>> we can begin to lift this cloud of uncertainty and unease from our businesses and from the american people. >> and wall street was ready for tonight's deal, stocks soared even before the votes were taken. ♪ ♪ >> just about an hour ago the house passed a bill to increase the debt limit and provide enough funding to end the 16-day government shutdown. the house vote followed an 81-18 vote in the senate. the legislation permits the u.s. treasury to borrow through february 7th, and it funds the government until january 15th. more than 2 million federal workers will now receive back pay. let's start with mike viqueira who is at the white house. mike, how much of a victory is this for the president? >> reporter: well, it's a big victory. and i think that from any

objective standard you can see the president held type lock stop with the creme cats i cremn the house and senate. and republicans were divided and the result has been laid bear for everyone to see over the course of the last 48 hours or so. it's a sweeping victory by the president he won't use those terms but simply saying that we need to come together now. and take care of a lot of things that need to be taken care of. some big ticket items that are on the table. >> once this agreement as arrives on my desk, will sign it immediately. we'll begin reopening our government immediately. and we can begin to lift the cloud of uncertainty and unease from our businesses and from the american people. i'll have more to say about this tomorrow. and i've got some thoughts about how we can move forward in the remainder of the year and stay focused on the job in hand.

>> reporter: and the president specifically ticked off some of the bills that are languishing in congress right now. particularly immigration bill came out of the senate, stuck in the house, the farm bill sort of a mundane bill that has gone nowhere and the budget, believe it or not, the house and senate have agreed to actually talk to each other to try to come up with the budget for the first time in five years, that was part of the agreement. and, john, late-breaking news tonight, rise and shine furloughed employees, you talked about the 2 million, some 800,000 still furloughed. the omb. office of management and budget just sent a press lee lees the president will sign the bill tonight and those employs are expected to report back to work tomorrow bright and early, john. >> what's next on the agenda for the president and congress? any plans for them to try to get together to sort of solve their differences or not? >> well, you heard the president say that he's going to have more to say tomorrow and indeed the president is going to be pressing his advantage here after this victory. he's going to have an vent at 10:35 here in washington to talk

about some of the ideas that he wants to the agenda. john, there is still a lot of pessimism if you look at the way the vote broke down it was an overwhelming vote in favor of the deal at long last that the senate came up with. but the conservatives the hard effort the hardcore were uniform against this they want to live to fight another day and, in fact, the government is only going to be open under the terms of this agreement until january 15th. just three months from now unless they can come to ideal february 7th. the new date to raise the debt ceiling, there is some wiggle room there as there was the last time with the extraordinary measures that the trekker reu watreasury wasable undertake. there is no indication that the fundamental dynamic will change as a result of this we'll see what the president has to say tomorrow. >> mike, stands by i am going libby right now. libby, as we watched the video tonight of the members of the house of representatives passing the bill, that was going to the senate. you got the sense that there is

at least some relief that this is over for a while. >> reporter: well, absolutely. i think on behalf of the american people, probably the press core around here, i might be able to speak on their behalf. but absolutely members of congress some want to put it behind them. moderate republicans who think this was a real detour from the issues that they care about, even ones who really dislike the federal health care law don't think this was the way to get it on the public radar and don't this was th the way to chip wayt it. and then democrats, man ma may p taking more of a victory lap. the tone they took tonight, senate majority leader harry reid. >> let's be honest, this is pain inflicted on our nation for no good reason and cannot make, we can not. cannot make the sim mistake again. >> reporter: we hear from that the democrats. a handful of republicans in the senate 18 of them, and then 140 -- let's see 144 members in

the house voted against this. among those who voted against this, there the house, congressman paul ryan. that's really interesting because he joins a group of members in the senate who also voted no among their ranks, rants paul, ted cruz, marco rubio, these are all men that have been talked about for presidential aspirations, all voting no. in terms of the republican yeses, we did see the leadership vote yes. speaker john boehner, majority leader eric cantor, the whip, kevin ma carling and mccarthy,y mcmorris rodgers, they all supported speaker boehner in the yes vote. i want to give you a sense of what we heard from senator ted cruz right before the vote took place in the senate tonight, john. >> this is a terrible deal today. but it's a terrible deal for the american people. but at the same time, the path forward if the american people

