well a monster storm is barreling toward india's eastern coast tonight. cyclone phailin is heading toward the bay of bengal. it's heading toward the region of andhra pradesh. how are people getting ready for this storm? >> people are batoning down the hatches so to say or they are getting out of town. the people on the coastline in the neighboring state are being evacuated since early friday. we have learned since the north of the coastal city where we are now, 12,000 people have arrived at one of the emergency shelters set up by the government and there is another 40,000 expected there by saturday. fishing villages dot the coast lean focoastline for hundreds of

miles:and more than 10 million people may have to be evacuated from those areas before the cyclone hits. >> is the indian government working with the armed forces to prepare for this storm as well? >> they definitely are, john. they are trying to prevent a repeat of 1999 where thousands of people are killed. ?rmplethe indian army has been n rescue operation. we learned that several units of the national disaster relief force have been told to come to the area they are told to get out and come to the inland and be safe. >> is this methodical or is there some panic involved here? >> they have been a little better this time than they were before th in the past. they started evacuating people.

the alerts came uta out friday evening. and the storm is to hit saturday evening time and saturday morning in the u.s. they are a little more prepared this time and they are trying to assure people it's into the noto be a repeat of 199 1999. whether the storm cooperates that is up tof to if phailin. >> i am looking at the storm on the map and it's got a visible eye. you wonder how many people are going to be affected because clearly it's an enormous storm. >> and india becoming the second most populated country in the world that is going to mean a lot of people. government estimates have been about 10 million people. the unofficial number should be higher than that. which is one of the reasons that

the government is a little more prompt in their evacuations. they have moved to shelters. but some shelters are only ten miles inland. they are away from the immediate coastal areas they may be still hit by the storm. thanks very much. we appreciate it. let's go too kevi to kevin u to see what the psych clon cyclg now. we have seen a lot of rain is making land fall in the feeder bands that extend out for hundreds of miles. >> it's going to continue to rain all day saturday. the evacuations that are going on right now are going to be doing it as the weather starts to decay in the area. this is the latest it has come out at the top of the hour from the joint typhoon weigh the wear center. this is a category five hurricane.

this is the same intensity that katrina was when it made landfall in the gulf coast. it's twice the size of hurricane sandy when it hit the eastern seaboard. this storm is nothing to take a jock for. joke for. you can see the feeder bands are making their way on land right now. the rain is going to be hard. te10 to 12-inchings ofinches of. the biggest concern is the storm surge. the land is very flat. in the 1999 cyclone that made landfall here the storm surge went 12 miles inland and caused devastating conditions there. this is going to be a major issue. storm surge and rainfall of 24-inches or more and wind speed of 161. by the time we hit landfall the wind speed could be higher than

that. we talk about the population density and it's making landfall in one of the most densely populated parts of india. we'll keep you posted all the way through tomorrow night. >> i want to interject. >> this storm is at 160 miles-per-hour now and it could get stronger possibly. >> it has 12 hours to go. it's sitting there in the warm waters and pushing slowly to the northeast. they expect it to go from 161 to 165 and gusts reaching over 200 miles-per-hour of. on the he i 11 11th day the government shutdown. the stock market reacted to the the talks. the dow jones rose 111 points driven by higher investor hopes that a compromise will end the shutdown and help the u.s. avoid a default.

mike viqueira has more on today's discussions from the white house. >> we have entered the stage of fast moving developments most of them happening behind the scenes. another call from between the house speaker. into one wants to foul up the negotiation that are at a fragile stage. the house republicans and democrats have met with the president. they propose to extend the debt ceiling four months. it's an initiative by susan collins. after the republicans return to the capitol lindsey graham spoke optimistically about what happened. >> i think you will see something come out of the house in the next 24 hours to re-open the entire government. that will have changes t to to obamacare that will not destroy

the government but make it better. i hope the president will accept these gestures from the house and get this behind us in the next 24 hours. there is a bill before the government to raise the debt det ceiling. >> they are competing with a house republican plan. they came forward with a six-week extension. the president knew hi thank yous spokesman and the president said he would be absolutely open to an extension as short as six weeks. the house republicans won a negotiation on spending and taxes. the house and senate democrats the president's allies were reluctant to commitment to anything like that as a deal to break this impasse. >> mike viqueira in washington. and let's go 2500 miles away from washington, d.c. and to washington state and the rest of the pacific northwest.

