welcome to al jazeera america. i'm bill walters. these are the stories we are fowling for you. one hour from now the president is to speak on the battle of the brnlg. >> protesters are going on in besigh. they are trying to get congress to pass legislation reform. the wa war of words over the debt dreel ceiling and the weekd government shutdown eskimo goes.
1:01 pm
the president and john bohenr. we are hearing reports that harry reid may have a stand alone debt resolution. >> iitthe bill would need 60 vo. that would get past a filibuster. that means republicans would have to vote for it and all of the democrats and that could be a sticky volt for som vote for e democrats. american people view a vote like this raising the debt limit allowing the government to spend more money. really it's allowing the u.s. treasury to pay the bills that are already in existence. we'll see that bill come to the floor in the senate later on this bike.
1:02 pm
this -- week. it still has to get through the house. there is a bit of a political maneuver. but what around here is not a political maneuver. >> it would be safe to say if anybody is getting rich these days it's the pollsters. public perception at this time, how are americans reacting to the first full week of the shutdown. >> they are getting frustrated and they are have us as they watch the markets to see how they react. we are seeing new poll numbers that show americans rank congress at a big low. at 11% give them a thumbs up approval rating. less than half approve of their own member of congress. it's 44% and it's lower than it's been in a while. that is significant. members say my constituents may not like the whole body but think like the job i'm doing. they centr sent me back to wash. americans are saying to pollster pollsters they are getting fed
1:03 pm
up. here is democrat being house member from california. >> we have now experienced in the last week of this government shutdown, republican government shutdown, the largest drop in american's confidence in their economy. and if our republican colleagues don't think this is serious, shutting down the government intentionally so they can get their way on eye timm items thae nothing to do with budget policy. they should take a look at what the mm peopl american people ar. they have little confidence that this congress will allow the economy to improve. >> the finger pointing continuing. >> libbilibby where does all ofs negative talk leave house speaker john boehner who is not drawing any lines in the sand. >> he is saying that this is not his fault. he is placing the blame back
1:04 pm
with democrats. speaker boehner. >> i'm refusing to negotiate harry reid and the president are putting the country on a dangerous path. listen there has never been a president in our history that did not negoiate over the debt limit. never. not once. as a matter of fact president obama negotiated with me o everr the debt limit in 2011. he also negotiated with the blue dog democrats to raise the debt ceiling in 2010. the way to resolve this is to sit down and have a conversation to resolve our differences. >> the finger pointing on capitol hill continues. >> i was surprised at that news conference that speaker boehner was short in his dmoament commee left the speaking up to other people there. were you surprised he surrendered so much of the speak bled achespeaking and speeches .
1:05 pm
>> he has been doing that. that is in comparison to to many others. he is trying to deep hi keep his message focused. you hear from him saying we are willing to talk. the white house however says you are not willing to talk about the things that we think are important and no negotiatio negf you are not going to get over the government shutdown. >> libby casey from capitol. we go to the white house now. that is where president obama will be speaking in a little over an hour. have we been given the heads up with what the president is going to have to say. i expect it has something to do with what the speaker said an hour ago. >> that is impossible. you go and try to predict what is going to happen around here and sooner or later congress
1:06 pm
will make fools of us all. we don't have any concrete information. i expect that the press is going to stay on message. they say del the key to message aking around here is consistency and repetition. we will likely hear what he said on friday and over his address on the weekend. he won't negotiate yaitd unde na threat. it was interesting to hear what john boehner said. the white house is not going to negotiate. the democrats were unhappy with the way that turned out. the house democrats felt that the white house played them against republicans. and this time a solid front. the freeze and harry reid have been hand in hand and harry reid has been driving this train and he has refused and rebuffed
1:07 pm
house cups ever republicans eve. passing appealing funding bills. women and se infants and childrs aid. and the senate has rejected all of that. we see harry reid coming forward and passing the clean debt ceiling raise that libby was taking about. another tactic to put house republicans on the spot, del. >> i'm amazed at how much social media is being used. i'm seeing hash tags and twister is there anyone in washington that is reading the tea leaves and what the republican thinks about this. social media plays a big part. with the media and everyone getting involved and everyone is their own wire service reporter or prel press secretary it has e eytheexpect of amly amplifying.
1:08 pm
>> so in that respect, it's very interesting, and certainly the white house and republicans at this point in the game they are adept at using all of that. >> mike a lot has changed in washington since we land there a few years ago. >> you can say that again. >> here is a form of social media tha affects all of us. >> it's pulling the stock market lower. the dow started in the red and continued to sing following sine comments by john boehner. this is when it boehner indicated there would be no deal on increasing the borrowing limit in sight. people are gathering on the national mall today. they are asking for a sweeping reform bill. we are joined live with more,
1:09 pm
randal, who put this rally together? >> del it was put together by a coalition of religious groups and spanish groups and people that support comprehensive religious reform. the quote we are hearing is "the time is now and yes we can." that is fwha we ar what we are m the speakers here today as well as folks that are continuing to arrive. i was thinking that the crowd would be larger. if you are familiar with the mall you recognize the smithsonian behind me that is where the main stage is set up. the crowd is extending down a block or so. not nearly as many people as had been expected. they have screens set up. people are saying that hispanics supporters have to work like everyone else. when they get off work they will expect the crowd to grow. i met two sisters that came with
1:10 pm
their parents. one came with her parents who said she was illegal. it took her parents ten years to get her american citizenship and now she finished school and college and is a doctoral candidate at the university of delaware. she came today because she wants others to have the same opportunity she had. i think you will hear this over and over here today. this is supposed to be a non-partisan affair. the speakers we have seen are democrats. we have seen one republican congressman diaz of florida who is speaking of or in support of comprehensive religious reform. >> and one. reasons for that rally is frustrations. one of president obama's second term priorities was immigration reform. 4 million people waiting for green cards in washington waiting for them trying to fix the immigration system.

1:12 pm
mexico. >> in mexico it's going to be hard. the million of undocumented immigrants are essentially stuck. they can't move forward with their new life here. but at the same time they are unwilling to return to the homeland. >> iin our home country we are not xemed we ar excepted. >> those that are undocdocumentd know if they leave the united states they won't be allowed back in and separated from their families here. >> the wait is years and years and years. >> immigrants from central america and some asia countries experience long wait times. sometimes up to 30 years. so they may arrive with a temporary visa but decide to stay after the visa expires. which means they are here without documentation. >> we have had situations where both parents are deported and the children end up in foster care.
1:13 pm
we have seen horrible situations. >> the wait police for mexicans is particularly long. w-7 40,000 people waiting and the list continues to grow by 4500 people a year. in part because of the sheer number of people wanting to come in and the cap placed on the number of green card or visas that are issued each year. >> there is no reason why we are accepting that we have backlogs of six, ten, 5, 20 plus years. it doesn't make any sense. so that there should certainly be a stop to that. immigration pals policy expertsy it's not a backlog but a wait list. everyone has to be prioritized. >> we let in a million a year legally. it's not like we are incredibly geniugenerous with the people cg
1:14 pm
into this country. you can bring in your sister or brother or adult child. they are a lesser priority. and they go to the back of the line. >> that is where alberto finds himself. >> i come to this country because i have on my mind was t a better future. >> are you still waiting for that better future. oh, yeah. >> alberto continues to hope, even as he and millions of others continue to wait for perhaps many more years. al jazeera, los angeles. britain is opening their foreign embassy. they are now in talks to move forward. the relationship has been strained. this is following a 2011 attack on a british embassy in tehran.