important things. not really a victory tonight for anybody. of course i think the president was measured in his remarks and spoke very well and effectively. but measured. and harry reid as well measured in his remarks. the real hard work begins now. now is the time for republicans and democrats to really come together to cobble out ideal that's going to work for the long-term that will get us past our january 15th deadline and our february 7th deadline, so there is still work to be done and the hard work begins now. >> let me bring in los angeles al jazerra political contributor, michael shore, give me your re reaction to what you saw. >> i agree and disagree with joe. there are no victory laps as libby said. i think there were winners tonight, nancy pelosi was able to get every democrat, 198 together in the vote. that's important. i do think that, you no, this repaourepudiation of the idea td

cruz casa spousein was espouse a scare a job killer and the job number one getting rid of obama care, his focus this i think has hurt him. they get to work and get to the immigration and bullet. senate is take week off which is absolutely ironic. but they have things that they can ge get to work on now and that's a full slate when you look at the deadlines. >> joe, does ted cruz represent the majority of view of the republican party? >> i think ted cruz represents the perspective of a lot of the tier party republicans, the folks who elected members to go to washington to do something about what they call reckless government spending. i don't think he represents the mainstream of the party. certainly not establishment republicans who want to work more closely with the system to try to bring about change, many establishment republicans are not happy that we got to this point. that the government was shutdown and they really do want to have a working dialogue to -- with

the democrats. and i think that's probably the most useful thing. but ted cruz is going to continue to be an outspoken member of the sen a senate i et senator cruz and rants paul will be outspoken in their views. >> let's get a delayed reaction about winner, when you say nancy pelosi was a winner because she got all the democratic votes yoi suspects some people will say what do you mean, the american people lost for the last 16 days or four weeks. it's hard to think about winners, isn't it. >> yes, i know what you are trying to say, john. but politics is part of a ballgame, too. it's a competition. it's looking at the end what the sum total is. i think, if the american people don't feel -- if they are angry and upset in three weeks feel forget about these 15 days of closure, these people will have gotten their back pay, the parks will be open.

life goes back to normal. >> i am not sure that many people -- sorry to interrupt, i am not sure that -- some of it is those people who have been impacted life won't back to normal it will take a long time to get back to normal. and, in fact may change to a long period of time. >> maybe i minimize it when i say a few weeks, but in general, i mean, you know that we have a short memory when it comes to politics in this country. so we look at -- when say we look at losers and winners, i think marco rubio was a winner. he's a tea party republican he was able to distance himself throughout this from ted cruz i think paul ryan was a winner he distanced hi himself from this. he has a chance to push forward. if i look at the end game that's why i brought up speaker pelosi. i don't mean to minimize it, it was a disaster for the past two and a half weeks. >> i think you are right about the short memory, joe, but when we talk about a short memory, there is this deadline in the future, just a few months away.

and i mean, do you think the american people are going to forget by february? >> they are not going to forget. they will remember if we get to january and slid we ar suddenlye talking again about a shutdown and default on this debt. it will be brought back to their memory if it happens again, so i think republicans and democrats have to work really, really hard to avoid that happening. but american have his a tendency to have a short memory when it comes to -- i mean, they hate the congress. so congress has a very low rating right now. and they have had historically low ratings at different times in history, but at the same time, many of them prefer to send their own member of congress back to congress and so, they hate congress as a whole, hate conga congress congs nationally, but they like their own member of congress, we may not see lots of turnover. we'll have to take it on a district by district basis. >> what do you say to folks who say the republican party is in disarray. the republican party is in shambles, divided. hard to come back from this,

what do you say? >> it's still too early to tell. i think clearly the republican party has to become a bigger tent. and it has to gain its footing and become cos comfortable with being a dig he tent. clearly conserve at thises are out spoke then the party, right now. we haven't heard there moderate, from established republicans. clearly if the party it to become competitive in 2016 in the national elects or even 2014 in the midterm elects they have to be, our party has to be a much broader tent and much more accepting of a wide range of ideas. >> when the president came out tonight he mentioned immigration, the farm bill and the budget. he said congress could get it all done before the end of year. is there any chance that will happen? >> i would say that i doubt that there is any chance that that will happen. that any of those three things are.

