welcome to al jazerra america, i am richelle caray. we are a few hours in the day two of the government shutdown. hundreds of thousands of federal employs are on furlough, many federal offices are closed and veterans have stopped receiving care. just a few hours ago, the g.o.p. offered a measure reopen nationanational parks and some f the veteran a fairs, but it was defeated. republicans cherry picking some of the few parts of the government that they like, this is a quote. from capitol hill, libby casey has more. >> reporter: day one of the federal government shutdown is about to turn in to day two. tuesday was spent lobby blame. back and forth on capitol hill. senate democrats are stick to go their ledge to only support a clean funding bill. they say while they want the government back up and running it's not worth tearing apart the

federal health care law. toned the day, senator harry reid, majority leader in the senate, called on house speaker john boehner to, quote, stop the game. a growing number of republicans are saying that it might be time to talk about passing a clean spending bill without dealing with the federal health care law right now. but despite that. gop leadership is pushing forward and not giving a lot of ground o tuesday they did try one new tactic, they tried fund being three parts of the government rather than passing a whole giant spending bill. they tackled veterans affairs, national parks and museums and also the city of d.c. funding and put forth three bills to fund just those things, they failed in the house without enough deck contract i can support. democrats say it's all or nothing. the house and senate both come back in to session wednesday morning, but ther they are no cr to a compromise than they were when the government shutdown. >> that was libby casey reporting. president obama is standing firm, he is urging house

pay your bills. prevent an economic shutdown. don't wait. don't delay. don't put our economy or our people through this any longer. >> reporter: and while the president has made private phone calls for congressional leaders on monday he spoke with all four, house and senate republican and democrat and we know that on tuesday he at least spoke by telephone with nancy pelosi, the house democratic leader. he's largely left it to harry reid the senate democratic leader to execute the tactics and strategy in this legislative fight in congress. the white house is also staying away from this to certain extent saying it's all up to house republicans to decide to ultimately pass that clean spending bill. jay carney today, had an interesting analogy. >> that suggests that the president could take over the house, and pass one himself. and he can't. he cannot order or force, you know, call out the national guard to get speaker of the house to put a clean c.r. on the floor.

>> reporter: so the white house strategy here is to simply wait republicans out, they think john boehner will have to ca i have and pass a clean spending bill on the hous house of representas with help from democrats that is something that is going to be a very difficult decision for john boehner. as far as the public is concerned, they are holding both parties responsible. yes, marginally more of the public holds republicans responsible, but both over 50% in blaming both republicans and democrats. back to you. >> that was mike viqueira reporting. let's take a look at some of the agencies affected by the shutdown, nasa, 9% of employees were furloughed. that's more than 17,000 people. at the epa. 94% of employees are staying home. 97% of i r.a. workers, that's about 85,000 people, 87% at the commerce department. 59,000 at the department of the interior. treasury, we are talking about 80 wees of the workers there being affected and the biggest

number was at the department of defense, more than half of the civilian workforce there furloughed, that is 400,000 people. smallinger numbers at justice homelands security and veterans affairs, more than 1200 staffers were sent home. vet vans are feeling the immaterial fax. on tuesday 91 world war vets arrived in washington on what's called an honor flight from mississippi they were told that they could not tour the world war ii monument. but congress intervened and police let them in. all memorials are closed because of the government shutdown. in florida the jacksonville international airport has reopened after it was evacuated for the past several hours. the facility was closed after two suspicious packages were found, one was in a terminal the other a parking garage, one was a did he truck stiff device that
