what we buy, what we talk about, what is important. not just logos but symbols of how we live. >> there is plenty more on our website. al jazeera is the address. you are watching inside story from washington. hello i'm sheila mcvicker. america outside of the washington beltway is looking in and lamenting the system. brinks manship an policy on the edge has become the order of the day for the u.s. congress. here we are again as you are thinking from the armchair as you watch. >> well you are right. the house uprise from tea party

members and the senate democrat controlled and lock step with the president has brought us again to the precipice of shutdown. a shutdown that would have repercussions. we are going to focus on the republican side with guests to help us understand the widely varying views. but first background on the high political diseaks. >> so the president will negotiate with the iranians and the president will negotiate with the russians about syria but the president and the senate will twill not talk to the hous. >> they are the ones that are shutting down the government. >> whether or not there is a government shutdown this time around, it's clear that the art of compromise is a distant notion. >> it's time to stop pandering to the tea party and do what is right. pass the senate compromise and avoid the shutdown driven solely by radical republicans. at issue the tea party members have tied postponing the

affordable care act by one year with funneling the government. if no agreement is met, a partial shutdown will put hundreds of thousands of americans on fur lows without pay. the majority of the party support uses the budget deadline as learning for the ongoing battle for obamacare. some republicans are concerned that putting people out of work will not be the best tool. >> i support what is in there but we can't let the government shutdown. >> the democrats continue to stand firm the parliamentary delay is feeble and in the end will not work. >> i want to let america know that house republicans are shutting down the government. they are doing it intentionally, they are doing it on purpose, mr. speaker, the house is not in order. my message to congles is this. do not shutdown the government, do not shutdown the economy. pass a budget on time.

pay our bills on time. there will be areas where we can work together. and there will be areas where we disagree. but do not to threaten to burn it the house down simply because you haven't gotten 100 percent of your way. that is not hour out democracy is supposed to work. >> in contrast of tea party values was highlighted in recent polls. three quarters of tea party sort supporters valued lawmakers that stood their ground on princple even if it led to a government shutdown. 20% said they wanted their represent sensives to compromise even if they didn't like the fwj deal. the survey revealed that most didn't think that a government shutdown would be all that harmful. joining us now to discuss the strategy behind the politics are patrick hedger and matt

3:35 am
speaking from the white house but it would be better to see him at the table with ruption. find away to fix the law and delay it until we can get provisions correct so it doesn't harm the economy. >> does this strategy have any hope? >> no it doesn't. i agree with you in terms of obamacare is awful. i don't like obamacare. the republicans have lost two presidential elections and a supreme court decision. drying to relitigate this at this point is really an impossibility. and the worst part is that the optics the public relations are so bad if the shutdown happens, it could actually cost republicans senate seats in 2014 depending on the fall out here. so any real shot of having enough senators to overturn or appeal obamacare in the future could be a jeopardy as well. >> vanessa in cambridge we know
3:36 am
that the polls show that the tea party is near record lows, 20% in the last vote. how do you think they are taking this calculation. how does this help them going forward to 2014? >> well i think the important thing to do is recognize the distinction between elite tea party activists. >> and also members of congress and grassroots party activists who are two different beasts often they working to but their views are not the same. there are calculations being made by politicians in washington how they can please the funders and the primary voters. and on the other hand there are americans who have been involved in the tea party who may or may not be pleased with the shutdown. >> that is exactly the point. you know if the government shuts down there will be hundreds of thousands of federal workers that will go home without paycheques. and some of those people would support you or contributing to
3:37 am
the economy. how do you rashallize putting them out of a job without a paycheque. they would fund those jobs an save the jobs that will be funded by obamacare. we funded the government we put the grand bargain before the president and harry reatd and they refused to commitment on it. >> this has been litigated before. >> i don't think a 2014 election between myth romney and barack obama is a litigation of the government's position in healthcare. barack obama won by less votes than john mccain received in 2008. the american people stayed home they didn't see anything they liked. >> how does this help the republican party. >> this is president obama's
3:38 am
landmark legislation. this is his number one thing he can hangs his hat on as a legacy. >> maybe his only thing. >> there is no way he will give it up or bargain it a pay. this is a quick of hort that has no possibility of work. it's really the goal here is for tea party senators and tea party organizations to do two things. one is to show their base they are princpled and they will fight this thing with efer fibre of their being even if it has no chance of working. >> and to raise money and make themselves look good to the base. >> the long term ramifications could hurt the conservative movement. conservation that can advance public policy in the future. >> vanessa is the republican base listening to this argument?