of alaska baron see crabbers an organization that represents the crab harvesters and on the telephone with us near dutch harbor, alaska is tom the captain of the breast the marion and joins us from that vessel tonight, mark it's great to talk with you, let me start with you. give me your reaction to what congress did tonight? >> i think the biggest reaction is just relief. we are happy it's over and happy we can get federal workers back to work sore our her are permits can be issued so we can get back to work. >> what has been the problem with -- what has been the problem with the shutdown and the impact that it's had? >> well, so far i mean, the boat have been tied to the docks, the season officially opened wednesday and you know, while we are tied to the docks, we are still racking up bills, you know for fuel, mooring, insurance, food to crews, most of these boats have significant cash out of pocket already just gearing

up for the season. so you know, fishing is a seasonal business. you go long periods of time with no revenue coming in, only money going out and right now, we are ready to go fishing. and we need to start paying those bills. >> you are on your boat, tom. how did you get the news? and what do you think of? >> i have to echo mark's sentiment. great relief. we heard that this afternoon, that things were finally being resolved. and that the government shutdown was ending and that was a huge, huge relief to us. >> what sort of problems has it caused you for the last couple of weeks? >> well, we have been gearing up as we normally do for the season, getting ready to leave, we would normally leave town on the 14 account start fishing at noon on the 15 account. obviously that's past. our biggest concern has been timing of the market. there is a japanese holiday gift giving tradition for their new year and crab, king crab in

particular is a real popular item for that. and that's a big components of our market share. and we have to have that in japan by mid november to satisfy that demand. and we are really concerned that if we were hea held up for weeke would miss the window. >> so will that cost you money? >> well, it's costing us money just by standing by. i mean, we are ready to go. we have been ready to go since monday. so now we are sitting idle at the dock because we can't legally fish without the permits in our hands on board. so we are sitting here at the dock burning fuel, wasting time. and potentially, you know, going in to a softening market as time goes on. so all of that has the potential to cost us money. >> are you concerned this could happen again in two or three months? >> yeah. it sounds like that 10 shall is there. so the only good thing is for

us, is once these permits are issued that covers us through the remainder of this 2013,-2014 season. for king and snow crab. so that won't be a fear for us. but in general, just as a general economy, i am worried about that. >> mark, if the government opens tomorrow, if the president signs this bill tonight as expect, how long will it take for people like tom to get permits? >> the latest we have heard is three to five days, i am hoping we can push that time line a bit and get them in 48 hours. >> so this is not something that you can just suddenly start on a dime. it's going take a while to get back to norm until. >> sure. i mean, the federal bureaucracy is that. and you know, it stopped in a hurry but with till tak will tae for get ramped back up. >> did you reach out to your congressional representative and express your dispressure and if you did, what did you say?

>> through primarily through our mark's organization, which i am a member. yes, we pressed lots of displeasure about what's been going on and he's been working very hard to get some sort of resolution to this, emergency funding to bring people in the offs or any manner of thing, it's just been a huge concern for the fishery and the market share and just extreme frustration that we have been expressing. >> tom and mark, we wish you the best of luck. and thank you very much. in detroit, the fate of michigan's ban on game marriage could be decided in a trial next year. federal judge put off an expected decision in the case of a les lesbian couple who want to marmarry so they can adopt children. michigan bans adopts by single people. the trial will be held to say whether they are unactually discriminating against them by not letting them agreed married.

