and people anxious for government flood relief in colorado could be waiting even longer. plus the impact felt on wall street well before the midnight deadline as the markets tumbled on shut down fears. . >> it has been a long day and a long night on capitol hill butter add this moment the senate and the house appear to be far from an agreement. there you see senator chuck schumer in the senate speaking at the moment. if they can't make a deal by midnight eastern time the government will shut down. as this evening is about to become morning, republicans and democrats still firing verbal attacks on each other while the american people are watching and waiting. but there are developments.

mike viqueira, mike. >> for those who are frustrated by the snail's pace that sometimes happens around here may be heartened by at least the fact they have batted this ball back and forth several times but to no avail. it started out today in the senate's court when the senate stripped out yet another delay in the implementation of the president's sibility affordable care act, otherwise known as obamacare, they sent it back to the senate, the senate stripped it back and sent it back to the house. at this point the house is not quite ready to give up in face of unified opposition. the house preparing one more go of it. and this is sort of a procedural twist. they're asking the senate to go to a house-senate conference to try to settle their differences and we are now 58 minutes from a shut down. harry reid just taking the floor

a moment ago, saying no dice, we are not going to play this game and it appears john at this hour we are definitely going to have a shut down, the only question is how long will it last. president obama has said over and over again, he's not going olet the republicans to hold the affordable care act ransom. here is what he had to say at one of two rallies he had today. >> you don't get to tract for doing what you're doing anyway or just because there's a law there that you don't like. >> meanwhile john boehner the spreerk of the house, the leader of house republicans in a very tough spot. he's got his tea party republicans insisting that obamacare be delayed or defunded in some manner. he tried to ca cajole them two weeks ago, trying to put a bill on the floor without any notice or notion of the health care

initiative at all. he was overruled by his tea party constituents. over the last several days in the halls of congress everybody agrees that the only way out for john boehner is he's going ohave to cave. he's not willing to do that. he's had it out with harry reid all day long. let's listen to that. >> so the bill before us is very simple. it funds the government and it says let's treat our constituents fairly. no more mandate for the next year that you have to buy insurance that you can't afford. no more mandate to members of congress get some more exemption. those are the only two issues here. all the senate has to do is say yes and the government's funded tomorrow. >> i keep trying to do the same thing over and over again. they have voted to repeal obamacare 45 or 46 times. now, that's kind of a lot of

and expenditures published from time to time. it is a constitutional requirement if you spend money to have a budget, to have appropriations bills. mike cleared it up earlier, we're not going ohave a budget, we didn't have one since 2009, these are just appropriations, what they have to do, investors in 401(k) and iras by extension, when the government doesn't do its one constitutional job, when president obama said, you don't get to do something for not doing your job. you don't get to extract a ransom, these guys have got to do it, it's unnerving by the business community when they don't do the basics. >> if this would last for a couple of days, that would be okay, but then what happens? >> it's not going to be a major thing unless it draws out longer. but the problem is the bigger

senator who knows he's got them where he wants them. he knows he has got to have a clean cr, to move government on, and all these politics and histrionics, have got them in a box and they can't find a way to gracefully get out of it and not look like they've just totally been defeated. >> congressman do you see any possible deal tonight or not? >> i don't think so. they're going to throw up this conference committee, senator reid has made it clear he needs a clean cr, the only thing i heard them talking about was health insurance for the congressmen or the staff, it's a joke, doesn't affect the american people or the debt they're supposed to care about. they've gotten off that message of obamacare, and off the message which was the debt. they're talking about the medical device tax which is $30

billion more debt. i think they are a run away train and the american public is going osuffer. >> what you heard from speaker boehner was one other talking tg point, with whether the congressmen should participate in obamacare or not, what do you think about that? >> first of all, utter doesn't affect me. but this bill was not to let congress people or their staff to get the subs days, that many employers gone on for a long time, to have them be in the exchanges to have the same type of health care. the fact is it was a punitive action, grassle should never have done it, now it has come back on the peek of congress people themselves, they're having to leave the health care, one of my staff members is a two time survivor of cancer, she is

