♪ there may be a break through in the efforts to end the debt lock over the debt ceiling in washington. republican lawmakers plan on meeting with president obama later today. all of this coming just after the treasury secretary warned the congress that a default could cause permanent damage to the economy. we have team coverage on this. we begin with libby casey who is standing by live on capitol hill. libby what just happened? >> house republicans are putting an offer on the table. they are offering to raise the debt ceiling on a short-term basis. a six-week boost of the debt ceiling. but it doesn't include with the government reopening or deal with the government reopening at

all. john boehner told reporters that has they take this proposal to president obama nothing is on the table, but nothing is off of the table either. >> it's time for leadership, and time for this conversation to begin, and i would hope that the president would look at this as an opportunity and good faith effort on our part to move halfway. >> the house republican plan would forbid the treasury department from taking what is called extraordinary measures. when they hit the ceiling there are extrordanaire measures that can be taken to ensure bills are paid. so putting that off of the table will be unpalatable to the white house, and we have some other

concerns, but we may see it hit the house floor as soon as today, dell? >> libby how realistic is this deal? >> the white house has said they really want to see the federal government reopened and that has to happen before any serious negotiations take place. and senate democrats would like to see a longer term raised, they would like to see it raised for a year, without this coming again, this inch by inch process. >> anything else happening on capitol hill today? that is enough, but i understand it has been pretty busy up there. >> we heard jack lew warn lawmakers about what kind of dire straits the economy could be in if the debt ceiling is not raised, but we also see senate

democrats push forward on their deal that would raise the debt ceiling over a more long-term basis. and that will require democrats and republicans to get on board, though, dell. >> libby thank you very much. and now we turn to mike viqueira who is at the white house. mike you heard about the details and the devil. how big is the devil and what is the white house saying about it. >> there are two ways to look at this, dell, first there is still dissension in the gop ranks. this is the first crack in the unified -- at least public posturing or position of house republicans and it could be the beginnings of a deal -- it could be the beginnings of a way out. the house republicans are due here at the white house around

4:30 this afternoon. the problem is, as far as this proposal that was put forward by house republicans today, first of all we haven't seen a lot of the details, if it is going to be a quote, unquote clean extension of the debt limit, and second, what about opening the government. we have heard the president say he is not going to negotiate under threat or a hostage situation while the government is still shut down. the white house put out a somewhat ambivalent statement about these things go hand in hand. >> mike, if it looks like a negotiation, and sounds like a negotiation, is it a negotiation? >> well, the president said he is not going to negotiate, and

his rules or stipulations are well-known. remove this threat of a go shutdown and the first opening we saw was yes you have to remove these threats of not raising the debt ceiling, of shutting down the government, but if you do it in a short-term fashion then we can come to the table. so we'll have toe wait and see how things develop. >> what about the republican response to what jack lew had to say today? >> it's a mixed bag. there is still a lot of scepticism. jack lew was trying to confront of deniers saying anybody who thinks the country or the world economy for that matter can survive a u.s. default is gravely mistaking. a lot of these deniers are saying this is a false equivalent. we'll still be ail to pay back interest on those debts.

jack lew went to great pains to say that is not going to be the way it works, people will see their mortgage rates rise, and social security checks would be threatened come november 1st if that was to kick in dell. >> all right. and it's my understanding, everyone, the entire gop delegation is not going to be going to the white house. why is that? >> it interesting because the president did extend the invitation to all to come here over the course of the next several days, almost all 200 house democrats were here, but house republicans sent along the message saying we're just going to send leadership and key committee chairmen. many of these house

conservatives, number one a lot of them don't want to be seen as negotiating in any way, shape, or form with president obama, and the other half of that is, the leadership would just as soon not have them there to expose those divisions even though it would be a closed door meeting. >> mike viqueira in washington on a rainy day in washington thank you very much. >> oh, yeah. >> the sun seems to be shining on wall street, though. take a look. the stocks have been soaring right from the opening bell with the dow showing triple-digit gains throughout the session. when speaker boehner began to speak it was at 185. the deadline to pass the debt ceiling is looming closer, and the world is watch nervously

from the sidelines. >> i want to say this, there would be very, very negative consequences for the u.s. economy, and there would be very negative consequences outside of the u.s. economy. if that matter was not re solved we are likely to see volatility, uncertainty and consequences on the rest of the world. elsewhere libya's prime minister is now speaking out, hours after he was brazenly abducted. >> reporter: the libbian prime minister released less than 24 hours after his abduction from the hotel, he appealed for calm. >> translator: we hope this matter will be treated with wisdom and [ inaudible ], there are many things that need dealing with. >> reporter: confusion remains.