they are feeling the shutdown and the impact on some of the regions biggest industries crab fishing. what are lawmakers doing to deal with the shutdown that is taking on the crabbing season there? >> well john, a real concern about this industry of course in the pacific northwest and in alaska in particular. and three northwest lawmakers are pushing a plan that would get the crabbing fleet out of the water and into the harr hars of the bearing sea when their season starts next week. what they want the secretary of commerce to do is to put the noha workers back on the job. ththe ones that license the crabbers so they can go out. and they suggest that they be paid by the regular fees that

they pay the federal government anyway. that is what thin they would lie federal government to do. no response on that plan. i have heard from the senators office tonight they are asking for the secon secretary of commo be flexible and have common sense and get these crabbers out in the ocean and not ruin the most lucrative catch. now to the forestry issue. these are companies that hold fetfederal contracts to cut tim. they have been given a week or so to clean up any logs they still have on the ground. that is it. then they can go. zblnland no end in sight to the shutdown and this will hurt the folks that are out making a

living in the forests. at the telling me today that legal claims and lawsuits will be coming out of this shutdown. >> are we talking about weyerhaeuser that are very much involved in logging in the northwest? >> i didn't talk to weyerhaeuser today, i was talking to smaller concerns with mill owners and logging companies the ones that will feel the pinch first is the contract loggers out in the woods. then i it goes down the line the people that transport the timber and the mill workers. if this goes on another two weeks those folks will feel the pinch. remember this is not the type of thing that you can flip is switch and go at full speed again. the brea bureaucracy is going te a while before we get going again. >> we are talking about king crab, right? >> red king crab also snow crab the lucrative catch up there.

>> still no proposal to end the shutdown. the president spoke on the phone with the house speaker. the house will be in session on saturday. libby casey reports from capitol hill the american public seems to be fed up with the delays. >> congress is watching how the american public is responding to the government shutdown and the looming fight over the debt ceiling. and the news is not good. the american public are not happy and especially angry at republicans. a new poll that came out thursday by nbc news and the wall street journal shows that the majority of americans blame the republican for the shutdown. president obama fairs better he has steady approval ratings. there is one note of caution for democrats. 70% of people polled say they do think president obama should be

secretary of state john kerry traveled to afghanistan to talk about the future of forces in afghanistan. and jennifer glasse reports from kabul. >> the goal of secretary kerry's whirlwind meeting to kabul and president karzai is try to get security talks between the two countries. security agreement need to be in mace if the security forces are going to stay beyond 2014. that itheynato would like to set concluded by the end of october. that is the deadline they gave to karzai. if an agreement is not in place they will withdraw all forces by 2014. that is a follow on nato mission that has been agreed upon.

welcome back i have just been spending the last 15 or 20 minutes looking at twitter. i want to show you video that has been coming out of the preparations of what is happening here in parts of india. people have been preparing all day long, conditions are now deteriorating. we are looking at the late morning tim time frame in indias we speak. take a look at the satellite image. the storm is making it's way

closer across the region. the feeder bands are uprooting trees in the region. this is equivalent to the category five hurricane. it's the intensity of hurricane katrina when it made landfall across the region in the south parts of the united states. double the size of sandy as it made it's way up the coast. what we will see as the storm makes land fall, the storm will deintensify. the amount of rain could be between 8 and 16-inches. up to the north is the himalayas. once the storm goes to the north a lot of rain is going to be dumping out of the storm. we are going to be watching post cyclone landfall a lot of mud slides and landslides and flash flooding going up in the northern states. this will affect parts of nepal