totally freaking out. two time survivor, last bout with surgery was three months ago. she doesn't know if she is going to have the same doctor, same health care, it is cruel to do them, this has nothing to do with the american public the american people. this is gamesmanship and it's silly and the people should know that the republican party is out of control, doesn't know how to lead especially in the house and these tea party people are sophomoric at best and shouldn't be here in responsible positions. >> you mention al jazeera's political contributor, michael, what's your view of what's happening tonight? i assume you agree with the congressman. >> yes, i completely agree and it's not just with the congressman. i think the american people are looking at this. if you even take a glance at the polling you will see that the

american people are blaming this squarely on the republican party and it's not necessarily all their fault. they have chosen to nurture two different wings in that party right now. this is what's happening right now. those two wings are coming together and they are clark right now. it just so happens they are clashing on a very big stage. they have called their bluff before and not bending at all. when you twair i compare it to e 2011, you see a senate majority leader harry reid who says i'm not going to compromise,. >> the american people saying this is all about politics and not about trying to help the federal government fund the federal government, what do you say to that? >> i think they're right john but yeah. what we tend to forget is these are politicians, that's what they do for a living so of course it's going to be about

politics. but these politicians whether they're ted cruz or steve cohen, have a feeling of what they feel about government, the gamesmanship or brinksmanship that's going to be called, this is about the law the people who were put into place were reelected and that's the way it is. the republicans need to find a soft way to realize that and not get blamed because their brand is hurting. >> ali, it is not just about obamacare, it's about whether or not there is a budget. >> again we've managed to live without a budget passed by congress and signed by the president since 2009. we keep getting the same one, we increase some appropriations. but the problem is you end up with the same problems of 2009.

in twienl we were still in the throes of this recession when that last budget was passed. we need to grow as an economy. number 1, we have that proposition, number 2, america has had a bad hand of sticking things onto bills and the american public wonders why there's a bill about agriculture and this one about water, this is taking to it remarkable extremes. we're four years without a budget and republicans are fighting obamacare. you don't have to like obamacare, you can hate it. it's done, it's there you can do whatever you can do around the edges but holding the budget hostage to obamacare, the american people just don't get it. i agree, the politicians will be politicians. but we think we can deal with budgets and debt ceilings this way? i think it's not with the budget

minutes left eastern time we've got a government shut down. >> i will tell you, we are looking at u.s. stock futures, this is nine hours before the stock market's open but they're up. which may indicate that somebody out there in the investment world thinks we're going to get a deal. remember the stock market doesn't care whether it happens at 11:30 eastern or 6:30 in the morning. but there is some sense that as we get closer the stupidity of the whole thing sets in. we saw it in 2011, it was a little late, we lost our credit standing in the outcome. but there's somebody out there that hopes a change might be coming. >> again we're waiting for nancy pelosi to speak. mike viqueira, are you hearing anything else? >> john to build on what you're discussing, the only way out is

for house republicans to give up this fight, live to fight again, actually it's 17 days that the debt ceiling comes to past. what you are seeing now is house leadership trielings to demonstrate to their rank and file that they've done everything they can, that a shut down would be absolutely disastrous for them politically, that contrary to what many on the right believe, harry reid is not going to cave. the president is not going to cave. there was sin seared belief that they would have by this point. so what you see is the leadership in john boehner and eric cantor trying to demonstrate or cajole or any way they can to get the tea party to go loo along with a clean spendg bill and live to fight poot day. >> the house is in session is

the senate still in session? >> the senate is technically in session they're open for business to see what the mouse comes up with them, that they can reject, send it back to the house, back in john boehner's lap. we've just had some procedural votes in a committee to prepare the next bit of legislation that's going nowhere on the house floor. we're still going in for the motions, looks like we can settle in for a long one tonight. >> john, a lot of these republicans have dug in thinking it's their absolute last chance to gut obamacare, get their fangs out of it. however, the debt ceiling discussion is their real last chance. they have one place to go if it doesn't work tonight. >> the same logic you are employing, ali, go weeks as he put forward his plan to fight on

the debt ceiling, not fight for shutting down the government. what you're seeing is the dynamic sort of a bifurcated republican party. separated by any number of issues but this case, chiefly 1. those that were around in 1995, saw how disastrous it was to shut down the government, soundly defeated in the mid term elections in 1994, realize this is a no win situation, but then you have folks who came of political age after that, ran for office, the citizen legislators, no matter how you want to look at them, they came here from the tea party and don't recognize the priorities of the system of laws in washington, maybe they see it but are disgusted by it.

