion package that includes funding for ukraine, israel and taiwan. the house had already passed a bill that would ban it if bike dance didn't sell it within six months. there were senators concerned about that length of time, thinking it wasn't enough for bike dance to fully divest the company in a reasonable am of time. they talked to is that rights and settled on this deal of a nine-month extension with the possibility of it moving to a year if president biden okayed it as such. senators indicated to house members they were okay with that. they ended up folding it into the supplemental package. it will now be voted on tonight and it appears like it will passed and signed into law. there are enough senators who appear to say yes to this? any notable hold ups? >> reporter: they passed a procedural step, it was passed overwhelmingly the range of 70080 votes.

our correspondent ryan nobles joins us now. ryan, what's the latest? >> reporter: savannah, good morning. speaker johnson moving ahead with a new plan to break up the aid package into individual bills. that would allow members to vote for or against ukraine separate from aid for israel or taiwan. and that's really been the sticking point that's dividing the party. a growing number of house republicans have still come out against this. and it could still potentially cost johnson his job, if it passes. but in a speech yesterday, he said, that is not deterring him. take a listen. >> if i operated out of fear over a motion to vacate, i would never be able to do my job. i can make a selfish decision and do something that's different, but i'm doing here what i believe to be the right thing. >> reporter: that is a remarkable shift for the speaker who said that aid to ukraine is critically important right now and that something not to play politics with. now, this passage is no guarantee. it will likely require support from democrats. that is possible, though,
