agree on a bill to keep the government open. they are trying to keep things moving. and libby joins us from washington. john boehner said that the government doesn't want to shut down, but today he didn't sound like he was trying to negotiate, did he? >> reporter: no, he did not, and unless a deal is reached, the government will shut down services next week. but the speaker has to appease members of his party, conservatives who were inspired by never cruz's speech on the senate floor. so he can't look like he's backing down. >> the american people don't want the president's healthcare bill and they don't want the government to shut down. republicans are listening. we passed a bill last week to do just what the american people have asked. it's time for the senate to listen and pass the bill that we sent over there. on the debt limit, we're going to introduce a pan that ties

important spending cut and growth reforms to a debt decrease. the president says i'm not going to negotiate. but it doesn't work that way. we're not going to ignore washington's spending front and accept the new normal of no new jobs and shrinking wages. >> speaker boehner got a call from the president last week, and he said he's not going to negotiate over the debt limit. they had a showdown over that over the debt limit and the president is not going there again. and he's going to hold on this one. >> talking about the debt limit, trying to tie healthcare tund funding to the debt limit. and did john boehner say that? >> they're looking forward to this event we're going to see in mid october when the government will hit its limit on the debt. and this is a big issue. financial markets are very concerned. and it could affect the u.s.

credit rating and it could affect a lot of issues. here is what republicans are saying in the house. that they agree with the debt ceiling, and if they put on hold obamacare for a year, and a number of other big republican items, the wish list are agreed to, not likely, but it sets us up for another battle in the coming week. >> wow, another battle. and is the senate ready to send the resolution back to the house? >> right, so we see the senate right now going over this legislation that would keep the government funded through the next couple of months. it would not defund obamacare as the senate is going to tweak it. it will send it back to the house on saturday or sooner. and the house has to pick up what they're going to do over there. harry reid, the top democrat, he sounds tough as well, and

putting rhetoric out there that they're not going to back down on their positions. >> the tea party is still insisting on government shut down. the dark consequences don't end by saying that. if the federal government closes it's doors, seniors applying for social security won't be able to apply. veterans missing for disability won't be able to apply. they will be forced to wait until the federal workers return to their posts. >> here's a real question. as the legislation gets back to the house, what will speaker boehner do? a report asked him, would you pass a version of the senate's? and he said no, not without changes. so we have yet to see what the standoff will bring, and the government could shut down monday night. >> libby, thank you so much. efforts to resume negotiations on iran's nuclear

program do resume today. john kerry and the four permanent members of the security council and germany could meet this afternoon. the meeting will take place hours after president talked about it at the u.n. what can you tell us about this truly historic meeting between the u.s. and iran this afternoon? >> i'm glad you said that. it is truly a truly historic meeting. there has not been a meeting of this level since 1979. and you think about all of the things that we said about each other. we were told morning, it was going to be at the european union mission, just outside of the campus, and we're told it might be on campus at the u.n. building. but the important thing, it's

on, it's going to happen at 4:00 this afternoon, eastern time. and the format is for the 3. the p5 plus germany. the five members of the security council plus germany. and the reason germany is involved, they have always had very very strong trade ties with tehran. so they have always been in on the issue, though they're not on the security council. they will invite the iranian parliament to come in. we're not going to see this live on television, but they will film the beginning of the meeting, and then we'll see it on play back later this afternoon some time. and then we're told that the state department is going to give us all a readout of what they discussed sometime this evening. so that's the format of the day. just one other little thing. if you hear anybody talking about 3 plus 3, it's the same thing. britain, france and germany, plus the united states and russia and china. in the you knew, we call it the

5 plus 1. >> and you always get to say it. the other topic before i let you go, the other topic of the general assembly is syria, and tell me what you're hearing on that. >> well, the syria situation is moving afoot. we have just had an email that seems to suggest that the five permanent members of the security council have reached an agreement on the resolution regarding syria's chemical weapons. and in the last hour, we had a tweet over from somebody in the u.s. mission here, anonymous of course, saying that the u.s. and china strongly agree on a mandatory and binding resolution on syria's chemical weapons. lem ut that into perspective. remember that agreement between russia? it gets rid of the chemical weapons providing that they are doing so. but they need to turn it into a

security council resolution, and it has taken them a long time to do it. we could have one on the table as early as this afternoon, or maybe tomorrow and or friday. and the situation is, the russians have had a lot of successions, and gone is the international court and gone is the need for the resolution to be done in chapter 7, with you it does if a country is about to be attacked. that's gone, and we'll have to see if they can agree. >> thank you from the u.n. >>. >> interpol is calling for an international hunt for the so-called white widow. the woman, natalie webb, is wanted for conspiracy to commit a felony. the alert came today at the request of the kenyan government. john, tell us more about the white widow. >> well, rochelle, she's called the white widow, because she's