the prime minister was set free after two militia bring dads threatened to use -- [ technical difficulties ] -- motives behind the kidnapping. last saturday's us-lead raid to capture al-libi angered many libbians. inofficial reports suggested that he had been taken over bribery allegations. he is thought to have issued checks to military guards who had been guarding a oil plant. over 150 gunman are said to have set siege at the time. he is said to have offered no resistance as we was lead away, raising speculation that --

unaffected. canadian writer alice monroe has won the nobel prize for literature. she is quote a master of the contem contemptary short story. the 82-year-old says she is probably not going to write anymore. probably won't have to, it pays about $1.2 million. monroe is the first canadian to receive that prize since sol bella won 37 years ago. the final announcement for the nobel piece prize will be announced tomorrow. now to dave warren. >> it is the rain plus the constant northeast that is piling the water up in a lot of the back bays. so we're seeing minor coastal

flooding. the storm causing this just off of the coast of north carolina. just to the north we're getting this rain, but the highest wind gusts there all the way up to atlantic city. inland wind gusts, 20, 30, 40 miles an hour, these are coastal flood watches, warnings and advisories there. this is a coastal flood warning for the high tide today. the high tide area was septemberable to flooding, you can certainly see that today. the rain will spread up to new york and become heavy, and it continues to come down, and finally you see it begin to move out, but that's not until friday. so it could be a rainy end of the week and weekend. some drying weather is on the way. we'll look at that in the

♪ today marks the anniversary of the start of cuba's first war for independence. the year was 1868 and the war was against spain, it ignited the drive for a free cuba, and that is a desire that still lives on today for many cuban americans and their families, but they often find themselves on opposite sides of the fence to their connections to their island nation. last year, more than 46,000 cubans left in 2012, many of them for good. many of them finding homes in places like florida. more than half arrived after 1990, and for those who just arrived, the revolution is now a distant memory. as a result, their relationship

with cuba is different from those after fidel castro took power. al jazeera talked to one family about a generational divide. >> reporter: in this family, the generations often collide. the seniors are exiles who fled the island as children and weren't ready to go back. >> i grew up hating the regime, hating communism. >> for their daughters cuba was a place they hear about and wanted to experience despite the politics. >> they are part of us, and we are a part of them, and we need to focus on bridging the gap. >> that's why this year both daughters went to cuba and convinced their father to go along. >> a lot of that money is going right though government to go up, but they wanted to see where i grew up.

>> reporter: they are representative of the shift in the cuban-american community. recent polls show there's almost an even split when it comes to the embargo and reestablishing diplomatic relations with cuba. >> i consider the embargo is a trading tool, a pawn in negotiations. i have not seen yet where the cuban regime has taken a position to accept the termination of the embargo and giving some benefit to the cuban people. >> reporter: even with the split, jorge stresses it is likely cuban-americans will continue to elect politicians who toe the cuban line on policy. >> most of the cubans who have

with the opposing teams. because of fights that have broken out. >> if you do do them, you are held accountable. >> the commissioner says the fine and penalty will be enforced if the athletes decide to fight each other. ♪ i'm dave warren we are talking about this storm here in the northeast. it is not moving, so the weather you're seeing now going to be like that for a while. the storm is sitting off of north carolina, getting this northeast wind and periods of heavy rain at times. that is leading to flooding because of this wind, the water piles up in the bay so each high

wide can't go out. we have coastal flood warnings in effect. the rain will spread up to new york by this afternoon and evening, still coming down heavy at times, but finally by friday afternoon and evening, it starts to move south and that is as the storm pulls away, take the rain with it. so it's not at least until the end of the weekend when we see things drying out. sunday 66, rain clears out, and by monday you could see a little sunshine with the temperature 74. the rain gets as far as new york and maybe boston, but the storm eventually moves out taking the rain with it. radar and clouds showing the rain in the east but a storm developing in the east, and that could bring some flooding as snowmelts in south dakota. temperature in denver is at 69.
