regroup, get warm, get fed. this maf man from bell belarus s really important for us because the situation is really bad for us back home. we've had 20 years of dictatorship. it's really good to have us overcome the fear. >> there are pockets of other soviet countries, armenia, where and helping ukraine as a matter of principle and setting an example for people back home. >> let's get more from nick, from kiev, defused the situation somehow but what is it like where you are now? what's going on?
1:11 pm
>> well, the back story to why they left is interesting. hard core of protestors that went in and their move was condemned by opposition many of the regular leaders if you will here on independence square. i think that's why they changed their mind, not because the justice minister was talking about creating a state of emergency in the country. for one thing it's not clear that victor yanukovych's party can garner the votes in parliament for that to take place. what is happening is the president is meeting once again with leaders of the opposition to feel ahead for an emergency session in parliament which will be looking for a number of things. either rescinding the law that made it much more difficult to protest, and many impose draconian measures or they might make it a little softer, increase the powers of the

president, increase the powers of the prime minister, this is a place where the president has a lot of the controls, the police for instance which is critical in this situation. so the situation overall however, the declaration that there might be a state of emergency has led the ukrainian media to say the country may have reached the point of no return. whether there is any escape from that situation will be determined in that extraordinary session of parliament on tuesday. >> generally speaking nick how emboldened do you think the opposition feel right now? >> reporter: barbara, even though there might not be the votes in police department necessary to have one declared, state of emergency, gestures like that which can't be applied but nonetheless rely up the

opposition -- rile up the opposition even more. and just as the beatings of journalists, people expected to be associated with police, have caused thousands more to come out on the street. it's always felt that when some type of compromise is possible the government takes some heavy handed measure or make too strongly worded statement and the whole thing back fires, leaving the president increasingly cornered as more and more regions fall into the hands of the people in the west of ukraine but now increasingly east, strong holds of president yanukovych. barbara. >> thank you, nick spicer. southeast of kiev, in leviv in western ukraine protestors are trying to prevent police from leaving the capital.

have a pledge with the southern people, respecting their free will whether they will respect it or choose to have their own independent state. the south of sudan has separated, and the southern people have voted. voted in favor of the secession. this cause us to wait for more 9 years as the negotiator will not engage in productive talks and negotiations following the secession. it was necessary for us to wait, ponder and consider, so that the country would not derail or steer away from the peace process, stability that are necessary for the paradigm

shift, land, and hoped by our party and our people. it was necessary for us to walk cautiously before taking a giant leap. both 2006 and 2010 were time limits set for this leap to take place. however, members of the national congress prepared to continue to wait and consider. the current state of affairs is still going through another number of transitional issues which make our way forward. we should embark on our desire. however, we should be cautious
1:19 pm
and also, we should not waste our precious time. our time and the time of the people of jeent vo e-who have waste ed one opportunity after another, over the six-decade independence. their giant leap forward plans is huge. diagnosing our current state of affairs thoroughly and honestly, and also identifying the current challenges and problems cannot rb translated or transformed into crippling force yet we should live up to the responsibilities and the challenge, to solve our problems to ourselves and to our dwfort ,
1:20 pm
this negative sentiment has penetrated the minds of our young generation. one of the corner stones of the giant leap forward is to rub off the dust of hesitation or doubt, to take forward a giant leap, wise and prudent, this leap cannot and should not, based on partisan sentiment. the congress believes that time has come for a comprehensive dawn east leap being forward, is imbeneficiaries yet possible, for this reason, i address the whole people, not only the members of our party.
1:21 pm
without ruling out or secluding any party or member or citizen. even our adversaries. without them it is not possible to move forward. we canno cannot confiscate the t to compete. however, we believe this competition should be in the interest of the whole country. we observe the same obligation, so that our party should work for the sake and to the interest of the whole country. not only against political adver opponents. we should rise above our partisan interest and work for the national interest. political differences should be

