this impasse, and all of the developers in the past 24-48 hours suggest that there's at least going to be a solution to the debt ceiling. not the government shut down, but at least raising the nation's debt him so the nation can continue to pay its bills once the middle of the month comes along and the nation reaches that ceiling. >> the united states should not be put in such a position to make such perilous decisions for the economy and our citizens. s this no way to know the damage that it could have on the markets. >> this morning, trying to again warn of the consequences of failing to reach the debt ceiling. and there's talk around washington in recent days, just because washington reached that point doesn't mean that the nation would go into that default.

secretary jack lu said that there's no reason to take that chance. it's territory that has never been traded before. and there would be serious consequences at home and around the nation. >> the fact that speaker boehner is going to be holding this news conference, does that mean that the republicans blinked? >> we're going to see exactly what the speaker is going to propose. until today, he insisted that any raising of the debt ceiling by the house of representatives would have to be bined by action on reducing the nation's debt. doing something about long-term deficit financing. the president has said that he wants a clean debt ceiling raise. so we think that speaker boehner is trying to sell members of his caucus on the debt ceiling, and not opening the government until something is added to it, by the

affordable care act or other budgetary measures. >> and randall, it appears that the affordable care act, all of that may not be a thing of the pastas the news conference is being set up. >> we're hearing the hardliners talking about at least needing to amend the affordable care act, but not so much in terms of tying it to the reopening of government or the debt ceiling. so right now, what we're doing this morning, what we expect speak iser boehner to do, republicans are ready to approve a short-term raising of the debt ceiling, to the end of september. and president obama opened that window the other day, turning from the democrats who wanted a long-term debt ceiling deal. and president obama said if we can just get through the next few weeks and continue negotiation was republicans on some of the fiscal issues that have been at the heart of some

aisle are trying to get the talks moving in a more positive direction, and if there's a direction, it has already been reached. wall street likes what's happening in washington right now, the stocks right now, at 179, just about 15 minutes ago, they had topped 200 points, which was quite a swing, based on what was happening in the last 48 hours, and they're holding onto a strong gain, and breaking through the stalemate. washington wanting it to happen because as they indicated, this is not a time to play with the good faith and credit of the u.s. we want to go back to randall pinkston, and i understand that the white house has reacted to what is or may be a deal in the works. >> yes, the white house has gotten the memo, a deal from the white house, reacting to a short-term extension. this is what the white house is saying. the president has made clear

that he will not pay a ransom for congress doing its job and paying our bills, and take the threat of default off the table for as long as possible, and that's why he supports the senate democrat's raising for a year with no political strings attached. but what we're hearing about today, dale, is not a year extension, but several weeks or months to allow negotiations to continue over a long-term, so-called grand bargain. >> and randall, when the window was opened a couple of days ago when president obama was speaking to reporters, there were some that said that he might have undermined the efforts of the senate who wanted a longer term deal. so who won or lost, is that a safe assessment of what we can see? >> we're already seeing the democratic leaders rallying

around the president, and they're not raising public objections to the president's willingness to set the short-term deal. the critical question is whether the debt ceiling can be raised before the nation runs out of money. and apparently, if in fact speaker boehner comes back with a clean debt ceiling raise, that problem at least will be off the table. but not the government shutdown. that still remains in effect, and we don't know what kind of negotiations there will be. >> if the viewers think that we're tap dancing, it's because we are, we're watching the scene in washington, and we're wondering exactly what speaker boehner will say when he takes to the microphones, and we will go to the microphones as soon as he gets there, but obviously that's not happening when we thought it was going to happen. elsewhere, libya's prime minister has appeared for the first time after his unusual abduction, hours after he was taken from his home in tripoli.

republican party says that it looks after farmers, and i happen to disagree. >> reporter: here, farm hand rodney is looking to plant next week, but he's blind on how much to put in the ground. he thinks that the folks in washington just don't get it. >> it's very simple. >> when you're trying to plant a crop, we're not just competing with our neighbors in agriculture. we have to compete with farmers worldwide. >> as gallaway's winter hay grows, so does his anger over the impasse. with compromise as close as winter dreams, he's giving congress until next week before he calls him with an ear full. >> by the way, the crop affects commodity prices around the

world. and food and agriculture programs will likely be more dire. and on that note, the number of americans filing jobless claims jumped last week. they increased by 66,000, much higher than expected. reflecting the impact of the government shutdown as private contractors who work with the government are cutting back on their employees. the increase comes as a back log of claims are being processed in california. still ahead, watching and waiting in washington, and watching the reaction on wall street. we're awaiting word from house speaker, john boehner, that a deal may have been struck to avert the debt ceiling, and wall street reacting kindly, suggesting that there might be something to this one this time. we'll be right back.

a temporary increase in the debt ceiling in agreement to go to conference on the budget, with his willingness to sit down and discuss with us a way for us to reopen the government and to start its time for leadership. it's time for these negotiations and this conference to begin. and i would hope that the president will look at this as an opportunity, and a good faith effort on our part to move halfway, halfway and order that these conversations begin. >> the american people expect
