gunman apologizes for her son's horrific crimes. >> we begin with with the decision that shocked wall street. stocks closed at record high this is afternoon. justice as the federal reserve revealed it was not going to cut back on the billions of dollars it pumps into the economy. before the announcement the dow jones was down 40 points and then rallied close up to 147 points. we have more on the fed's decision. >> reporter: wall street was bracing for the federal reserve to start reining in its $80 million a month bond buying program. when it didn't, it propelled the dow to a record close. wall street celebrated the outlook for main street was not as cheerful.

let's bring in pedro decosta, with reuters. you've been covering economics in the financial market since 2001. this was a surprise. let's start with the fed's decision. what impact will this have on the housing market? >> well, you know, it's interesting for anyone who said that the fed was out of bullets as far as monetary policies are concerned i think today showed they're not actually really out of bullets because here they basically delivered stimulus through inaction. in other words, by not acting to reduce the pace of its bond buying and actually rallied up the markets and at least laid the grouped work for mortgage rates to fall a little bit from their recent up tick. now this is a mess of the feds own making. it is the feds own talk about this tapering of bond purchases that led to this spike in interest rates. the fed talked about the potential for reducing stimulus,

which raised rates, which then didn't really give them the room to reduce the stimulus. >> so as long as they continue with this, are we heading to another bubble? >> you know, not necessarily. we're coming from a very low weak place. so i think you have to look--you know, the fed always looks at the balance of risk. one of the concerns even within the fed is that by keeping interest rates low for very long and by continuing the unconventional policy measures, the fed could be laying the groundwork for publics down the line. you also have to look at the opposite risk, and you know, some of what you've been talking about in the program is very relevant because bernanke and the fed in general is very

poignant. in way is it's congressional inaction that is forcing the fed hands. >> are you saying that fed doesn't have faith in congress' ability to handle fiscal crisis? >> well, yes, in general the fed has been disappointed by the fact that congress has continuously opted to basically tighten fiscal policy by raising taxes and cutting spending at a time when the economy might need a little bit of a boost. the fed has had to do the work on its own of stimulating the economy. if you look at growth rates now they are strong enough that if you didn't have this government drag you might actually be getting to the kind of growth rate that would put a significant debt in unemployment and bring the economy back to normalcy and health. >> it seems, let me get your opinion on this, congress may be headed over the fiscal cliff. is that possible this time?

>> you know, it's kind of, you know, it's one of those crying wolf issues because we've seen this movie so many times that it's hard to believe that they won't find the 11th hour solution, and those 11th hour solutions usually kick the can down the road a little bit further. that's been the pattern. so i think that's why wall street and financial markets really ar will wait to see. they won't believe that it will happen until it happens. i wouldn't rule it out completely. if you recall the debt ceiling debacle was bad enough in 2091 1 that i 2011and it did bring a d. >> thank you for joining us. president obama is scheduled to attend a memorial for the victims of the navy yard shootings. and investigation in what

happened inside 197 is moving forward, and there are new details about the shooter. randall pinkston has that story. >> reporter: fbi and investigators continue to gather evidence from the monday shooting at the washington navy yard. crime scene specialists are measuring the trajectory that killed every victim. aaron alexis practiced and then purchased an a-70 shotgun. alexis had a troubled history with angry outbursts and mental issues that prompted him to seek medical care. still he was able to maintain his government clearance allowing him access to a military base. department officials want to know why. >> there are many questions that are going to be asked, need to be asked, many reviewed, and the

intensity of those reviews have to go down to every aspect, the physical premise, the security clearance, standards of that security clearance. are they strong enough? why do we do certain things the way we do? we need answers, and we will find those answers. >> today the gunman's mother expressed regret and apologized to families of the murder victims. >> aaron is now in a place where he can no longer do harm to anyone. for that i am glad. to the families of the victims, i'm so, so very sorry that this has happened. my heart is broken. >> the navy yard remains closed to all but essential personnel. others were able to retrieve cars and trucks left behind on monday i in attempts to escape e gunman. in building 197 the investigation will continue.

adam? >> reporter: yes, john, you might see behind me dozens of tourists coming off military aircraft. the military has been running an airlift from acapulco from last night all through today. they brought 3,000 people into the capital but many people are still stranded on the west coast there. estimates of 40,000 to 60,000 people waiting to get out of that city. they are mainly tourists. we've seen colleagues of ours have seen chaos inia acapulco. calls telling them to show up. but turned away when they get there. the two main roads connecting mexico city to acapulco are also out of service because the landslides and collapsed

roadways. we're seeing chaos in the surrounding state because much of this area is cut off from towns and cities. we've seen a landslide that just news came out a couple of hours ago that 18 people were killed in the landslide, but many more people are missing this th in ts of acapulco. >> thank you. let's go to more on this weather system. >> meteorologist: we're looking at more storms developing there, so not the best news. it will be impacting that same area which had a storm there recently. now here's the latest with the satellite. first off we have hurricane manuel. now it's intensified from tropical sandstorm to a hurricane, but that is moving slowly to the northeast, not moving to the south.