danbury con condition is the only to the only women's prison in the northeast but it's been converted in to a prison for men. here is the story. >> reporter: jacob and david are growing up without their mom while she serves four years in federal prison for mortgage fraud her boys are living with their aunt. the trim once a week to see their mom is only an hour way. the damage barry federal correctional institution up the road here has housed low security i female offenders for nearly 20 years, the sred federal bureau of prisons wants to relocate those inmates for other federal prisons around the country by the end of the year. prison officials say it will ease over crowding in men's prisons and move some of the men

is a look at the head lines. newark, new jersey's mayor cory booker has been electedded to replace late new jersey senator frank. booker defeated republican steve lonergan, a state tea party skphraoerd leader and a speciale election. the debt deal passes both the senate and the house had passed a bill that will reopen the government and prevent the country friday defaulting on its debt. president obama is expected to sign the bill once it reaches his desk. key points, it will fund the government until january 15th and pay the government's bills until february 7 of course. budget conference negotiations will be held bicep 13th and the bill requires income verification for those participating in the affordable care act. as we have been saying the president is pecks today sign the bill and the government employees shoot be heading back to work in the morning, libby casey is live on capitol hill. what's the reaction there, libby? >> reporter: it's a big sigh of

relief from a lot of people, john. and you know, a lot of these staffers have been furloughed. a lot of members in the house and senate have had to see their staffers stay home to some degree. so definitely relief here. and as the domino effect finally goes, we'll see people get back to work. we'll see washington return to normal. and then so many parts of the county affected by the shutdown return to normal. we heard senator dick durban who is part of the leadership team talk this evening about what he thinks this means. >> more than 80 senators from both political parties stood up and ended this 15-day ordeal. that has been suffered by the people of the united states of america, by federal workers and by those who depends on their good service. >> senator durban giving the positives of this, but we also heard a lot of detractors tonight, people up sit that the process dragged on for so long that, it really went to the 11th hour. and that there is still a lot of divisions that need to get hammered out as the next rounds

of fights go forward. when we are looking at the sequestration discuss. should they be kept, rolled ba back. this not something some we can walkway from because we are only see the federal government reopen until january and then the debt ceiling lifted until february. so we'll be right back negotiating this again. >> libby case on capitol hill, thank you. from furloughed workers to shuttered monuments the 16-day long shutdown has taken a toll on every day people across america. al jazerra has been talking to americans from new orleans to portland who have been watching what's been going on in washington. now that the debt ceiling can be raised interest rates will stay close to normal. jennifer london has been talking to consumers in pasadena, california. and getting their reaction about spending control in america. jennifer. >> reporter: well, certainly, john, there is a sense of relief

that a default has been avoided and this means consumers will not see able crease in their credit card interest rates, a lot of people are saying wait a minute, by only increasing -- or extends being the debt limit to february 7th it's really only a sort of temporary truce. we have bought ourselves sometime. but will we find ourselves back in the very same position in a matter of months. again, wondering if there was a default would credit card interest rates go up. and many people saying, well, how would that evening impact credit card interest rates, it's actually simple, john, if the government defaults, it costs them more to borrow money, they pass that along to the banks, the banks fossa long to consumers, there are 5% of american that his have one credit card at least, about 44% of them have revolving debt. which means they don't pay off the balancing every month. and we spoke to one woman here in pasadena today that said, look, if interest rates went up just a couple of points from the average of 15% now to say 16, 17, 18%, she says that would be

did hdevastating. i would not be able to pay the increase in my monthly bill. but then, john, we spoke to another person, a gentlemen who had a completely different take and he says, bottom line, he thinks everyone is spends being i don't understand their means. >> it's the same thing our government is doing the same thing the american people are doing, we are over spending, as a society. government is over spending so it kind of trickles down, so, yeah, i mean, i think that we spend within our means, it would be a better situation for everybody. >> reporter: john, perhaps the only way for consumers to avoid being in this position again in a couple of months is to simply not have any credit card debt. >> all right, jennifer, thanks very much. the government may be ready to reopen, but in the pacific northwest, the logging industry is already preparing for the next time the shutdown forced this tomorrow stop working. now they are asking a court to weigh in on the matter and alan

