good morning, i'm morgan radford and it's sunday, september 29th. here are the top stories this morning on al jazeera america. we're now one step closer to a government shutdown. early this morning house republicans voted on a spending bill that would delay the affordable care act also known as obamacare. that bill will be dead upon arrival in the senate where president obama has promised to veto any resolution that strips his health plan. the vote provided plenty of drama as both republicans and democrats verbally squared off. >> alexander hamilton and thomas jefferson hated each other so much, but that hate that they had for each other did not come before the love of their country. and your hate for this president is coming before the lovely of this country, because if you loved this country you would not be closing it down! >> if we are to blame this just on the tea party or some extreme

group, we would be ignoring history, because this government has been shut down 17 times, mr. speaker, and 13 of those times was when a democrat was in that chair. >> more now on the political punches from libby casey on capitol hill. >> reporter: the house of representatives passed a spending bill largely along party lines that would keep the federal government funded and operating through mid-december. however, it has some very big strings attached. first of all, it would delay implementation of the federal health care law known as obamacare by one year. it would also repeal a medical device sales tax. while that tax is controversial, some say it's necessary to help pay for the health care law. another bill passed unanimously, and this would ensure that members of the military get their paychecks even if the federal government shuts down. the action now goes back to the senate in this game of legislative ping-pong.

the senate is unlikely to pass or express any interest in the bill to fund the government because of the strings attached related to the federal health care law. the senate may have more of an interest in the legislation that would ensure members of military get their pay, but even if they do, that doesn't take care of the big, looming question which is how they'll come to terms with the other side of the congress and figure out a way to get a spending bill pushed through both bodies before monday at midnight. that's the deadline when the federal government will have to go into partial shutdown mode if congress can't come to an agreement. >> speaking of agreements. defense secretary chuck hagel had some harsh comments for house republicans, members of his own party. speaking aboard a u.s. military aircraft on his way to south korea, hagel called any threat of a government shutdown short-sided. the former senator went on to say that any measure this would furlough 14,000 defense

department civilians would be an irresponsible way to govern. an explosion in pakistan killed 38 people. there's been a rash of violence in the city recently. on friday 17 people were killed when a bus carrying government employees was bombed, and just last week a double-suicide bombing at a church killed at least 80 people. israeli prime minister benjamin netanyahu arrived in new york city this morning ahead of his speech at the united nations general assembly and a meeting with president obama at the white house on monday. before leaving israel netanyahu told reporters he was coming to america to tell the truth about iran and to discuss the smoke screen that iran's president used to fool western powers. >> translator: i will tell the truth in the face of the sweet talk and the onlawsuit -- onslaught of smiles. one must talk facts, and one

must tell the truth. telling the truth today is vital for the secure and peace of the world and, of course, it is vital for the security of the state of israel. >> meanwhile, israel security service has arrested a man they believe in a spy for iran. the security service says the man that you see here is a belgian citizen of iranian origin was recruited by the revolutionary guard to set up business ties in israel as a front for spying. israel arrested him three weeks ago at the tel aviv airport. the task of cleaning up the debris is under way. rescue operations have come to a halt with the latest death toll at 51. we report on the victims, survivors, and how a tragedy like this one is all too common in india. >> rescue workers rushed to a pile of debris after a body is spotted under the rubble. there's no cheering or celebration.

the person is already dead. the last survivor pulled out alive was a man in his 40s on saturday afternoon. people who live in the air stand and watch alopping with those who have missing family. some mourn while others state optimistic. >> we will be okay once all the family is found. >> reporter: rain slowed down rescue efforts. the five-story building housed 100 people. police arrested the man that rented the ground floor. it's alleged his illegal renovations led to the weakening of the structure and collapse. note was given to residents to vacate the building but that never happened. they say it's rare for unsafe buildings to be repaired or demolished because people have no where else to go. sometimes officials will collect bribes and allow them to stay. other says poor construction materials are to blame. >> translator: there shouldn't be corruption in the building process. they should use the best

materials. only then will the buildings last. >> officials estimate there are close to is,000 buildings in need of a major repair just as this one was. some say that figure is much higher here than in the rest of the country. al jazeera, mumbai. several other buildings in the mumbai area have crumb bemed this year, and there were five collapses in just the last three months alone. a follow-up to a story we brought you yesterday. a former u.s. soldier nicknamed rambo pleaded not guilty saturday to charges that he plotted to kill a federal agent for nearly a million dollars. joseph hunter, extradited for thailand on friday, told a federal judge he was not guilty when asked about his plea in an unsealed indictment describes the 48-year-old hunter as a contract killer and a leader of a trio of former soldiers that are trained snipers. a "new york times" report says the nss has been mapping

data. if you thought your facebook was private, think again. newly released documents show that the nsa used vast amounts of phone and internet data to create complex webs of information about just who is connected to whom and to what exte extent. "the new york times" reports that by analyzing e-mails and phone metadata it can map out details about online friends and associates. it can pinpoint a location at any begin time and know about who a person traveled with in addition to other details. the pacific northwest is dealing with rain and lots of it. let's check with our meteorologist. >> i know you like the sunshine. there will be plenty of sunshine in new york city, but in the pacific northwest we have dealing with a monster of a storm. cold front is pushing through, and while it ushers in a much more comfortable day across the north central plains into the

