the senate is debating a bill to keep the government open through middle december, but it takes money away from obamacare. libby joins us from washington, is so libby, john boehner just addressed the media and what did he say? >> reporter: he's still talking negatively about the healthcast law, but the republicans are talking about the debt ceiling. the date that the u.s. will hit its limit on debt. and this is going to be a big fight. even bigger than the fight over the potential government shutdown next week. let's take a listen to what john boehner is saying. >> the american people don't want the president's healthcare bill, and they don't want the government to shut down. the republicans are listening. we passed the bill last week to do what the american people have asked. it's time for the senate to listen and pass the bill we sent over there. on the debt limit, we're going

to pass a bill that ties spending cuts and pro reforms to a debt limit increase. the president says, i'm not going to negotiate. i'm sorry, but it doesn't work that way. we're not going to ignore washington's spending problem, and we're not going to accept the new normal of shrinking wages. >> he said that president obama will not negotiate, and that's because the president called the speaker last friday after the house took this vote that funds the government in the future, but the president picked up the phone and said, i'm not going to negotiate with you. these are lessons learned. back in 2011, the house speaker and the president tried to negotiate over the debt limit to the point of showdown, and speaker boehner ended pulling out. the white house is taking a hard line. >> the tactics from the gop.

>> they're not letting go of the fight they're still embroiled in right now over funding the government past the deadline of next monday night. and here's what we need to mention. he was asked at this press briefing whether or not there's a clean continuing resolution. that is funding the government for the future, taking out this obamacare funding thing. and will they pass it? the speaker said not likely. they're not giving up that fight yet. but they're looking to the future. and the future effort is the way to bring in core conservative principles. they're calling for in this new legislation, what republicans want. >> for people to keep up, okay, so we're going to see in the next couple of days, action from the senate. we heard from senate majority leader, harry reid, who has control over that body. and he said we expect to see

votes moving forward and they expect to pass out of the senate on saturday. a bill to keep the government funded. and then it gets kicked back to the house. it could happen earlier. they're going to see what the house is going to do. speaker boehner is going to be left with a tough decision in his caucus on how to move forward o on his position. in the meantime, the president is in maryland talking about the federal healthcare law, obamacare, and he's giving a talk on that today. and that's marching forward, and the republicans are fighting about it. >> libby, thank you. iran's nuclear program is taking center stage today at the united nations. secretary of state, john kerry, and former and current court councilmembers will meet with iran's foreign minister this afternoon. and it could pave the way for negotiations on iran's nuclear

program. that after iran's president talked about it. it. can you give us more details on the truly historic meeting? >> it's a slice of history coming our way coming up at 4:00 eastern time. we don't know if the meeting is going to take place anymore. we were told this morning it was going to be off of the campus, and now it might be in a room here on the un campus. but it doesn't matter where it is, it's on, it's happening, and this is where it's going to take playing. at 4:00, the p5, the five permanent members of the security council plus germany, who has always been involved with iran's nuclear agency. they have strong trade links with iran. and after they have met, the foreign minister will come in.

we're not going to see this on television. what's going to happen, they will film the beginning, and we'll see it on play back later on this afternoon. and then the state department will issue a statement about what has been discussed in that meeting sometime this evening. one little foot note for you on this issue. if you hear anybody during the day talk about the 3 plus 3, it's the same thing. in america, it's known as the p5, germany, britain, france, germany and u.s. 3 plus 3. it's the same. >> okay, now, the president of iran, about an hour or so ago, he spoke in a meeting about non-proliferation, kind of laying out a roadmap. and there seems to be a sense of urgency from iranians to get a deal done. can you speak to that? >> i can. and i like to speak to it because of jim walsh, and he

actually had dinner last night with hassan rouhani. and i was invited but they said they need jim. and jim went along and they have known each other for a long time. and talking to antonio morrow, jim said that this is no ahmadinejad. a very different kind of man. apparently he said that he is doing this because he has a window of opportunity. he was elected by the iranian people to be a breath of fresh air and a lot of them said good luck with the united states. and he wants to do something, and he wants it quickly too. two or three months is his timeframe. but today, president hassan rouhani spoke at a non-proliferation conference here at the general assembly, and to show how markedly different he is than ahmadinejad, he never referenced other countries not having nuclear weapons as well. and by that, he means israel.