the widow of one of the terrorist bombers who attacked london in 2005, on 7-7, using the bombs on the transportation system here. so that's where the name comes from. the white widow. she was born in northern ireland. and raised 35 miles northwest of here, northwest of london for all apparent -- for all appearances, a pretty average british child. but she did convert to islam after her parent's divorce, and neighbors say that she fell in with a radicalized group of militants in the uk. and this led to her various marriages to various shady characters, and ultimately led her to kenya and connectioning with the somali terrorist group, al-shabaab.

>> do we know for sure that this is related to the kenyan mall attacks? >> we do not know that. the kenyans have not stated what they want her for. this is a red notice, so-called in interpol. and it's basically an arrest warrant. there are other issues outstanding, as far as the kenyan authorities are concerned. she entered into kenya on a false pass port. she was implicated in an apparent conspiracy to make some attacks on tourist hotels in the kenyan town of mobasa and she's apparently connected to grenades attacks at a bar in mobasa. so they have had her on the radar for a long time. but it's interesting to see that this arrest warrant comes so closely on the heels of those mall shootings.

>> thank you so much. u.s. attorney general, eric holder, announced that there's no credible evidence of an al-shabaab threat against the u.s. the assailants in the mall, they ran a shop in the mall for three months leading unto the rampage. the militants kept the weapons in the store and planned the attack. the attack left more than 60 people dead. u.s. officials want to know if american citizens are influenced by al-shabaab's activity abroad. what he found is a community working hard to protect their own from radical influences. >> reporter: tipe in average

viewed the videos with her children. she feels its necessary to protect her kids from the influence. >> the most important message they got, peace up and thumbs down to al-shabaab's ideology. >> they are using it to keep young people on a positive path. >> it means to stay away and stay out and the message behind that is to get kids away from such things like al-shabaab and gang violence, and put them on the right tract, which is education, education, education. >> some former law enforcement says that these efforts are making progress. >> you can develop healthy human beings that are very resistent to radicalization. but when you leave them to their own resources, and you let them lose their identity and fail academically and not be part of

the mainstream, they really don't have a lot of other choices. >> reporter: while it's not a community that's fearful of radicalization, it's not sitting idly by. >> two rockets nearly missed a helicopter carrying aid to areas hard hit by this week's earthquake. at least 350 people were killed when the magnitude 7.7 quake hit the country's southwest coast. and many homes have been destroyed. if is. >> we're getting a look at one of the world's newest islands. the earthquake was so violent it created a new island off of the somali coast. it's filled with dangerous gases but dozens of people visited it anyway >> reporter:? >> detroit has a massive pension problem, and now there's new word on why the city is forced to come pensions.

>> ironic twist in the detroit bankruptcy. city workers were overcompensated for years. that's according to a spending review. retirees and workers were overpaid for decades, costing the struggling city billions of dollars. a report with possible fraud in the pension system is expected to be released later today. detroit is home for one of the highest foreclosure rates in the country, making it a target for investors, but the problem is that a staggering number of homeowners are not paying their property taxes. >> in wayne county, michigan, nearly 20,000 foreclosures are hitting the auction block. many of these properties fill detroit's fast landscape. homes and commercial buildings and lots are being sold to the highest bidders. it's one of the biggest tax foreclosure auctions in the

country. >> the city of detroit, in particular wayne county in general, is going through a resurginence now. it's unparalleled in the world. >> people buy and some buy a lot. but the problem is, of the 19,000 properties bought in the past two years, 80% are delinquent on their property taxes. buyers, many who turn them into rentals don't pay the taxes, and they logs the property and buy again. it costs wayne county $5 billion in taxes. >> people have learned how to gain the system. they realize that if they don't pay taxes in the next three years, the same property is going to show up on another list. >> it's something that phil cavanaugh is trying to break.

