ask emergency declaration for georgia today. bears down on the south for the second time in a matter of weeks, rain and snow is now falling in georgia and other states. dozens of counties are preparing for what could be a repeat of last month, when atlanta experienced massive grid lock. tri-others were stuck in their cars for hours and children ended up sleeping at their schools. that's about ten miles from downtown atlanta. and robert, it's pretty dry where you are right now? >> good afternoon, we had flurries earlier today. you can see this is a heavily traveled commercial area. a suburb, a lot of restaurants here. the streets are all good, not etch ice. temperatures are pretty high, but half the street is closed. half the street is open. as atlanta seems to have learned their lesson from about two weeks ago.

not taking any chances. the governor put in a new extreme weather task force, 32 members let all over it, and here is what he has had to say a little bit earlier today. the second wave will be worse than what we have seen. as you know, there has been significant snowfall, and we have only experienced pretty much rain here in the metropolitan area. but the second wave will be where the ice corms. whether it's from sleet, snow, or in the form of freezing rain. and that is why the real danger exists. >> tony, you heard him. that is the danger. it is ice. that's what people are fearing. back in 2000, an ice storm crippled the region, nearly half a million people without power for days. the weather service, putting out fairly

alarming alerts here. calling it a potentially catastrophic situation, in the next 72 hours. as the metro is under a storm warning, now, aen waying remember, everyone, means that it is imminent, it is happening and it is -- we are amido the severe weather. so people, not a lot of people going to work here today, schools are closed and jeff is hunkering down. >> okay, let's drill down on that a little bit. what are you hearing from the local weather casters the local meteorologist? we are talking about it sounds like two waves here, and the first wave has passed through, when does this second more dangerous wave of rain, and freezing rain move through. >> it looks like about 3:00 tonight. it should start. we aren't anding wind gusts up to 25 miles per hour. some snow, sleet, rain, mixture, temperatures dipping to the lower 20's, which is going to cause the ice, and remember, this is going

to go on for the next 48 plus hours. and that's really the big fear here. now, the mayor, of atlanta, to his credit and the governors credit, they seem to have taken this what happened two weeks ago to lesson here. the mayor has hired 32 new sand sputters, so about 60 trucks oen the roads. trying to make sure that we don't run into a slip and slide situation like we did where cars are stranded and buss are stranded two weeks ago. so interesting situation. we will see. two warnings are there, we will see if it oweres but no one is on the road. >> right. >> so just to be clear about what is different this time around, we have this emergency declaration, now. by the president, and the governor as well, that seems to be a little proactive, as opposed to where we were a couple of weeks ago, when that declaration came in many people's opinion awfully

late. >> indeed. absolutely. the governor contacted president's office, and asked for that so that they could get funds in case there is a catastrophic power event. and that's really again that's the fear. that some of this heavy snow and ice will get on the big trees here in georgia, and some of the power lines will go down. now, if that occurs the federal government pays for 75% of any sort of damages that occur, the state is left over about 25% for the payment. so, yeah, it looks like they want this to never occur again. here, but you know, we don't know if it is going to occur. >> right. >> i don't know that our weather meteorology back in new york, probably has some better insight on that. >> you keyed it up perfectly, let's do that. actually roswell is in another step miles or so north, takes you forever to get there if you are trying to drive it. meteorologist is fracking the storm for us, and dave, let's work through

this again here. the first wave has moved through. there's a second wave, and talk to us about what that can bring. >> that will effect the southeast. temperatures will be key. no question. that will make snow which melts it is no longer snow, it is either ice or sleet. freezing rain or sleet. right now, you can see the second wave coming in. midnight tonight, developing across the southeast. it is throughout this area with intense rain and freezing rain or sleet. right through central georgia and western south carolina. that is throughout the day tomorrow. and then moving up the coast. so here are the temperatures. so significant icing throughout this entire area. throughout the day tomorrow, late morning

and early afternoon, will be the peek of this storm across the southeast. you can see it continuing to come down, still, icing coming down here. it is continuing to accumulate. so we can get ice accumulations after half an inch or more. six to eight-inches of snow where it is all cold enough, and this storm will redevelop, and then move up the east coast. thursday and friday, we are tackling about snow storms across the mid atlantic. >> wow, what a mess. and there are trees all other georgia, atlanta, and carolina. you have ice, and falling limbs. >> a lot of power outages. >> let's bring in andre, he is a granite worker in atlanta. we talked to him a couple of weeks ago after he had been stranded in his car for 24 hours.

