jazeera america i'm morgan radford in new york. for the second time in two weeks millions of americans who want to enroll in obamacare are being put down on hold. the health care website will be on hold this weekend so they can fix glitches. native spanish speakers can still enroll on the phone or in person. meanwhile all across the country, critics have been very vocal about the affordable care program. the glitches the health care website has crowned. but down in georgia, their irritation runs much deeper. robert ray tells us why. >> after 20 years working for financial advisory firms,

cessily wells thought it was the right time to open her own business. >> my clients i told them to wait until november and december because i knew there were going to be glitches. >> she is talking about healthcare.gov, the website that was supposed to allow individuals the opportunity to sign up. but that's riddled with software glitches. >> they weren't ready for an october 1st rollout. the long term implications, this will be a distant memory. >> welch, she finds relying on the federally designed website frustrating. >> i am fully registered, my application has been sent in. i am now able to see a button that says view your eligibility results. i can't get past that but done right now. >> do people in georgia have any specific assistance in navigating through this process.

>> in reality, no. people have their personal advisors, i'm working with friends and family but there is no one in the state of georgia, i think there's a role called navigator. the state of georgia has approved six people. that is not realistic right now. >> governor nathan diehl has said to the federal government, i don't want your money to expand medicaid. >> i think part of it was not wanting to appear supportive of a policy of the obama administration. >> and that decision is hardest felt here. grady hospital one of the few places in atlanta that the uninsured and the poor come for medical care. >> so under the affordable care act, we stand to lose $43 million a year. >> administrators say operating grady is a break even situation.

fj state legislators don't solve the health care law, in order to benefit from them states need to be fully on board with the forecast -- affordable care act act. without being on board, potential outcomes: >> there would be a huge loss of we would end up with is increased prison population and increased homeless. there is not an upside to the decisions we made. >> welch has decided as a consumer to wait it out. >> it could be a significant cost savings. if it was a movie ticket or something else, they wouldn't avoid the hassle. i have seen people standing in line for iphones.

a leg or had a heart attack. it would cover major expenses and i wouldn't lose my life savings or my house. >> california made a firm commitment early on to obamacare which has meant a smooth arer launch with more time to set up its websites and systems. people here are enrolling. some waited years ago decades to get health care. the goal is to set up a million californians by the end of the first year. dana howard at covered california says public support for the new exchange. >> do the numbers and when you good onto coveredca.com and you do the shop and compare and you put in your information and you see what you get back you realize that this is going to be good. >> getting a kind of message out to millions some of them skeptical of change and others simply very confused may be the biggest challenge.

sacramento, california. >> both men let out of prison by mistake, able to walk free with the help of some fake documents. robert ray tells us how. >> police say these are the latest photographs of joseph jenkins and james walker. they used forged documents to get out of prison. they posed for the new pictures because after they got out they reported to the sheriffs office in orlando, they registered at felons to appear less suspicious. the sheriffs office says there's reason to believe they are still there. >> it is certainly frustrating for all of us who work in the system, for me as a law enforcement officers, there are murdered persons in this community so we want to bring them back to justices. >> walker and jen cen jenkins hn

on strike, the second in just four months. the union said it would end the strike if the agency would send the working portions of the contract into arbitration. bart officials rejected that offer, saying they would only agree to send the whole contract. >> bart would welcome an end to the strike. union leaders letter though is simply a repeat of the same unacceptable offer they made at the bargaining table yesterday before the union leaders ordered workers to walk off the job. a strike is a serious and regrettable action that affects hundreds of thousands of people. bart wants to negotiate and put an end to this strike but only when union leaders are ready to make significant changes to their proposal. >> meanwhile a bay area economic institute estimates the strike will cost the area $73 million a

day. a girl who was run over by an emergency vehicle which was responding to the san francisco crash back in july, in an interview with the l.a. times the family's attorney says the incident was completely avoidable. meanwhile a prosecutor announced friday that the firefighters who struck and killed her will not be facing criminal charges. he says the firefighters was unaware of the girl's death at the time and the cause of the asian boeing 777 crash is still under investigation. >> we're tracking a new typhoon, francisco, developing in the south pacific. this storm is going to come near japan again. japan still recovering from ty feun foon wipa, as the storm