he's introducing legislation that would require buyers who don't live in the homes to fork over three years of property taxes up front. >> the argument that i'm hearing, so we won't sell as many properties. and what does it matter if you're not going to make a viable, productive use of that property? >> jerry pasendorf runs a detroit based tracking website. he has bought homes through auctions and does pay his taxes, but he's not sold on the lawmaker's proposal. >> it doesn't make sense that you are going to require somebody to pay a bunch more money up front to work on a distressed property. >> he doesn't believe that a new law is the answer. >> that particular legislation i think would be harmful. because i think it would have a chilling effect on people investing in property. >> but representative cavanaugh hopes that it will leave out the people willing to buy without taking the responsibility of owning a home. >> it sounds like a hardship,

but if it's a business desicion, part of the equation. >> it would not affect people who live in the homes they buy. until then, the wayne county treasurer's office can only resort to begging owners to pay up. aljazeera, detroit. >> attorney general, eric holder confirmed that he held discussions with jpmorgan this morning. an $11 billion term, that's what the government in 2008 prior to the financial crisis. for consumers who lost money on bad mortgaged backed securities. he said that the continue is committed to a $4.7 billion purchase of blackberry. on wall street, many are questioning whether the deal will go through. the wireless provider said that it will no longer sell

blackberries in its stores. ramping up. the car maker said that it will produce control as in the plant next april. the cars will be sold in latin america and the caribbean. toyota boosted it's exports by 2.5% in 2012. china is relaxing a long-standing ban on social media. but only for the shanghai free trade center. more from hong kong. >> reporter: social networks, such as facebook and twitter and new york times have been banned from china since 2009. china retains very strict controls on the flow of information, and the media outlets are banned because they're considered very politically sensitive. china watched with interest the political uprises in the middle east and the effect that social

networks had on the uprises. but in the morning post, china is considering lifting those bans, but only in one particular area. that's the shanghai free trade zone. that's a free trade zone that's being set up as a test for china's future economic structure. and what it will allow is for foreign companies to come in and tender communications rights and to provide internet access, and that will be competing against state-owned institutions such as china tell i command china mobile. so what they want is for the companies to have access to the social networks that they're used to having access outside of the country. the only problem this may cause of course is that other regions within china might put their hands up and ask perfect the same sorts of bans to be lifted. >> nearly a year after hurricane sandy hit and still no place to call home. hundreds of people forced out by

>> house republicans again called on the senate to pass their version of a funding bill which also defunds healthcare reform. senate is debating the bill right now, and it needs to be passed about i monday to avoid a government shutdown. secretary of state, kerry, is talking with the security council this afternoon. and interpol has issued an international alert for the woman known as the white widow. she's wanted in connection with the kenyan mall attacks, and also the widow of one of the london attacks in 2005. hundreds of people forced from their homes by super storm

sandy are looking for a place to stay. a hundred people with still living in hotels. the housing program needs to end at the end of this month, that's when fema will stop reimbursing families for hotel stays. >> they have it find permanent housing. they have just been given a housing coupon, which will allow them to rent housing in the private market. but anyone knows that is not happening very quickly. and they need time to rent an apartment and find a place to live. these are families that already have been homeless and we don't need them to be homeless again. >> housing arrangements, they can apply for space in a city homeless shelter. >> i'm meteorologist, nicole mitchell. we're four days into fall.

and what are we seeing already? snow. we have it in parts of the rockies, and let's get to it. it's not super widespread. this is mostly the higher elevations, 5,000 feet and above, and we have the mountain passes, and it's cooler and you drop down into the weather system to get into the snow range, so the higher elevations, we have had reports of some places getting over 1 foot of snow, and with more on the way, we could have another foot. jackson wyoming is one of those places, so if you like to snow at jackson hole, you're already starting to get that. because of the wet weather and the wind, we have the winter severstorm warnings and advisorn effect. there will slowly go out into the plains and shift. but in the meantime, 10-20° below average as the system comes n as the system comes in across the country, not as

dramatic a temperature drop. and ahead of this, we have had a really warm flow. so anywhere from the 80s in northern parts of the midwest to the 90s in portions of texas. so it's very impressive. you can already see where the next system is starting to push in, and because of that, the fog will be less or not at all in your area. speaking of the moisture, most of the moisture in the southeast has definitely diminished. >> thank you. the u.s. navy has taken specially trained dolphins to croatia to search for underwater mines. it's called dolphin 13. they are being used to look for mines left over from the croatian war of independence that ended in 1995. >> these dolphins are trained to identify certain objects, not just for mines. they are taught to identify any

items that might be of interest. what they will be doing in croatia is mapping the sea floor and reporting back to the people of croatia. >> two years after the japanese tsunami, debris is washing up on american beaches. majority of it in alaska. they collected 40 million pounds of garbage. a dazzling discovery was found in the french alps. a metal box with $332,000 in jewelry while he was climbing. another remarkable part of the story. the treasure trove was most likely from an air india plane that crashed on that mountain back in 1966. so what do you do? he handled over the discovery to local authorities, who will send them back to india. i'm michelle carey, and you can check aljazeera.com as well.