midwest, eventually later on today it's going to cool things down quite a bit. high pressure will build and a lot of sunshine from the dakotas into northern texas where we've dealt with quite a bit of rain in the last 24 to 48 hours begin that thai been dealing with exceptional levels of drought, that's good news. the cold front will continue to push towards the east just to the east of chicago from detroit all the way down into indianapolis across texas as well, we deal with some rain. we had a strong thunderstorm push through san antonio, but now it's east of san antonio making its way towards dallas. that's certainly along i-35. take it easy and run into spotty showers throughout the course of the day. that means good news. i mean it. look at the levels of drought on september 17th. that red area is exceptional levels of drought through the last couple of weeks all summer long, but if we transition to the last u.s. drought monitor published on september 24th, we're looking at less drought across portions of texas and we'll continue to see that

delineate as we track swu the next several weeks. back to the storm in the pacific northwest really brewing across the gulf of alaska. it continues to push onshore and bring in the rain. last night areas just to the east of portland picked up four to six inches of rain. that's footage you see out of seattle last night. heavy rain sweeping along i-5 making it very difficult for travelers to make their way around. flash flooding is a concern today, tomorrow and the next 36 hours. i want folks on the roadways to use caution if they're traveling. right now we have light rain in seattle. morgan, back to you. >> thanks so much. firefighters in australia are finally gaining ground on the dozens of bush fires burning across the country. 20 of them are still not contained, and that's down from about 60. firefighters managed to save an iconic lighthouse in sydney in danger of being ungulfed. a new report says poor communication is partly to blame for the deaths of 19 arizona

firefighters back in june. authorities announced yesterday that the crew's radios failed between the men and support staff. it caused a 30-minute blackout just moments before the men were taken over by flames. the findings revealed that an air tanker carrying retardant was hovers overhead right when the firefighters died. >> not all facts are known, even after in-depth analysis some questions still remain unanswered. however, i believe this hort has done a good job at reconstructing the events and developing conclusions and learning skukss based on information that was available to our team. >> officials say there's no indication emergency crews were reckless, negligent or violated protocol. meanwhile, arizona's governor expressed her condolences to the crews and family and commended the investigation. she said, quote, i hope that the findings of this nationally recognized team of investigatorses will further the healing process and give guidance for wild land fires in

revival service on friday in lake charles, louisiana. it's a life of fear and uncertainty for many in chicago who deal with gun violence and fwa gangs on a daily basis. there have been 340 murders this year. more than 80% of victims were male with an average age of 27 1/2. there's also a split along racial lines where more than 80% of the victims were black. four in every five deaths are caused by gun violence, many of which are gang-related. that's led to a lot of soul-searching in chicago as it holding a gang peace summit this weekend. the idea was to bring together gang members, clergy and the community to stop the violence. as diane easterbrook reports the summit didn't attract the numbers organizers were hoping for. >> they picked this areason any-sized church for event expecting hundreds here, but only 50 showed up. that may have been because the

young organizer is seen an on youeder by many year. he grew up in chicago but left the city years ago. >> once they understand this is about safing lives and not taking over their positions or admission the work they've done in chicago, people are doing great work in chicago. we partnership with that. we have to stop the killing. >> reporter: the national unity summit was a little over a week after 13 people were injured in a gang shooting on chicago's south side. it began fry knit with a march and prayer vigil for victims of gang violence. it continued with speaker and panel discussion. it focused on using education to help kids set goals and stay out of gangs. michael chester was lured into one when he was 11 because he had no direction. >> we have to instill this in kids when they're young, so they know without a lack of education

you're not no man. >> reporter: cleopatra says something needs to be done to stop the vie slens. their 15-year-old daughter high dia was killed last winter. her death brought national attention. it happened days after she performed in president obama's inaugural festivities. the pendletons aren't sure this summit is the answer, but they think it could help. >> everybody right now is trying to put their hands together to try to come to one solution. unfortunately there is no one solution. so this is a start. >> reporter: the summit didn't attract the active gang members tatum homped but it did shine a light on gang violence in chicago. >> chicago, cleveland and kansas city were the sights of highly publicized gang peace summits in 1993 where community leaders met with gang members to find solutions to the violence. the family of a los angeles

fish redfish bluefish" she was quoting from fox in socks. mazda is recalling cars because there's a chance the door could open while driving. cars are being recalled because mazda said the door screws can loosen and may not fully close while the vehicle is moves. the recall affects 2009 through 2013 mazda 6 models. they traced the problem to improper tightening at the factory as well as uneven door surfaces. he may be the future british king but prince charles is growing you are notted growing scrutiny because of his politics. in part two of the mini series laurence lee reports that some critics feel he's exceeding powers by influencing politics, too. >> reporter: the land and property of prince wales is so big it affects the lives of everyone in this southwestern corner of england.

opponents of the prince of wales in london said the very same thing applies on the national level as well, and they say that raises serious questions about the conduct of the man who will one day be king. the rule set in stone says the monarchy is apolitical. not only does the queen meet the prime minister every week, but charles is known to write to and meet ministers regularly on issues he's concerned about. his critics say it's in direct breach of the powers to protect the freedoms of people that didn't elect him. >> he has a curious mind world view, which is a combination of traditional christian values and sort of this kind of holistic environmentalism that puts him in the sort of manor house on the field. that's kind of his mentality. >> reporter: his supporters meanwhile argue that the people expect the future king to exercise some opinions and join in the national debate. the prince who is somewhat of a