chris. vis van holland of maryland. >> thank you, madam leader. as we are gathered here at a very sad point in the history of congress. because what the house republicans are doing right now is voting for a government shut down. we have 45 minutes to go, and instead of passing the bill, already adopted by the senate, which would guarantee that we keep the government open, they're rejecting that. and instead, saying that they want to go to conference. with 45 minutes left. which is a recipe for shutting down the government. now, i just want everybody to be clear on one thing: we have been pressing our republican colleagues to negotiate on the budget since last march. the house passed a budget, and the senate passed a budget. you may remember our colleagues

making a big deal about no budget, no pay. well, it turns out they weren't serious about getting a federal budget. we did get a house budget, we did get a senate budget but no federal budget. so why don't we have a budget? because the law requires that by april 15th you have negotiators between the house and senate meet and try to work out these differences, try to work out for the better good. they refused to do that. i want to call your attention to a resolution that we introduced here in the house democrats, way back in april, april 23rd. resolution, very simple. impressing the sense of the house of representatives that the speaker should immediately request a conference to complete conferees to complete work on a 2014 budget resolution with the united states senate. that's what we introduced way back in april. what did the speaker do?

he said no. he refused to appoint anybody to negotiate on the budget. we had votes calling upon the house, calling upon the speaker to appoint budget negotiators, they voted no. they voted to deny the senate the opportunity to -- >> we have been listening to chris van holland the house leader of the democrats as well as nancy pelosi. ali, you hear anything out of that? >> you know here is the irony of this whole thing. it is such a remarkably boring topic for most people out there because it's a given, if you run a company you have a budget. many households have a budget, you may not stick to it but they have a sense of how it's going. it is so remarkably boring, chris van holland has to talk about what they did.

the president puts forward a budget every february, they're supposed to discuss this, it's so torturously boring, i had hair before this, when america's fiscal year begins, weird again, they are supposed to have a budget. that's the fascinating part, i will gives republicans the credit here, they have made this the sexiest topic, he's talking about procedure, unfortunately, the budget, this is a terrible thing showing the sausage being made on because it's so terrible. this is hard work. clearly you and i if we have to do a budget for america are going to disagree, and we have to figure out lots of coffee and chinese food ofigure out. that's what he says didn't map.

>> welcome back to al jazeera america. i'm john siegenthaler. here are the latest headlines. there is now less than a half hour for democrats and republicans on capitol hill to avoid a government shut down. negotiations have been going back and forth between the house and the senate. the next vote is expected to come in the house. are shut down or no, health exchanges will begin rolling out in 30 minutes from now. the exchanges will allow people and small businesses to shop for health insurance plans. i want to go back to the house of representatives where congresswoman nancy pelosi is speaking. let's listen.

>> it takes more than a billion dollars in the national institutes on health, meals on wheels, kids on head start, it's brutal. it's brutal. but even for the sake of keeping government open for six weeks, we're willing to accept that. but what they're doing is a luxury our country cannot afford. this antigovernment ideology. and what is their point? what is the answer that they would give when we say, why are you not taking yes for an answer? why are you not accepting your own number? >> speaker pelosi, to get out of a shut down could democrats accept any narrow change to obamacare at all? >> no. no. >> ali velshi is standing by with me, once again we have been watching this all night. it strikes me as i watch nancy

pelosi speak that these two sides are going to get further and further away from each other as this night goes on because they continue to just blast each other from both sides? >> although ultimately the math does rule. the republicans got blamed last time because they got a reebility house, the republicans in the house are responsible, 36% the president, 17% hold both of them responsible. but there are a whole bunch of polls that come out in the last couple of days that put a lot more weight with the republicans and each passing day would get worse for them. at this point this is a story about the republican party and its fractures and about john boehner who has tried for a few years now to create a coalition out of his party. mike viqueira did a good job of describing those old timers who understand, they might not like