good to talk to you again. and what are you seeing now in terms of preparation that is different in your estimation from what you saw a couple of weeks ago? >> well, it looks like this time we are prepared. out working today, in south of atlanta, up to -- cherokee county, and there's much less vehicles on the road, the schools are closed. the people are driving around, and it's just looked like they are listening. they learned from the previous time, and it looks lockaway are looking at then wayings now, and everybody is taking place -- >> so andre -- >> yeah, tell me about tomorrow? i guess you went into work today, how were the roads for you getting to work and back from work. >> this was actually one of the better driving days i had in years in atlanta. because of the cars on the road, driving conditions were

beautiful. the people are driving much nicer right now. >> yeah. >> and it was a good driving day. but it is in preparation of something to come. >> so let's talk about that, something to come. my understanding is there has been a wave of weather that has moved through. but there is a second wave that is expecting to hit sometime late tonight early tomorrow morning. is that what you are hearing from meteorologist and that wave could be really bad in terms of an ice event? >> yes, that could be really bad. for tomorrow, and most probably the day after, everybody just looking to stay home. >> it should be good. we have the firewood stacked up.

operations center, posted this, and also south carolina department of public safety, they have been on the roads they posted this, showing the workers and rescue squad trucks. >> yeah. i am thinking about your report, and my understanding is -- not trying to give you an extra assignment, but there are people that are without power from that storm, and as we look at the track of this storm, you can envision this thing working its way uhm the coast, and hitting chester again, and pennsylvania with more of this freezing rain, and it could be a mess all over again. so everybody i guess just needs to be careful. >> flashlights and batteries. >> and that weather rated owe may be helpful. maybe just turn oen the television and watch your local meteorologist. >> police say they have broken up a global drug ring that spanned three continents american and italian authorities say the joint operation targeted a new rout that smuggled drugs from

guyana in south america to the port of joya. that's in southern italy. authorities say some of the drugs were destined for new york city. rapid call pinkston is here with more on today's developments. randall. >> tony, the first word of the bust came in a tweet from the new york office of the fbi which read mafia round up in new york, and italy. it was shortly after midnight in new york. and federal agents launched their crack down, rounding up suspects in an alleged plot to establish a new international drug shipment pipeline. and the closely coordinated transatlantic arrested seven suspected members of american mafia organizations while at the same time, italian authorities nabbed 17 alleged associates of the crime organization in crabria.

coming up, so there was as you might expect quite a bit of political grand standing. we have chosen -- the chairman of the house financial services committee, republicans from texas, and right off the bat, he went straight in, using janet yellen as an accuse to attack the obama administration for clogging up business, take a look. despite being almost five years into the so called obama recovery, we still see millions of our fellow citizens unemployment, or under employed. shrinking middle income paychecks, and trillions of dollars of new unsustainable debt. >> the stimulus, which we will get to, and also the jobs market. have to wait until april or may for that, and janet appears to agree with that, saying a lot

more needs to be done to kick start the jobs market, but also here at congress as well, take a listen. >> too many americans remain unemployed, inflation remains below our longer term objective. and two work of making the system more robust has not yet been completed. $85 billion a month was going in, they wrote that back in two depreciations now 65 billion. janet saying today that the fed is predicting modest growth, going forward, and if that turns out to be correct, then she is committed to growing the stimulus. >> all right, john for us, john appreciate it thank you. one proposal of the on going immigration debate, has stepped up security along the u.s. mexico border. now a person who called both the u.s. and mexico home is using a gap in the fence to teach

in the past two weeks has been belligerent, chemical weapons the deadlines have been missed and that deal that was brokered by russia, earlier last year, at the end of the summer. here is more of what the president had to say. >> barack obama reminded us of our position on syria. we were prepared to resort to force, but we found another option. negotiation. we made it possible for part of it to be destructive, but we haven't found a police solution. >> implying that russia is not doing enough to bring the asaad regime to heal both in the chemical weapons area, but also in the corridor.