managed so that those taken in hand, the reins of power should live up to the responsibility, in order for all the sudanese to reap the fruit of our work. let this call be directlied to all the sudanese no surprise as sudan is our goal and our desire. it is our sedan tha sudan that e of making the leap. we address the mems of our party during this, it is also a call for them to continue to work and respond to the people's desires and aspirations.
1:23 pm
what we ask for today from all the sedanese, those members of organization and nonmembers is not an easy task yet it cannot be described as unjust simply for the reason that the congress itself is taking the initiative. we address this call to the national congress before any other party i to take call seriously and give presidency and priority tot call of the nation prospect steal away from individual partisan affiliation or realities. paving the way for a healthy race for the interests of the country. also, giving opportunities for
1:24 pm
the qualified individuals to take part in the responsibility. we should move forward with honest consideration. we should not be fall terd or relent. and in order to live up and achieve this patriotic aspiration, we must join forces. and we should also adopt the principle of cooperation, cooperation whereby everyone should heed the call of the nation as guaranteed and secured by the sudanese constitution. let's all not forget that time
1:25 pm
will not forgive us and history will judge our acts. we therefore should act in the interest of the sudanese, the sudan and the sudanese people. careful consideration cannot blind us from all manifestations that reveals the whole picture. the difficult living conditions cannot be taken as no nostalgia. we should look forward to the better.
1:26 pm
our country is not poor. according to the current standard of living and if we closely consider that the lower standards of living is a key to genuine efforts and hard work, and the state should make this possible. you're aspiration is not individual. it is collected and shared. it also should be part of the core plans of the state. if we cannot surrender or give up to the current state of
1:27 pm
affairs, however our moves should be based on honest vision. it is an opportunity before sudan and the sudanese to defeat poverty. individual work cannot defeat poverty. this issue is the concept of a comprehensive national dialogue. the political tension seen among the parties cannot reflect the state of the political process, releasing this tension is also the subject of a dialogue between the political players and the masses of the people.
1:28 pm
1:29 pm
aspiration, otherwise it will turn us into a bad example. we should carefully read the consequences as if we fail, or give up to doubt or hesitation, or disappointment, will torpedo our own hoax land. it is revealed one day after the other. that our reality is the springboard from which we should take off. we shall not continue engaging in unproductive political wrangling. the national congress has stood up to the challenge and has understood the realities.
1:30 pm
taken it as a springboard to move forward. here it is. calling on all the sudanese to understand the reality and get prepared for all of us to take off. and as i address my own political party, and the whole people, we are the first to heed the call. realizing that the reform meant to rebuild the congress party is not meant for the party itself, yet for the party to be a better representative, to be a key player to comprehensive reform and development. it is an integral part, a key player working for the home land without ruling out or secluding others to contribute to the

efforts. this is the situation and if all parties step forward to cooperate, this will be commended by the congress party. we should all live up to the responsibility, joint forces to the interest of the home land. and the national congress is confident and hopefully that all the political parties will follow in its 72nd steps. it is all meant for our comprehensive national political

seed not a partisan one. what we are getting prepared and what are our priorities for this patriotic lead to be effective and successful. first is peace. an established principle and ideology. are pat rottic and national goal. a priority a necessity to development. second, the free political atmosphere whereby the current politicals process is engaged in justly and collectively based on the will of the people. safeguarding the constitutional rights of citizens without secluding any party.
1:33 pm
third, combating poverty, fourth, reinvigorating the sudanese national identity. i said first is peace. ending the civil war was a step necessary around important that cannot be ignored. fourth, the train of development cannot move without peace. the other three priorities are part and parcel of peace.
1:34 pm
around the follow-after peace, peace cannot be established only as political players, politicians and the people should join forces work hard and actively to translate peace into the ground. it is a challenge that was first shouldered by the national congress and call on all the people and parties to share. the people cannot picture that this priority can be argued. it is a goal that should be transformed into a reality. we should understand that this call constitutes a pledge to move forward, to, in order for the street to be effective, and peace to be viable.
1:35 pm
therefore the congress while fighting is meant to safeguard right and dignity. the sudanese we should sacrifice, this is a goal, however fighting could be a means to fend off hostility. it could be a means to an end, and the end is peace. it is a tune as i said, it is the goal that we should never lose sight of.
1:36 pm
it is a huge challenge before all the political parties. before the national congress has never lost sight of peace, took it as its core principle and ideology. call to peace, and working for peace, is not a sign of weakness. call to peace, and working for peace, is not a sign of weakness. yet, it is a firm belief, as many sudanese ideologies by all the parties for which the cornerstone is peace. all these ideologies should act as such, the national congress
1:37 pm
party believes it has set a role model for a party seeking peace to the whole world by signing the comprehensive peace agreement and the darfur peace accord. without violating any hoping to achieve the desired goals. yet this is an incentive for us to take peace to higher levels for which the whole nation can benefit. needless to say that peace cannot be well-established if the right of the people are not safeguarded. this is also part and parcel of the cornerstone which we call other parties to observe, embrace and adopt. it is also one of the
1:38 pm
cornerstones of reform. we emphasize that our first choice is the political -- the peaceful political solution. this what we have been embracing and observing, as a whole, our relations with our neighboring and provisional countries based on mutual respect and cooperation. there's a big difference between the call for peace to be a shared ideology, as a minimum, on the basis of which different political think tanks and talks kc stand and the negative call and work. peace as a desired goal that cannot be achieved without hashed wor -- hard work.
1:39 pm
if all the sudanese embrace peace collectively, the voice will be one even though to which war, in this case will be decision will be one and uniform. peace is accepted and we should seek to establish peace. secondly: the freedom of political process. the national congress party, since its inception, was built on political freedom,

1:42 pm
however, the national congress believes that more arrangements, more arrangements and more reform are required for the political process to the better. this also applies to the constitution, and the other political measures whereby the transparency, democratic and integrity of the competition is guaranteed. without any recession, should believe that we have the final say. this will be judged by all of us and by others. we should act in genuine

intention, and all the sudanese should take part with goodwill and genuine intention. the call is meant for them to take part and contribute. the freedom of political process is not limited only to election. yet it is the most ma mast manit of it. >> you've been watching president omar al bashir talking about power-sharing. with me is mohamed val, reports