it but this is way the washington works, versus the new people, the tea party who want the republican party to change in washington. maybe there should be balanced budgets, we need to cut spending and they're not able to make this mesh. that's what john boehner's struggle is. nancy pelosi and chris van holland don't have to do anything, they just have to watch republicans spin and they'll face the music and don't know when and how but they will. >> there were a few republicans who supported a government shut down or the elimination of obamacare who went into cause of action this afternoon and clearly, were going to point out that those polls are not so favorable to them, but clearly they could not convince -- >> doesn't matter. >> -- the speaker of the house john boehner have a straight up and down vote on it. >> there were at least ten votes against it. these are ten conservative

republican votes who thought what john boehner was putting forward wasn't tough enough. there is no way you are going to convince the far right of the republican party to come forward with anything that has obamacare in it. they still have too many problems in it. this is not resolvable outside the republican party. this is john boehner and the republican party's fight. this will go into the mid term election and probably the reason the republicans will not win the presidency next time around. this is their chance, the good news they might come out a much stronger republican party. they might sort this out but it's not going to come tonight. >> if the government shuts down who comes to work? who stays home? jeghtjonathan betz has the stor.

>> doctors will get pate. soldiers will also remain on duty although their paychecks may be delayed. also the fbi, border patrol and the coast guard will all keep working and the screeners at the checkpoints and the post office will deliver the mail. carlos to millions others will not go to work. national zoo and smithsonian, almost all of the irs will shut down. tax returns are still due but no more audits. getting a home loan approved, expected to take a lot longer. government inspectors will stay home, food inspectors and those who work on car recalls. the centers for disease control and prevention will be severely hampered spotting and investigating outbreaks and finally most of the department of education would shut down.

if this shut down lasts longer than a week, that would severely hamper finances to the schools and universities. the longer it lasts the harder it becomes. >> thanks john. paying active members of the military even if the government shuts down and president obama signed legislation less than an hour ago, doing just that. fort campbell on the border of tennessee had been are planning for the delay, and john, what are you hearing about that? >> john certainly a sigh of relief, as the president signed the military pay bill. they will be paid but may be delayed. certainly a concern about what would happen to those contractors, the civilian

federal workers, at fort campbell and around the country. it is a wait and see game. we are waiting for secretaries of homeland security and defense which workers will be furloughed. at this point they are looking at a list of people who are essential, people who have a direct line of support to the armed forces, we're talking about possibly people in law enforcement, people who work in the emergency room hospital related to the military, those folks may be asked to still come to work with some of the other people and maybe the welfare department and recreation and some of the nonessential or nonemergency hospital workers may be asked to stay home. so at this point there is no exact number of people who may be furloughed if the government does shut down. but on the low end it could be 200,000 on the high end up to a million. what we have heard from people at fort campbell they will have their civilian staff come to work and wait for guidance if it

shuts down. >> jonathan thank you, we want to take a picture of the house right now which has gone back into session, we're going to follow it but as ali just said, any government shut down would have an impact on americans far from washington. let's look at colorado, there are thousands of people waiting for federal disaster aid because they just got through this terrible flood. and paul beban joins us with more on that. what are you hearing there paul? >> well, john i'm here in lion lyons, kordell, with governor hickenlooper. the question is is that really going to happen? no one here seems to know. we are talking to local officials who are calling their

representatives trying ofind out what is going to happen. in lyons, 42 million in damage, hoping that 75% will be covered by the federal government but again they are wondering when and how that money will come. they are wondering about personnel, a lot of national guard are helping to improve the roads, dropping off gear ready to work but won't be allowed to work until the budget shut down is sorted out john. a lot of questions here, a lot of uncertainty about what comes next. >> paul beban in colorado, thank you. also ali velshi is in the studio and mike viqueira, as i listen to nancy pelosi and others speak, my sense is the democrats need to be careful tonight that they don't start giving the american people a lot of i told you so.

