>> welcome to ages america. i'm richelle carey. here are the stories we're following. no deal, no negotiations with the white house. that's from house republicans on the government shutdown. cyclone phailin makes landfall at 150 mph. and it is now twice the size of super storm sandy. secretary of state john kerry meets with president karzai regarding how many troops will stay next year. the deal or no deal.

out of washington as no end to the shutdown is in sight. john boehner has also stopped speaking with the white house. now with a difficult assignment this morning, figuring out what is the latest? >> reporter: i know, i know. we weren't expecting much to happened i don't think anybody was. but we've had some pretty fine political theater which i would like to tell but. the house convened earlier this morning, and the democrats have been lining up one by one to ask the presiding speaker for permission to have an unanimous vote. rand one by one the speaker turned down on the grounds that they don't have appropriate clearance. you'll note no republicans took

part of this, it's a rare tool that the minority has in the house if they wish to stir things up a bit. they also have discharge possession that almost never works. in 1996 and 2002 as well, but the discharge position would allow them to open a clean government. there would be with committee involved and almost no leadership involvement, not necessarily any leadership cooperation. this is based on a g.o.p. bill which the democrats have amended. here now is the minority whip in the house talking about it this morning. >> this morning the member of the democratic caucus and we hope many members of the republican caucus will be walking through the house door and signing a discharge petition which simply says we should not

have a shutdown. >> so i can't stress this enough, richelle, it's fun for them to have done that. something that they should do, that they have to in the position that they're in, but it's probably not going to amount to the hill of beans because these discharge petitions don't have a history of working. >> we're roughly two weeks into the shutdown. october 17th is the debt ceiling target date, right? >> reporter: right. >> that's about to collide. what next. >> reporter: it's worth making a point every time. we have two things going on. we have the shutdown which is bad enough but also looming is the debt ceiling where the united states won't have enough money to pay its bill.

er now jack lew, secretary of treasury, said everyone is hoping this will hoppe happened. well, those around the world won't get their interest payment, and it could spark is recession, if not a depression. we have these two things going on. on thursday we thought we had a deal on the table. that all seemed to have evaporated yesterday. we're back where we are today. total stalemate. >> we're talking again in an hour. who knows what could happen. >> i like your optimism. >> we're trying, john terr att

on capitol hill. some governorrers are reopening national parks on their dime. they will all reopen monday. for some the costs are too high to open the parks fully. the monster storm known as phailin is on the indianan coast. hundreds of thousands people have taken to government shelters. tourists are having a hard time getting out of the region and all flights are canceled. in the next 18 hours the area is at its highest risk. phailin is the size of france,

four times the size of katrina. we have the layes the latest. >> the government said more than a half million people have been evacuated. we visited one of the shelters and it seems almost like a cruel joke, it's a two-story cone structure located right next to the ocean. when we went inside, there were only a couple of dozen people there. most people were on the beach watching. they said many storms have come in the past and nothing has come to them before. if something happens they'll go to the shelter. it seems as if they're unaware of how severe the storm might be. either they disbelieve how severe it might be or the government has not notified

them. in reality they're in the same place they always lived. they have just simply moved down the street. >> we're tracking the storm, eboni. >> meteorologist: and with a storm of this magnitude it is a very large system and a highly populated area. on a though it shows signs of winging it shows a strong system upwards of a category 4. and as you can see further inland there is further weakening that is expected but it does remain equivalent to a category 4. unless you move far inland we'll find the rain. it has been reported upwards of four inches but some areas could top 20 inches or more and two feet or more of rainfall topping the storm serge.

it will cause plenty of floo flg in this highly populated area. the wind, the rain, the biggest issues with the system, and at least over the next several hours, in the next 24 hours they'll be dealing with the system. at home things are quiet in the atlantic but we're watching this broad area with a medium chance looking a little unimpressive. but it will become a little more favorable. we're also following another storm heading towards vietnam. >> with us, director of india's red cross society. thank you for joining us. tell us a bit more about how the evacuation process is going particularly in low-lying areas. tell us about that.

people have to be there for a while? >> yes, we have a fleet of sanitation units in case the requirements we can immediately send the water sanitation units for relief and provide safe drinking water to the affected people. from new delhi we have already dispatched units. >> i also that electricity has been cut off in the area. >> can you repeat? >> i said understand that electricity has already been lost in the area? what do you know about that? >> it is in the coastal area, and after the storm in 1999, they have prepared the communities for any disaster.

>> let's talk about 1999. do you feel more prepared? have you learned lessons from 1999? >> definitely. we're more prepared. the committee is more prepared. >> tell me a little bit more about the lessons you've learned? i think we lost manish choudry. director of the indian red cross society. telling us that he feels that they've done the best job they can in evacuating people ahead of this storm, and we'll try to check back in with him again. the bay of bengal where cyclone phailin has been gaining strength. it's the most severe category 5 storm since 1999, which was india's most destructive storm in decades. 0,000 people died and

$4.5 billion in damage. secretary of state john kerry and afghanistan president karzai meet, and jennifer, tell us about the issues, the realisticking points in these talks. >> reporter: well, the security agreement is crucial. negotiation versus been going on for nearly a year now, and they seem to be stuck on two main points. one you mentioned, that president karzai has asked the united states to give afghanistan a security guarantee if it runs into trouble with its neighbors. the united states is reluctant to do that because it puts it is

in a difficult situation with pakistan. they've had troubled relationship. and will they'll be allowed to carry on on their own in afghanistan after 2014. that's something that the united states says it needs to do if it finds terrorists in afghanistan borders. president karzai said allowing forces to stay goes against state sovereign glit why is it crucial for him? >> it's really about the future of afghanistan. it's not just u.s. forces that would stay here. n.a.t.o. forces are watching to see what the united states would do and a couple of nations said they would not stay beyond 2014. there is a plan to continue to

train and equip the afghan security force. that's at stake here. and even if an agreement is reached tonight which officials are saying they're hoping to do. they've made a lot progress and the two leaders are working very hard to hammer out the last points. even if they do get an agreement in principle tonight, president karzai has called to ratify such an agreement. he's worried about his legacy. he wants to make sure that this agreement is something that the afghan people wants and if it turns out bad for the afghan people, he wants to know that he had the support of the of afghn people. if there is a lack of confidence stand looks like u.s. forces and n.a.t.o. force also leave in their entirety in 2014 that could jeopardize the billions of dollars in international aid that afghanistan has depend on.