agreed on the need for iran to give positive reaction to this meeting that they're taking part in this afternoon. and also regarding syria. according to the source, the u.s. and china now agree on the need for a strong resolution with the chemical weapons. >> that's a pretty big one. thank you so much. interpol is calling for an international hunt for the woman known as the white widow. natalie webb is wanted for possession of explosives and conspiracy to commit a felony. the alert came today at the request of the kenyan government. investigators in kenya say that the assailants in the mall attack rented a shop in the mall for three months, leading up to the rampage. militants kept it in the store and planned the siege.

>> hundreds of new yorkers, forced from their homes by super storm sandy, 350 are still living in hotels. in the city, they said the housing program needs to end by the end of this month. that's when fema will stop reimbursing the city for the hotel stay. >> those families are try desperately to find permanent housing. they have just been given a housing coupon, which will allow them to rent housing in the private market. but that's not happening very quickly, and they need some time to rent an apartment and find a permanent place to live. these are families that have already been named homeless, and we don't need to make them homeless again. >> the attorney said that other

housing arrangements can be applied for space in a city homeless shelter. city workers were overcompensated for years, and it may be the reason they are forced to cut their pensions. active workers were overpaid for decades, costing the struggling city hundreds of billions of dollars. in the fraud and pension system, it's expected to be released today. it's one of the highest foreclosure rates in the country, making it a target for investors. but it's creating a huge problem. a staggering number of homeowners in the city were not paying their property taxes. >> in wayne county, michigan, 20,000 foreclosures are hitting the auction block. many of these properties fill detroit's fast landscape. homes and commercial buildings and lots are being sold to the

highest bidders. it's one of the biggest tax foreclosure auctions in the country. >> the city of detroit, in particular wayne county in general is going through a ref resurgeness now. it's unparalleled in the world. >> people buy and some buy a lot. but the problem is, of the 19,000 properties bought in the past two years, 80% are delinquent on their property taxes. many who turn them into rentals don't pay the taxes, and they logs the property and buy again. it costs wayne county $5 billion in taxes. >> people have learned how to gain the system. they realize that if they don't pay taxes in the next three years, the same property is going to show up on another list. >> it's something that phil cavanaugh is trying to break. he's introducing legislation

that would require buyers who don't live in the homes to fork over three years of property taxes up front. >> the argument that i'm hearing, so we won't sell as many properties. and what does it matter if you're not going to make a viable, productive use of that property? >> jerry runs a detroit based tracking website. he has bought homes through auctions and does pay his taxes, but he's not sold on the lawmaker's proposal. >> it doesn't make sense that you are going to require somebody to pay a bunch more money up front to work on a distressed property. >> he doesn't believe that a new law is the answer. >> that particular legislation i think would be harmful. because i think it would have a chilling effect on people investing in property. >> but representative cavanaugh hopes that it will leave out the people willing to buy without taking the responsibility of

owning a home. >> it sounds like a hardship, but it's part of the equation. >> it would not affect people who live in the homes they buy. until then, the wayne county treasurer's office can only resort to begging owners to pay up. aljazeera, detroit. >> back to one of our top stories. interpol calling for an international hunt for the white widow. tell us who she is. >> well, rochelle, she's actually a suburban or even rural english girl. born and raised here in the uk. became interested in islam, we're told, from folks who live in that town, it at a very early age. married, actually, one the 7-7 bombers, involved in the terror attacks here in london. and we do know she has ties to

the al-shabaab, somali terrorist group. so a lot of ties with some very shady groups. and she has better than repeatedly mentioned as a person of interest. by several intelligence communities. rochelle. >> so do we know for sure -- we'll clearly have to ask phil that question at a future time. and hopefully we can. but just to recap, interpol is on the hunt to find the so-called white widow. a rare block hits the block. a pink diamond at a record price.

