while driving drunk. >> the group of g20 summit is winding down. within the hour, russian president putin is expected to make his final address. this is where that press conference will happen. president obama and putin have been facing off over proposed u.s. military strikes in russia. when the press conference gets underway, we'll take you to that. later this morning, president obama will be having a press conference, we'll take you to that as well. the war in syria has been the topic on everyone's list. this morning, president obama joined leaders for an official group photo. he spent much of the summit trying to rally international

support for a military strike against the assad regime. it is unclear if the pot's lobbying efforts have worked. the president is drawing up plans for an attack against syria. the word today is that the plans are becoming bigger and broader, asking the pentagon to come up with a list of potential targets. a new strategy is purportedly being drawn up for an attack calling for air strikes by french and u.s. airplanes. the white house insists that american troops will not be required on the ground. congress hasn't signed off, despite an intense lobbying effort by the white house. it is unclear how the house and senate are going to vote. today, a vote will be form ally submitted to the senate. at the g20 summit, the president was alone walking into the gala dinner. he may have felt alone in other ways. the event is said to have been

dominated by the events in syria. our white house correspondent is live with the latest. good morning, mike. >> good morning, the president has already had a slate of activities today. it's late afternoon in st. petersburg. we await his tress conference in two hours time. the dinner last night lasting some three hours where vladamir putin declared that the discussion would turn to syria. we understand from a briefing that the president made his case, limited strikes, no boots on the ground, deter and degrade bashar al assad's ability to deliver chemical weapons, but few converts being won here. the tide, if anything, among the international community gathered here is turning against the president. the e.u. is against him. some of the emerging economies, brazil and india putting out a

statement that they oppose military strikes. the pope as we reported, saying that it would be few tile to engage in military aggression. one of the meetings the president had already this morning, the bilateral meeting, a formal sitdown between president obama and president she of china, no talk of syria there, although the china again is another country on record backing up its close ally, russia in opposing those strikes. all eyes now, as soon as the president leaves here are going to turn to congress. he's canceled one trip as president obama out to california next week. he was going to speak to an aflcio gathering there. there have been calls burning up the lines since the president left washington, not only from the president, but top advises traveling with him. 160 members of congress thus far by the white house count have been contacted directly and those consultations obviously continue.

the president after this summit is concluded, it's all up to congress at this point. >> looking ahead to the president making a statement today, will it also be a press conference where he takes questions? the last press conference president beginning of g-20, he made so much news spending so much time talking about syria. >> he certainly did. you know, what happens before these press conferences is the top presidential aide, national security aide people get together and prep the president. they've been fielding questions all day long for the last three days. they basically know the gist of what is going to be asked. the president is going to be ready as he was in stockholm, lashing out at those who said going to congress, he was waiving in the commitment that he made to launch air strikes so publicly, making that

commitment. congress is away, very nebulous and inexact. in the house of representatives, it is very much of an uphill climb. there is no question about that there is so much at stake here both in terms of the president's prestige for the country's prestige, really for the second term of the president, helping him advance to voting congress. they are back on the house floor, has shing it out, then it starts to get affirmed up and that's when the white house, once they realize how close or farther determine timing for any presidential address.

>> we'll be going live to the hill in just a bit. john kerry is working to gather support meeting with foreign ministers from the european union. afterwards, he will go to talks with french, british and arab liters and will sit down with the palestinian leaders. most lawmakers are out of town right now in their home districts. that means they're getting an earful from their constituents, having a lot to think about as he head back to the hilt. let's talk a little bit about that. >> that's right, augusts mentioned, congress is in recess, so most lawmakers home in their districts. a few have been in town these weeks for important hearings that we've followed closely. they're back in their home districts and getting an earful from angry constituents about

syria. senator john mccain in arizona last night. >> how much is the life of american servicemen worth? to me, it's worth a whole lot more. >> you're right, there is no contemplation of putting servicemen and women. >> you can say that now. >> i'm telling you there's not. i'm telling you there is not, sir. that is not an argument we can have. it's not going to happen. go ahead. >> so that's not all mccain heard during that town meeting. a man actually held up a bag of marshmallows referring to members of congress as marshmallows. he was shouted at. his promises, saying that there are going to be no american boots on the ground, people shouting that is not good enough at all. senator mccain has been very hawkish on this, facing opposition and other members of

congress facing the same opposition. >> there are some legislators, senators and you representatives like senator mccain who already know what it is they want to do and they're approaching these town hall meetings. it's a back and forth, they are basically trying to get their constituents onboard with them. there's another camp of legislators who don't know what it is they want to do and they're trying to take it back to their constituents and bring it with them, so there are two different camps here. >> that's right. mccain has cleared stated that he wants the administration to take more aggressive action. other members of congress are skeptical of my plan for involvement in syria's civil war and others saying that they are waiting for more information from the administration about any intervention, what the tactics and end game might be.

congress is debating possible military strikes against syria, telling everyone if you don't need to be at the embassy, they want you to leave. >> the relationship between vladamir putin and president obama is far from cordial. the russian leader is an opposite to obama publicly and deliberately a dominating force in russia. in modern russia, it's either putin said way or the highway. >> hosting the g20 is just the latest way for vladamir putin to say that it is he who has returned russia to a leadership on the global stage after a humbling collapse of the soviet union. in many ways, he is the strong man called for during the chaos of post soviet russia. his famous photo ops as burly

finish err man, he appropriates a vision of russia more in line with its traditional orthodox values. his russia is one where liberal western ideals are foreign and dangerous. for example, the controversial new russian law against promoting homosexuality has proved to be a plash point for the coming olympics. threats seem to be identified everywhere, internal and external. it is said to be a way for russian people to keep from blaming him for a downturn in the economy. recently a comparatively small number of protestors denounced putin and the quality of human rights in russia. they were accused of being western stooges. they were jailed and one is in riding. >> observers point out under putin, the courts are little more than a political device to

intimidate or incarcerate anyone who stands for a different vision of russia than putin. the k.g.b. leader has led russia to real power. through the use of vast natural resources, he can if he wants manipulate western europe by choking off the flow of natural gas. he has rebuilt the russian military. he has set up several high-profile international events, not least of which the upcoming sochi winter olympics. for the current ruling elite, staying i go power means crushing opposition before it gains momentum. for vladamir putin, that means being the toughest guy around, both inside russia and abroad. aljazeera, london. >> a new development in the case of a montana teacher sentenced for 30 days for raping a 14-year-old girl.

>> we have more information on the news that broke a few minutes ago. the u.s. is ordering diplomats to leaf lebanon, this is happening as congress is debatessing whether to authorize military strikes in sir yes. the supplies to non-emergency personnel stationed at the embassy in beirut. we are also hearing that the state department is urging u.s. citizens to avoid travel to lebanon for security and safety concerns. obviously this will be developing throughout the day. we'll continue to update you on that. >> a new york city man is dead after a freakish mishap

involving a remote controlled helicopter. the 19-year-old was piloting that four and a half foot long chopper in a park when it struck and killed him. according to reports, one of the rotors cut his neck or head open. >> the new jersey health department is investigating 22 cases that all appear to be linked to a local bar. mumps has been largely contained. it is spread through saliva and include swelling of the salivary glands. >> the c.d.c. may be close to regulating e cigarettes. they are vapor driven and contain nicotine and increasingly popular with kids. the number of teenagers who smoke them has doubled to 10% in the last year alone. >> brains are highly susceptible to nicotine addiction and many kids who start with e cigarettes
