president obama says no deal to the house republican's latest attempt to reopen the government. the nation now just two days ahead of default, and congressional leaders have yet to reach an agreement. libby casey joins us live on capitol hill. libby, they have come up with a plan of their own. what does it mean? >> that's right. we're so close to thursday that's the crucial date in terms of the u.s. keeping its credit worthiness, even though that is happening two days from now, and the senate has cooked up its own plan, house republicans met behind closed doors, and speaker boehner said while no decisions are made, we also talked about obamacare. it seemed republicans had left that behind, not so fast.

take a listen. >> there are a lot of opinions about what direction to go. there have been no decisions about what exactly we will do, but we're going to continue to work with our members on both sides of the aisle to try to make sure that there is no issue of default and to get our government reopened. >> speaker boehner says no decisions have been made, but we are seeing outlines of a plan, dell. >> and he was asked whether or not whether the effort was worth it two weeks after the government shutdown and he had no comment. what about the framework for the plan? >> the house republicans version puts back on the table some of the federal health care law issues, obamacare, so it would delay implementation of this medical device tax and cut out subsidies for members of

congress and top folks in washington regarding the health care law. the problem is democrats say some of those roll backs are untenable, and that goes against president obama's bottom line of not negotiating over the debt ceiling. the senate version touched a little bit of the health care law, but this republican plan pushes back harder, dell. >> have we heard from the point person, senator harry reid on what he might have to say? >> yes, a loud and clear response from democrats both in the house and accept nate. take a listen to senator reid. >> the house republicans leadership plan that is now out is a plan to advance an extreme piece of legislation and nothing more than a blatant attack on y

washington is once again becoming a focal point. paul what was their message to congress today? >> reporter: well, dell, that's right. their mess age here was similar to the message on sunday although in a much more quiet, subdued, manner. they say they are tired of being used as a political chew toy by congress, and the shutdown and debt ceiling crisis are causing veterans a lot of anxiety, making them worry about their benefits, so the message here today, for congress to get moving forward, solve these problems, and stop causes veterans and their families so much anxiety. let's hear what one of the speakers at today's event had to say. >> our mission is

straightforward, end the shutdown. you have 33 military operations trying to send the message end the shutdown. we want them to put our country first, put the politics aside and focus on one mission, which is end the shutdown. we did our job now we need them to do theirs. >> do we have any idea of how the shutdown is effecting the department of veteran's affairs. >> dell, veterans are saying again they are worried about the future of their benefits. they are sighing claims processed more slowly. and veterans taking advantage of the gi bill, wondering where their tuition checks will coming in november. interesting to note here today, dell, that the memorial is

technically closed. there is a sign at the end trans, saying the memorial is closed but open only for the exercise of first amendment rights. you can see a lot of people wandering around the memorial, so a sense that things are somewhat proceeding as normal, but a little bit different atmosphere. dell? >> paul thank you very much. the outrage seems to be spreading across the country. heidi zhou castro is outside republican texas senator ted cruz's office in dallas, texas where furloughed workers are rallying today. what groups are protesting behind you there, heidi? >> reporter: dell, the group that originally called this protest are to my right, and they are furloughed workers, joining some other groups as well, the alliance for retired americans, but to my right,

notably are pro-ted cruz supporters, including his own father who are here to have their voices heard as well. the protesters that called the gathering are trying to end the shutdown, raise the debt ceiling, and end the political gains that are costing a lot of these workers their paychecks. one of them is with me right now. you work for the social security administration and you are not getting a paycheck. how is that impacting your budget? >> well, i don't have to worry too much, i had some money set aside. and i'm using that. my house payment was due today so i used some money to pay that, but there are people i work with that are single parents or couples that work for social security so neither husband nor wife are getting

paid right now. and they are not complaining. everybody is just doing their job, but we won't expect a paycheck for all of the work we do until this shutdown is over, so we would really like it to end soon. >> reporter: right. i know you decided to pick ted cruz's office to picket. why senator ted cruz? >> from what i understand he is sort of the one that started the shutdown, and that he could possibly stop it if he so chose. that he has got the people behind him that are encouraging the shutdown, and he might have the power to stop it. >> reporter: thank you very much, alice. that again are what the protesters are asking for, for republicans to end this government shutdown and raise the debt ceiling. ted cruz here in texas enjoys a lot of support, especially in

rural parts. i was 30 miles south of here, yesterday, and voters there were overwhelmingly in support of ted cruz, that county elected him to office last year with a 44-point margin, and overall this state is still very much pro-cruz. >> heidi thank you very much. a suspected senior al-qaeda leader recently captured in libya is now scheduled to appear inside a new york city courtroom later this hour. abu anas al-libby was recently indicted by a grand jury. jonathan this is certainly a moment for prosecutors. >> reporter: yeah, it really is, especially since it has been so

long in the making. he has been on the run for ten years. within the next 30 minutes maybe he is expected to be hospital inside this courthouse to answer allegations of terror attacks. the military raid was care rid out in tripoli. after his capture the 49-year-old was interrogated for a week, and then turned over to the fbi to face federal terrorism charges in the united states. he is considered a computer expert who helped plan the 1998 u.s. embassy bombings in kenya and tanzania. in 2001, a grand jury indicted al-liby, along with 21 other terror suspects, including osama bin laden. in 1993 it is aledged he planned