healthcare reform. senate is debating the bill right now. the deal has to be made by monday to avoid a government shutdown. secretary kerry will sit down with a high-level meeting with iran to talk about the nuclear program. the meeting is scheduled for 4:00 eastern this afternoon. and interpol has issued an international alert for the woman known as the white widow. she's the widow of one of the london bombers, seven o seven, n attack, and it happened in 2005. the investigation into jpmorgan chase and it's role in the crash is heating up. the justice department this morning, meeting with the attorney general, eric holder. the talks are about a possible $11 billion payout by jpmorgan,

including $4 billion for consumers who lost money on bad mortgage backed securities. blackberr committed to its f blackberry. some at wal-mart are concerned. talking about climate change, you can picture national disasters, but in many places, resources are simply drying up with devastating consequences. in nibia, half of the population is starving from drought. >> reporter: the people's diet is mostly meat and milk. but in the drought, the men have been gone for months. they must take the cattle up to 140 kilometers away to find water as the women take refuge from the sun in their 20-people village. people moved to find water.

>> interpreter: it has been two years and no rain. the only thing that keeps us alive is the animals. the animals have died and i have nothing for my child >> reporter: more aid is arriving at the distribution center. the government sees nearly 1 million people are in need, almost half of the population. the president believes that climate change may be to blame for the drought. though not everyone is evidenced, they are talking about desert fix. >> do you think that we'll be able to have in america and the world? it will be possible. therefore, it's very important that one family, we should be able to address this. >> reporter: the government wants to kill wild animals in the national parks to help feed the people. it's a source of food used in

droughts before bast parts of land why protected. though nibia is a mentor of the greenhouse gases and climate change, it's people are particularly vulnerable. right now, it's in the grip of the worst drought in 40 years, and before that, the worst flooding. experts predict that climate change will make the extremes worse and more frequent. she's lifting her child's spirits, a moment of fun in the day dominated with the fight for survival. in a world whose problems are not their making. >> and back to weather here in the united states. we have a little bit of an extreme of our own.

especially into the northwest and the northern rockies where we're already just four days into fall. seeing snow out here. it has been pretty persistent in the last couple of days as the system has moved it's way, especially through the northern rockies. higher elevations, 6,000 feet and above. some places have already gone a foot of snow, and we could add to that. some of these are affecting a few of the passes, so be careful there. the lower elevations, this is rain, but if you're a skier, you're looking at places like jackson, wyoming, and going, it's early in the season. and too early it tell on that. but because of the weather out here, and the system that has the wind and driving the snow that makes it more difficult to see, we have the winter weather advisory out here, including in the darker blues there. but this is on the move. as it moves across the country, it's going to be bringing some areas of cooler air. with the system, we have seen into the northern rockies and

the pacific northwest, 10-20° below average. and a lot of 50s. those are going to be 40s for the high, and that's a big contrast to what's ahead of it. you can see the northern plains, ahead of this. we have had a southerly flow, and that has brought in a lot of warm, stable air. we have had fog in northern parts of the u.s. in the last couple of days, and as the system approaches, we're less likely to have fog tomorrow morning because the winds are going to stir the atmosphere and makes the fog less likely to form up. but the winds are on the way. here are the temperatures i was talking about. 80s all the way up to parts of minnesota. tomorrow is going to be another warm one, and as we head to the southern edge of this, we have 90s in that forecast. so a lot of places in texas, in the 90s today. but also because of the stable air mass and the heat, for cities as dallas and the houston area, we have the air quality

alerts that you're likely to see if the summer. so if you have to fill your car, do that in the evening hours. as we get to the rest of the country, a lot of this is very dry. the northeast, beautiful fall weather. you can't see it on the map, but the next system into the northwest could start pushing in as we get to later tomorrow. one other air that we have seen a little bit of rain in the last couple of days is in the southeast and the low pressure system has finally moved off. so a couple of isolated showers, but we're not inundated in places like florida like we were in the other chunk of the week. so a lot of rain and a good system. >> the largest diamond in the world will be up for sail in geneva. the pink diamond will go for as much as $60 million. it has the color. i'm rochelle carey and for the