>> is there a tone they need to strike here? >> in terms of what, john? you know the minority leader nancy pelosi was asked at the very end of that bit that we got to watch together, whether or not there's any ground even a minor ground that they would give on obamacare and she actually before answering looked at one of her colleagues, i don't know if it was van holland or another one, she said no, there's not any ground we are going to give, it was a simple answer. the more they are there saying this is what the senate voted against, everything we send to them, we just want the budget, the budget shouldn't have obamacare attached to it. unless and until we have that, we are going to reject everything that's sent over. i don't know what else they can do. i think it was ali or mike viqueira who said, they just should do nothing.

i don't think there's anything else they can do. >> mike do you think striking a balance is important for the democrats at this point? >> i think the democrats feel they have got the republicans on the run in a tough spot. i attended a senate leadership conference, democrats and ultimately republicans reminiscent of the ancient mayans offering up a sacrifice, calling their actions those of cowardice, saying they should get a life. you know just unbridled dereiteration being directed democrats at republicans right now because they do feel like they have them on the run. we have been talking about our system of government and the house of representatives and how it's run. democrats really are there as the opposition party. they have very little say. does any minority party, whether it's republicans or democrats at any given point in time and they're very seldom consulted. they just basically take it in the neck every time. and so i think regardless of

what neafns pelosi says unless she just goes ridiculously far in this thing. they are giving the republicans enough rope because there's going to be a hanging. there's no need to interfere. there's going to be cheering from the sidelines. i think they recognize that this is an army in retreat, they have been routed and figuratively chasing them into the woods to demolish the remnants of this force and it looks like they're in the earnings vr of doing that, purely -- in the verge of doing that. as i've been saying the last several days that is the story here, the story of republican disarray and unwillingness to fight this battle judiciously. >> but you can get into trouble when you kick a man while he's

down. i don't know how well this plays outside of washington. when you are playing tough i think there's nothing republicans can do at this point, they are going to run out the clock and make a decision otherwise they'll get blamed. i don't know how well it plays outside the beltway, we, not we but democrats are ganging up on republicans at this point. >> if i could add, january, 2008, you was standing at statuary hall right where nancy pelosi was standing, nancy pelosi got up on the floor and made a speech which insensed many of the republicans on the floor, because it blamed the republicans for what was happening. the tarp vote went down, they blamed it on nancy pelosi because they were really mad at her and that's why the stock

market ended up plummettings about 700 points that day. they have to be careful that yes, if nancy pelosi can go too far, people can judge that for themselves. but republicans can't get caught up in this partisan game when there's so much at stake. >> and guys if i may it's not just partisan, ali, not just the democrats that are kicking, it's the republicans kicking each other and it's the graduate emass calculation if -- ehemasculation of the republicans. it is causing a big problem for john boehner so i don't want to get too caught up in the democrats kicking the republicans down because the republicans as all of us have said are kicking each other.

down, sylvia burwell, giving are direction to execute their plans for an orderly shut down. congress will or will not act in time to prevent a government shut down but at this time it appears that the government shuttle down is moving ahead as planned given the fact that there are only less than eight minutes now before midnight eastern time when the government will shut down without being funded by congress. we'll continue to cover that part of the story. house is still in session, so is the u.s. senate. the showdown or not health care insurance exchanges begin rolling out at the top of the hour. it is a crucial part of the affordable care act also known as obamacare. if there's one thing everybody knows about obamacare it's complicated.

david shuster breaks it down. >> the bow obamacare exchanges l be in place for only 7%, the reason, is if you get your insurance through your employer, the exchanges don't apply to you. almost half based on current trends or 154 million will have employer-based health insurance. another 46 million americans will be in medicare, the health care system for seniors. they will stay on that. the new health care law does expand medicaid, the program that helps the poor and that program is projected to be 42 million. an estimated 26 million will get insurance through other places, unions or other government paid organizations. that means 53 million uninsured americans, this is the target

group those without insurance and it's only a fraction of our population. so if you are uninsured what will the new marketplaces look like? imagine booking a flight or a trip online through the popular websites like trave travelocityr expedia. each state will have a website that will offer different coverage options. if your family income is less than $94,000 a year, the government will give you tax breaks so you can afford the insurance. if you're an individual, if your annual income is less than $46,000, supporters say the overall system will provide the opportunities for doctors hospitals and insurance companies too to make money. in the past insurance companies

have covered their costs by raising prices or refusing to cover people who are harder to insure. obamacare is intending to make health care more affordable by limiting how much insurance companies can charge and it will bring the percentage of americans whose applications are denied from 18% as it stands now to zero. the old the sick or those with preexisting conditions are, older americans could be charged up to three times more for their coverage than younger irns ma. uninsured younger americans, if their state does not expand medicaid. the obama administration say the whole system is dependent on getting eligible young and healthy people into the marketplace. >> rebecca stevenson is next