in portland oregon, with the shutdown drama, will the lawsuit still go ahead? >> reporter: absolutely, john, expect there to be a hearing tomorrow in federal district court in southern oregon. northwest timber interests say that their federal logging contract should have been honored by the government even during the government shutdown. word went out early last week to companies holding federal logging contracts stop cutting. they could clean up any logs already felt, but that wa felle. the disruption won't disappear because forest service and bureau of lands management workers get back to their jobs and it will take days or weeks for logging company to his get their people back in the woods and working it he preshutdown levels. >> short-term we have had people disconnectedisconnected from th. they have had to get way from federal contracts, look for work elsewhere, if they have it. they have had mobilization costs to move their equipment out of

the woods, back to other jobs. we have a disruption in the flow of timber. >> reporter: the american forcest resources council and three loggin logging and milling companies sued claiming the federal government had no right to break contracts that were already signed. that hasn't happened in previous shut downs, logging continued. and the industry wants legal clarification for everybody involved. >> this is a first. and that's why this lawsuit this we are bringing is so important in my opinion is to get a rule ruling on this, we'll have other should downs in the future but need to set some kind of policy and some kind of directions for both of these federal agencies, forest service and blm how are going to handle contracts in the future should you have a shutdown. >> reporter: and i just connected with one of the plaintiffs in this case and they say despite the deal tonight, and despite requests from government attorneys to just hold off on this, they will push ahead with this case. john. >> alan in portland, thank you. the next big payment to social

security goes out next week many seniors were worried about what the political back and forth means for their benefits. ben is in new orleans and talking to some of the seniors, what did they tell you, ben? >> reporter: well, john, you know, what they told me basically is what you brought earlier, which i think they find the most interesting, we have heard from people about no winners, no losers, no real successor failure. everybody kind of is on the losing end of this deal, but they say this doesn't matter to them. they are not taking score, they are not keeping points in this whole thing. they have pretty much been fed up with this since it started. and we talked to seniors from both sides of the aisle. and, of course, we are talking about people who certainly rely on government services that have not been there essentially over the last three weeks. and you know, they also acknowledge what we have also talked about, is that this could be a temporary fix. so needless to say, they are not celebrating just yet. >> i can't believe that this is

happening in america. and somebody needs to do something. instead of all this bickering. solve the problem. people look up to us as a country, and they are certainly laughing at us now. >> in order to run a country, most of the time you have to -- you have the two h extremes, you have the far, the far blame are flaming liberals and whatever they are conservatives at both end, but they usually get enough people in the mid approximately, the moderate on both sides to be able to function. right now it's not functioning. >> reporter: speaking of functioning that is their biggest concern if this is only until january and we will be in the same situation, you can imagine what i big concern john, this is for these seniors, many of whom 85% of americans over 65

springtime as we go in to the fall, the weather changes very rapidly. we get a lot of contrast going on and that's that's what is going to be happening over the next several days and in to next week, first awful down in t*eg, we had a tropical system down in the gulf of california, that was bringing a lot of rain up here across mexico in to texas we saw five days of flooding going on, a lot of the rain is now leaving and we are going to be having drier condition as cross the region, no more flash flood warnings in effect at all. maybe towards the west had he hy rain across parts of the south east but not like what we saw in parts of texas. the problem now is behind a frontal system now we have a lot of cold air that is settling down being temperatures across the area starting yesterday were anywhere between 10 and 20 degrees below average. so quite cool. you can see oklahoma city is 44 degrees, dallas 71, we don't expect those highs to get very high. dallas at 72 present peu of time

looking at the temperatures dropping down to about 66, or 62 overnight lows are only going to get down to about 51, that will be nice weather there. also updating as we said earlier in the show of what is happening in the west pacific of course we have a brand-new typhoon that has just formed and this is in the wake of another typhoon. this system that is forming could potentially be as strong or stronger and following a very similar path to what we had seen that is something we'll watch carefully. the joint typhoon warning center as well as the japanese meteorological organization is watching it. if you have travel plans to japan next week it could be a major problem. you want to keep up on the forecasts because this is going to wipeout the transportation at least for several days there. we do expect to see the west pacific very active over the next couple of days and heavy rain showers are going to be a problem. that's a look at your weather, have a great evening.