this is a focus of concern here because that shows signs of development and it could become a main storm. the problem with this is that the track is very unconcern. these are all individual computer forecast models, pretty much certain it will continue to track to the northwest, and then it goes all over the place. if it stays to the south it could continue to give rain over that same area that does not need it. we're watching that and watching the flooding in the u.s. we'll have that in the national forecast coming up. >> now coming up passengers were screaming stop, stop. survivors of the deadly crash talking about the moment when bus slammed into a train and what the investigation is revealed to police. plus the rescues continuing in colorado. the work that first responders have days after the first flooding there on record.

to six. one of the hardest hit communities is the town of lyons. jim hooley toured the area today, and jim, what did you see? >> reporter: just incredible images. we'll show you those in just a moment. but the golden ticket for people when the town is allowed back for a certain amount of time tomorrow will be this right here. this is the golden ticket, so to speak. this is the residents bass that will allow people to get in tomorrow. they have to show their i.d. and prove who they are and actually that they lived in lyons. then they have to go through this national checkpoint. this will be here tomorrow as well. this is where they have to show their pass. we were able to get inside today. this is what the town looks like one week after the river was flooded and people were trapped in the town. that river was simply unleashed. take a look at this river.

it's normally just a foot or so deep. not a powerful river but you can see the destruction that it has left behind. now homes destroyed, trees all over the place. cars toppled. people were trapped there for days until they were finally rescued by the national guard. some city employees were allowed in the town to help with the rebuilding effort and they say now they have only one thing in mind. >> the number one priority above everything else is to help find those people and get them to safety. following that it is trying to assess our water and wastewater system, and trying to figure out a temporary way to get those back online. >> now people will be allowed back in tomorrow but they won't be allowed in the entire day. they're allowed in to get essential things that they have in their home and then they have to get out. a couple of things to keep in mind. when they get in there, there is

>> meteorologist: welcome back. i'm meteorologist david warren. in mexico there are two storms and one has intensified to a hurricane, and one has moved off the coast. it was a tropical storm, but now it's a hurricane but really not moving much. there is not much to steer these storms around so they're dumping a lot of rain in the same area. that is slowly drifting to the northwest away from areas that have had been really hard hit over the past two to three days. what the concern is now is this cluster of storms not really organized yet but it has the potential to become fairly organized, and could likely

become a tropical depression or storm over the next 48 hours. right now it's moving off into the gulf of mexico. you look at all these information that comes in, and how it looks to be developing with these models that shows where these storms could track. there is good agreement that it could continue to track to the northwest, but then all over the place. there is not a lot of certainty about where these storms will track. some take it into mexico and others into the gulf states. this could intensify and dump rain on mexico. then from there seeing how it develops and see how it tracks that will be key over the next 48 hours. then over the weekend we should be seeing if physica it will tuh or west. these are the river gauges.

this one is in colorado, major to record flooding, and it's slowly going down. this would be flood stage, it's predicted to be at flood stage in colorado. now this is a forecasted flood gauge here in nebraska, and this is where the river lever is now. this is flood stage by wednesday, thursday, and so over the next 4 hours this it will go into flood stage and moderate flooding going monday and tuesday into next week. now a storm that is developing in montana is giving severe weather so north and south dakota. that will continuing to move east bringing weather with it. chicago is fairly warm at 70 degrees. as the storm moves east the warm air will move out and showers and storms followed by cooler

air. there's all the rain coming in tomorrow. light to moderate rain even a few thunderstorms in the forecast as well as the heat. 91 in omaha, warm day tomorrow followed by cooler air on friday, rain saturday, sunday, and monday. and temperatures back in the mid to low 70s with a light breeze. comfortable weather with lower humidity and lower temperatures. now as far as the northeast goes the temperatures climb into the 70s close to 80 degrees and then drop overnight tonight. maybe not as nearly as it's been. low 70s in the 60s, 58 in philadelphia. chilly in the northeast. they've had frost and freeze advisories there. new york has seen temperatures climb to 79 degrees and mid to low 70 saturday, sunday and monday. maybe an isolated shower as that storm continues to move east. we'll look at the headlines coming up.