president obama had very harsh words. >> i have to say that they are concerned about the well being of the syrian people, when there are starving civilians. the races as well if they are blocking this resolution. that is an example of the work we are engaging in right now. ask, there is a sanctions regime there, and that is something that president obama has been very candid to tell everyone hands off, the talk is brought iran to the table to begin with. we won't have anybody mess with that is he said anybody that tried to do business with the iran p, the international community would come down on them like "a load of bricks." >> the president made an interesting comparison about his family at today's press conference.

the continue deliberation until tomorrow. no word on where that juror could possibly be. they would bring in another, but that would mean that deliberations would have to begin all over again. meantime, ray megan is facing 21 counts on corruption related charges if he is found guilty on all 21 counts he could be facing more than 20 years in prison. again, deliberations will begin tomorrow morning at 9:00. been he mine for us, if you had access to a store that sold candy and chips or one that sold vegies and fruit as well as candy and chips, which one would you choose? it is a question raised in a new study looking at turning around so call food desserts. those poor inner city areas where fresh produce is scarce. joining me is sarah cliff.

thank you for the time, let me dive into this with you here. how do they make sense of the conclusions here? cara, if you are providing healthy food, and in areas of major cities that we are now calling these food desserts, what does the study indicate? will people actually go and shop and eat the healthier foods? >> so this study indicates that they most likely will not. >> will not? >> will not. that's a bit of a disappointment to public health advocates that hoped by bringing access to more options they would get people to eat healthier, this study has done the most to combat. shows that only a small percentage of people actually start p showing at new grocery stores. and etch when they do they are not buying any more fruit and vegetables. >> and our understanding from these health

professionals is that adding healthier foods to these communities that are lacking these healthier choices right? would potentially have an impact on obesity rates in. >> i think that's the host. to bring healthier options whether at the grocery store, or apples in aen twoer store. this is something that people think of as a very good idea, but we haven't seen any study yet, that has proved when you bring healthier options to a neighborhood that the people around there start eating healthier. >> wow. all right, so in the philadelphia study, maybe i am asking what you just answered but were people aware, were they aware of the healthier choices in their neighborhood, and among those who were aware of thissing o, do we know on some kind of a percentage basis the people in that target commute who question sided to walk past that store? and go to the other store that maybe they were more

familiar with? >> yes, so we do know this is an interesting part that people were aware. >> so they were aware. >> yes. they knew the super market was there. only about a quarter of the people that lived there begain shopping at the new super market. so people knew about it, but not all of them made the switch. i think one thing that is important to note here, is the study is done six months after. it is a possible if you do the study people may migrate over there. so it is possible that it is too early to notice the effects. >> give us a couple of take aways. taken as a snapshot in time. what are the real crucial take aways in. >> i think it is unfortunate that we don't have any evidence that bringing many super markets are going to get people to eat healthier, when you talk to public health advocates they say maybe this one thing on

it's own is not going to fix it. but in order to even think about getting people to eat healthier you need the option there. and that if you have the super market there you can honest cooking classes you can put recipes out there, and maybe with some tools actually get people to eat healthier. maybe this is a critical question, is the healthier food more expensive? >> yes, that's another factor reason are people finding these optioning affordable. that is not something they looked at in this particular study. to make the apples and oranges just as cheap as the cookies and the candies. so that's another big obstacle, and one more big obstacle is time. so that's another restriction, and if you aren't familiar with cooking with vegetables you may need some instruction, before you feel comfortable buying those things.
