sleeping when he heard the train crash. he has now given al jazeera an exclusive look outside of his window where you will see no where else. can you tells us what you heard this morning. >> i was a sleep and heard a loud boom. i thought it was something i was dreaming. it reverberated and maybe five minutes later a text message went off on my cell phone and it was a neighbor telling me to look out the window. and i was horrified at what i saw. >> what did you see? >> i saw a derailment and the train scattered all over the tracks and off the tracks and one almost in the water. and also when i looked out my other window facing west i saw the locomotive turned on it's side an off the tracks as well. >> to explain what ray is saying here, here you see the front of the train. the front of the train is feet away from the river. it turned off and it said speed

was a factor. and the first car is going over and you can see the first car lying on it's side. 5. >> morgan it was a few months ago where another train was on the hudson line. that was involved in another accident. what can you tell us about that? >> therwe do know there was anor train crash we heard about it in july. ray do you remember that train crash. >> i do remember it, it was a freight train derailment that happened in the middle of the night. >> were yowere you here when tht happened. >> i do remember that and it

happened in the middle of the night. >> did it sound the type of crash. >> this one sounded a little different. there was an echo after ward an an erie silence. have you been talking to your neighbors about it? >> i have. my nex next door neighbors did r it. i was a sleep when i heard this and i thought i was dreaming something and it was not until i looked out the window after receiving a text message from my neighbour that i saw what was happening. >> rush olrichelle i spoke to of ray's neighbors today and she said she has been concerned about the noise for a while and the traffic at this juncture has doubled. she is not sure if this train track is able to process the amount of freight that it's carrying now especially with twice the number of cars. >> i'm sure that will be part of the investigation. morgan radford live on the scene. speaking of the investigation we do know that the ntsb should be

arriving any moment now on the scene of this investigation. the train that you see here arriving originating at poughkeepsie new york to grand central station. what else can you add. what does the scene look look now several hours after the fact? we know it's going to be an active scene again soon when ntsb has arrived. for a lot of the press they are not looking at as good a view as more gamorgan has now. we were pushed up the hill where we were earlier. i'm told that the ntsb has moved in and they are investigating it. it's their investigation now we have been told by dcpi. also we are told that there will likely be another press conference and update in about 30 minutes. we are going to be bringing the details to you on that.

most of the media are congregated up on the hill here waiting for more updates. we have received several updates this morning. the other thing is that i'm also being told that the four fatalities that we heard about this morning have not yet been removed from the site. in fact one of them is still visible from where we are under a white sheet. that individual is covered but they have not removed the bodies from the site yet. and we are expect beining anothr update in about 20 minutes here. what we were also told at an earlier briefing is the family members have not been notified yet. do you have any update on whether or not that has changed. i understand you may not. do you? >> i have been hearing at a local high school there are peel

congregating to get in touch with people on the train and familys receiving updates. that is quite possible. in these circumstances they do pick a local location to give updates to people who have not heard from their friends or family. >> in this case the commute others who arerswho are riding s morning. all right. stay close. we'll be returning to you shortly. >> in the meantime let's listen to the information as it came in from investigators. >> well in was a concern that the the cars are close to the water concern that someone may have been ejected into the water. we use our divers and we have divers in the water and we have helicopters in the water that checked out the shoreline. we have cadaver dogs that we uses a well looking for bodies. >> bodies offering ha eeverything has proe

as far it is as they are conce. >> we have four fatalities. one was brought from outside of the train. we have had to use air bags to remove some of the critically injured. >> when we got here naturally it was a traumatic scene w. bead people in cars and we had to use our air bags to lift portions of the train and we had to use cutting equipment. and as the governor said to reiterate we have four fatalities and 63 injured. some of them serious we are joined by todd curtis on the phone our reporter on the scene described these four fa fatalits have not been removed from the scene. is it possible that is because the bodies are city there as part of the ntsb investigation?

those investigators that just arrived on the scene and maybe to give them a full assessment of the scene, is that possible? >> it's more than likely. typically the ntsb does not have that expertise. they rely on the authorities at the scene to provide support for things like dealing with the injured and with the deceased. although the positions of the bodies et cetera would be important for the investigation of the ntsb, it's a very unlikely in my opinion that they are being held there for the ntsb. it will be up to the local authorities, the medical examiner or the equivalent to make a decision as to when those bodies will be removed. >> our understanding is that the ntsb has just arrived on the scene and in fact, just held a news conference and we'll be getting you the information on that. are we going to play that now guys?

todd, stay close the ntsb has already given a briefing. let's go ahead and listen. the metro north accident that occurred about:0 7:00 a.m. this morning in the bronx, new york area. before i go any further on behalf of the ntsb i would like to extend our condolences to the family and friend of the victims of this accident. in adecision t addition to the g from washington, d.c. the ntsb has been on the scene gathering evidence as part of our investigation. the ntsb will be led by the investigator in charge mike flannigan. he will be accompanied by staff with a number of expertise in the following area. track, signaling, operations, mechanical, survival factors and human performance and vehicle recorders. also accompanying the team are the members of the ntsb office

of transportation disaster assistance and the office of public affairs. our tda specialist will be working closely with local officials to assist them and the efforts t. we'll deck t expect to arrive oe this around. afternoon. the ntsb official laying out how it will go. he said someone from the regional office was already on scene. tell us the purpose of what that brief press update was. >> well the ntsb has a fairly well practiced procedure when it comes to going on site and investigating an accident. the ntsb has a number of regional offices who have investigators there who investigate all sorts of indents and accidents.

typically when there is a major event you will have the regional person involved and backed up by a team from the washington, d.c. office. and that is basically what they are saying here. exactly who has what expertise it depends on the regional office and the people from the ntsb. again, the ntsb although they have quite a bit of expertise for example examining black boxes they rely on the other parties for most of the investigation. in this case it will be the nta and the manufacturer of the locomotive or the train cars or other manufacturers assistance that may be deemed later to be involved in the accident. >> so is there a role t -- kindf to that point is there a role for local authorities to assist at all whether it's local police or in any capacity? >> indeed, the local authorities have quite quite a bit of invot in this.

every major city in america and many of the smaller cities have essentially a mass plan. that is a plan to involve local authorities and hospitals et cetera in case there is an accident or terrorist act et cetera that causes a number of casualties. and some parts of that plan in new york were instituted in this event. when the ntsb come in they will work with whatever is happening with the local authorities. unless there is something that is very much in ntsb's control, that is something in their responsibility they will leave it to the local authorities to do the investigation. >> very much a team-work investigation that will take a few months if not longer to get answers as to why this deadly train derailment happened. todd stay close, i'm sure we'll call on you again as the transportation expert. we appreciate your insight.