u.s. embassy attacks. the transfer came sooner than expected to new york in part due to a serious health condition. al-liby allegedly suffers from a severe case of hepatitis c. a viral infection that attacks the liver. so his health problems cut short those interrogations, which has angered some lawmakers who worry than bringing him back earlier than expected may have jeopardized chances to learn more about other al-qaeda members. the charges will be read today, it's expected that he will also be appointed an attorney, and as i mentioned it is a brief

hearing, but the first step? what is likely to be a very lengthy trial. jonathan thank you very much. . in geneva diplomats from the u.s. and five world powers are sitting down to discuss iran's nuclear program. rosiland jordan has the latest. >> reporter: it has been six months since they last met to discuss the program. this time experts said the obama administration head to geneva. >> i think it's possible that obama could sell this as an important step forward for u.s. national security, as it certainly would be. >> reporter: the new iranian president says questions about his country's nuclear ambitions can be settled in six months, but the u.s. insists they will

be judged by their actions. >> we have made it clear to iran that they can have a peaceful nuclear program, as they meet the requirements of the interthainte international community. >> reporter: for starters they want iran to do the following, freeze all uranium enrichment, store most of its stockpile in another country, stop all refuelling activities at the nuclear reactor, and most important disclose everything about the nuclear program that might have a military application. in exchange the p5-plus-1 has promised to impose no new sanctions. >> the p5-plus-1, they have to deliver something for the iranians, because on the iranian side there are huge

central philippines. >> reporter: fire crews search for survivors beneath crumbled billings. the 7.2 magnitude earthquake hit just before 8:00 in the morning. it's force brought down buildings and sent people fleeing. >> translator: we were caught by surprise, the building collapsed as people were coming out. >> reporter: offices and schools were closed for a national holiday, and this way have saved laws. >> the san pedro church, a huge old spanish church built in the 1600s and severely damaged. amazingly, perhaps because it is a holiday today, there were no casualties at all there. the major of the town set up a cam monday center in a park just in front of the church, and

people gathered under white tents they have set up temporarily. >> reporter: there are reports of a number of deaths when part of a fishing port building collapsed. and more deaths in another area when the roof of a market came down. earthquakes are common in the region, but many say this was the largest they can remember, the cost both in terms of lives and damage is likely to be substantial. a russian court is denying fail to the american captain of a green peace ship who is now facing piracy charges. he appeared in court on monday. he was among 30 arrested when green peace activists tried to climb on board a platform last month. his ship has been seized by russian authorities.

warren, we're looking at texas now, more rain is expected and that will lead to more flooding. this area is not moving, so there is a wide area under a flash flood watch. right now the rain is over that area with the watch, there are even a few warnings in effect, very heavy rain moving through south texas. this is a front that stalls out and doesn't move. this is the computer forecast here. a line where very heavy rain is expected in the next two or three hours. 53 oklahoma city, 76 in dallas and san antonio is at 78 degrees. a little further north the storm is moving. we're seeing a drop in temperatures in several areas today. rapid city is at 35 degrees, and

there's some snow coming down, light snow is expected but enough where an additional one or two inches could lead to additional winter storm warnings in effect. and here is this front moving south and it stalls out there over texas. it will eventually move through the midwest and northeast. ahead of that temperatures will climb into the 60s and 70s. the computer forecast shows the snow clearing out, and slowly working its way through pennsylvania in the northeast. maybe by thursday and friday, a few light showers, temperatures will then drop and it will be a little cooler. south korea is rolling out some surprising new rules to deal with a growing number of multi-cultural marriages there.

house republicans are offering up a plan to end the debt debacle, but the white house has already issued a statement saying the g.o.p. plan is aimed at a small group of republic republicans who forced the shutdown. a court hearing is scheduled just minutes from now for abu anas al-libby. he is the suspected al-qaeda fighter who is facing terrorism charges. he is said to have helped plan any 1998 u.s. embassy bombings in tanzania and kenya. a 7.2 earthquake struck the philippines this morning, and at least 93 people are dead. south korea is looking to impose rules on multi-cultural marriages. >> reporter: this woman came to

south korea from the philippines with a korean husband she had met just twice. these marriages often run into trouble over language, money, gaps in age and culture. for me it's very hard -- it's very difficult that because of soul, the tradition, because the korean and philippine tradition is very different. because quran they said man is heaven and then woman is land. >> reporter: after her difficulties she said her marriage has now flourished. for next year the government is bringing in new rules a foreign spouse will have to be able to speak a minimum level of korean, the kreeb spouse will have to have a minimum level of income before a couple will be granted

a marriage visa. one organization that helps foreign spouses says that won't address the issue of marriage brokers who don't care about the futures of the couples they set up. >> translator: as well as officially registered brokers, there are many individuals who will continue their business, and it's difficult for the government to control them. >> reporter: the wider challenge is tackling discrimination against multi-cultural couples and their children. mixed race koreans like tony have to move team every three years. >> when they first told me by it, i was definitely bothered and upset, because being half black and half korean i have been through a lot of prejudice on both ends. i hope the best for my son.

because this is a culture that doesn't know much about other nationalities and stuff, and i just hope the best for them. >> reporter: in a country who's rich shall makeup is gradually changing, it is hopes it attitudes will keep place. >> income now foreign spouses have had few legal rights or protections in south korean, but the government is working to fix that. if you like diamonds you will love the weather on jupiter and saturn. the weather on those planets produces diamonds. but even if you can get there, you probably won't be able to take any home, scientists believe they turn to liquid when they hit the planet's core.
